DEFINITION OF TERRORISM

Acts by non-state actors involving the threatened or actual use of illegal force

or violence to attain a political, economic, religious, or social goal

through fear, coercion, or intimidation.

DEFINITION OF TERRORISM (CONT.)Mandatory inclusion criteria:

– The incident must be intentional – the result of a conscious calculation on the part of a perpetrator.

– The incident must entail some level of violence (includes property violence) or the threat of violence.

– There must be sub-national perpetrators

At least two of the following criteria must be met:1) The act must be aimed at attaining a political, economic, religious,

or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion

2) There must be evidence of an intention to coerce, intimidate, or convey some other message to a larger audience (or audiences) than the immediate victims.

3) The action must be outside the context of legitimate warfare activities, i.e. the act must be outside the parameters permitted by international humanitarian law (particularly the admonition against deliberately targeting civilians or non-combatants).

Thousands of sources worldwide generate

over one million articles per day

Initial searches return ~50,000 articles per week

~7 percent are relevant to terrorist attacks

GTD staff identify hundreds of unique terrorist

attacks worldwide per month and record

120+ points of information about each one

Government agents use GTD data on a regular

basis and seek to partner with START. The majority

of the 200 people a month who download

GTD data are from government or

educational institutions.

Educators use GTD data to guide teaching and research. GTD data is

published in hundreds of academic papers and

articles, as well as used by teachers from more than 1,200 institutions

worldwide.

News media use the GTD in their reporting to inform the general

public. Information from the GTD is cited weekly

by international, national and local outlets, such as

NPR, Newsweek and Science.
