Dear Tournament Participants,

It is with great enthusiasm that I want to welcome everyone to the 2013 World Selects Invitational Tournaments (WSI). In this, our 4th year of competition, we have seen the tournament grow from two cities and twenty four teams, to a truly global showcase encompassing five cities and more than 100 teams competing over five age groups, both male and female.

The WSI was started with one simple goal in mind in 2009. The original organizers wanted to provide an event that brought together the very best ice hockey players in the world in a setting that combined vigorous completion on the ice with friendship and intercultural awareness off it. We have gone to great lengths to encourage international friendships that we hope will extend well beyond all of our hockey careers. These include our team of international officials and our formal opening ceremony dinner where we honor and respect all participating countries.

This year we expect the event to be bigger and better than the last. We are very excited to be visiting Stockholm, Sweden, Bolzano, Italy, Portland, Maine, USA, Prague, Czech Republic, and Helsinki, Finland. We have also visited Moscow, Russia and Riga, Latvia in the past.

As a hockey fanatic myself, I am paying very close attention to this year’s NHL draft in June. For the second time, players (born 1995) that competed in the second ever WSI are draft eligible. If the projections are accurate, many of those WSI participants will be drafted in the early rounds. Other early WSI players are already drafted or playing in professional league across Europe.

I would like to thank a few key persons that have been instrumental to the growth of this world class event. Firstly Sergei Zak, who has successfully spread the message of the WSI across Russian and responsible for the participation of the very finest hockey clubs in that country. I would also like to provide a special thanks to Challenger Hockey (Czech Republic) and Pelimatkat (Finland) for not only being partners from the beginning, but also launching national level select programs in their respective countries. Lastly I would like to give a very special note of appreciation to James Hale, the 2013 WSI General Manager. James passion, dedication and tireless efforts are what are chiefly responsible for the product you will see on and off the ice this week.

Please join me in a warm welcome, an encouraging “Good Luck” and a prayer for a fun and safe event for all participants.

1. Each team will play a minimum of five games.2. All preliminary round games will be two periods of twenty minutes stopped time.3. Pre-game warm-ups will be three minutes.4. Each team should be ready to play 10 minutes PRIOR to their scheduled start times without any advanced warning.5. There will be no discussion on coaches’ ejections from games.6. No equipment penalty will be awarded.7. Minor penalties will be 2 minutes and Major penalties will be 5 minutes.8. In case of a regulation tie, we will have a shootout (best of 3 format). 3 players will be chosen by each team’s Coach at the end of regulation. Should the tie persist, we will continue 1 player at a time until the tie is broken (you must use different players than the ones used already). A player cannot shoot a second shot until the entire team roster (excluding goalies) has been used. Points are awarded as follows: •3Points–Regulationwin •2Points-ShootoutWin(SOW) •1Point-ShootoutLoss(SOL) See below under “Playoff Tie Games” for rules in playoff games.

9. All eligible players must be entered on the game’s score sheet prior to the commencement of the game (maximum 22 players including 2 goaltenders).10. Games are played with the “no red line” rule, therefore, 2 line passes are permitted.11. “Touch-up” offsides are allowed.12. Should an “act of god” happen (power failure, major injury …), after 45 minutes the game will be called and the score remain as is no matter how long the game was running at the time of the “act of god”.13. Running time will be implemented if a game’s goal differential is 5 goals or more at the 10-minute mark of the 2nd period on. The game will return to “stop-time” again should the differential be reduced to a 2 goal differential (ex. 5-3).14. Each team is permitted the use of one, 30-second timeout per game.15. Each team must be prepared to furnish a proof of age for any of its players upon the organizer’s request. Failure to do so will mean the expulsion of the player from the tournament until such proof can be shown. Players will submit to identification check conducted by tournament organizers prior to the beginning of competition. NO EXCEPTIONS.16. No Protests will be accepted.17. Every team must dress a minimum of 6 players and 1 goaltender.18. A ten minute delay will be permitted to dress a second goaltender in the event the regular goaltender is injured and the team has no dressed goaltender on the bench.19. A player will be immediately ejected from the game if he is caught hitting from behind. Depending on the severity of the gesture, a longer suspension may occur.20. A player can only play for one team and in only one category during this tournament weekend, failure to do so will disqualify the said player. An exception can be made for a goaltender, but a unanimous agreement by all tournament head coaches in order to be an exception.21. A player must participate in at least 2 (two) games during the round robin portion of the tournament to be eligible for the playoff round. Exception made for goaltenders.22. Mouthpieces and neck guards are required for all ages.

23. Checking for U12: Checking is not allowed with the following exceptions. •Whenskatingsamedirectionandcuttingin-lineagainsttheboardsInterferencewithone’s body when skating to the same direction •Hip-checkingbythedefenderagainsttheoffensiveplayer24. Any player leaving the bench to engage in a fight on the ice is automatically disqualified from the tournament as per the discretion of the Tournament Director and Head Referee.25. The ice will be resurfaced after every game.26. Games are to be started with each team attacking towards their own bench-side of the ice (for example, the Home team’s goaltender would start the 1st period on the Away team’s side of the ice). The 2nd period should always be played with each team’s goaltender in their “bench-side” net. **The committee reserves itself the final word on the interpretation of the rules. Tie Breakers If 2 teams are tied in points, the following order applies to determine the ranking of teams: 1. Head-to-Head 2. Most games won 3. Best differential (Formula = Goals for + Goals against / Goals against) 4. Least goals against 5. Most goals for 6. Least Penalty minutes during the tournament 7. Flip of a coin In the case where more than 2 teams are tied in points, the following order applies to determine the ranking of teams: (The tied teams will go through each tie breaker until ONE team is determined the winner; Example-if no team is determined ahead of all other teams after Tie Breaker #1, then it will move on to Tie Breaker #2, etc) 1. Most games won 2. Best differential (Formula = Goals for + Goals against / Goals against). If goals against = zero, you will be ahead of everyone. If two or more teams have a goals against = to zero, the most goals for will be ahead. 3. Least goals against 4. Most goals for 5. Least Penalty minutes during the tournament 6. Flip of a coin Playoff Tie Games If there is a tie game at the end of regulation time during the tournament playoffs, the following overtime rules will apply. A) One, Five minute sudden-death period. Three on Three + Goaltender B) Shoot-out, Three penalty shots to each team. Should tie persist, one penalty shot each until there is a winner. Please read carefully Respect the referees at all times, should you have a situation you would like to discuss concerning a particular individual, we have appointed a referee in chief who is available to you, he does not have the power to change a referees decision. However, we have advised our refereeing staff to treat coaches with respect and they will expect the same in return. They will not exercise any patience when being sworn, screamed or gestured at. **The committee reserves itself the final word on the interpretation of the rules.

Все игры предварительного раунда будут проходить в формате 2 периода по 20 минуты чистого времени.3. Разминка на льду длится 3(три) минуты.4. Каждая команда должна быть готова за 10 минут ДО начала матча, согласно расписанию турнира, без дополнительных предупреждений.5. Удаления тренеров с игры за недисциплинированное поведение не подлежат обсуждению.6. Удаления по поводу экипировки игроков не признаются турниром.7. При наложении Малого штрафа, игрок должен быть удален со льда на две (2) минуты, и при наложении Большого штрафа игрок должен быть удален на 5 (пять) минут.8. Команда, победившая в основное время получает 3 очка. По окончании основного времени матча, закончившегося вничью, назначаются буллиты в формате «по 3 буллита». Тренерский состав укажет три (3) игрока по окончании основного времени игры. В случае ничейного результата каждая команда будет пробивать по одному буллиту до выигрыша одной из команд (команды не имеют право использовать одного и того же игрока). Игрок не может пробивать свой второй буллит до того момента пока все игроки, кроме вратаря, не были использованы. Победитель получит 2 (два) очка за победу по буллитам, и проигравшая команда получит 1 очко за ничью в основное время матча. Ниже приведён регламент в случае ничьи в играх плей-офф.9. Все игроки должны быть записаны в протокол матча (максимум 22 игрока, включая 2 вратаря)10. На турнире не будет применяться правило красной линии, т.е. пас через две зоны разрешён в играх турнира.11. В играх турнира будет использовано правило «отложенное положение «Вне игры».12. В случае форс-мажорных обстоятельств, по истечении 45 минут после случившегося игра будет объявлена сыгранной и счёт игры останется тем же, что и был зафиксирован во время форс мажорного обстоятельства.13. В оставшиеся 10 минут матча время игры будет идти без остановок в случае разницы в 5 и более шайб. Игра опять будет продолжена в формате чистого времени в том случае, если разрыв будет уменьшен до 2х шайб (например, 5-3)14. Каждая команда вправе использовать один (1) 30 секундный тайм-аут в игре.15. Каждая команда должна быть готова представить доказательства возраста игрока по запросу оргкомитета турнира. В случае отказа по какой-то причине сделать это, игрок будет дисквалифицирован до того момента, пока надлежащие документы не будут представлены в оргкомитет. Все игроки, БЕЗ ИСКЛЮЧЕНИЯ, должны пройти паспортный контроль перед началом турнира.16. Протесты не будут рассматриваться.17. Каждая команда должна как минимум состоять из 6 игроков и 1 вратаря.18. В случае травмы основного вратаря, 10 минут будет дано команде для того, чтобы переодеть второго вратаря, если тот не находился на скамейке запасных.19. В случае «Атаки соперника сзади» на игрока будет наложен Большой штраф + Дисциплинарный штраф, и игрок будет немедленно удален до конца игры. В зависимости от серьезности нарушения, игрок может быть дисквалифицирован на более долгий срок огркомитетом турнира.20. Игрок может играть только за одну команду в данном турнире. Игрок будет дисквалифицирован в том случае, если он выступает за две или несколько команд. Исключение может быть сделано только для вратаря по согласию всех главных тренеров команд-участниц.21. Игрок обязан принять участие минимум в двух играх предварительного раунда для того, чтобы иметь право участвовать в играх плей-офф. Исключение сделано для вратарей.22. В играх турнира необязательно использовать капы и защиту шеи. ВНИМАНИЕ! Для игроков U12: защита шеи обязательна, капы можно не использовать.23. ВНИМАНИЕ! Для игроков U12:Силовые приемы запрещены, но со следующими исключениями:

Все игры команды будут начинать на противоположной стороне площадки по отношению к своей скамейке запасных.Оргкомитет турнира оставляет за собой право последнего слова по интерпретации правил.

Определение мест команд в предварительном раундеВ случае, когда 2 команды имеют равное количество очков, для распределения мест применяются последовательно следующие критерии: 1. Результат матча между командами 2. Большее количество выигранных игр 3. Лучшая разница (Формула = Заброшенные шайбы + Пропущенные шайбы / Пропушенные шайбы). 4. Меньшее количество пропушенных шайб 5. Большее количество заброшенных шайб 6. Меньшее количество штрафных минут за весь турнир 7. Подброс монетыВ случае, когда больше 2х команд имеют равное количество очков, для распределения мест применяются последовательно следующие критерии:(Равные по количеству очков команды пройдут через каждый пункт до того момента, пока не выявиться победитель. Пример: если пункт № 1 не определит победителя, то принимается пункт № 2 и т. д.) 1. Большее количество выигранных игр 2. Подброс монетыНичейные результаты во время игр Плей-оффВ случае ничейного результата в основное время матча плей-офф овертайм будет сыгран по следующим правилам: 1. Один 5 минутный овертайм до заброшенной шайбы. 2. Команды играют три (3) на три (3) плюс вратари. 3. В случае ничьи, пробивается по 3 буллита и в случае ничейного результата по 1 буллиту до момента определения победителя.

Будьте так добры, прочитайте внимательно:Просьба ко всем участникам турнира проявлять уважение к судьям во время проведения всего соревнования. Вы вправе обсудить спорные моменты во время турнира с Главным судьёй турнира, назначенным оргкомитетом. Главный судья не вправе изменить решения судей. Однако оргкомитет турнира обратил внимание на достойное уважение тренерского состава команд со стороны судей, и надеется на достойное уважение судей со стороны тренерского состава. Судьи не будут упражняться в терпении в случае непристойных выражений и оскорблений со стороны тренерского состава.Оргкомитет турнира оставляет за собой право последнего слова по интерпретации правил

Mike is 19 years old from Metro Detroit, Michigan. A young aspiring official who would like to one day have the opportunity to work in the National Hockey League. His career started in 2010 officiation local youth hockey. He has now moved into higher levels of Junior Hockey leagues where he referees North American Hockey League games and the Minnesota Junior Hockey League.

Frank Hemple

Frank is 22 years old and in his 3rd season working with Selects Hockey. This marks his first trip over to Europe, but in the United States his resumé includes: three years as a linesmen in the Officiating Development Jr. Program, linesman in for Division One college hockey (NCAA) and multiple levels of Jr. hockey. He also has officiated multiple National Championships at all tiers of USA Hockey.

The Vasa Museum The world’s oldest restored warship, Vasa, is on exhibit at its new museum on the island of Djurgården. She capsized moments into her maiden voyage in 1628 and was salvaged 333 years later from the sea floor. The Vasa Museum is one of the most popular sights in Scandinavia.

that will be attending the training development camp in
