CG XV Decision on WIGOS: Integration

• Congress agreed that integration in the context of WMO global observing systems should be defined as establishment of a comprehensive, coordinated and sustainable system of observing systems, ensuring interoperability between its component systems, and aiming to:– Address in the most cost-effective way all of the WMO

Programme requirements with a view to reducing the financial load on Members and maximizing administrative and operational efficiencies;

CG XV Decision on WIGOS: Integration

• Ensure the integration and availability of the required information produced within the various WMO observing systems, for example:– the Global Observing System (GOS);

– the Global Atmosphere Watch (GAW);

– and the World Hydrological Cycle |Observing System (WHYCOS),

– and the WMO components of co-sponsored systems, for example the Global Climate Observing System and the Global Ocean Observing System,

– with particular emphasis on information generated by satellite, radar, wind profilers, aircraft systems, Array for Real-time ARGO, and other new technology systems;

Res. 11.3/1 (Cg-XVI) - IMPLEMENTATION OF THE WMO INTEGRATED GLOBAL OBSERVING SYSTEM (WIGOS)

• Decides to implement the WMO Integrated Global Observing System (WIGOS) during the next financial period as one of the major efforts of the Organization with the goal that WIGOS should become operational from 2016 onwards;

• Requests The Executive Council to:

• Monitor, guide & support the implementation of WIGOS;

• Establish an Inter-Commission Coordination Group on WIGOS (ICG-WIGOS);

• Regional associations to: Develop their regional WIGOS implementation plans; Coordinate WIGOS implementation activities with WIS in

their operating plan and work programme; Promote capacity building and outreach activities to assist

Members in the implementation of WIGOS;

• Requests: Technical commissions to: Guide the technical aspects of WIGOS implementation; Update WMO Regulatory Material, including development of

the Manual on WIGOS; Provide the technical lead for WIGOS through the Commission for

Basic Systems (CBS) and the Commission for Instruments and Methods of Observation (CIMO);

• Requests Members to:– Evolve their observing systems to become their national components

of WIGOS;– Support regional and global WIGOS implementation activities;– Keep the Secretary-General informed about their WIGOS

implementation activities; – Share relevant experience and cooperate with one another in

implementing WIGOS;

• Requests The Secretary-General to:– Ensure management of, and within available resources provide support

to the WIGOS implementation;– Establish a WIGOS Project Office;– Coordinate and collaborate WIGOS activities with UN organizations

and other relevant international organizations and programmes;

Congress further agreed that:

• Deliver the WIGOS Implementation Plan by the end of 2012;

• Establish a clear support structure to develop understanding of what is required to implement the Implementation Plan; and

• Coordinate with Members, the technical commissions and the regional associations to identify needs for nominated experts, including National Focal Points, and to work with Members to fill those needs.

Res. 2/2 (EC-LXIII) - INTER-COMMISSION COORDINATION GROUP ON THE WMO INTEGRATED GLOBAL OBSERVING SYSTEM (ICG-WIGOS)

• Decides: – To establish an Inter-Commission Coordination Group on the

WMO Integrated Global Observing System (ICG-WIGOS) with terms of reference as follows:

• To coordinate and prioritize WIGOS-related activities carried out by relevant technical commissions for all WMO domain areas, including deserts and drylands;

• That a representative of each regional association, designated by its president, participates in relevant activities of ICG-WIGOS;

•  Further decides that the Executive Council focal points on WIGOS will be ex-officio members of ICG-WIGOS to ensure a close link with the EC;

•  Designates the president of the Commission for Basic System (CBS) as chairperson of ICG-WIGOS;

• Present and emerging requirements of all WMO and WMO co‑sponsored Programmes should be satisfied; requirements of GFCS and other WMO priorities needed to be reflected;

• Observation activities undertaken by WMO Programmes, RAs and TCs should be core components of the WIGOS implementation; in this regard, ICG-WIGOS requested that all RAs, TCs and relevant WMO Programmes should provide an annual status report on how WIGOS was embedded in their work plans and what were their WIGOS achievements for the subsequent reporting of ICG-WIGOS to EC

ICG-WIGOS-1Key recommendations

• The further development of the WIGOS Functional Architecture (WIGOS-FA), Manual on WIGOS, the WIGOS Implementation Plan (WIP) and the development of WIGOS metadata tree must be considered as the high priority activities of ICG-WIGOS.

• WIGOS Implementation Plan should specify clearly the role and contributions of RAs & TCs ensuring their ownership and direct engagement in implementation activities; also, collaboration activities between RAs and TCs to ensure the provision of technical guidance of TCs to the Region should be specified.

• TT on WIGOS Implementation Plan (TT-WIP), with membership, Terms of references and the work plan as reproduced in Annex 1 to this paragraph;

• TT on Manual on WIGOS (TT-WM), with membership, Terms of references and the work plan as reproduced in Annex 2 to this paragraph.

• TT on WIGOS Metadata (TT-WMD) with membership, Terms of references and the work plan as reproduced in Annex 3 to this paragraph;

• Annexes 1 and 2 (membership, terms of references) will be developed in the session based on the nomination of members by P-TCs.
