has local neighborhood services –

groceries, cleaners, pharmacy -

needed to live on a day to day basis

A downtown with a center of activity on the river –

commercial

developments that will draw people locally and off the highway•

the city/community/ downtown has something to offer for every ethnic group and everyone is treated fairly
