INTRODUCTION

This bulletin provides information on the outcomes of the Shape Highton Village workshop held on 14 November 2016.

The City conducted a workshop session with residents, businesses, community associations, schools and government agencies to start a masterplan for the future of the Highton Village.

130 representatives gathered at the Highton Bowls Club to uncover the community aspirations for the Highton Village and debate ideas presented by the Design Team. The workshop was designed and conducted by independent facilitators Lynda Jones and Bob Campbell from groupwork.

Council and the community were assisted by an expert Design Team.

DESIGN IDEAS

In the lead up to the workshop our Design Team spent time observing the functioning of the Village and considering possible design responses to what they saw.

The merits of the ideas presented were then debated by the workshop groups.

A full copy of the presentations are included as an appendix to the report. The opportunities presented are summarised on the following pages.

Working in groups, participants took it in turns to talk about one thing important to them for the future Highton Village. The groups then developed future outcome statements.

Examples of the Future Highton Village outcome statements are included below that cover the wide range of future scenarios and options discussed. All comments raised are included in the breakdown of comments later in the report and in the unedited outputs report.

Most participants thought the Future Highton Village was more than a shopping centre, the spaces and places should be designed for all ages and it was central to the Highton community.

PARkingParking was one of the most debated topics. There is high demand for parking in the centre at peak times.

Opportunities for additional parking discussed included: • Short term angle parking in Belle

Vue Avenue; • As part of a road connection on

the west side of Woolworths;• Multi deck car park on the

Council car park site; • Long term parking on Belle Vue

Avenue, south of Roslyn Road or surrounding the Highton Reserve.

Each of the options discussed have varying costs, level of convenience, yield of spaces and impacts on pedestriansafetyandtrafficflows.

Altering parking time restrictions to create more short term spaces and the use of parking fees were also discussed

MOVEMENT AND ACCESSDrew Matthews the Transport Engineer provided the following design ideas for how movement and access in the Village could be improved.

The City will be installing raised pedestrian crossings on three legs of the intersection of Roslyn Road and Belle Vue Avenue.

The crossing points will increase safety for pedestrians accessing the shopping centre and children accessing local schools.

These works will be undertaken in early 2017.

The intersection at Barrabool Road and Belle Vue Ave could be altered to remove the ‘roundabout’ and create a right turn lane into the centre from Barrabool Road.

There are a number of design solutions for how this could be achieved. A concept design is shown to the left.

URBAN DESIGN

The Village has a high quality public realm and strong village character. However, where the backs of buildings front on to prominent public spaces they detract from the attractiveness of the Village.

A solution to the blank walls adjoining Woolworths is the relocation of the loading bay to the west side of the building and the creation of an access road from Barrabool Road to Roslyn Road.

An active frontage of small shops could then be created where the loading bay is currently located.

This concept requires the demolition of the library building. The service could be relocated within the Centre, as part of a new development or closed.

The loading bay could be sleeved to ensure a high quality presentation to the open space. The concept image to the left shows how this could be achieved.

The second location where blank walls detract from the pedestrian environment is the Council car park. The site is very well connected to the regional road network making it an ideal site for additional parking supply and a mixed use development to extend the retail frontage of Belle VueAvenue.Someformofcommercialdevelopmentwouldcontributetothefinancingofamulti deck car parking site.

Theconceptideadiscussedincludedthreestoreysandamixofretailofficeandcarparking.We discussed that a development like this could include the relocated library service.

WHAT WE HEARD

Parking was the most frequently mentioned topic. More is needed - this could be provided within the Reserve, southern part of Bell Vue Avenue in the drainage reserve or in a multi deck car park. There is a need to encourage workers to park out of the centre to free up spaces for shoppers. AngleparkingintheshoppingareaofBelleVuewillimpactontrafficflowandsafety.

Traffic improvements toBarraboolRoadtrafficsignalstoimprovetrafficflowissupported.NeedtoconsiderwhererighthandturnsareappropriatewithintheVillagecentretoimprovetrafficflowandsafety.Removing or altering the non-roundabout roundabout is necessary to improve safety.

Rear laneway behind Woolworths should be closed or the appearance improved. Support from many participants to relocate the Woolworths loading bay and create an alternative access road between Barrabool Road and Roslyn Road.

Safety of walkers and cyclists is very important and needs improvement.

Residential apartments in the centre will impact on the Village character.

Public spaces, play areas, meeting spaces and spaces for young people are limited and should be increased. The library service should be retained but not necessarily in the existing building.

Central median space in Belle Vue Avenue should be better utilised. Alfresco dining and after hour trading should be encouraged. Pop-up activities such as retail, events, markets and food trucks to create activity in public spaces are an opportunity for the Village.

Uniformed pavement surface and removal of tripping hazards was strongly supported. Warm and natural materials should be used for pavements.

Village Walk pedestrian areas should be upgraded. A covered walkway was a popular suggestion.

Lighting upgrades for functional and decorative purposes are needed. Seating, bins, toilets and water fountains should be expanded and upgraded.

Trees and greenery are important to the existing character and should be retained and enhanced.

Public art and local history references in the streetscape upgrades are important.

NothingthatwaspresentedattheShapeHightonVillageworkshopisfinal.Thesearejustideasandconceptstobetestedanddebated.TheCitywillnowtakethefindingsoftheconsultation to develop a masterplan with more detailed analysis of the options presented and incorporating the community’s aspirations.

The City will report back in 2017 with the draft masterplan and UDF. There will be further opportunity for input on the draft plan.

This is a long term project for the City that will guide change and investment in the Village for the next 20 years.
