Huge gap in all stuff going on is ignoring Strait of Juan de Fuca. (Logistics and remoteness cant land seaplane!) It is boundary for Puget Sound so cant interpret change in PS without these data. Due to upwelling variation, oxygen and nutrient baseline is not static!This program 2 y old now and based out of Friday Harbor. Great buy-in from all but done on shoestring. We need a mooring!!

Criteria for a Regional SystemProof of a Solid Governance Structure that can deliver a Regional IOOSBy incorporating/improving existing assets and engaging regional expertise. The federal government explored a range of options for its own interagency governance problem for the role and mission of Ocean.US:
Strong, central management; allocates funds:National Polar Orbiting Environmental Satellite System (NPOESS), Integrated Program Office (IPO) - Line item in NOAA and USAF budgets, IPO has responsibility and authority.Strategic Environmental Research and Development Program (SERDP) - Two agencies (DoD and DoE) provide research dollars at their discretion; agencies mutually determine investment areas. National Ice Center - Joint participation in a budget contributed by agencies to meet a national mission; procurement authority within each agency contributing funds.

This federation will integrate across long-term research observations, technique development, and operational/routine observations while providing the user community with not only ocean data but also a commons for ocean data observation, assimilation and prediction methods. We have chosen the scope of OCEAN.US to include data assimilation and prediction (modeling) methods as a means to foster productivity and to assure feedback on the utility and approaches to specific observation strategies and elements.
The existence of this integrated, sustained federation will serve all of the above National Needs from the outset and will greatly improve knowledge, products and value-added activities as OCEAN.US matures to full implementation over the next decade.
These National Needs are adapted from the reports by Nowlin et al (1999) and Frosch et al (1999). The inspiration, indeed most of the contents, for OCEAN.US stem from these two reports and the many source documents of those reports.
The OCEAN.US federation will contain the U.S. contributions to the international Global Ocean Observing System (GOOS). It will be larger in scope than the GOOS contribution in order to serve National goals but will not attempt to encompass all US ocean research, observation or operations. Rather, the primary role of OCEAN.US will be to integrate common interests into a shared resource for all users in both the private and public sectors ranging from national to local levels.
