1. Call to Order/Roll Call: The Chair, Mr. Michael Altomare, called the meeting to order at 3:35 p.m.

As quorum had not been achieved, Mr. Altomare opened the meeting with Item 4 Public Opportunity to Speak. At 3:35 p.m. quorum was achieved.

2. Approval of Agenda: It was M/S/C Hendrickson/Sterner to approve the Agenda with the removal of

7c and 7d. 3. Approval of Minutes: It was M/S/C Gomes/Vincelet to approve the July 9, 2015 minutes as

submitted.

4. Public Opportunity to Speak: None. 5. Director Comments: Mr. Robert Morris thanked members for having attended. The Department of

Workforce Investment is getting ready for the second cohort of pre-apprenticeship training. There have been discussions with Merced College for the Department to assist those individuals who are seeking to become LVNs or RNs.

6. Chair Comments: Mr. Altomare thanked the Executive Committee members for having met off

schedule.

7. Action/Discussion Agenda

a. Workforce Board Bylaws Update: It was M/S/C O’Neill/Marchini to accept the recommended changes to the Workforce Development Board bylaws with typos corrected and forward to the Board of Supervisors for approval. Mr. Hub Walsh abstained.

b. Workforce Board Nomination – Matt Richard: It was M/S/C Vincelet/Lepper to ratify the Executive Committee’s recommendation to accept the nomination of Mr. Matt Richard to the Workforce Development Board and forward to the Board of Supervisors for approval. Mr. Hub Walsh abstained.

e. Business Services Activities Update: Information on the business activities that have been provided to employers in Merced County was provided to members. Forty-seven individuals enrolled in programs at Worknet in Merced and Los Banos have gained employment during the months of July and August 2015. Staff has met with the Dean of the Nursing program at Merced College to see in what ways the Department may be able to assist those individuals in the nursing programs.

f. Update on Career Opportunity Ready (COR): COR is the name that was given to an applicant pool that is going to be developed. The individuals making up this applicant pool will be prepared for employment by going through a series of workshops, a drug test, and a background check.

g. Arapahoe-Douglas Economic Impact Information: Staff had a conference call with Arapahoe-Douglas in which it was learned that an economist sat on the panel to complete this three-year-long project. Arapahoe-Douglas were kind enough to pass on all their spreadsheets so that staff could plug in Merced numbers and see what, depending on the investment made on individuals, the payback on investment would be and other statistical data.

8. Information Agenda

a. Youth Council: A quorum was not met at the last Youth Council meeting and Mr. Mark Bowden has requested to resign as Youth Council Chair.

9. Information Agenda

a. Multi-Craft Training (ValleyBuild) Update: Recruiting has begun for the second round of training. The start date for the training is scheduled to be the 28th. The goal is to recruit at least 11 individuals from Merced.

10. Next Meeting: 3:30 p.m., November 5, 2015, Merced County Child Support Services,

Leap/Carpenter/Kemps Insurance Agency PROPOSED MOTION(S): Ratify the Executive Committee’s decision to accept the nomination of Mr. Shawn Dwyer and forward to the Board of Supervisors for approval. DISCUSSION: Section 107 (b)(2) of the Workforce Innovation and Opportunity Act outlines criteria for membership on the local Workforce Development Board (WDB). One of the membership requirements is that a majority of the Local Board members must be representatives of business in the local area. Mr. Shawn Dwyer is the Vice President of Leap/Carpenter/Kemps Insurance Agency, has experience serving on board on community-related activities such as the Merced Community Medical Foundation, Parks and Recreation, and has served as president for the Greater Merced Chamber of Commerce. TO: Workforce Development Board DATE: 01/14/2016 FROM: WDB Staff For Discussion For Action For Information SUBJECT: Eligible Training Provider List Waivers PROPOSED MOTION(S): Approve the waivers for the Central Valley Opportunity Center’s General Business Occupations, Photovoltaic Installation, and General Cooking programs and forward applications to the California Workforce Development Board for final approval. DISCUSSION: According to Workforce Services Draft Directive 14-7 issued by the State, the local board shall complete the Private Postsecondary Program Waiver Request form and send the request to the attention of the California Workforce Investment Board (CWIB) for any programs not meeting the 70% entered employment threshold. On November 4, 2015, staff from the Central Valley Opportunity Center (CVOC) provided three waiver requests. The CVOC is a training provider that offers several courses listed on the State of California’s Eligible Training Provider List (ETPL) located on the CalJOBS website. The ETPL is the authorized list of schools that all Job Centers use to send Workforce Innovation and Opportunity Act eligible participants for training. Completion of the training program results in the awarding of industry-recognized credential, national or state certificate, or degree, including all industry appropriate competencies, licensing and/or certification requirements.

The training program is identified as a demand occupation in our local plans and has a history of serving clients with barriers to employment.

1. Call to Order/Roll Call: The Chair, Mr. Michael Altomare, called the meeting to order at 3:30 p.m.,

and due to a lack of a quorum, reconvened a workgroup meeting. 2. Director Comments: Mr. Robert Morris thanked members for having attended. Mr. Morris stated

there will be some challenges to face after the implementation of the new Workforce Innovation and Opportunity Act (WIOA). Mr. Morris has a couple of items on his priority list which include co-location with the Employment Development Department; the Youth Programs request for proposal (RFP), and the One-Stop Procurement.

3. Chair Comments: Mr. Altomare wanted to make sure this meeting took place so that members would

not miss out on the information provided by staff of the Department of Workforce Investment.

4. Action/Discussion Agenda

a. Workforce Board Nomination – Shawn Dwyer: No action taken.

b. ValleyBuild Update: The second class will be starting on Monday. There are currently twelve individuals from Merced and twelve individuals from Modesto enlisted in the class. A contract is in the process of being written for a ValleyBuild course specifically for veterans. The graduation ceremony for the second cohort is planned for December 18th.

c. Business Services Activities Update: A report of the first quarter business services activities was provided at the meeting.

d. Economic Impact Information Update: Staff from Arapahoe-Douglas in Colorado provided staff with their spreadsheets from their project documenting return on investment that local staff could utilize and enter local numbers to determine the return on investment locally and other statistical data.

5. Reports

a. Fiscal Report: The fiscal report was included in the meeting packet. It was suggested that the fiscal report be modified to be made easier for reading.

It was requested that a Workforce Development Board orientation be provided to members to get a deeper understanding of member responsibilities.

6. Information Agenda

a. Youth RFP Update: The current youth contract is required to go out for RFP since the last RFP was conducted five years ago. On November 17th, the request for securing an RFP will go before the Board of Supervisors for approval. The new contract will have to take effect on July 1st, 2016.

7. Next Meeting: 3:30 p.m., Thursday, January 14, 2016, Merced County Child Support Services,
