Background Information
Cities today occupy only about 2% of the total land, but
they are responsible for over 60% of Global Energy
Consumption and 70% of Greenhouse Gas Emissions.
During the rapidly increase of urbanization and energy
demands, APEC member economies need to face the
challenge of global climate change.

“Make cities and human settlements inclusive, safe, resilient and sustainable”
Two Specific Aspirational Goals of EWG
“To double the share of renewables in the APEC energy mix, including in power generation by 2030; to
reduce APEC’s aggregate energy intensity by 45% from 2005 levels by 2035.”

Project Summary
Low-carbon Energy System is a proactive option, which aims
at energy efficiency, clean utilization and large-scale
renewable energy consumption as the background. This
project will present the concept, advanced technologies,
models and application forms of low-carbon energy
system through the review and research on best practices,
and explain significance and benefits for improving city
sustainability in APEC economies, and provide help for all
economies to carry out research and application in the future.

Project Background
As the second largest member economy in APEC, the
quantity of ESCI-KSP practices from China is not correspond to
its economies status and NO PRACTICE had won ESCI Best
Practice Awards. China should have made greater contribution to
ESCI and APEC.

Project Progress
Relevant Publications: APSEC compiled The APEC ESCI Best Practices Awards Casebook and The Research on
the Trend and Criteria of ESCI Best Practices Awards to used as textbooks in APSEC training.
ESCI Promotion & Application Trainings: With the support of ESCI Management Team, APSEC organized promotion
and application trainings to Chinese participants for four phases, more than 80 trainees participated.
Practices Collection: APSEC collected 13 practices in China to be the candidate of 4th ESCI Best Practices Awards.
Chinese Scoring Criteria: Combined ESCI Criteria with Chinese relevant codes and standards, APSEC developed
The Chinese ESCI Scoring Criteria, which divided the original ESCI Criteria into 50 detailed items, to use as criteria
in domestic scoring meeting.
Domestic Scoring Meeting: On Feb 19, 2019, APSEC organized The 4th ESCI Best Practices Awards-Chinese
Practices Scoring Meeting, 3 of the 13 participants won the qualification of representing China to compete ESCI Best
Practices Awards on APEC stage. The WINNERS are as follows:

Post Impact and Continued Work of APEC Funded Project SPESS
APSEC is planning to propose a new APEC funded project
(SPESS Phase II) in 2019—Demonstration and Promotion of Energy
Resilience tool based on Solar-Powered Emergency Shelter Solutions
(SPESS) for Natural Disaster in APEC .
Main Objective: carry out outcome of EWG 22 2015A—provide
technical support, establish workshop and technical training to engage
key APEC stakeholders, and establish demonstration project in China
and other susceptible economics to natural disasters.
SPESS Phase II Key Progress of Seek Co-sponsorship
Dec.2018-Jan.2019 APSEC Internal discussion about continued work of SPESS;
Draft up APEC Concept Note.
Feb.2019 Contact 7 economies ‘Official EWG representatives with email.

EWG 07 2019S The Fifth Asia-Pacific Energy Sustainable Development Forum
Share APSEC’s 5 years’ outcomes and achievements in various ways, including release and share its research
reports, display the cases and technology, make video and brochures, and expand APSEC’s networks to
promote sustainable energy development within APEC economies.
To report APSEC’s 5-year construction outcomes and work plan. Taking this forum as a platform to collect
APSEC’s milestones and achievements during past 5 years, and report the achievements to EWG members in
EWG58 for their endorsement and as a part of EWG overall annual working report submit to SCE, Senior
Official Meeting, Sectoral Ministerial Meeting and Leaders’ Meeting systematically;
To release the periodical research reports on CCT(Clean Coal Technologies) and CNSC( Cooperative Network
on Sustainable Cities) these two pillar programs to promote energy and cities sustainable development within
APEC;
To exhibit APSEC’s achievements during the forum to display the excellent cases and technology to expand
APSEC’s two networks, and strengthen members’ cooperation.
