I. Organization6onftitlunioml and Legal IRe8ear'ch.--Under the general supervision

of Joseph Woods, this section is providing the legal support for theoffice. As legal questions arise, they are referred to this section forresearch, analysis and report. The major project at this time is theresearch into the constitutional issue of defining the grounds for im-peachment.

Factual Ivestigation.-This work is under the general supervi-sion of Richard L. Cates and Bernard W. Nussbaum, both experiencedattorneys with many years of practice. The group is organized intotask forces with a task force leader in charge of each. The task forcesare collecting and examining all the evidence available-both excr i-patory and inculpatory--in the six following categories:

1. Allegations concerning domestic surveillance activities con-ducted by or at the direction of the Wqhite House;

2. Allegations concerning intelligence activities conducted byor at the direction of the White House for the purposes of thePresidential election of 1972;

3. Allegations concerning the Watergate break-in and relatedactivities, including allegelefforts by persons in the White Houseand others to "cover up" such activities and others;

4. Alleged improprieties in connectionl with tIn personal fi-nances of the President;

5. The allegat-ioins concerning efforts by the White House touse agencies of the Executive Branch foy, political purposes, andalleged White House involvement with illegal campaign contri-butions; I t

6. The allegations concerning other misconduct that do notfall within one of the foregoing categories, such as the secretbombing of Cambodia' impoundment of funds.

In the paragraphs that follow on page 2, I have endeavored tooffer a representative sýlectioix of events under investigation. I amlisting these examples only because I want to give the Committee arough idea of o*'uir work. I want to emphasize that the events men-tioned are merely examples, that' the list is by no means exhaustiveand that the; selection does not represent any judgment by this officeconcerniing the relative gravity of, the allegations. Furthermi*ore, themere fact that we are undertaking investigation into a particular sub-ject. should not be interpreted to mean that we think there was anywrongdoing there, Or that any prejudgiment of the evidence- hais beenmade. Charges are not proof. We consider it the duty of this office tosearch out all the fac'ts-those that exonerate as well as those thlait.mayimpliciate-in order to reach a.fair and impartial conclusion aboutthe truth of the charges that have been made.

Among the subjects being explored by the task force examiningdomestic surveillance activities are allegations with respect to (a) the1969) wiretaps. (b) the IHuston Plan', (c) the activities of M•essrs. Caul-field and Ulasewicz, (d) the activities of the special investigative uenitin tile White House, and (e) the activities surrounding the Ellsbergtrial.

TIh( task force charged with exaniing campaign intelligence activ-ities is examining alle-gations with respect to the following activities,among others: (a) )hiit, House "dirty tricks," (b) intelligence activ-ities of the; Committee to Re-Elect the President, (c) the Diem cables.(d) the plan to burglirize and to firebomlfi) Bro'kings Institution, and(e) Operation Sandwedge.

Afiong the areas under consideration by the task force considei'ingthe Watergate break-in and afterinath arýe allegations with respect to(a) the.Liddy plan, (b) the actual break-in at Watergate, (c) the die-struction Of files, documents and other eiid6lnce, (d) payments to theWatergate defenidants, (e) tie relationship between the CIA and theWatergate investigation, (f) offers of executive clemency to the Water-gate defenidants. (g) the role of Johii Dean in the Watergate inv'sti-gation. (h) the firing of Mr. Cox, and '(i) the Presideitih tapes.

In each task force the attorneys are fit colletiii and sifting theevidence available in the public donain. Simiiltaneously, the attorneysare marshaling and digesting the evidence available through various

governin-ntal investigations, whether completed or in progress. Theinformation is then collected in status reports coinpiled by each attor-ney on the area of investigation for which he is responsible.

'rie status reports are designed to assist the inquiry staff in deter-mining exactly what is known and what remains to be l)ro'ed or dis-plroved. Status reports generally contain a list, of all sources researchedthus far; a chronology of undilputect facts; a narrative version ofthese same undisputed-facts; identificationi of key factual disputes; alist, of the. sources that remain to be examined; co'imimiits of tie attor-ney conducting the researeli, including recommendations for f furtherr

investigation and requests for legal research; auia an appendix con-taining documents necessary to an understanding of key portions ofthe report.

On the basis of these reports the investigation will be regularlyevaluated and given further direction.

The, central file system is intended to support the. work of the attor-neys. It is operated1 by a stail of seveii. Tile investi1atiVe( files areorganized to, correspond to the six subject areas described in the pre-ceding section: Domuestic Surveillance, Campaign Intelligence, Water-gate and Aftermath, Personal Finances, Agency Practices, and OtherC(.nduct. There is a separate group of Persons files, as well as a setof files on Constitutional and Legal Analysis.

Material which pertains to more than one category is tiled in, orcross-referenced to, the files of all applicable categories.

In addition to miiaterial pertaining to specific investigative areas, thelibrary contains the following materials: selected case p)aper andtestimony in Wlatergate-related litigation; transci'ipts of relevantcongressional hearings and reports; the lWeekly Conililition of Presi-dential Documents from 1969 to the present; the U.S. Code Annotated;several Federal Reporters; and various treatises. Other volumes areborrowed from the various libraries on Capitol Hill a§ needed.

Office'MA!anagement.-To provide support for the attorneys workingin the substantive areas and for the library and file room, Robert A.Shelton; an attorney from Baltimore with experience in office manage-ment and security procedures, is in charge of the physical function-ing of the office. He is responsible for the layout of the offices, officesecurity and security procedures, secretarial and messenger services,xeroxing, office furniture and equipment, telephone equipment, sup-plies and the budget. His assistant is Ms. Janet A. Howard, who hashad two years experience in. office management, five years of experienceon Capitol Hill and who joined the staff of the Judiciary Comnmitteein October, 1973.

Mls. Howard is responsible for organizing and supervising the de-livery of secretarial services. With the exception of the senior attor-neys, who have their own secretaries, the office secretarial needs aremet by a flexible pool arrangement, since the need for sei'vices variesin each task force froin day to day. In additioih, Ms. Howard is re-sponsible for tabulating and responding to all mail addressed to theJudiciary Committee concerning the special in6-iry.

Benjamin Marshall, a retired Air Force colonel ' h0 Specializedfor twenktyfive years in all phases of security, has been hired to assist

Mr. Shelton with the task of insuring the physical security of theoffice and designing secure procedures for handling documents, re-ceiving and controlliiig sensitive material, and controlling the useof the two xerox machines.

Barbara Fletcher (225-8465) , who has worked for Members of Con-gress from her district in North Carolina for the past 6 years, h1sbeen hired to serve as liaison between the inquiry staff [infdlthe officesof members of the Judiciary Comiiittee, the offices of Memlbers ofCongress andthe public. All inquiries and requests for imiformation, ex-cept from the press, will be routed thlirobigh her. It is our intention toprovide prompt and courteous service to nienibers of the comimiittecand to k~ep them fully iniformneed as to tile progress of the inquiry.

Donald Coppock who has had some experience with the press dur-ing his 32-year career with tile Iniiiigration and Naturalization Serv-ice, has been hired as a public information officer for the JudiciaryCommiittee to handle relations with the press and to provide thepress with information in accordance with the policies and directionsof the chairman and the Judiciary Committee. The staff has beeninstructed to keep him abreast of developments and to cooperate fullywith him in a manner consistent with the proper discharge of ouirprofessional responsibilities.
