1.0 Functional Objective:

To develop the competency and career of PCIEERD Personnel in accordance with PCIEERDPersonnel Development Program.

2.0 Purpose

To establish, document, implement, and maintain a standard procedure for personnel trainingand development.

3.0 Scope

The operating instructions cover the process to avail of local and foreign, non-degree, degree,short and long term training development programs for PCIEERD personnel.

This procedure starts upon the receipt of invitation fortraining and/or seminar by Office of the ExecutiveDirector (OED) from Records Section.

Cross-cutting training/seminar.

Disseminate the invitation to all employees through e-Liham.

Fill up the Endorsement Form, have it endorsed bythe Division Chief or authorized signatory and submitto the Personnel Section. Endorsement Form isdownloadable from the PCIEERD Intranet Site.

Circulate the Endorsement Form, Ad ReferendumForm and other related documents to the members ofthe Personnel Development Committee (PDq forevaluation and recommendation.

Note:In case of confiicting recommendations of themembers, the Chairperson may resolve based onmajority decision or call an en banc meeting, asnecessary.

Approved local non-degree training/seminar.

Prepare the necessary document e.g. AdministrativeOrder (AO), Travel Order (TO) or approval letterauthorizinn the recommended nominee/s to attend the
