The Superintendent of Schools presents the following recommendations:

1. That the Board of Education approve the attached resolution commending forty-two Woodbridge High School students for their induction into the National Honor Society.

2. That the Board of Education approve the attached resolution commending six Woodbridge High School students for their induction into the French Honor Society.

3. That the Board of Education approve the attached resolution commending four Woodbridge High School students for their induction into the Chinese Honor Society.

4. That the Board of Education approve the attached resolution commending twenty-two Woodbridge High School students for their induction into the Spanish Honor Society.

5. That the Board of Education approve the attached resolution commending three Woodbridge High School students who were named state winners in the 13

th Annual

eCYBERMISSION competition sponsored by the U.S. Army Educational Outreach Program and administered by the National Science Teachers Association.

6. That the Board of Education approve the attached resolution commending Woodbridge High School student, Christopher Phan, for his achievement in the 2015 Congressional Art Competition.

7. That the Board of Education approve the attached resolution commending Colonia High School student, Edith Gonzalez, for her achievement in the 2015 Congressional Art Competition.

8. That the Board of Education approve the attached resolution commending the Colonia High School newspaper, “The Declaration”, for receiving the Site of Excellence Badge and Story Page Excellence Badge from the School Newspaper Online Distinguished Sites Recognition Program.

9. That the Board of Education approve the attached resolution commending the Colonia High School Interact Club for collecting over 5,000 pounds of food for the 2015 Spring School Food Drive to benefit the Middlesex County Food Organization and Outreach Distribution Services.

10. That the Board of Education approve the attached resolution commending four Avenel Middle School students for placing third in the Annual National Fire Information and Rescue Education (F.I.R.E) Bowl Challenge.

11. That the Board of Education approve the attached resolution commending twelve Avenel Middle School students who were named State Qualifiers in the You Be The Chemist Challenge sponsored by The Chemical Educational Foundation.

12. That the Board of Education approve the attached resolution commending eleven schools in the district for participating in the 2015 Spring School Food Drive to benefit the Middlesex County Food Organization and Outreach Distribution Services.

13. That the Board of Education approve the HIBSTER software, an electronic tracking and reporting tool for harassment, intimidation, and bullying which will be utilized by all 24 schools for the 2015-2016 school year. The cost is $12,500.00 and includes training for all Anti–Bullying Specialists at no additional cost.

14. That the Board of Education accept the previously submitted monthly report of Harassment, Intimidation, and/or Bullying (HIB) for the period April 24, 2015 through and including May 21, 2015.

15. That the Board of Education approve the previously submitted list of Professional Development conferences for staff members, dated May 21, 2015.

16. That the Board of Education approve the settlement agreement in the matter of B.C., et al v. Township of Woodbridge, et al.

WHEREAS, Plaintiff, BC, initiated a civil action entitled B.C., et al v. Township of Woodbridge, et al, which was filed in the Superior Court of New Jersey, Middlesex County, bearing Docket No. MID-L-3116-11 (hereinafter referred to as the “Lawsuit); and

WHEREAS, the Woodbridge Board of Education (hereinafter referred to as the “Board”) was a named Defendant in the Lawsuit; and

WHEREAS, the Board denies the allegations made in the Lawsuit, and continues to deny any and all liability for all claims alleged by Plaintiffs, and denies that it violated any law, rules, regulations, or policies, or that it engaged in any unlawful or wrongful conduct; and

WHEREAS, the Board has agreed to settle this Lawsuit solely for the purpose of managing its risk, and avoiding the burdens and expenses associated with litigation; and

WHEREAS, the Parties have memorialized the terms of the resolution of this dispute in a Settlement Agreement and General Release (hereinafter referred to as the “Agreement”); and

WHEREAS, any funds paid to Plaintiffs and/or Plaintiffs’ attorneys in exchange for the release of the claims brought against the Board in the Lawsuit will be provided by the insurance carrier and not the Board; and

NOW THEREFORE, BE IT RESOLVED, that the Board hereby approves the terms of the settlement of the Lawsuit which are set forth in the Agreement subject to the payment of the settlement funds being made by the Board’s insurance carrier.

BE IT FURTHER RESOLVED that the Board authorizes the execution of all documents associated with the resolution of the Lawsuit, including, but not limited to, the Agreement and the Stipulation of Dismissal with Prejudice.

17. That the Board of Education approve payment to Behavior Therapy Associates not to exceed $3,600.00 to perform an independent psychoeducational evaluation.

18. That the Board of Education approve payment to Neuropsychology & Counseling Associates not to exceed $2,800.00 to perform a neuropsychological evaluation.

19. That the Board of Education approve payment to Institute for Multi-Sensory Education not to exceed $20,000.00 to provide training on the Comprehensive Orton-Gillingham Program.

20. That the Board of Education, as required by state law (partially reimbursable in state aid), approve the enrollment of the following disabled students in a special school year program for 2014-2015, in accordance with their Individual Educational Programs (IEPs) as shown below:

WHEREAS, this outstanding accomplishment brings honor and acclaim not only to the individual students, their school and the school district, but also to the entire community; and

WHEREAS, the food drive helps provide food and other basic necessities to all Middlesex County residents in need; and

WHEREAS, the Colonia High School Interact Club was one of the top two schools in Middlesex County, collecting 5,000 pounds of food to assist in the ongoing efforts to ease hunger; and

WHEREAS, this outstanding accomplishment brings honor and acclaim not only to the individual students, their school and the school district, but also to the entire community; and

WHEREAS, it is the desire of the members of the Board of Education of the Township of Woodbridge to express their congratulations to the participating students.

WHEREAS, it is the desire of the members of the Board of Education of the Township of Woodbridge to express their congratulations to the aforementioned students and their advisor, Christina Weiman.

6. That the Board of Education appoint Ofunne Obaze, M.D., 111 Creemer Avenue, Iselin, NJ 08830, as school pediatrician for the 2015-2016 school year. Dr. Obaze shall receive payment for services in the amount of $2,000.00. The services provided shall be as follows:

Sign and authorize Special Service’s Home Instruction Certification Reports for all students requesting home instruction.

7. That the Board of Education appoint Dr. Dhimant Balar, DBNJ Sports Medicine, 77-55 Schanck Road, Suite B-11, Freehold, NJ 07728, for the 2015-2016 school year. Dr. Balar shall receive payment for services in the amount of $12,500.00. The services provided shall be as follows:

WHEREAS, the State of New Jersey has integrated the New Jersey

Teacher of the Year program and the Governor’s Teacher/Educational

Service Professionals Recognition program to the Governor's Educator

of the Year Program; and

WHEREAS, the Woodbridge Township School District has agreed to

participate; and

WHEREAS, the nominated candidates met the criteria of the

Governor’s Educator of the Year Program by demonstrating educational

innovation, student achievement, and providing important services

outside the classroom environment that promote student success; and

WHEREAS, the district is limited by the regulations of the program of

the nomination of candidates per school even though the Board of

Education recognizes that there are many educators in each school who

have met these criteria of eligibility; and

WHEREAS, the Board of Education wishes to publicly recognize the

1. That the Board of Education approves payment of the bills in the amount of $17,579,339.60 and the Food Service Department bills in the amount of $334,697.88.

2. That the amount of district taxes needed to meet the obligations of this Board for the next thirty-one day period, beginning May1, 2015 is:

Requisition for Taxes for the General Fund in the amount of $13,823,498.00 and for the Debt Service in the amount of $427,038.00 totaling $14,280,536.00, and that the Township Council is hereby requested to place in the hands of the Treasurer of School Monies that amount by June 10, 2015.

3. That the Board of Education accept the previously submitted Report of the Secretary for the month of April 2015.

WHEREAS, the Board of Education has determined that the items submitted on the attached Disposable Material List are no longer in working condition and therefore deemed not usable for school purposes.

13. That the Board of Education (1) appoint Brian Wolferman, Acting Business Administrator/Board Secretary, as Temporary Purchasing Agent, pursuant to N.J.A.C. 5:34-5.5 for a period not to exceed one year beginning retroactively from February 23, 2015 and (2) rescind agenda Item #12 of the April 23, 2015 Finance and Insurance Agenda.

14. That the Board of Education approve the previously submitted Shared Service Agreement between the Woodbridge Township Board of Education and the Township of Woodbridge for custodial maintenance of Board facilities, for a two year period July 1, 2015 through June 30, 2016 and July 1, 2016 through June 30, 2017.

15. That the Board of Education revise Item #28 of the Finance and Insurance Agenda of April 23, 2015 to reflect the reduction in the payment amount from $10,000 to $6,000 to Kenneth G. Swan, Jr., MD, University Orthopedics & Associates, LLC, 4810 Belmar Blvd, Wall, NJ 07753 as team physician for Colonia, John F. Kennedy Memorial and Woodbridge High Schools for the 2015-2016 school year.

16. That the Board of Education approve the previously submitted agreement between the Woodbridge Township Board of Education and the YMCA of Metuchen/Woodbridge for the purpose of conducting before-school and after-school care programs for the 2015-2016 school year at the following locations: Mawbey Street School #1, Avenel Street School #4/5, Indiana Avenue School #18, Lafayette Estates School #25, Robert Mascenik School #26, and Matthew Jago, School #28. Payment for use of these facilities shall be in the amount of $3,750.00.

17. WHEREAS N.J.S.A. 18A:18B, et seq., enables school districts to cooperate with each other to make efficient use of their powers and resources on a basis of mutual advantage in the areas of insurance and self-insurance and related services; and

WHEREAS, the Board of Education of Woodbridge Township School District desires to secure protection, services, and savings relating to insurance and self-insurance for itself and its departments and employees; and

WHEREAS, the Board of Education of the Woodbridge Township School District under its obligations as a member of the New Jersey Schools Insurance Group does allow for safety inspections of its properties, to pay contributions in a timely fashion and to comply with the bylaws and standards of participation of this Group.

NOW THEREFORE BE IT RESOLVED by the Board of Education of the Woodbridge Township School District:

That the Board of Education joins with other school districts in organizing and becoming a member of the New Jersey Schools Insurance Group; for a three year period , beginning July 1, 2015 and ending June 30, 2018.

That by adoption of this resolution, the Board of Education is hereby joining the New Jersey Schools Insurance Group in accordance with the terms of the previously submitted Indemnity and Trust Agreement for the following types of insurance: Property, Equipment Breakdown, Auto Physical Damage, EDP, Crime/Bonds, Workers’ Compensation, General Liability, Automobile Liability, Umbrella/Excess, Errors Omissions.

18. That the Board of Education renew the Shared Service Agreement with the Township of Woodbridge

WHEREAS, the Township of Woodbridge has a need for busing services for the transportation of children for the Township’s Department of Recreation; and

WHEREAS, the Board of Education and the Township are desirous of entering into an agreement with respect to the provision of such services under the parameters of the Uniform Shared Services and Consolidation Act, N.J.S.A. 40A:65-1, et seq. and the Public School Contracts Law, N.J.S.A. 18A:18A-1 et seq.

NOW THEREFORE BE IT RESOLVED that the Board of Education and the Township of Woodbridge enter into a Shared Service Agreement for the transportation of children to various township summer camps as follows:

a. Summer Recreation Day camps as outlined in the previously submitted camp schedules.

b. The Township shall reimburse the Board the sum of twenty five thousand six hundred thirty dollars and sixty two cents ($25,630.62) toward the cost of the Board’s bus service.

BE IT FURTHER RESOLVED, that the Acting Business Administrator/Board Secretary be authorized and directed to execute any and all documents necessary to execute the Shared Service Agreement with the Township of Woodbridge.

19. That the Board of Education approve the following resolution:

WHEREAS, the School Funding Reform Act of 2008 provides that the funding formula for school aid shall be based on the “enrollment” of resident district children, and

WHEREAS, the State Legislature, through budget adoption language, has modified the funding formula to provide that funding be adjusted based upon the “attendance” of resident children, and

WHEREAS, the Department of Education has determined that an appropriate average daily attendance rate of 96% shall be the level of attendance for all New Jersey school districts, and districts that demonstrate an attendance rate of less than 96% shall suffer a loss of school aid, and

WHEREAS, a 96% attendance rate is equal to a child being absent from school no more than seven days in one school year, and

WHEREAS, it is the opinion of the Board of Education that a 96% attendance rate is an arbitrary standard to apply to all New Jersey School Districts and is contrary to the history of funding in this State and the School Funding Reform Act of 2008, and

WHEREAS, New Jersey school districts must staff, equip, feed, and transport our children based upon the enrollment of students, and we do not send teachers home, or stop the buses, or turn off the lights, or sell their textbooks when a child is absent for health or other family reasons, and

WHEREAS, a loss of state aid due to average daily attendance simply shifts the burden to support a thorough and efficient education to the local taxpayer,

NOW, THEREFORE, BE IT RESOLVED, that the Woodbridge Board of Education hereby urges the Department of Education and the New Jersey State Legislature to fully fund the School Funding Reform Act of 2008 and to avoid modifying the formula in such a way as to penalize districts based on the attendance of children and to recognize that districts provide staff and resources for an adequate public education for all “enrolled” resident children, and

BE IT FURTHER RESOLVED, that the Board of Education directs the Acting School Business Administrator to distribute a copy of this resolution to local legislators, the Commissioner of Education, the New Jersey School Boards Association, and the New Jersey Association of School Business Administrators.

WHEREAS the Acting Business Administrator/Board Secretary has presented a certification to the Board of Education that will be maintained in the Board offices that describes the nature of the work, states that it is not possible to write specifications; and explains why the contract is an extraordinary unspecifiable service;

WHEREAS, N.J.S.A. 18A: 18A-5(a)(2) requires that an award of a contract as an extraordinary unspecifiable service without competitive bids must be publicly advertised; and

WHEREAS, funds are available for this purpose.

NOW, THEREFORE, BE IT RESOLVED by the Board of Education of the Township of Woodbridge, County of Middlesex, State of New Jersey, as follows:

a. The President and the Acting Secretary of said Board are hereby authorized and directed to execute an agreement with North American Insurance Management Corporation (NAIMC), 1460 US Route 9 North, Suite 210, Woodbridge, NJ 07095, effective July 1, 2015 through June 30, 2016.

b. The services provided shall be insurance consultant services for employee health benefits.

c. The contract is awarded without competitive bidding as an extraordinary unspecifiable service. A notice shall be published once in an official newspaper stating (1) the nature, duration, service, and amount of the contract and (2) that the resolution and contract are on file and available for public inspection in the office of the Board of Education.

d. NAIMC shall be paid the industry standard commission rates for its services over the 12 month period from July 1, 2015 through June 30, 2016.

23. That the Board of Education approve the award of the General Service Administration Agreement with, Ricoh Americas Corp., 5 Dedrick Place, West Caldwell, NJ 07006, State Contract #T2075, for the period July 1, 2015 through September 30, 2018. The Agreement shall include 91 copiers with networking capability, maintenance; parts and labor, supplies, including staples, (excluding paper.) Lease cost $30,700 per month for agreement period.

WHEREAS, the Woodbridge Township Board of Education, pursuant to N.J.S.A. 18A:18A-10a and N.J.A.C. 5:34-7.29©, may by resolution and without advertising for bids, purchase any goods or services under the State of New Jersey Cooperative Purchasing Program for any State contracts entered into on behalf of the State by the Division of Purchase and Property in the Department of the Treasury; and

WHEREAS, the Woodbridge Township Board of Education has the need on a timely basis to purchase parts or services for vehicle maintenance utilizing State contracts; and

WHEREAS, the Woodbridge Township Board of Education intends to enter into contracts with the attached Referenced State Contract Vendors through this resolution and properly executed contracts, which shall be subject to all the conditions applicable to the current State contracts.

BE IT FURTHER RESOLVED, that the Acting Business Administrator/Board Secretary shall certify to the availability of sufficient funds prior to the expenditure of funds for such goods or services; and BE IT FURTHER RESOLVED, that the duration of the contracts between the Woodbridge Township Board of Education and the referenced State Contract vendors shall be for the period of one year, July 1, 2015 to June 30, 2016.

9. That the Board of Education adopt the following resolution for participation in Coordinated Transportation with Middlesex Regional Educational Services Commission, effective July 1, 2015 through June 30, 2016.

WHEREAS, the Woodbridge Township Board of Education desires to transport special education, non-public, public and vocational school students to specific destinations; and

WHEREAS, the Middlesex Regional Educational Services Commission, hereinafter referred to as the MRESC, offers coordinated transportation services; and

WHEREAS, the MRESC will organize and schedule routes to achieve the maximum cost effectiveness.

NOW, THEREFORE, BE IT RESOLVED, it is agreed that in consideration of pro-rated contract costs, plus an administration fee of 2% or 4% for member districts, or of 6% for non-member districts, as presented to the Woodbridge Township Board of Education as calculated by the filling formula adopted by the MRESC’s Board of Education. Said formula shall be based on a route cost divided by the number of students allocated to each participating district. The total amount to be charged to districts will be adjusted based on actual costs.

A. The MRESC will provide the following services:

a. Routes coordinated with other districts to achieve a maximum cost reduction while maintaining a realistic capacity and travel time.

b. Monthly billing and invoices. c. Computer print-outs of student lists for all routes coordinated by MRESC. d. All necessary interaction and communication between the sending district, receiving

school, and the respective transportation contractors e. Constant review and revision of routes. f. Provide transportation within three days or sooner after receipt of the formal written

request.

BE IT FURTHER RESOLVED, that the Woodbridge Township Board of Education will provide the MRESC with the following: a. Requests for special transportation on approved forms to be provided by the MRESC,

completed in full and signed by previously authorized district personnel. b. Withdrawal for any transportation must be provided in writing and signed by authorized

district personnel; no billing adjustments will be made without this completed form and will become effective on the date the form is received.

B. Additional Cost-All additional costs generated by unique requests such as mid-day runs or

early dismissal will be borne by the district. All such costs must first be approved by the Woodbridge Township Board of Education.

C. Length of Agreement-This agreement and obligations and requirements therein shall be

in effect between July 1, 2015 and June 30, 2016.

Title: District Service Manager Function: To oversee and schedule the maintenance and service of all mobile equipment in

order to keep all such equipment in safe, operable condition; to schedule all mechanics' work assignments.

Reports to: Supervisor of Transportation Duties, responsibilities, and authorities:

1. Assign and supervise the daily work schedules of the chief mechanic, mechanics, mechanics' helper, and other personnel assigned to the garage.

3. Assist in supervising the use of buildings and grounds in relationship to the educational plan.

4. Assist in evaluating facilities and resources and making recommendations for change if appropriate.

5. Consult with the Principal concerning recommending approval of and make arrangements for community use of facilities.

D. Record keeping:

1. Assist in maintaining student, staff, and program records in accordance with law, district policies and regulations.

2. Submit reports as necessary.

E. General professional behavior:

1. Participate and cooperate with other staff and community members to reach district goals.

2. Remain abreast of current developments, new trends, research and contemporary interpretation of content and methodology related to position.

3. Establish and maintain professional contacts on local, state or national level.

4. Behave in accordance with law and exhibit high standards of professional ethical behavior.

5. Follow district and school policies, regulations and procedures.

6. Perform all duties assigned by the superintendent or her/his designee consistent with law, contract, policies and regulations.

F. Professional preparation:

1. A master's degree is required.

2. The applicant must hold or be eligible for a Principal certificate issued by the New Jersey State Department of Education.

G. Experience/Background:

1. A minimum of five successful years teaching experience with the Extended School Year Program is requested.

2. Experience at the level of the assignment is desired.

3. Leadership experience in the school district and/or the community is desired.

H. Personal qualifications:

1. Must be able to perform assigned tasks.

2. Must be mature and possess integrity.

3. Must possess vigorous leadership qualities.

4. Must possess the ability to get along well with all school personnel and members of the community.
