PURPOSE OF THE POSITION

Counties Manukau Health maternity services seek to expedite the values through efficient operations and effective use all resources in the secondary/tertiary maternity setting. This position utilises a whole of systems approach to ensure bed and staffing resource availability is maximised across 4 facilities and 8 care delivery locations across the Womens Health service. It will provide clinical leadership to staff out of hours on the Middlemore Hospital site, and clinical advice to the teams in the primary birthing units where required. Clinical leadership will also be strengthened through coaching and supporting midwifery and nursing staff, and contribute to quality improvement initiatives as required by the senior management team.

NATURE AND SCOPE OF RESPONSIBILITIES

Service Delivery

Day to day bed and staffing resource management

In partnership with Womens Health senior management provide 24x7 coordination of the multidisciplinary team to ensure optimum care in both the clinical maternity services across 4 facilities and 8 care delivery locations on a shift by shift basis.

Provide out of hours coordination and supervision of people, systems and resources, to ensure service delivery is efficient and effective in the absence of the senior management team

Continuously monitor the availability of staffing and bed capacity in a state of readiness to address fluctuations in demand.

Have situational awareness of acuity of mothers and babies in the services or likely to present to service and match staff skill mix to need where possible.

Work with Midwife Managers to help address skill mix deficit or deploy staff directly as required.

Supervise areas where skill mix does not meet demand, providing leadership and clinical coaching.

Be the coordinator of bed utilisation to enable effective and efficient movement of women/babies through service from admission to discharge, across all maternity facilities.

Liaise with Middlemore Central to enable visibility of Womens Health current state, working with duty managers to reallocate resources.

Clinical Leadership Acting as an effective role model by demonstrating high levels of clinical competence.

Using expert knowledge to provide clinical advice and problem solving to assist staff caring for women/babies with complex needs in Maternity Wards, B&A and Primary Birthing Units.

Participating in clinical emergencies/disaster management taking a leadership role where appropriate.

Advocate on behalf of patient/family/colleagues as appropriate and in a culturally safe manner, de-escalating situations as required.

Promote organisation/service targets/initiatives and ensure staff are aware of and utilise the appropriate policies and procedures.

Support the Midwifery Managers to optimise clinical teaching opportunities, either one on one and group sessions.

Providing support and direction for new to service and bureau staff, ensuring preceptoring is effectively endorsed.

Support the Midwife Managers to address clinical and professional competency and assisting in professional development of staff across the service.

Assisting staff to develop time management and priority setting skills.

Enable staff to utilise computer technology required for patient care management e.g. MCIS, AWM, iPM, WiMS, Concerto e.t.c.

Women, family/whanaau and caregivers. Situations may often call for tact, diplomacy and will require information to be handled in a discreet and sensitive manner. In conflict situations will be required to exercise sound judgement, negotiation and persuasiveness skills, toward facilitating a workable outcome.

PROBLEM COMPLEXITY

The Clinical Maternity Coordinator will be required to manage complex problems of a wide and varied nature within the Women’s Health area on a daily basis. The Clinical Maternity Coordinator will be regularly challenged by the requirement to continually re-prioritise their workload to ensure that the clinical areas are supported to provide quality midwifery /nursing care. The range of problems will be diverse and require solutions customised to meet the circumstances of the client. Therefore opportunities will arise to provide innovative options to the client based on proven outcomes.

SCOPE FOR ACTION

The Clinical Maternity Coordinator will be empowered to make independent recommendations and decisions related to clinical and professional issues and will be expected to use problem solving skills to develop innovative approaches to issues on a day to day basis.

The Clinical Maternity Coordinator will be responsible to the Service Manager for the achievement of agreed objectives and operates within the confines of Counties Manukau Health.

PERSON SPECIFICATIONS (requirements for the role)

Minimum Preferred

Qualifications

Registered Midwife with current Annual Practicing Certificate

Postgraduate qualification or equivalent in relevant clinical area

Experience (including years)

A minimum of five years recent clinical experience in secondary maternity care

Experience leading or participating in service quality initiatives from concept to evaluation

Leadership domain of QLP

Experience in problem solving, priority setting and planning

HEALTH AND SAFETY ACCOUNTABILITIES (Management roles) Health and Safety (H&S) is a key accountability of all Counties Manukau Health (CM Health) staff. All CM Health Managers are responsible to:

Ensure all Incidents involving staff are reported, investigated and any corrective actions are completed and closed off when completed in the Incident reporting system in line with CM Health Policies and Procedures
