Westmont officials debate stormwater funding optionsBy RYAN TERRELL

[email protected]

WESTMONT – The West-mont Village Board is expect-ed to choose one of two pro-posed funding mechanismsfor much-needed stormwaterimprovements in town atnext month’s board meeting.

Ultimately, though, West-mont voters will have thefinal say as to whether thevillage should receive addi-tional funding for stormwa-ter projects.

During the Jan. 8 meeting, the board is expected to voteto place a referendum ques-tion on the April 7 electionballots. Depending on theboard’s direction Jan. 8, thereferendum question will ei-ther ask voters to approve asales tax increase or to enacta monthly stormwater utilityfee for property owners.

Village officials say ei-ther option would help fundan estimated $30 million inmuch-needed stormwaterprojects.

“[Flooding] is not a West-mont-unique issue ... thishas been challenging forall of Illinois,” Larry McIn-tyre, communications di-rector for the village ofWestmont, said during a pre-sentationatThursday’sboardmeeting.

Efforts to find “a dedicatedand ongoing revenue source”for stormwater projects were

launched shortly after his-toric flooding in April 2013,McIntyre explained.Pros & cons

During the last month, thevillage has hosted a handful ofcommunity meetings to edu-cate the public on two fundingoptions and gauge the public’sopinion on which to pursue.

During Thursday’s meet-ing, Mayor Ron Gunter said“60 to 70 percent” of audiencemembers at the informationalmeetings have been outspokenregarding their support for asales tax rather than a utilityfee.

The current proposal sug-gests a 1 percent sales tax hike, though officials also discussedlowering that to a half-percentincrease to lighten the impact

on local businesses.Among the “pros” presented

to the board for this option wasthat a sales tax hike would beeasier and less time-consum-ing for staff to implement asopposed to the more complexstormwater fee. It would alsoinclude contributions fromnonresidents who shop or buygoods in town, officials said.

“Cons” presented includeda potentially inconsistent rev-enue flow. A 1 percent salestax hike would also be the sec-ond tax increase handed downto Westmont restaurants intwo years.

In June 2013, the WestmontVillage Board enacted a 1.5percent eating tax for “placesof eating.”

The latter “con” alsobrought up the issue of remain-ing competitive with business-es in neighboring towns.

Meanwhile, a stormwaterutility fee would present a “fairmethod” of determining fund-ing for stormwater projects, asproperty owners in Westmontwould be charged a monthlyfee that’s based on the amountof impervious land on theirproperty, officials have said. Itwould also allow for amore sta-ble revenue stream, accordingto Thursday’s presentation.

“Cons” presented for thestormwater fee included that itwould be a more complex andtedious task for village staff,as it would require ongoingefforts and extensive hoursfrom village staff to run theprogram.

Nonprofit protestA stormwater fee would

also introduce a new month-ly cost to local nonprofits.Currently, stormwater infra-structure is funded throughproperty taxes. Nonprofits, in-cluding churches and schools, are exempt from paying prop-erty taxes.

That situation presentedproblems in nearby DownersGrove, which enacted its ownstormwater utility fee in Jan-uary 2013.

In themonths that followed, local church leaders pleadedwith Downers Grove officialsto exempt nonprofits fromthe fee, arguing that the newmonthly costs – on average, about $160 – detracted fromtheir charitable efforts. The

According to the village ofWestmont, there are three mainfactors that have led to floodingissues in town.

n URBAN SPRAWL: Over-devel-opment, less green space

n CHANGING ECOSYSTEM:Development and other factorshave affected weather patterns

ORAL MUCOSAQ: What is oral mucosa?A: The soft flesh that lines the inside of ahealthy mouth is called oral mucosa. Thereare actually three types of oral mucosa. Liningmucosa covers the inside of the cheeks, the lips, the soft palate, and the area under the tongue.Specialized, or gustatory, mucosa covers the topof the tongue. Your taste buds are a form of oralmucosa. A third, hardier type, that can standup to the rigors of chewing, covers the gum andthe hard palate.Oral mucosa has two layers of tissue. Thetop layer is called the epithelium. Like otherlayers of the body’s outer skin, the epitheliumis designed to be in contact with theenvironment. Under the epithelium is a denselayer of connective tissue that holds nerves andblood vessels. A special part of the oral mucosais called the gingiva. Gingival tissue is whatmakes up the gums. It is bound firmly to thebase of the teeth. Along with the underlyingjaw bone, gingival tissue is what supports theteeth. The tight fit of the gums against the teethhelps prevent the infiltration of bacteria.Depending on a person’s skin color, the oralmucosa can range from dark pink to brown.Extremely pale mucosa can be a sign of anemia, while dark or patchy mucosa may indicatesome other medical condition. Talk with yourdentist about ways to keep your oral mucosaand the rest of your mouth healthy.

protests were successful, asthe village of Downers Groveended up exempting nonprof-its from the fee in November.

Westmont officials said astormwater utility fee wouldpresent a cost of about $7to $13 a month for owners ofsingle-family residences. Thecost would vary greatly forbusiness owners and nonprof-its, as the fee is based on theamount of impervious land onthe property.

For example, the villagesaid a stormwater fee wouldpotentially charge roughly$2,000 a month to the ownersof the Westmont Jewel-Osco,while Holy Trinity Churchand Bethel Lutheran Churchwould be potentially becharged $289 and $112, respec-tively, a month.

There is one remainingcommunity meeting regard-ing the two proposals beforethe village board zeroes in onone option. That meeting isscheduled for 7 p.m. Tuesdayat Village Hall, 31 W. QuincySt.

COD’s Breuder talks finances, requests relief from FOIA at addressByEVANSHIELDS

[email protected]

Local state legislators cametogether Dec. 10 to listen to aState of the College address atCollege ofDuPage.

College President RobertBreuder spoke for about an houron a wide number of topics in-cluding college finances and en-rollment.

Thoseinattendanceincluded:Rep. Sandy Pihos, R-Glen Ellyn;Rep. Jeanne Ives, R-Wheaton;Rep. Ron Sandack, R-DownersGrove; and Sen. Tom Cullerton,D-Villa Park.

Breuder said the school is ina“very strong financial position,”with more than $177 million inreserves – in part because he hasoperated it like a business.

“We feel good having $177million in the bank,” he said.

Of those reserves, $17 millionis being held for use after legisla-tors resolve thedebateon Illinoispension reform. Breuder askedfor any direction those presentcould provide, but legislatorssaid it was tough to gaugewheretalkswould be heading.

“I don’t foresee any move-ment until Gov. Rauner putshis budget out there,” Cullertonsaid.

Programs offered at the col-lege are decided much like any-thing inastore,Breudersaid.Anitem that was popular five or 10years ago “doesn’t necessarilysell today,” so the school makesdecisions based on what stu-dents are enrolling in or request-ing. Breuder said the college has

recently added 60 new areas ofstudy.

“We think that’s one reasonwhy our enrollment is buckingthe trend,” he said.

The college’s total headcountis 29,476, including full- andpart-time students – the secondhighest in the state, behind theUniversity of Illinois at Urba-na-Champaign. Since 2008, Col-lege of DuPage’s enrollment hasincreased 13 percent, accordingto information provided by theschool.

However, thecollegehasbeenin the spotlight over the courseof the past fivemonths for othersreasons, starting with an emailthat leaked in July. The emailwas from Breuder to collegetrustees and addressed freeingup $20 million the state had setaside for demolition of buildingsat the college.

In theemail,Breuder suggest-ed finding options that wouldbe “politically attractive” to thegovernor’s office, such as build-ing a teaching and learningcenter with the money. The gov-ernor’s office responded to theleaked email by saying it wouldnot provide the $20million.

At theDec. 10meeting,Breud-er said that money has been inthe state’s budget since 2002and he wants what the collegehas been promised and nothingmore.

“You’ll never get an emailfrom me that will request an in-crease in funding,”Breuder said.

There was substantial fall-out as a result of the email. InAugust, the board voted 5-2 tocensure trustee Kathy Hamiltonfor “inappropriate and embar-rassing conduct” when she mis-led the public about the email, according to the censure resolu-tion. The College of DuPage Fac-ulty Association in Septembervoted no confidence in Breuder. The board has not taken any ac-tion as a result of the vote, norhave they publicly addressed it.

No legislators asked Breuderabout the email or any of the re-sulting events during the Dec. 10meeting.

In October, For The Good ofIllinois claimed the college washiding $95 million in paymentsfrom the board using imprestpayments, which are less than$15,000 and do not require boardreview.

A recent audit by CroweHorwath LLP gave the college aclean bill of financial health. Theboard voted unanimously not toconduct an audit of the imprestpayments.

Breuder did not addressmany of the ongoing contro-versies surrounding the schoolWednesday, but he did requestlegislators consider some formofrelief from Freedom of Informa-tionAct requests for documenta-tion.Breuder said thecollegehasreceived 70 FOIA requests in thepast year and that two-thirds ofthose requests have come fromone group.

“I think the law is a good law. It’s well-intentioned,” Breudersaid. “But like every law, it canbe abused.”

He said the college is beingharassed by watchdog organiza-tions who are no longer lookingout for the public.

After Breuder’s presentation,Ives asked about job placementfor recent graduates. Breudersaid it depends on the program:Manufacturing students can getjobs right away, while it can betougher for those who study the-ater.

DOWNERS GROVE – Whenthe phrase, “This place is goingto the dogs,” is used in conjunc-tion with a Downers Grove-based dog therapy program, tails are typically wagging andsmiles come to the faces of indi-viduals in health care facilities, schools and senior assisted fa-cilities.

After Becky Jankowski re-tired from Hines Veterans As-sistance Hospital in 1998, shetook over its animal-assistedtherapy program and renamedit PAWSitive Therapy Troupe.A certified professional dogtrainer and a registered nurse,Jankowski trains handlers anddogs to become therapy dogs tointeract with patients and stu-dents in a variety of settings.

“Our program has 48 humanvolunteers and 65 dogs,” Jan-kowski said, adding many han-dlers have more than one doginvolved in the program.

PAWSitive Therapy Troupeis a nonprofit, all-volunteer or-ganization. Jankowski and herteam, typically three to fourdogsand their handlers per event, visit schools, libraries, hospi-tals, senior and children resi-dential facilities, adult daycareand houses for families such asRonald McDonald House andFisherHouse.

Recipients of dog therapy aremore motivated when a dog isinvolved, and the results of theinteractionbetween therapydogandhumanare seenwithinmin-utes, Jankowski said.

“You can bring a smile to akid’s facewho had a heart trans-plant or has cancer,” Jankowskisaid. “The parents are so appre-ciative we can make their childsmile.”

Jankowski also said on trips

to Hines VA, they work in thepsychiatric unit with patientsthat suffer from PTSD and de-pression.

“A patient will be sitting ina day room not interacting withanyone and within five minutesof our arrival, people are inter-acting and talking,” she said.

The dogs are celebrities ofa sort, with baseball-like cardswith a photo of the dog and statsthat include breed information, favorite toy and certificationsthat are distributed by the han-dlers.

One of the locations thetroupe visits is Spectrum, a di-vision of Little Friends inDown-ers Grove.

“Our clients love it when thehandlers pass out cards of thedogs,” said Kathy Bytner, activ-ity coordinator of Spectrum. “Acoupleof clients couldwallpapera room with the cards. Clientsjust get so excited when theycome.”

In addition to required vacci-nations, the dogs are all bathedand groomed within 24 hoursof a visit. Before a therapy dogreceives its therapy dog workvest, however, there is muchwork to be done for both dog andhandler.

To receive therapy certifi-cation, Jankowski first musttake on the handlers so they canlearn how to communicate andlearn the handling skills nec-essary for a therapy dog. Thetherapy dog skills class is next,an intensive four-week positivereinforcement training session.

“We work on specific skillsfor therapy work like going upon a bed, or paws up on a chair,”Jankowski said.

Jankowski said the dogshould have solid basic obe-dience training such as beingable to perform the commandssit, down and come, prior to thetherapy dog skills training. Thetrainingencompassessituationsthat the dogs and handlers mayencounter during an outing.

“Kids will try to stick fingersin the dogs’ eye, or an older per-son will try to pick a dog up andthat can be tough,” she said. “Adog can be submissive but theyhave to be fine by being touchedeverywhere.”

Testing includes how thedogs react when all four of theirpaws are touched, tail is pulled, mouth is opened, ears tugged, experiencing a whole-body hugand being picked up.

Jankowski said the breed orthe size of the animal isn’t as im-portant as the temperament ofthe dog.

“The smallest dog we haveis a Maltese that is about 4 to 5pounds and the largest is a Ber-neseMountainDog that is about100 pounds,” she said.

The dog troupe has beenvisiting the Woodridge Librarychildren’s department foryears during its popular five-week Read to the Dogs summerprogram, according to SheriDaun-Bedford, head of the chil-dren’s department.

“It’s been a wonderful expe-rience,”Daun-Bedford said. “It’snot a tutoring program, they arethere to listen. The whole pointof the program is that it is non-traumatic to the children.”

Daun-Bedford said the pro-gram typically attracts begin-ning readers, children up tothird grade, but middle school-age children arewelcome.

Even on the coldest, snowiest nights, there’s a long line of hun-gry neighborswaiting for our food pantry to open. Right here inDuPage County, thousands of families are struggling tomake endsmeet. One of these struggling neighbors is Diane, a singlemom.

“I truly appreciate thisservice,” she said. “I am a di-vorced mother of two teenagegirls and this has caused atailspin in my life. I am for-ever grateful and humbled bythe generosity of others.”

Thanks to the generosityof caring neighbors like you,Diane and her kids will haveenough to eat. Every daywhen we open our doors, wewelcome families in out of thecold and provide them witha week’s worth of groceries. We also open doors of hopeand opportunity by providingthose in need with education-al programs, social services and help finding a job.

Last month, we provided groceries and Thanksgiving mealsto 3,075 families. Last year, adult students logged more than25,500 hours in our classrooms and we celebrated 158 new jobsfor formerly unemployed clients. None of this would be possi-ble without the support of many generous donors and volun-teers. People’s Resource Center is blessed by strong communi-ty support – and for this we are so grateful!

Yet there ismuchmorework to be done to help all of those inneed. In fact, we have been presentedwith an amazing opportunityto further ourmission – a generousDuPage neighbor has offered tomatch donations to People’s Resource Center, dollar-for-dollar, nowthroughDec. 31. Any gift you givewill help us earn up to $130,000 inmatching funds. Donate online atwww.peoplesrc.org.

It’s easy to make a difference – just $30 is enough to fill agrocery cart with food – and your donation will be matched todo twice as much good! It may be cold outside, but helping aneighbor will warm your heart.

I can’t think of a better gift than knowing you’ve helped aneighbor in need – can you?

Coping with cancerduring the holidays

By Diane Kieger Spivak

The holidays are typical-ly a happy time of good will,get-togethers and gift-giving.

But when you or a lovedone has cancer, holidays canbe confusing, depressing andexhausting.

If you’ve been diagnosed, one way to cope is to social-ize, according to cancercare.org, but accept only thoseinvitations you can handlephysically and truly want totake part in. It’s okay to sayno, but keeping comfortablyactive will lift your spirits.

Don’t think you have todo everything you’ve alwaysdone to prepare for and cel-ebrate the holidays. If younormally shop till you dropbut don’t have the energythis year, don’t try, advisesthe American Cancer Society. You can shop from the com-fort of your home by mail, byphone, or if you have accessto the Internet, online.

If you’ve always been thehostess with the mostest, take it easy. Delegate the

prep to someone else or cutdown on your event planning. If you just can’t relinquishyour hosting duties, have apotluck meal so others canbring dishes. You can alwayseat out.

Share your feelings andyour worries with loved ones. They can be reassuring and ithelps to get your concerns offyour chest.

If you have a friend orloved one who is dealing withcancer offer to help withshopping, decorating, cook-ing or just to lend an ear. Theywill appreciate your kindnessand may take you up on youroffer. Some people don’t liketo ask for help but are grate-ful for it.

Losing a loved one to can-cer is especially painful whenthat person is conspicuouslyabsent during holiday gather-ings. Allow yourself to grieve, says the American CancerSociety, but talk to others, whether friends, loved onesor counselors. Also, try tobalance your grief with tradi-tional holiday activities.

van with the “Topinka” licenseplate and know she’d be therewith a cheerful smile. Judy BaarTopinka was one of a kind andone of the best things that everhappened to Illinois “politics.”Miss ya Judy Baar. RIP.

Holiday safety tipThis holiday season, if Santa

brings you any electronics, takea fewminutes to cut up thecartons and place it in the propercontainers, not next to it, so youdon’t advertise what you have inyour house.

Riots were shamefulIn response to whomever said

the police officer should havebeen charged was completelywrong. The grand jury saw all theevidence and made sure all baseswere covered. They took theirtime. It’s shameful that it wasturned into a riot situation. Toomany people nowadays are justlooking to start trouble. The peo-ple that really suffered were thepeople who lived in the commu-nity. The lost property, stores intheir own backyards. The policeofficer’s life is ruined because ofthe incident and will live with thistragedy the rest of his life. Nowmore than ever police have tobe very careful on what they do,especially when race is involved. If the shoe was on the other foot, you think there would have beenriots? We all know the answer tothat. This country is really goingdownhill.

On Ferguson,Mo., protestsAfter watching protest marches

throughout the U.S., I’ve not yetseen the one sign that wouldstop the behavior leading to themarches. The signwould read,“Avoid confrontations with police;don’t engage in crime.”

Encouraging participationin Downersmayor raceI am calling with respect to the

upcomingmayoral election inDowners Grove. I would like toencourage some of the formermembers of our village govern-ment or some of our outstandingvillage citizens to run for mayor. Idon’t see anything in the presentcandidates that will lead to a

positive change in direction.

More onmayor’s raceHere’s my concern about Geoff

Neustadt running for mayor ofDowners Grove. Hewas part ofthe negotiating team that repre-sented themaintenance staff incontract negotiations with SchoolDistrict 58. So, having representedunion interests in his collectivebargaining groupwith District 58,asmayor, Neustadt would overseenegotiations for the employerside of all collective bargainingagreements with the village ofDowners Grove. Asmayor, wouldNeustadt understand that he hasa duty to be fiscally responsiblewith taxpayer money and notagree to generous contracts withthe various unions that representvillage employees?

Downers Grove Village Hallshould be on ballotCommissioner Neustadt’s

recent quote that he and his fel-low commissioners don’t needresident input on whether a newvillage hall is necessary remindsme of President Obama’sstatement that all he’s neededis a pen and a phone. This is nothard decision dealing with theoperations of the village. It isa financial decision that wouldresult in $52 million in debt forvillage residents. It should bea referendum decision and notan issue resolved with sevenpeople with pens.

Let voters decide onDowners Grove Village HallI would like to comment on

the village commissioners in

Downers Grove concerningthe way they’ve handled theproposed police station/villagehall. I can’t believe the arro-gance of Geoff Neustadt andthe other commissioners think-ing we elected them to pushthrough a $52 million projectwithout having a referendum. We elected them, not appoint-ed them. We have an electioncoming up so I think we shouldreplace them with people whocare what the people think.

Listen to the residentsYet another accident in front

of Concord Park in which a carended up on the sidewalk. May-be if Downers Grove would havelistened to its residents and putup a stop sign instead of the curbbumpouts this accident couldhave been avoided. Will it takesomeone on the sidewalk to gethit before the city opens it eyes?

Commuter tax in Chicago?Herewe go again, yet another

politician in Chicago calling for atax on commuterswhomwork inChicago? Why don’t themayors inthe surrounding suburbs offer thesame tax to Chicagoanswho com-mute to our towns? Thatwaywecould generate tax revenue to holddown our own town’s taxes orincrease spendingwhere it’s need-ed. Suburbanmayors shouldn’tbe intimidated by Chicago andshould stand up for the citizens intheir communities. The numberof people living in Chicago andworking in the ssuburbs could bea great new source of income, too.Sad that this country is coming tosuchmethods to raisemoney.

* Make lists - If you’re a mobile device user, get a list start-ed for everything you need. Any time you think of something,be sure to add it to the list immediately, or send yourself areminder email so you can add it at a later time. These listswill help you keep everything organized and remind you ofwhat you have left to achieve so you aren’t scrambling tomake an appetizer or clean the bathroom at the last minute.

* Take short cuts - Of course you want to show off yourcooking skills, but that doesn’t mean you need to slave forhours in the kitchen preparing foods. Intricately decoratedsugar cookies are as beautiful as they are delicious, butsometimes simple shortcuts - like making bars rather thancookies - can make an event much less stressful. Here’s aquick recipe from Simply Organic.

* Ask for help - Just because you’re hosting the partydoesn’t mean you need to do all the work. When issuing in-vitations, specify what kind of a party it is. A potluck is greatfor family gatherings and parties. Just provide a list of itemspeople should bring on the invite. Once the party is under-way, ask a friend to be in charge of keeping drinks filled, andhave another friend monitor the music station, so you canenjoy the party as well.

* Keep it simple - Often the simplest food options are thehealthiest - something your guests might appreciate duringthis season of indulgence. For example, a fresh fruit or veggietray is extremely simple to put together, because you won’thave to spend time in front of the stove or mix ingredientsto bake in the oven. Continue to keep it simple, but addtrendy touch by trading out the ranch dressing for a Greekyogurt dip or homemade hummus made with Simply Organicseasoning packets for additional flavor for your fresh fruitand veggie spread.

No matter the type of party you are hosting this season, afew trendy touches and clever food shortcuts will wow guestsand keep them raving long after it has ended. Above all else, have fun and enjoy these special moments with loves onesbecause the memories will last a lifetime.

The holidays are here atlast, and that means tastytreats! Eating cookies andother baked goods is nice, but it’s even better whenyou do the work to pre-pare them yourself. Followthese tips for a safe and funbaking experience.

Do your prep workYou might be tempted

to grab a bowl and startthrowing ingredients rightin, but it’s important tofirst make a plan. The mostimportant thing is to askan adult for permission touse the kitchen. Read yourrecipe carefully, makingsure you have all the ingre-dients. Wear close-fittingclothing that won’t acciden-tally catch fire, and haveoven mitts handy.

Follow the recipeThe cool thing about

baking is, it’s actually sci-ence: chemistry, to be exact. And just like any chemistryexperiment, you have to mixand prepare your ingredi-ents in a specific way to get

them to do what you want.Your recipe might tell you tomix the dry ingredients inone bowl and the wet ingre-dients in another and thencombine, and it’s importantto do that.

Be safeWe’ve already said to wear

close-fitting clothing andhave oven mitts handy. Butfire and burns are only a fewof the dangers you mightfind in your kitchen. Don’tuse sharp knives unlessyou’ve been given permis-sion. Use a step stool or askan adult to help you reachhigh shelves. And if there isa fire, don’t try to put it outyourself. An adult will knowthe best thing to do.

Don’t forget to clean upOnce your treat is baking,

you can take a few min-utes to clean up. Washyour dishes or put them inthe dishwasher, and wipedown the counter. Whenyour food is done, you’ll beable to enjoy it in a cleankitchen. Just make sure tokeep an eye on that oventimer so your treat doesn’tburn.

Create a happyhomemade holiday

One of the best ways to kick off the holiday season is to decorate. And while it’s easy to load your cart with beautiful decor fromyour favorite store, Christmas is more personal when decorationsare homemade.

No time you say? Between planning dinners for the family and throwingcocktail parties for friends, it can be overwhelming. But it is possible tosurvive it (and enjoy it) by keeping everything simple. This season, let yourcreative instincts shine through as you watch your mantels, stairwells, andtables come to holiday life, with ideas like these:

Create a magical mantleFor most families, the living room is where gifts are exchanged, holiday

movies are enjoyed and stories are shared gathered by the fireplace - amajor focal point in the room. Give this cozy centerpiece a warm new lookby creating a decorative display for your mantel.

Draping a festive garland is one way to achieve a distinctive display.Do-it-yourself banners and garland have become increasingly popular as agreat way to personalize your decor.

To make your own, start with a heavy fabric, like burlap or the kindused for upholstery, and cut enough pennants for your favorite holidaysaying, like “Let it Snow.” Then using a snowflake stencil, spray paint thepattern with a silver color. Krylon Metallic Brilliant Silver, for example, works very well on fabric. Spray paint chipboard letters in a bright white.Once everything dries, spell out your message, one letter per pennant, and adhere the letters. Adorn the banner with plastic snowflakes and hollysprigs to finalize the festive look.

Trim a tree like a proThe Christmas tree is another major focal point in your living room

during the holidays. If you’re tired of the same old display year after year, give the tree a fresh look by changing up the ornaments and adding atheme.

Start by choosing a specific color scheme, such as red and gold.Don’t have enough decorations to match your new theme? It’s easy andaffordable to create your own by using items already around the house. For example, use bulbs from an old string of lights to create a whimsicaldecoration. Remove bulbs from the strand and spritz the inside of the bulbwith Krylon ColorMaster Paint + Primer spray paint in cherry red, emeraldgreen and global blue. Roll the bulb around to distribute the paint for abeautiful translucent look. Add a little glitz with Krylon Glitter Spray inresplendent red, glamorous green and magical multicolor to the outside ofthe bulb for a festive look, and top off with your favorite embellishmentslike ribbon or bells. You can even spray paint old ornaments so they fit intoyour new color scheme.

Once your new decor is complete, hang ornaments and lights on yourtree before displaying it for the whole family to enjoy.

Add elegant table toppersIf you are hosting get-togethers for family and friends, add a sparkle

to your table. Not sure where to start? First, choose two or three colors.Select a table cloth, table runner or placemats in your color palette andconsider the arrangement for the middle of the table. Try replacing thetraditional red and green with gold and silver accessories - candles, napkinrings, small figures in the plates and other decorative accents. Includecandles so the flickering flames can create a warm atmosphere. Evencasually scattered pine cones, fir branches, red roses or poinsettias willadd a special touch on the table.

It’s easy to make your fine china the highlight of the dinner; but thisyear, try making your placemats the conversation starter by utilizingantique sheet music - which can be found at old book stores or simplyprinted at home. These sheets will make for a chic and unconventionalbase for any place setting.

Remember, it doesn’t have to be a stressful time of year, with a littleeffort and creativity you can turn take your holiday decor from ho-hum tohomey in no time. More information and additional project ideas can befound at www.krylon.com.

Gift-giving doesn’t come naturally to everyone. If you’re strug-gling to find the perfect present, or if you just need someinspiration, Los Angeles-based celebrity stylist LawrenceVonRompf has tips to help you please all the women on your

holiday shopping list. What makes a great gift? - A little pampering goes a long way.

Put together a sampling of her favorite bath and body products andfragrances and personalize it to show you put thought into the gift. For example, include a monogrammed item like a scented candle orput all the products in a monogrammed gift box.

For the fashionista who has everything - Don’t waste time andmoney trying to find the latest and greatest in style - she probablyalready has it. Instead, VonRumpf suggests enhancing her collectionwith nail polish or lipstick in the season’s hottest colors and shades.

“Nail polishes make great gifts because the unique colors add apersonal touch,” he says. “I love the colors in the Limited-Edition MaryKay At Play Hail to the Nails Mini Nail Trio for this season. On the NewYork Fashion Week runways, navy blue was clearly the new black andMary Kay’s nail lacquer in Inky Blue aligns perfectly with this trend!”

Match her personality - It’s easier to find the right gift if you knowher tastes in fashion, style, music or even favorite colors, VonRumpfsays. Also consider her interests - would she prefer a spa day or acamping trip? A good rule of thumb is to choose a gift she wouldn’texpect - or purchase herself.

For the woman who does everything - Moms are the epitome ofhardworking women and deserve a little “me” time. Surprise her - oranother under appreciated woman in your life- with a pampering giftto make her feel special and loved.

“I’d like to give my mom two things: a chance to unwind and timewe can spend together. My favorite product for her is the Limited-Edi-tion Mary Kay Pomegranate Satin Hands Pampering Set,” VonRumpfsays. “For a personal touch, pair the set with a gift card or a trip to herfavorite nail salon and get a manicure together.”

Under the mistletoe - Whether it’s a budding romance or a long-term relationship, surprise her with something thoughtful and person-al. A scented gift works perfectly, as it offers a touch of personalityand will also remind her of you every time she smells it.

“Mary Kay’s Limited-Edition Winter Wishes Fragrance Wand hascitrus, jasmine and snow apple notes, so it is festive for the seasonbut also smells great on anyone,” says VonRumpf. “The fragrancewand is easy to travel with, so for a truly memorable gift, I suggestpairing it with a little weekend getaway for you and that specialsomeone.”

With these tips, finding the perfect gift for the lucky ladies on yourlist will be a cinch this holiday season. So get your shopping doneearly, relax and wait to see the look of joy on her face when she opensyour present!

Bargain hunting is practically a sport, especially during theholiday shopping season. Deloitte’s 2014 annual holiday surveypredicts the average American will drop nearly $1,300 thisholiday season. With that level of spending in mind, planning

to save real money elsewhere is crucial to managing a household’sbottom line.

Promotions such as standard Black Friday deals or free holidayshipping are nice but often don’t add up very quickly.

Huge value can be found on big-ticket items since their need canbe anticipated months ahead. Purchasing them seasonally or via year-end clearance sales can provide savvy consumers with hundreds orthousands of dollars in savings.

Here are a few examples of productsthat fall into each category:

Year-end closeouts* Cars. With the next year’s models already on lots for a number

of months, dealers are anxious to move cars from the previous year. Moreover, December is their last chance to improve year-end salesnumbers - whether at the dealer or individual salesperson level.

* Flooring. The end of the year is a great time to buy newhardwood flooring. Suppliers and mills often assess their inventory atthis time and clear out product lines before the end of the year. Storessuch as Lumber Liquidators purchase these products at discountedrates and pass the options and savings directly to consumers, result-ing in a great deal that can also increase the value of a home.

Seasonal purchases* Gas grills and air conditioners. Stores may offer deep

discounts on off-season products such as air conditioners and gasgrills. This rule of thumb is particularly valuable for people who livein cold weather climates, where summer goods become especiallyobsolete during the long winter months.

* Furniture. The holiday season brings sales and promotionsat many furniture stores on living and dining room items as peopleare preparing for holiday entertaining. In addition, outdoor furniture isgenerally at its best price due to it being out of season.

* Boats. Boat dealers are often trying to move inventory duringthe winter season, which gives the buyer an upper hand in negotiatingprices. The off-season is also a popular time for boat shows, wheredealers often offer their best prices of the year.

No matter a consumer’s methodology, a little planning goes a longway in finding bargains. There are very helpful websites - such aswww.dealnews.com - that do a great job staying on top of deals bothlarge and small. Online forums and traditional word of mouth can alsoassist in the hunt.

Five unexpected bigticket bargains you can

find at holiday time

If you make New Year’s resolutions, you’re not alone. About half of Americansmake special goals for each new year, according to University of Scrantonresearch. Unfortunately, you’re also not alone if you break them, as only 8percent of people are successful in achieving their resolution. Why do so many

people fail, and furthermore, what’s the secret to success?“The start of a new year is not powerful enough to help you continue to make

the best decisions,” says Dr. Chris Mohr, a fitness and nutritional expert who con-sults for television, print and radio outlets throughout the country. “People need todefine their ‘why’ if they’re going to make a permanent change.”

If your reason for changing your life is for your mental and physical well-being,you understand your ‘why.’ But instead of selecting a huge resolution that will takemonths or years of dedication to achieve, why not focus on small things you caneasily implement that will compound to have a dramatic effect?

“Start with one small change,” says Dr. Mohr. “You don’t have to wait for theright time, right date, right day, event, etc. Start now and start small. Then workyour way up with small, daily habits.” He recommends five, fail-safe goals thatare surprisingly simple and will still have a big impact on your overall health andwellness:1. Include lean protein with every single meal

Protein is an important part of balanced nutrition, but many people go withoutit, particularly for breakfast and lunch. Data suggests that 20-30 grams of proteindaily helps you feel full and maintain muscle mass. While chicken, pork and leanbeef are protein-rich foods, meat isn’t the only option. For example, a half cupof beans contains as much protein as 1 ounce of broiled steak. Other meat-freeprotein sources include soy, yogurt and eggs.2. Make raw nuts your snack of choice

When hunger pangs strike, it’s too easy to head to the vending machine orreach for prepackaged sweets. To keep hunger at bay and give your body whole-some nutrients that truly satisfy, keep several jars of raw nuts nearby for snacking.Just one or two handfuls of raw nuts a day can help control your caloric intake!Almonds, cashews, hazelnuts, pecans - all are great options that will fill you upwithout the extra oil and salt, plus they keep your energy high.3. Move more every day

You don’t need to join a gym or make a dramatic fitness goal - just resolve tomove around more every day, particularly if you have a sedentary job. The averageadult sits for 15 hours a day, not including sleeping! Take a walk over lunch, parkin the back of the parking lot or opt for the stairs over the elevator; it all adds upwhen done daily. If you find yourself forgetting, set an alarm on your phone orcomputer to go off every two hours as a reminder to take a 10-minute move-and-groove break.4. Take a Nordic Naturals omega-3 supplement

Commit to taking one supplement in the new year: omega-3s. People allacross the world don’t get enough omega-3, and correcting this can drasticallyreduce the risk of disease and mortality. A Harvard study found up to 96,000 peo-ple in the United States die each year from insufficient omega-3 intake. Omega-3fats impact every single cell in the body and because they are essential fatty acids, they can’t be self-produced and must come from your diet. Select a pure omega-3supplement like Nordic Naturals, which is produced without contaminants orimpurities for superior quality.5. Turn off electronics and tune into life

Your health and wellness go beyond what you eat and how much you exercise.Modern life is busy, and it’s easy to get distracted by email and mobile devices.Resolve to turn off your electronics at least once a day to focus on two things:yourself and your loved ones. It’s easy to lose sight of what’s really important, likefriends, kids, your spouse and even you. Take time every day to tune out of theelectronic stimuli and focus on things you’re grateful for - perhaps quiet momentsby yourself, belly laughs with your kids or a tender hug from your partner.

Hurry in for the best selection!

The days are flying quickly past, and the holidayseason will be over before you know it. If you hav-en’t completed - or even started - your holiday giftshopping yet, don’t worry; there’s still plenty of time

to get everything accomplished.First, be sure to find an idea for everyone on your list

before you even think about shopping. With your ideaswritten down on a piece of paper, you’ll be efficient inchecking each and every name off your list. If the ideasare causing you the most problems, try an Internet search. Keywords to use can include “gifts for mom” or “musicalgifts for a teenage boy.” And if your list includes peoplewith hobbies, be sure to try an Internet search using thosekeywords as well.Since you’re already at the computer looking for ideas,

you might as well continue using it to make your purchase. There’s a good chance you can find the same item for saleon several different vendor sites. A quick online search willhelp you find the item for the best price, and you mightalso discover you can get the present gift wrapped as well. When comparing prices, be sure to confirm that the vendorcan ship your gift on time, what the cost is for shipping, and whether the company has a return policy. You also can go online to find excellent discounts and

coupons for the items on your list. For example, Ebates.com provides discounts and coupons for vendors, and alsorewards you with cash back on your purchases once you’vefinished your shopping. So not only are you able to find theitem you wish to purchase with a free shipping offer or ata discounted price, but you’ll also receive a percentage ofyour purchase as cash back to be used however you want. Before you finalize your purchase, make certain it will

arrive before the holiday. Online retailers will provide youwith last-minute shipping information so you will knowwhen it’s too late. You’ll also know if you need to pay morefor a faster shipping service. Websites like Ebates oftenhave discounts on expedited shipping. The good news is, ifyou ship the present online while sitting at your computerat home or at the office, you can avoid the long holidaylines at the post office. If you haven’t started your holiday shopping yet, your

secret is safe. With these tips, you can check every nameoff your list with minimal effort and know that every giftwill be delivered in time for Christmas day.

I honestly don’tknow how she balances it all. Involved with music and drama at Benet and as aSAG-AFTRA professional actress (you might recognize her from Chicago Fire twoyears ago), Grace loves to perform. She also loved the team aspect of cheerleadinglast year and would have liked to continue her senior year, if not for the conlicts itcaused with being Miss Illinois Outstanding Teen.

A few years ago, Grace was watching the Miss America pageant and thought“I can do that!” So she ran for Miss Chicago’s Outstanding Teen… and won. While she doesn’t intend on pursuing the pageant industry, it has provided her withthe opportunity to take her platform on D.A.R.E. to a state level. Grace has hadnumerous speaking engagements at D.A.R.E. graduations and was asked to be theState Representative for the Advisory Board. It’s a cause she feels very stronglyabout, as she has seen the pain irst-hand and wants to do all she can to protectother families from facing that tragedy. Grace is not the kind of kid who says shewants to make a difference; she actually goes out and does it. There was a reasonwhy she won that pageant, and it wasn’t just because she’s pretty! It’s because sheknew that God had a plan for her to make an impact on other teenagers in Illinois, and it’s a gift she has not taken lightly. For example, Grace has combined her loveof English with her desire to help others by founding “Journals for Joy”, which will

Hercompassion and love of building friendships with these students extends beyondthe classroom. Through Circle of Friends she socializes outside of school; going tomovies, and football games, as well as to all of the school dances. Business sues village over sign ordinanceBy KELLI MURRAY

[email protected]

DOWNERS GROVE – ForLeibundguthMoving and Stor-age ownerRobert Peterson, thefight to keep his hand-paintedsign on the back wall of hisbusiness isn’t over, despite avillage sign ordinance sayingotherwise.

Peterson filed a complaintagainst thevillageDec. 8 inU.S.District Court for the North-ern District of Illinois. Peter-son says the sign ordinanceviolates his First Amendmentright to free speech.

“I had no choice but toagree to move forward [withthe lawsuit],” Peterson said.“I’m not only trying to helpmyself, but all the other guys. There is more they could havedone and they didn’t. They cre-ated a monster.”

Village CommunicationsDirector Douglas Kozlowskisaid the village does not com-ment on pending litigation.

According to Kozlowski,96 percent of businesses havecomplied with the sign ordi-nance, and many of those busi-nesses are along the railroad

tracks, he said. The sign ordinance origi-

nally was adopted in May 2005,and the deadline to complywas extended fromMay 2012 toMay 2014.

The ordinance only al-lows business signs to facedriveable right-of-ways, likeroads, and not train tracks, like the Metra/BNSF linethat runs behind Peterson’sbusiness. The ordinance also

doesn’t allow painted wallsigns outside downtown. Pe-terson’s building, located at1301 Warren Ave., is not lo-cated in the downtown busi-ness district.

There is a painted wallsign on the back of the build-ing that faces the Metra rail-road that has been advertis-ing the moving business for70 years.

According to the complaint

filed, Peterson generates be-tween $40,000 and $60,000 ayear in revenue from the signfacing Metra, the equivalent ofabout 15 percent to 20 percentof revenue.

After months of appearanc-es to the village zoning boardand village council pleadinghis case to keep his sign, Pe-terson lost his final appeal inNovember.

Peterson received a letterfrom the village confirmingthe variance request was de-nied and he had to come intocompliance by April 2015, ac-cording to Peterson’s lawyer,Jeffrey Schwab.

“What we hope to accom-plish is that Bob can keephis sign and continue hisbusiness. He has been there44 years and the businesshas been there for 80 years,”Schwab said. “We want himto continue using the signs forbusiness, particularly the oneon the back of his building be-cause it exposes him to Metracommuters.”

Schwab said the lawsuit isseeking permanent injunctionagainst the village so they can-not remove his signs.

Bob Peterson, owner of Leibundguth Moving and Storage, talks overthe summer in front of the painted sign on the back of his buildingabout some of the areas for which he does the upkeep.

WINFIELD – It was a sun-ny and chilly December daywhen my companion and I de-cided to head to Union HouseAmerican Kitchen in Winfieldfor lunch.

The space was inviting assoon as we stepped inside, where the high, white-paintedwood ceilings and decor feltreminiscent of historic Amer-icana. The lighting fixturesover the tables were styledafter old-fashioned bulbs, andbehind a long, wooden barthat could easily seat 15, was achalkboard with a plethora ofcraft beers and drink specials.

The restaurant is a small-plate gastropub that ourwaiter explained focuses onlocally harvested and seasonalingredients.

Since we were first-timersat the restaurant and newbiesto the small-plate scene, ourwaiter suggested we orderseveral selections to share.

Menu items range fromsalads to seafood and steak,so after much discussion, mycompanion and I selected fourplates to split between us.

I couldn’t resist orderingthe fried pickles as an appe-tizer. Silver-dollar-sized slicesof dill pickle were coated inAmerican Patriot beer batterand then fried. A creamyavocado and buttermilk sauceaccompanied the half-dozenslices for dipping. Not greasy, they were absolutely deli-cious, with the sauce offeringa cool complement.

Crab hush puppies calledout to my seafood-aficionadocompanion. They were madewith dried corn and crabmeatshaped into ping-pong-ball-sized portions and fried. Thefour hush puppies resting on asweet and spicy honey peppersauce were very tasty, and thecrabmeat was fully present, not hidden behind the corn.

A bourbon pork skewerwas next. The tender porkwas glazed in garlic andbrown sugar and had a side ofsriracha cream for dipping.Again, the pairing of the saucewith the entree proved to beperfect.

Our final plate was thechicken-fried chicken. It was,by far, the largest item weordered, and could be consid-ered a full-sized meal. A chick-en breast – flattened, breadedand fried – lay atop mashedpotatoes and was topped witha fried egg and white coun-try gravy. My companiondevoured nearly the entire

plate without speaking, onlysmiling between bites.

While we were a little fryheavy in our order, therewere plenty of selections tosatisfy any appetite, includ-ing the pan-seared scallops,Gulf shrimp brochette, grilledromaine salad, shrimp andgrits, and a grilled portobello, zucchini and squash salad.

The website notes the kitchenuses grass-fed beef and wild-caught seafood.

My companion was a littleworried that small plateswould mean certain hungerafter the meal was finished, but that was not the case.Another visit to Union HouseAmerican Kitchen is certainlyon the horizon.

Rebellato, Sentinels shut down Coal CityBy DAVE OWEN

[email protected]

WESTMONT – A huge re-bounding edge and Jack Rebel-lato’s hot shooting hand com-bined to produce great resultsFriday for host Westmont in a60-40 win against Coal City.

Rebellato scored 13 of hisgame-high 20 points in the firsthalf, including buzzer beatingthree-pointer that capped an18-5 second-quarter run andgave the Sentinels (4-5) a 28-13halftime lead.

“In the first half , we got ourdefensive rotation together,we were communicating andwe were making our shots andmaking the right plays,” Re-bellato said. “That got us off toa good start, and we were ableto finish.”

Rebellato hit five 3-point-ers, and topped his team-bestseason average of 14 points pergame.

“He’s really good at spread-ing the floor and making de-fenses extend,” Westmontcoach Craig Etheridge said.“He’s not the most orthodoxplayer, but he’s been shootingthe ball consistently all year.He has almost like a 1940s typeset shot.”

Using both set shots andjumpers, Rebellato was on tar-get.

“I was really feeling it outthere,” he said.

Westmont had a 32-15 ad-vantage in rebounds, keyedby the inside play of SeanAlexander (16 points, six re-bounds), Marcus Mott Larson(four points, six rebounds)and Carlos Antons (fourpoints, four rebounds, twoblocked shots).

“It was our best perfor-mance as a team all year,”Etheridge said. “We’ve beenstressing rebounding and con-testing shots. We were helpedthat they [Coal City] didn’tshoot that well (11-of-41 fieldgoals), but the big thing for uswas it was one and done forthe most part. It’s hurt us inpast games, giving second-and third-chance opportuni-ties, so it was good to see us

clamp down and get those re-bounds.”

“Sean (Alexander) did agreat job on the glass. He’sa little undersized (6-foot-1)for a post player, but he hasdecent post moves and a softtouch.”

Aust in Loehman (s ixpoints) and J.P. Leagogo eachhad three assists and AdamDoll had four rebounds andfour assists. Coal City madejust 4-of-24 field goals duringthe middle two quarters, when Westmont’s lead grewfrom 10-8 after one periodto 45-25 through three. TheSentinels shot 52 percent (21-of-40) from the floor on thenight.

“We’ve had our ups anddowns,” Rebellato said, “buttonight we really solidifiedour defense and teamworkand executed our offenses. We want to keep this up. Ithink tonight was a key pointfor us as a team.”

The Sentinels are in themidst of a week-long breakbefore Friday’s game at Pla-no.

Last year was a learning sea-son for Downers Grove South,as the girls basketball team wel-comed new head coach LyndsieLong. But the Mustangs aretrending upwards this season, and largely because of the lead-ership and offensive contribu-tions from senior point guardVashae Easley. Easley, theSears Appliance & HardwareAthlete of the Week, spoke withSuburban Life sports editorAlex Soulier about learning anew system and her expecta-tions for the rest of the season.

Alex Soulier: You’ve had apromising start in theWest Sub-urban Gold, are you pleasedwithyour 2-1 conference record?

Vashae Easley: It’s a hugeimprovement compared to lastseason, so it’s nice to see thehard work is paying off andtranslating into wins.

Soulier: What’s been the key togetting those two early victories?

Easley:Communicating ondefense and working as a team. Ithink our attitude has also beengreat, too. We try not to get downon ourselves and on each other, instead remaining positive andhaving each others’ backs.

Soulier: Last seasonwas alearning year for the team, are younowmore comfortable in CoachLong’s system?

Easley: I feel way more com-fortable. It’s not easy to adjustto a whole new offense, but Ithink it’s paying off this year.

Soulier: What are your goalsand expectations for the remain-der of the season?

Easley:There are a few teamsand rivals that we still have toplay this year. Hopefully, wecan come away with the wins.

PREP ROUNDUP

Benet boys finding early-season successByDAN SANTAROMITA

[email protected]

ELMHURST – Benet’syoung team is learning how towin this season, and that in-cludes winning ugly.

TheRedWingswonapairofgames over the weekend, beat-ing Joliet Catholic 63-34 Fridayand York 39-31 Saturday. TheYork game wasn’t pretty, butgrinding out a win is some-thing the mostly new squadcan learn from.

“It was a grind out there forsure,” junior Dan Sobolewskisaid after the York game. “Inthe first few games of the sea-son, we weren’t defending likewe were capable of. We werelettingup50or60pointsagame.The last two games we’ve givenup 34 and 31 points. To score39 points and still win a game, that’s good for our team.”

Sobolewski scored a team-high 10 points and was theonly player to score in doublefigures against the Dukes. TheRed Wings trailed 10-2 early, but scored the final basket ofthe first quarter and outscoredthe Dukes 17-3 in the secondquarter for a 21-13 halftimelead. Benet led the rest of thegame. It was a defensive strug-gle between two teams whichlost most of their starting line-ups from a year ago. Playerslike Sobolewski and Colin Bon-nett, who made a pair of keythree-pointers inBenet’s run inthe second quarter, are forcedinto bigger, leadership rolesthis season.

“We’re really, really youngand inexperienced,” Sobolews-ki said. “Me and Colin are the

two guys who have been therebefore so we have to help therest of the guys get used to it.We got to lead the rest of theguys.”

At 4-2, Benet seems to havesurvived some early seasonstruggles to find some stability.Junior James Dockery and se-niors Cameron Graves and JeffConrad have been some of theplayers stepping up into biggerroles this season.
