CIMO Guide in the context of the CIMO Guide in the context of the WMO Regulatory MaterialWMO Regulatory Material

Types of WMO Regulations:– Standard practices/procedures: practices and procedures

which it is necessary that Members follow– Recommended practices: practices and procedures which it is

desirable that Members follow – Best operational practices: practices that Members are invited

to follow

WMO Regulatory Material includes:

1. WMO Technical Regulations and their Annexes (WMO Manuals) (incl. standard and recommended practices)

2. WMO Guides (incl. best operational practices – i.e. practices that Members are invited to follow)

Page 12: WMO Integrated Global Observing System (WIGOS) & · PDF fileWMO Integrated Global Observing System (WIGOS) & WMO Information System ... WMO INTEGRATED GLOBAL OBSERVING SYSTEM ... CIMO

• Basic SARPs (definitive)

• Mostly requirement-driven

• Approval by Congress (in principle)

• Relatively Conservative

• More detailed SARPs (procedures

and specifications)

• Mostly technology-driven

• Approval delegated to EC

• Relatively Dynamic

• Procedures and practices

• Implementation guidance

• Explanations

Lessons learnt from WIS implementation

Many Members rely on vendors for ICT infrastructure How to meet changing practices (eg WIS metadata, TDCF, …) What to install Installation Training Maintenance Upgrades & renewals

Many LDC, DC, etc, use aid funding for systems Rely on vendors to assist in writing specifications Thus vendors are an important part of implementing WIS

Secretariat is willing to help vendors understand WIS Meet WIS compliance/functionality in VCP project requests

HMEI 2013 - Brussels 20

Page 21: WMO Integrated Global Observing System (WIGOS) & · PDF fileWMO Integrated Global Observing System (WIGOS) & WMO Information System ... WMO INTEGRATED GLOBAL OBSERVING SYSTEM ... CIMO

Standard strategy of over 180 countries

Incorporate WIS as a part of upgrade to message switching, applications and workstations

Vendors: Interoperability of systems is essential and therefore common protocols and documented APIs must be available

WMO: WIS documentation is improving but What level of details do vendors need in our

manuals?

Make maximum use of GISC infrastructure

 Remote search and metadata management

Concluding remarks

 Presently 360 WIS centres

Expect many more as climate and hydrology programmes engage

External agencies want access to WIS for data or publishing data and products

EU JRC one example in support of UN humanitarian activities

GFCS for climate activities could lead to many more wanting WMO endorsement

Congress wants all nations to have WIS implemented by 2016

United Nations Global Compact appeals collaboration with Private sector through the Post-2015 Business Engagement Architecture

There is a growing recognition that, in a globalized world, general prosperity can only be built on the foundations of collaboration between public and private sectors.

As companies, markets and economies become more global and interdependent, businesses are becoming more cognizant of the growing overlap between public and private interests.

UN Global Compact business participants identified a set of global priorities for the Post-2015 era –covering the economic, social and environmental realms of sustainable development. These suggested priorities are all areas in which there is enormous potential for the private sector to advance.

However, it requires the scale and intensity of corporate sustainability globally to be significantly enhanced. And it demands a new leadership paradigm that places collaboration and co-investment at its core.

United Nations Global Compact appeals collaboration with Private sector through the Post-2015 Business Engagement Architecture

GOVERNMENTS: • Take all steps to fulfill the duty

to establish peaceful and stable conditions which are necessary for the private sector to deliver economic and related social benefits integral to broad sustainable development;

 • Support private sectorengagement in voluntary initiatives, platforms and networks that promote corporate sustainability based on universal values, such as those of the UN Global Compact, through actions that include awareness raising, developing tools and incentives, and funding;
