WMO was created to promote and foster meteorology and operational hydrology and to facilitate world-wide co-operation for the benefit of mankind by the:

establishment of networks of observing stations for the making of meteorological , hydrological and other geophysical observations development and maintenance of systems for processing and rapid exchange of data applications of meteorology to aviation, shipping, water problems, agriculture encouragement of research and training standardization of observations and processed products development of operational hydrology activities

The overall objectives of WMO as stated in its 4LTP : To achieve maximum socio-economic benefits for all nations from the effective application of meteorological, hydrological and environmental data, knowledge and services, fro protection of life and property and in support of national and international programmes for sustainable development To provide efficient mechanism for international co-operation in meteorology, operational hydrology and related disciplines To bridge the gap between the NMHSs of developed and developing countries To anticipate the needs of future generations for reliable records of meteorological and hydrological and related environmental data To promote the understanding of atmospheric, hydrospheric and related earth system processes through effective national and international research programmes To respond authoritatively to the increasing demand for expert advice on atmospheric and related issues of importance to countries To provide an informed authoritative and scientific voice for meteorology, operational hydrology and related environmental sciences within the United Nations system To contribute, though its involvement with global and regional issues which transcend national boundaries and affect all people, to the strengthening of international co-operation and goodwill

To determine general policies for the fulfilment of the purposes of the Organization

To make recommendations to Members on matters within the purposes of the Organization To refer to any body of the Organization any matter within the provisions of the convention upon which such a body is empowered to act

To determine regulations prescribing the procedures of the various bodies of the Organization

To consider reports and activities of the Executive Council and take appropriate action in regard thereto

To establish regional associations in accordance with the provisions of article 18, to determine their geographical limits, coordinate their activities and consider their recommendations

To establish any additional bodies it may deem necessary

To determine the location of the Secretariat of the Organization

The executive body of the Organization Responsible for the co-ordination of the programmes of the Organization Composed of 36 members who are Permanent Representatives of Members with WMO and who are Directors of National Meteorological or Hydrometeorological Services Meets annually

FUNCTIONS To implement the decisions taken by Members and to conduct the activities of the Organization in accordance with the intention of such decisions To examine the programme and budget estimates for the following financial period prepared by the Secretary-General and to present its observations and its recommendations to Congress To consider and, where necessary, take action on behalf of the Organization on resolutions and recommendations of regional associations and technical commissions To provide technical information, counsel and assistance in the fields of activity of the Organization To study and make recommendations on any matter affecting international meteorology and related activities of the Organization To prepare the Agenda for Congress and to give guidance to the regional associations and technical commissions in the preparation of their work programme To report on its activities to each session of Congress To administer the finances of the Organization

Monitoring and Evaluation of FellowshipsIn order to improve the effectiveness and efficiency of the WMO ETRP and to assess the benefits of WMO fellowships to NMHSs, it is necessary to continuously monitor and evaluate all WMO fellowships.

Various mechanisms have therefore been put in place to ensure effective reporting by:

Training institutions during the fellowship

The fellow during and at the end of the fellowship

The fellows PR on the subsequent use made of the fellows services

Monitoring and Evaluation of Fellowships (cont.)It is essential that reports are accurate, completed in full and submitted on time. The specific objectives of the reports are as follows:

To evaluate the suitability of the study programme and the problems encountered, if any

To determine what action, if any, would be necessary to improve the various aspects of similar study programmes in the future

To help evaluate the contributions made by the WMO fellowships to the socio-economic development of the various beneficiary countries

Types of Monitoring ReportsArrival confirmationImmediately upon arrival in the host country, the Confirmation of fellows arrival should be completed by the fellow, signed by the supervisor and sent to the WMO Secretariat. The form is included in the WMO fellowship award package sent to the fellow prior to departure from home or upon arrival at host country.Payment of subsequent monthly stipend and arrangement for insurance cover depend on how soon the form is received at WMO.
