Comment ary Westlake Schools and Teachers Association Agreement is Official At a special meeting of the Westlake Board of Education on July 19, the Board voted to adopt the newly negotiated contract with the Westlake Teachers Association (WTA). After more than a year of negotiations, both parties have reached a three- year agreement for the 2015-2016, 2016-2017, and 2017-2018 school years. On Monday, July 18, WTA members voted to accept the agreement reached by the negotiating committee. As reported earlier, the agreement includes across-the- board freezes in base salaries for all three years, along with modest step increases for each of the three years for teachers with less than 20 years of experience. There will be a one-time longevity payment provided to teachers above 20 years of experience who are not eligible for the step increases. The increases are possible due to savings stemming from signi cant health insurance changes, as well as requiring employees’ spouses to take insurance through their own employer without any subsidy from the district. WTA President Patrick McMorrow said, “Reaching this agreement was an important step for all of us toward focusing on the future. The WTA is looking forward to the upcoming school year and educating for excellence.” Board President Carol Winter said, “This agreement is a fair one for our teachers and our residents. While the process may have been longer than ideal, we worked collaboratively to reach a resolution and we are proud of our students, teachers, staff and our community.” ‘No Tax Increase’ Bond Issue on November Ballot At a July 25 special meeting, the Westlake Board of Education passed a resolution placing a “no new millage” bond issue and permanent improvement (PI) levy on the Nov. 8 ballot. This issue will replace the district’s four aging elementary schools with one new school and sets aside funds to maintain district facilities – and it will not raise taxes. Over the past few years, a planning committee made up of parents, civic and business leaders, teachers and residents reviewed the school dis- trict’s facilities and considered different options to replace or renovate Westlake’s four aging and de- teriorating elementary schools. The studies found inefcient HVAC and plumbing systems, inade- quate electrical capacity for today’s instructional technology, failing windows and roofs, classrooms that are too small for modern teaching, and too many facilities for our population. Based on the community committee’s recommen- dations, the Board of Education decided to move forward with a 1.3-mill bond issue and a 1-mill PI levy that will fund replacing Westlake’s four aging and deteriorating elementary schools with a new PK-4 centrally-located campus. This combined 2.3-mill issue will complete Phase II of the Master Facilities Plan and create a separate maintenance fund for capital expenses, including safety, security, technology updates, transportation needs and building maintenance – a recommen- dation from the original 20/20 Vision Committee. The district previously structured its debt payments to drop by more than 2 mills in 2017. District Receives State Momentum AwardsHilliard and Dover Elementary Schools, along with the Westlake City School District as a whole, were recognized by the State Board of Education with Momentum Awards for exceeding expectations in student growth for the year.

Schools and districts must earn straight A’s on all Value-Added measures on the state report card to receive the award. The school or district also must have at least two Value-Added subgroups of students, which includes gifted, lowest 20% in achievement, and students with disabilities. Award

recipients are considered “models of excellence” for helping students succeed every day.

Hilliard and Dover are among the fi rst winners of the award and part of an elite group of schools demonstrating that children of every background and ability can achieve. Only 165 schools statewide, and only 53 school districts (less than 10% of districts statewide), received a Momentum Award.

Todd Hopkins will begin the 2016-2017 school year as the Westlake City School District’s new treasurer, and Alexander Fleming is returning to Westlake as principal of Dover Intermediate School.

Hopkins served as treasurer, assistant treasurer and computer network manager at Brooklyn City Schools. He also worked in the banking industry. He earned his undergraduate degree in business administration from Ashland University and is completing post-graduate work in school fi nance, school law and leadership.

“Mr. Hopkins has an excellent

reputation as a treasurer,” said Board President Carol Winter. “With the great work our treasurer’s offi ce has done over the last few years to earn perfect audits from the state, we are confi dent that he will hit the ground running.”

Fleming most recently served as the principal of Bassett Elementary School and previously as a principal in the Midview Local School District in Lorain County.

“Mr. Fleming is familiar with the Westlake community and has been an exceptional principal at Bassett,” said Director of Human

Resources Brady Sheets. “There is no doubt that he will do extremely well in this new role.”

amount, which equates to no tax increase for residents.

After carefully reviewing the elementary school build-ings, the committee and Board of Education opted to replace the four schools with one campus to save $4 million in building costs. Going from four buildings to one will also save more than $1 million annually in

operating costs. Further, the plan will provide addi-tional opportunities for students by housing music, art, technology, therapies and counselors all in one build-ing. Students will have more access to these services when they do not have to rotate among schools. Aligning curriculum for all students and minimizing the number of times a student has to change schools are also added benefi ts to the one building plan.

WHS Student named Jefferson ScholarWestlake High School senior Bradley Katcher was named a Jefferson Scholar for the University of Virginia.

The Jefferson Scholars Foundation award is intended to cover the entire cost of attendance for four years at the University of Virginia, plus coverage of the supplemental enrichment experiences. Bradley was nominated by WHS Guidance Counselor Joan Jerome and was one of 15 students from the North Ohio region (stretching from Columbus to Cleveland) interviewed by a regional committee.

As one of 120 fi nalists to come out of the regional competitions, Bradley was invited to Charlottesville for the Jefferson Scholarship Selection Weekend in March, which included networking, tours, math

tests, essays, interviews and other assessments. From there he was named one of the 36 Jefferson Scholars. He also was named an Echols Scholar through the University Honors Program.

At UV, Bradley will study politics and economics. Thanks to AP credits, along with waivers of general education and pre-requisite requirements through the Echols Scholar Program, he will graduate in four years with at least a master’s degree and potentially begin his PhD.

Tommy Bowles Earns John & Annie Glenn ScholarshipWestlake High School senior Tommy Bowles was awarded the John and Annie Glenn Undergraduate Scholarship for demonstrating a commitment to public service.

Tommy will receive $55,300 over four years to attend The Ohio State University, where he will major in Public Affairs. Tommy was selected from among seven fi nalists based on his academic credentials and

the content of his application materials. He accepted the scholarship in late April during the Glenn College Board of Advisor’s meeting, home of the John Glenn College of Public Affairs.

Tommy was a four-year member of both the Varsity track and wrestling teams. He also was involved in student council, SADD, Leadership Challenge and Company D Show Choir. Tommy Bowles and John Glenn
