Q. Briefly describe your present responsibilities at the Southern California Edison Company. 7
A. As of June 13, 2016, I hold the position of Director, Total Rewards and Services in the Human 8
Resources operating unit. In that position, my responsibilities include oversight of the employee 9
benefits and executive benefits function, compensation, wellness and HR services, which 10
includes the HR call center, a group to ensure that HR data in our systems is accurate and the 11
processing of onboarding/offboarding. My duties for employee benefits involves benefit plan 12
competitive review and design; benefit program management and administration; coordination of 13
the SCE and EIX Benefit Committee activities; collective bargaining for benefit-related matters; 14
and legislative monitoring and development of policy positions. For compensation, it is to work 15
with executive management to help set the company's total compensation philosophy. For other 16
areas, I help set the strategic direction and ensure that policies, programs and issues that fall 17
under my management are implemented or addressed timely and accurately. Prior to my current 18
appointment, I held the position of Director, HR Operations. In that capacity, I had responsibility 19
for all of the above, as well as for HR’s technology integration, compliance, regulatory, and 20
workforce analytics functions. 21
Q. Briefly describe your educational and professional background. 22
A. In terms of my educational background, in 1985, I graduated with a Bachelor of Arts in Business 23
Administration from Loyola Marymount University in Los Angeles, CA. My undergraduate 24
major was business management. In 1989, I graduated with a Masters in Business 25
Administration in Human Resources Management, again from Loyola Marymount University in 26
Los Angeles, CA. In 2007, I achieved my professional designation as a Certified Employee 27
Benefits Specialist (CEBS). This designation is co-sponsored by the International Foundation of 28
Employee Benefit Plans and the Wharton School of the University of Pennsylvania. In 2011, I 29
achieved the Senior Professional in Human Resources (SPHR) designation. This designation is 30
sponsored by the HR Certification Institute. As to my professional experience, in June 2007, I 31

joined Southern California Edison as the Manager of Benefits Policy and Planning, which was 1
primarily involved in the development of benefits strategy for the Company. In April 2008, I 2
assumed responsibility over both strategic development of the Company’s benefit plans and 3
policies as well as the administration of its employee benefit programs. In June 2012, I assumed 4
interim responsibility over the Company’s compensation and benefits areas, as well as the HR 5
employee call center. In June 2013, I continued responsibilities over compensation and benefits, 6
but also assumed responsibility over the Occupational Health and Wellness and Disability 7
Management areas. In September 2013, I was promoted to the position of Director, HR 8
Operations. During my tenure at SCE, I have managed the redesign and administration of the 9
Health & Welfare plans, the Edison 401(k) Savings Plan and the retiree health care programs; 10
and represented the Company in collective bargaining of (or provided assistance with) the 11
negotiation of multiple benefits agreements. Prior to joining SCE, I was the HR Operations 12
Manager at IndyMac Bank (which included management of the Benefits, Payroll, Records and 13
HRIS Departments), Benefits Director at EarthLink, Inc., HR Director for InterDent, LLC, 14
Benefits Manager at the Jet Propulsion Laboratory and Vice President-Benefits for H.F. 15
Ahmanson & Company. In total, I have more than 29 years of experience in human resources 16
and employee benefits. 17

Q. Briefly describe your present responsibilities at the Southern California Edison Company. 6
A. I presently serve as the Director of Corporate Security under the Safety, Security, and Business 7
Resiliency Organizational Unit (OU). I am responsible for Southern California Edison’s overall 8
physical security activities. This includes responsibilities for the development of, and ensuring 9
compliance with, physical security policies; asset and facility risk assessment; development of 10
physical risk mitigation plans; design and implementation of physical security architecture; 11
compliance with State and Federal regulations as they pertain to security; and management of 12
security officers. 13
Q. Briefly describe your educational and professional background. 14
A. I have a bachelor’s and a master’s degree in Aerospace Engineering from Virginia Tech and 15
served at Boeing Satellite Systems in El Segundo, California for eight years leading major 16
commercial and government projects. I subsequently served as a Special Agent with the U.S. 17
Department of State, Bureau of Diplomatic Security (DSS), with postings domestically and 18
abroad with a primary focus on the protection of people, information and property. During my 19
12 years in DSS I was responsible for the protection of various U.S. Embassies in southern 20
Africa. I also led protective teams for two U.S. Secretaries of State, as well as foreign dignitaries; 21
responsible for operational management, the development of policy, and the development and 22
deployment of tactical training. I investigated fraud related to financial, identity, trafficking, and 23
immigration crimes. Immediately prior to joining SCE, I was the Director of Global Security for 24
the Colgate-Palmolive company for five years with responsibilities for the protection of people 25
and company assets located in over 70 countries, as well as multiple Corporate Headquarters and 26
research facilities in the U.S. I joined SCE in January 2019. 27

A. I am the Principal Manager for the Metering Field Operations Organization in the Transmission 8
and Distribution Operating Unit (T&D). I am responsible for maintaining the integrity of SCE’s 9
electrical metering system and delivering field-based customer service to SCE’s customers. The 10
Metering Field Organization includes meter technicians, field service representatives, revenue 11
protection investigators, and support personnel. 12

A. I earned a Bachelor of Arts in Management degree from The University of Phoenix, six sigma 14
green belt from Villanova University and am a FEMA certified Planning Chief. I joined SCE in 15
1980 and have over 30 years of utility experience. I have held various positions within metering 16
throughout my career, including positions as a Meter Technician, Meter Shop Supervisor, Field 17
Test Supervisor, Manager of Direct Access Metering Operations, Manager of Revenue 18
Protection, and Manager of Meter Engineering – Meter Shop. I have been in my current position 19
since 2012. I have been an active member of the Association of Edison Illuminating Companies 20
& Edison Electric Institute and served as Chairman of the Meter and Service Committee. 21

Process and Technology Integration for T&D, responsible for translating SCE’s operating vision 16
into a comprehensive set of technology and process improvement initiatives. Prior to that I held 17
senior management positions in Business Planning and Benchmarking, Transmission and 18
Distribution Regulatory. I joined SCE in 1997 in the Procurement and Material Management 19
department working on Strategic Sourcing Initiatives. Prior to joining SCE, I worked in the 20
aerospace industry as a senior manager in the Procurement organization where I managed large, 21
technically complex contracts with vendors. 22

Operating Unit. I have had this role since September 2017. My responsibilities include
leading all aspects of planning, capital investment and operations and maintenance for
SCE’s 2,700 MW of Utility-Owned Generation.11

A. I graduated with a B.S. in Mechanical Engineering from the University of California at13
Irvine in 1989, a M.S. in Mechanical Engineering from the University of California at14
Irvine in 1991, and an MBA in Finance from the Anderson School of Management at the15
University of California at Los Angeles in 1998. I am a registered professional16
Mechanical Engineer in the State of California (License Number M28830). I have been17
employed in the electrical energy sector since 1991. My work experience prior to SCE18
includes approximately five years as a power plant engineer and five years in the19
merchant energy sector as a power plant developer and energy marketer. I was hired by20
SCE in January of 2003 as the Manager of Power Trading and subsequently held the title21
of Manager of Trading (incorporating gas, power and emissions). In 2007 I became the22
Director of Energy Contracts and Trading adding non-renewable contract origination and23
management to my trading duties before becoming the Director of Energy Contracts24
Management in 2013. In that role I was responsible for managing all aspects of SCE’s25
energy contract portfolio from execution through termination. Just prior to my current26
role I was the Director of Trading and Market Operations.27

am responsible for providing a holistic view of the long-range planning for SCE’s transmission 9
and distribution systems, allowing for well-informed, strategic decision regarding grid 10
investments, integration of renewable/energy storage resources, enabling grid modernization, and 11
resiliency efforts. I am also responsible for the assessment of generation, transmission and new 12
customer interconnections to the SCE grid, performing joint studies with neighboring utilities, 13
and ensuring compliance with mandatory NERC Reliability Standards and WECC Reliability 14
Criteria. 15

A. I graduated from California Polytechnic University, San Luis Obispo with a Bachelor of Science 17
degree in Electrical Engineering in 1982. In 1989, I became a Registered Professional Electrical 18
Engineer with the state of California. I have worked for Southern California Edison (SCE) for 36 19
years in the areas of transmission, subtransmission, and distribution planning. 20

services. My present responsibilities include applying economic and financial analysis to 9

A. I received a Bachelor’s degree in Economics from San Diego State University and a Master’s 12
degree in Economics from California State University at Fullerton. Prior to joining SCE I was an 13
Econometrician for Xactware Software (1992 – 1996) and an Economist for the Regional 14
Economic Studies Institute (1996 – 1998). In 1998 I joined SCE as a Project Manager focusing 15
on electric market deregulation. At SCE, I have served as a Project Manager in various 16
departments including Customer Service, Human Resources, Transmission and Distribution, 17
Controller’s, and Treasurer’s. I am also a Professor of Economics at California State University 18
Fullerton. 19

radiological, nuclear, and explosives programs as well as the National Hurricane Program 23

specialized emergency response equipment. Before moving to Washington, D.C., I held 26

energy resource procurement strategies, optimizing the electric supply from its utility-owned 12
generation and energy procurement contracts in the wholesale power market, and prudently 13
executing and managing energy procurement contracts. The approximately $4 billion of direct 14
energy procurement costs are forecasted and recorded as part of SCE’s Energy Resource 15
Recovery Account (ERRA Balancing Account) Proceeding, whereas O&M costs and capital 16
expenditures associated with performing energy procurement functions are part of the GRC. I 17
lead the Center of Excellence which manages budgets, maintains business process documents, 18
facilitates and tracks continuous improvement projects, implements business continuity plans, 19

revenue requirement calculations and rate design for both retail and resale customers. I filed 16
testimony on behalf of SPS before the Texas Public Utility Commission and the Federal Energy 17
Regulatory Commission. In November of 1993, I began to work for SCE as a financial analyst in 18
the FERC Pricing section in the RP&A Department. While working in the FERC section, I was 19
responsible for the rate design for SCE’s requirements sales for resale, Wheeling Access 20
Charges, and wholesale Distribution Access Charges. In March 1998, I became a supervisor in 21
the Revenue Requirements division of RP&A, responsible for supervising a group of analysts 22
that oversee the forecasting and recording entries associated with all CPUC regulatory 23
mechanisms. In December 2001, I was promoted to the position of manager in the Revenue 24
Requirements division of RP&A. In August 2006, I was promoted to Manager of CPUC 25
Revenue Requirements, and in March 2013, I became the Director of CPUC Revenue 26
Requirements and Tariffs taking on the additional responsibilities for managing SCE’s tariffs, 27
and advice letters. In March of 2018, I became the Director of the GRC. I have previously 28
