Dear Jim:
On November 15, 1984, at 11:00 A.M. in Atlanta, Georgia, Dr. Luther s. Williams, Ph.D., will be inaugurated as the President of one of the nation's outstanding historically black universities, Atlanta University.
I know that you are well aware that Atlanta University is a black graduate institution founded in 1865. Atlanta University is a private, independent, co-educational university in Atlanta, Georgia. It is responsible for graduate and professional education in a major consortium of historically and predominantly black institutions--the Atlanta University Center. The consortium includes, in addition to the University, four undergraduate colleges-Clark, Morehouse, Morris Brown, and Spelman--six denominational schools in the Interdenominational Theological Center and a school of medicine.
There is only one other graduate historically black institution in this country that can compare with Atlanta University in the number of black professionals that it has trained and that is Howard University.
Dr. Luther S. Williams, (vita attached) is a Magna Cum Laude graduate of Miles College with a M.S., degree in Biology from Atlanta University and a Ph.D., in Microbial Physiology from Purdue University. From 1966 to 1968 Dr. Williams was both a Predoctoral Fellow and Postdoctoral

Fellow Awardee at the National Institutes of Health. In 1975, he was elected to the Oustanding Educators of America and in 1977, was elected to the New York Academy of Sciences. Dr. Williams is an extraordinarily well respected biologist and indeed ranks among the very finest biologists in our nation.
Just prior to accepting his new leadership position as President of Atlanta University, he has been Vice President of Academic Affairs at the University of Colorado. Before that, he was the Dean of the Graduate School of Arts and Sciences at Washington University for three years, and Director of the Minority Center for Graduate Education at Eurdue from 1977 to 1980.
It would be a significant honor and appropriate acknowledgement if the President of the United States would write a congratulatory letter to Dr. Williams that could be read at his inauguration in Atlanta on November 15, 1984, by
he Atlanta University Board of Trustees.
There are many strong reasons why the President of the United States should consider such a congratulatory letter. In addition to Dr. Williams' achievements and leadership already mentioned, Atlanta University is itself an extraordinary human resource for this nation.
o Thirty percent of black MBA's in the United States earned their Master Degrees at Atlanta University.
o More than 1,600 graduates of Atlanta University are employed as teachers and administrators in the public school system of Atlanta, Georgia.
o More than five percent of all black Ph.D., in biology, chemistry, mathematics, and physics earned one of their degrees at Atlanta University.

o Eighty percent of all black librarians in the United States and the Caribbean, including

the heads of several major libraries, have received their training at Atlanta University.
o Graduates of Atlanta University serve on the faculties of more than 100 institutions of higher education, including all of the accredited predominantly black colleges as well as some of the nation's most prestigious universities.
I believe this is an appropriate occasion for President Reagan to acknowledge the considerable leadership of both Atlanta University as an historically black institution, and Dr. Williams as its new President. There is no doubt that together, Dr. Williams and Atlanta University will further the quality of black graduate education in the United States.
