BACKGROUND ON 2013 SCHOOL SAFETY SUMMIT• Planning began following the tragedy of Sandy Hook School in Newtown,
Connecticut
• Broad coalition of state organizations and agencies involved in the summit
• Summit resulted in the formation of recommendations in four arenas of action
• Policies & Procedures
• Climate and Culture
• Physical Plant
• Mental Health

EMERGENCY MANAGEMENT OPERATIONS GRANT• Grants to 25 states for 18 month period ending on March 30, 2016
• Wisconsin award totaled $472,000
• Primary activities include:
• PREPARE trainings through Wisconsin Safe and Healthy Schools (WISH) Center,
• School security assessments through WSSCA, and
• 4 regional training conferences with the REMS National Training Center
EMERGENCY MANAGEMENT OPERATIONS GRANT (CONTINUED)• Contract with WISH Center provides subcontracts with WSSCA, REMS
TA center, and WSPA to carry out activities
• To date, security assessments in 15 districts have taken place under this grant
• 12 PREPARE trainings have taken place and 12 more are scheduled for this school year
• 4 regional day long conferences with REMS Center are being planned (November and March)

EMERGENCY MANAGEMENT OPERATIONS GRANT (CONTINUED)
• 180 local school safety coordinators in Wisconsin completed assessments of their current emergency management operations plans and needs
• Survey to be repeated at end of grant to measure progress and continuing needs
SCHOOL CLIMATE TRANSFORMATION GRANT
• Grants to state education agencies (DPI) to improve school climate under 4 year award from US Department of Education
• $2.3 million total award ($568,000/year)
• Primary strategies are
• Advancement of PBIS framework,
• Improvement of school mental health services, and
• Specific training in trauma sensitive schools approach
SCHOOL CLIMATE TRANSFORMATION (CONTINUED)
• PBIS training contract totals $450,000 annually to move school teams to tier 2 and tier 3 levels of fidelity
• Trauma sensitive schools contract with St. Amelian’s-Lakeside ($83,000) will result in 13 on-line modules.
• Mental health framework being completed and being prepared for roll out in October, 2015
• School mental health “coach” being hired in October 2015
SCHOOL CLIMATE TRANSFORMATION (CONTINUED)• 54 Wisconsin schools identified for 2 cohorts to implement school
mental health framework
• Kickoff for first cohort (27 schools) held in August. Local implementation plans developed, and small team stipends ($2,000) awarded to assist with planning/meeting
• Internal “coaches” will be trained in January and will work with our external coach around trauma training and SMH framework implementation
SAFE AND SUPPORTIVE SCHOOLS (S3) PROJECT• Grants to 11 states from US Department of Education over 4 year
period with additional year of “no cost extension” (2010-2015)
• Wisconsin award of $14 million was second largest grant awarded to the 11 states (CA, AZ, KS, IA, MI, TN, LA, WV, sc, MD, WI)
• 52 high schools in 19 WI districts completed project in 2015
• Overall project goal was to “improve conditions for learning”
S3 PROJECT (CONTINUED)• 3 key objectives were required to be addressed:
• Improve student engagement;
• Improve school safety;
• Improve the school climate/environment
• In WI we selected high schools that had the highest number of student suspensions and expulsions (39 high schools in 7 districts) , and the schools with the highest rates of suspensions and expulsions (13 high schools in 12 districts)
S3 PROJECT (CONTINUED)• Key strategies selected (and supported by DPI training) included:
PBIS, freshman transition supports (Link Crew), Restorative Practices, SBIRT, support for sexual minority youth (GSA’s), and a unique American Indian Student Achievement Initiative
• Outcomes:
• “School safety scores” improved in 87% of project schools
• There was a combined 46% decrease in suspensions and expulsions in the project schools
• There were 541 fewer acts of “endangering behavior” from baseline year to final year of project in the 52 high schools
