PRESIDENT’S MESSAGE WISCONSIN CHAPTER FBINA NEWSLETTER Inside this issue: SPRING 2012 Graduates/ Retirements/ Memoriums/ Upcoming events 15 Spring has arrived early and we welcome it with open arms. As we move forward in 2012, we have our spring shoot coming up on April 19 th at the Racine range. Danny Day has training set up on sovereign citizens, the shoot and of course the great steak luncheon. These are great events to catch up and network with your fellow NA graduates, meet many of your local office FBI staff and our sponsors from Verizon, Target and AMU. Our Retrainer is also set for May 30, 31 and June 1 st . I’m sure this will be a difficult day and topic for many but certainly a valuable day of training for all in attendance. As we look back, in the fall of 2011 we were able to acquire a one time grant from the National FBINAA to partner with the private sector for some valuable training. In November we joined forces with ASIS International for a day of training on Violence in the Workplace. Much of that days training was presented by the FBI’s Behavioral Science Unit. It was a great day of training and for building new relationships with those security professionals in the private sector. This hopefully is just the beginning in our Chapters joint training efforts with ASIS. Spring has arrived early and we welcome it with open arms. As we move forward in 2012, we have our spring shoot coming up on April 19th at the Racine range. Danny Day has training set up on sovereign citizens, the shoot and of course the great steak luncheon. These are great events to catch up and network with your fellow NA graduates, meet many of your local office FBI staff and our sponsors from Verizon, Target and AMU. Our Retrainer is also set for May 30, 31 and June 1st. Our Wisconsin NA Chapter was also able to partner with the Wisconsin Chief’s of Police Association in sponsoring a training session at the Mid-Winter Chiefs of Police Training Conference in February of this year. This training event further allowed our Wisconsin NA Chapter to share our training resources with other law enforcement officers across the state. I was told by Kim Vaughan this was my time to say farewell to you all as the outgoing President. It seems a bit premature with all we have coming up but as far as Newsletters go I guess it is. I said it in my last article and I’ll say it again that it is and was a true honor to be your President of the Wisconsin FBI NAA Chapter. The FBI NAA means a great deal to me and to many of you as well. The professional and personal relationships built are invaluable. Personally, the FBI National Academy experience at Quantico is now such a small part of the NA experience for me. The greater valued piece of my NA experience is this Wisconsin Chapter, our membership and the training and social events over the past several years right here in Wisconsin. This is a great Chapter with great members and it is an honor and a privilege to be a part of it. I would also like to thank the FBI for their support of our events and Chapter activities. Kim, Danny, Ray, Jay, G.B and the SAC are a great team and we thank you for your continued support. I look forward to seeing you at the spring shoot and/or the Annual Retrainer. Until then, STAY SAFE! Bob Douglas - 188th Wisconsin FBI NAA Chapter President Due to our Wisconsin FBI NAA Chapter by law changes made a few years ago, we have not had an election for a new Executive Board member for three years now. Our Historian which used to be the first step in the Executive Board was made an appointed position for better continuity of gathering and recording our historical data. The newly elected position now begins with the Third Vice President position which will advance annually up to President and then Immediate Past President. We are seeking members interested in running for the Wisconsin Chapter NA Board to announce their candidacy to one of the Executive Board members so we know who and how many are seeking the position. It’s a great way to become more involved in our Chapter and be able to meet other State Chapters members. It is a rewarding experience and we encourage anyone willing to devote some time to this cause to consider running for the Executive Board.

SAC TERESA L. CARLSON GREETING

During the seven months I have been in the great State of Wisconsin, I have had the opportunity to meet many of you. While many of you were at the Holiday Lunch in December and the Winter Outing in Elkhart Lake in February, I met countless others during my travels throughout the state. NA Graduates seem to be everywhere and my interactions with you all have a common theme. Without exception, every NA member has been gracious and has made me feel both welcome and proud to be associated with such a fine group of law enforcement professionals. Wisconsin NA's strong reputation is clearly well earned and properly safeguarded. Recently, Kim Vaughan discovered numerous old J. Edgar Hoover training tapes. These movies, which we have been playing on an old reel to reel projector, offer a fascinating look back at law enforcement in the 1950s and 1960s. One of movies is entitled "Positive Image" and appears to have been used to teach police departments the importance of exhibiting a positive and professional image at all times. It has a terribly funny scene of a man whose day starts with a nagging wife throwing burnt toast at him. Ok, that scene has nothing to do with my point, I just find it particularly amusing. On the wall in the movie is an FBI National Academy seal exactly like the one in my office and countless other offices throughout the world. It really made me stop and reflect upon the incredible history of this relationship and how it has grown and matured decade after decade. In recent years, the Bureau has embraced the notion of public/private partnerships having formed alliances with academia, corporate America and community groups in an effort to counter espionage, cyber and other threats. While these relationships are significant and certainly they help us safeguard national assets, they don't engender the same level of loyalty, commitment and passion as that of the NA partnership. This partnership has a storied history and an equally bright future which I am thrilled to be a part of. By the way, we plan to bring copies of the old movies to the Annual Retrainer in Lake Minocqua so everyone can share in the trip down memory lane. Hope to see you there. In the meantime, no throwing burnt toast!

SECRETARY/TREASURER’S NEWS

Hopefully everyone had a great winter and Holiday Season. It is

great to see we have had a mild winter and have skipped spring and

moved right to summer. The last part of February, 1st VP Jim Arts and I

attended the Presidents’ Meeting in Quantico at the Academy. There are

many changes in the wings but the one affecting the membership from

the sec/treas’ point of view is the kickoff of the new database. iMIS is the

new program and the bugs are just about worked out. Improvements and

tweaks are being made and I believe it will work quite well.

With the implementation of the new data software package at National, a goal for

National would be to attain 100% membership dues payment online with National then

submitting payment to the Chapters for state dues. This year, we sent the membership

checks right to National, and they entered all. Check out the new Social Network where you

can join in or start new topics in a secure and private site. More updates to follow.

If any members have problems signing in to the National Website, please let me

know. Remember, your new sign-in is your member # and password is your first name and

last name, no spaces and all lower case. When you sign on to the site, check and update

your personal and professional information as needed.

A quick reminder, the email address directly to me is [email protected]. I am still working on the old family account ([email protected]) and eventually hope to transition to the above address solely, but I will work with both for the time being so as not to lose anyone’s correspondences. With the new software from National, we may have to go to an Outlook account but I will know more on this issue sometime soon. National has not yet rolled out the new program but it is expected soon. It should greatly enhance our members’ abilities to get useful information from National and do business in a more user-friendly manner. It will also give our Chapter a better ability to keep our website updated. As a quick wrap-up, I hope all is going well and hope to see many of you at our Spring

Shoot at the Caledonia/Racine range and the Annual Re-Trainer in Minocqua. Again, any

questions on the new website or the database, ask away. I am still learning how to use it but

if I do not know the answer, I know where I can get it.

PAST PRESIDENTS COMMITTEE

The Wisconsin NA Chapter Past-Presidents’ Committee has been studying how our organization communicates with all its members (retired and employed) and for strategies that enhance how we network. One such strategy includes creating regional, district or sectional liaisons. Liaisons would connect with current and potential NA members within their geographical area to keep members connected and informed with reiteration of upcoming events, operational changes and encouragement of participation. In addition to staying in-touch with members, Liaisons might consider developing rideshares to events or even setting up a local training / networking opportunity for their regional members. The intent is not to fractionalize our state-wide membership, but to enhance connection opportunities and to ensure that members who find it difficult to make Chapter events may still feel connected. If you have additional ideas on this concept, or would like to volunteer to be a Liaison for an area, please let us know. Contact Jeff Frenette at [email protected]

On Saturday, April 7, 2012, the Youth Leadership interviews were held in Portage with the interview panel being Bob Douglas, Dave Reid and Steve LaDue. We had 8 great kids that went through the interviews and the panel selected Charlotte Moerman who is a student at Waukesha West High School. Charlotte’s dad is a Lieutenant with the Waukesha County Sheriff’s Department (non NA grad) and her grandfather is Chief Dave Beguhn from the City of Oconomowoc (NA grad and sponsor). Congrats to Charlotte.

Did you know that of the past 20 Wisconsin NA Chapter past-presidents, nearly 50% are currently employed full-time in a law enforcement, or law enforcement related, position – primarily as heads of their agency! Most recently Tony Barthuly was selected to head the Wisconsin Department of Justice’s Training and Standards Bureau. Even in retirement NA members can’t sit still for long.

We do a pretty good job of recording and documenting recent events by way of the newsletter, mailings, shared photos, etc. Lately a few of you have even provided photos from recent past events for inclusion in our history files. It’s our organizational past that seems to be lacking in both historical and photographic documentation. As your Chapter Historian I need and am seeking your assistance in gathering Chapter and member related information, documents and images; past, present and future, with which to build our archives and preserve our legacy. Here are a few suggested ways you can help: 1) Locate and submit old photos (copies are acceptable or I can scan and return your originals), news articles, promotional/retirement announcements, obituaries, etc., for inclusion in our history archives.

2) Take a few moments to write up a short story documenting a memorable N.A. related experience or anecdotal story and submit it for the archives and possible inclusion in a future Chapter newsletter. 3) Write up a biographical record of yourself, documenting and highlighting your career, your N.A. experience, and what it’s meant to you. Feel free to include a few career, family and/or N.A. related memories, recollections, stories of interest, etc. 4) Any additional ideas you may have for recording, documenting and preserving the legacy of our proud organization and its membership – past, present and future. With your anticipated assistance, together we can continue to honor the past, acknowledge the present, and embrace the future of the WI FBINAA Chapter and you, its members. HISTORIAN NEWS

I’ll bet you’ve never realized that as a member of the WI

FBINAA you’ve automatically become a vital part of our

organizations legacy! It doesn’t matter whether you’re a Board

member or a member at large, each of us play a significant

role. As members of this select organization of WI law

enforcement officers, we each have a shared responsibility for

the ongoing stewardship of our organization and its history.

SPOTLIGHT ON THOMAS KRSNICH

Tom has been a Conservation Warden for 32 years and a Supervisor for 11 years. He is extremely dedicated to the protection of Wisconsin’s fish and wildlife; their habitats and the air, land and water resources that make Wisconsin a special place that is known for its recreation, industry, natural resource based economy, and quality of life. Tom is also dedicated to the protection of Wisconsin’s citizens, receiving a life saving award this year from his peers and Governor Walker for his actions to aid a troubled person at preventing them from taking their own life. Tom is a lifelong learner and a skilled teacher who specializes in successfully conducting complex investigations. He has been a leader in advancing the Department’s use of technology and the development of computer forensics skills. Tom has achieved successful outcomes in a number of large scale investigations through the skilled application of teamwork, investigative skills and use of technology. Tom is a graduate of the FBI National Academy and is active in their alumni activities. He places considerable effort into developing his personal investigative skills and sharing what he learns with the warden service. He worked closely with the Hettrick family in creating the annual Harold Hettrick Award for Investigative Excellence. Tom is active in career development, mentoring and succession planning for Conservation Wardens. He also supports the well being of the entire Department through volunteer participation as an Employee Assistance Coordinator. Tom has been involved in proactive efforts to gain voluntary compliance and address emerging conservation and public health challenges such as groundwater contamination, VHS and invasive species. Tom is a forward thinking person who exemplifies our principles of professionalism, integrity, respect, dedication and excellence. Throughout his career, he has strived to make the Department and the State of Wisconsin a better place to live for present and future generations. Tom will receive his award at the June 2012 Natural Resources Board meeting in Siren. Congratulations Tom!!

2012 SHOOT

2011 HOLIDAY LUNCHEON

The Wisconsin Chapter FBINAA Spring Shoot will be held at the FBI/Racine Range on

April 19, 2012.

The shoot began at 8:00am with firearms training led by FBI Milwaukee’s Firearms

Instructors, followed by a presentation on ―Sovereign Citizens‖.

The lunch will be provided by Brossman’s Meat Market once again, with their

wonderful steaks.

Registration Deadline: April 16, 2012.

The Holiday Luncheon was once again held at Weissgerbers’ Seven Seas. This event continues to be our largest event for numbers of attendees. This past year was our largest attendance again at 176. This is a great venue for seeing your fellow NA grads and meeting new faces. Thank you to all who made the trek as many of you travel quite a distance to make this event every year. Thank you for your attendance and dedication. Mark your calendar for 2012 as it is set for Thursday December 6th, 2012.

2012 WINTER OUTING

The annual mid-winter family get away was held on February 3-5, 2012 at the Osthoff Resort in Elkhart Lake. This was a new location for the chapter with 85 attending the Saturday night family dinner. The weather was unseasonable warm consistent with the entire winter which provided an opportunity for many out door adventures. We received a tremendous amount of positive comments on the beautiful resort and the friendly staff. We will return to the same resort for 2013.
