K DDI Corporation (“KDDI”), the Japan parent company of
KDDI Hong Kong, announced in June of this year the introduc-
tion of Ethernet services to the international market with a
commencement date set for September. “KDDI Global Powered
Ethernet” is a departure from current international Ethernet
offerings currently available as the backbone uses Ethernet-
over-Ethernet on layer 2 switching.
KDDI’s experience in Japan, where we are the largest single
provider in the layer 2 market, has led us to take this switched
Ethernet approach. In the highly competitive, and extremely
discerning, Japanese market, our Ethernet services have con-
sistently achieved service availability of over 99.999% and
have led our product to be regarded as the market leader. The
international service builds on the strengths of the Japan do-
mestic one, using the same technical specifications, design and
operations teams, and uses multiple redundant international
cables to ensure service availability remains high.
The predominant networking technology in the world of local
area networks (LANs) is Ethernet which uses flat layer 2 (or
MAC) addresses for addressing purposes as opposed to the
hierarchical IP addressing scheme used by IP-based networks
such as the Internet and IPVPNs. Ethernet has, however, until
recently, been restricted to the confines of the LAN. Any or-
ganization wishing to extend its network beyond the bounda-
ries of the local building or campus has been forced to use a
variety of wide-area network (WAN) technologies such as
leased lines or IPVPN services. All these methods involve a de-
gree of translation from the original Ethernet technology and
suppress the broadcast function essential for the “plug-and-
play” functionality of Ethernet.
Over the last few years, however, new Ethernet standards
have brought Fast Ethernet (100Mbps) and Giga Ethernet
(1000Mbps) to the domestic WAN allowing customers to con-
nect their geographically separated LANs into a single network.
A number of telecommunication carriers in the Asian region
have attempted to provide similar services to their interna-
tional users using two main methods for doing so. Neither is
‘native’ Ethernet in that both methods use different technolo-
gies to imitate Ethernet.
The first method is to use a standard international private
leased line (IPLC) and simply use conversion equipment at ei-
ther end to provide Ethernet interfaces (or “handoff”) to the
user. The limitation of this method is that the many-to-many
characteristic of Ethernet is lost and individual connections
must be set up between each site. While any carrier can pro-
vide such a service, it is the most expensive option as a com-
pletely dedicated IPLC must be set up for each pair of sites.
A second method is to use a Multi-Protocol Label Switching
(MPLS) network, using layer 3 routers, to provide the user with
a network that mimics Ethernet. This solution, known as Virtual
Private LAN Service (VPLS), overcomes the limitations of using
point-to-point connections and provides the user with many-to-
many connections, while not actually using Ethernet over the
backbone. It is also more cost-effective than leased lines as
the carrier network is a shared one spreading the costs over a
number of customers rather than a single user being liable for
the entire costs of a dedicated line.
KDDI has taken a third approach to meeting user needs by in-
stalling extremely high-quality layer 2 switches in strategic
locations around the world, including Hong Kong, to provide
Ethernet services (up to 100Mbps of bandwidth) to our inter-
national users. This approach leverages on our success with
this product in the Japanese market – a market where layer 2
services are rapidly overtaking layer 3 IPVPN services as the
preferred WAN technology for large corporate users.
Once their initial network is up and running, customers will be
able to simply add on additional sites by making use of their
local Metro Ethernet provider to connect our local layer 2
switches. This approach, using a shared network, also provides
end-users with less expensive service than is the case for
leased lines. The difference in charges for these two types of
services is likely to be in the region of twenty percent.
The roadmap for implementation is for service to commence
initially in the United States and Japan (September) and the
main Asian financial centers of Hong Kong and Singapore (both
scheduled for December). Service will then be expanded to
other major areas such as China, Korea and the United Kingdom
and to other countries as customer demand dictates.

P CCW mobile announced it has become the world’s first
mobile provider to broadcast real-time TV over its 3G net-
work, using Cell Multimedia Broadcast technology.
The service was demonstrated today by PCCW Executive
Director Alex Arena at a keynote address at the 2006
Broadband World Forum Asia, being held in Hong Kong.
PCCW will begin broadcasting programming from its IPTV
service, now TV, to its 3G mobile trial customer base, using
Cell Multimedia Broadcast technology. The technology, de-
veloped by Huawei Technologies, allows broadcasts of tele-
vision programming to 3G phones.
The service is being progressively rolled out throughout
Hong Kong, with deployment begun in Hong Kong’s MTR un-
derground railway system nearly complete. Deployment
throughout Hong Kong will be completed by end-June, mak-
ing mobile TV available to all 110,000 users on PCCW mo-
bile’s 3G trial.
“This is a significant innovation by PCCW, allowing us to lev-
erage our extensive content line-up to more people, across
more of our platforms, fixed and mobile,” PCCW Executive
Director Alex Arena said. “We are excited to bring this
groundbreaking 3G technology to our customers – another
world first for us.”
Cell Multimedia Broadcast technology allows continuous
broadcast feeds of TV programming over the 3G mobile
network, reaching many more people simultaneously than
other current 3G technologies. The technology is ideal for
high density urban areas, including underground railways
and other forms of public transport.
With broadcast technology, network capacity can support
large numbers of concurrent users with minimal impact on
the network loading, allowing for cost-effective delivery.
The service is easy to use, with one-click access on the mo-
bile handset.
Initial program offers over the mobile network will include
now TV’s Cantonese-language Business News Channel and
other news and sports content. Other entertainment and
infotainment programming will be added in time.
Sports content from ESPN STAR Sports will be available in
two weeks time, including ESPN’s ever-popular SportsCen-
ter news program. Sports event content from Sportev, in-
cluding action, from next season’s Barclays English Premier
League (2006/07), will be available when the football sea-
son begins in August.
PCCW delivers high quality content to customers over sev-

PCCW’s now TV was the world’s first commercially de-
ployed IPTV network. Launched in August 2003, it is still
the largest IPTV service in the world, with more than
550,000 customers, and representing more than 25 per-
cent of homes.
The mobile TV service expands on the current 3G multi-
media capabilities which include location based services,
music video, full track and ringtone downloads, chatting and
blogging services, local and international news, a full range
of financial information and services such as stock quotes,
investment tips from renowned investment commentators,
interactive games, sports and betting services and a host
of other lifestyle-related infotainment services.

What’s Up The 11th ATIE Forum at ITU Telecom World 2006
T The 11th ATIE forum was held very successfully on 6
December 2006 at the Hong Kong China Pavilion of ITU Tele-
com World 2006. We had received over 250 registrations
from overseas, Mainland China and Hong Kong. Special thanks
to China Association of Communications Enterprises and
Guangdong Communication Industry Association who led 100
ICT practitioners from China to join the forum.
The main objectives of the Forum are to exchange information
and opinions, and to explore the course of mutual cooperation
among participating associations to promote the telecom in-
dustry. The networking luncheon could definitely serve this
purpose where the participants from different countries and
regions met, shared their experiences and exchanged their
business cards.
We had the honor to invite Mr. Wong Wing Ping, Secretary
for Commerce, Industry and Technology, Hong Kong, and Mr.
Liu Liqing, Chairman of China Association of Communications
Enterprises, China, be the opening officiating guests. We also
had Mr. Wen Ku, Director General of Department of Science
and Technology, Ministry of Information Industry, China, and
representatives from 6 countries and regions to give the par-
ticipants informative and excellent presentations. Presenta-

W ith the supports from Commerce, Industry and Tech-
nology Bureau (CITB), Office of the Telecommunications Au-
thority (OFTA), Hong Kong Trade Development Council (TDC),
CAHK’s members and other very supportive parties, the edito-
rial work of CAHK’s biennial publication, 2007 Official Guide to Communications in Hong Kong, has already been completed.
To celebrate the ITU Telecom World 2006 to be held in Hong
Kong, this publication is also titled as ‘ITU Telecom World
2006 Special Edition’.
There have articles review and look into the future of the in-
dustry, covering the topics of Industry Overview, ITU Tele-com World 2006, Telecom Network, Mobile Services and
Broadcasting and Entertainment. Also, the most valuable
section of the publication, CAHK Member Directory, pro-
vides the readers informative and useful information of the
prominent communications industry players in Hong Kong.

2006 Guangdong-Hong Kong Telecommunications Seminar
W ireless Data Communications Workshop, organized by
CAHK, was successfully held on 27 September 2006 at the Hong
Kong Convention and Exhibition Centre.
In the workshop, the guest speakers coming from Beijing, Guang-
zhou, Taiwan and Hong Kong shared with us on the topics regard-
ing wireless data communications development in the Greater
China. Mr. MH Au from OFTA shared with us on the regulatory
issues, Prof. Lu Ting Jie from Beijing University of Posts and
Telecommunications presented the wireless data communications
development in China, Dr. Jessica Chow from Taipei City Govern-
ment shared the case of city-wide WiFi and WiMax based net-
work in Taipei City, Mr. Xu Jien Feng from China Telecom Co. Ltd.
Guangzhou Research Institute presented the Philosophy of Build-
ing CN2. Of course, we also had speakers from Hong Kong cover-
ing research findings, manufacturing, service solution and experi-
ence sharing.
