7TH `DECEMBER 2017HAVE A VERY MERRY CHRISTMAS!

Last weekend closed with the highest snow recorded in a month of December in the last two decades. In some places of the Sera de Tramuntana, the thickness

of the white stuff reached 20cm. And so began the pilgrimage to the mountains. The polar air mass gave way by the Sunday but it left behind some beautiful

snowy landscapes with the Tramuntana covered in white.

The last blows of the storm were experienced especially here in the north, which was

on orange alert due to coastal phenomena that caused waves several meters high. There was also strong wind and waves in other areas of the island.

Twin Boys CampaignBack in September, many picked up on a blog post that appeared on Facebook. In it we read the touching story of twin boys with severe autism and how their family holiday to Puerto Pollensa was such a success, “the boys were happier than at any other time.” The effort it took to get through the week without hitch was clear and the love and support these parents give their boys is truly heartwarming.

The struggle is real though, the behavioural programmes that teach the boys crucial life skills are not publicly funded in Scotland and must therefore be self-financed by families. So the family is running their Christmas auction to raise funds to go towards the boys development and perhaps even a return trip to Puerto Pollensa.

To read more about the story and get involved in the Christmas auction visit www.benandfinlay.blogspot.com.

New Carpark for PollensaThe extraordinary plenary session last week in Pollensa approved the acquisition of the site l’Hort del Puig, also known as Can Bach, for about €510,000. The government team (Junts Avançam and UMP) and Alternativa supported the move but abstentions came from Tots per Pollensa and Marti Roca who are very critical of the operation.

The area is almost 8,000sqm and has been used as a carpark for the last 30 years, during which time the council have rented it for €12,000 per year. The carpark will continue as such with

some 700 available spaces, compensating for the loss of Can Conill as this becomes the new PAC.

Interestingly, the opposition hinted that the plot could have been used to build the PAC while keeping Can Conill as a carpark.

Foamy Waters in Son SerraBeachwalkers in Son Serra Marina had a shock last weekend when they were greeted by a long layer of thick white foam along the shoreline through Son Real and on to Can Picafort. Many assumed it was some kind of pollution but environmental experts say this is a natural phenomenon that occurs often when storms, such as the one last week, hit the island.

Apparently the foam “usually occurs when there is a high concentration of organic matter dissolved in the sea, composed mainly of proteins and lipids, which the waves stir… it is due to natural causes, possibly due to the bloom of algae.” Natural or not the image is quite alarming and even for those used to seeing the foam, few had seen as much as this.

Alcudiamar’s Clean Water PlansAlcudiamar will invest €750,000 to install pollution detection systems that range from recirculating water from the port to deal with any unexpected spillage allowing suction devices to remove the floating debris, to a network of oxygenation equipment to improve the quality of the water. A small buoy powered by solar power will monitor the quality of the water.

The installation of these new and leading environmental systems together mean an investment of €750,000.

Vinyeta del Pont Roma Vote OpenThe council of Pollensa has opened voting to decide the future of the municipal plot of the Vinyeta del Pont Romà. Residents can choose between three urban proposals. Provided you are registered at the council and are over 16 years old, you can vote at the Townhall or on the website (ajpollenca.net). Voting closes on 10th December. The three options are: a rest area with playground and closed area with almond trees to walk the dogs, a carpark, and a recreational space with children’s area.

Shop Local CampaignOfficials from the Consell de Mallorca together with the mayor of Inca presented the “Regala Mallorca” campaign last week to promote the idea of Christmas/Kings shopping from local businesses on the island. Recognizing that traditional commerce is an essential activity to give life to our towns and neighbourhoods, the campaign is a reminder that Mallorca has a lot to offer when it comes to shopping. The main focus of the campaign will be on advertising campaigns in the media and through social media messaging. It is also part of the ‘Plan of Commerce’ initiative which is bringing €7m to local councils who can invest in their town centres, beautifying the areas, to bring shoppers back to the local streets.

Opposition to Macro-CentreThe main opposition group in the municipality of Santa Margalida, Suma pel Canvi (PSOE and Independents), announced today that it will present allegations against the “commercial macro-centre” that could be built in Can Picafort after a plenary held last week. The project is for a new commercial plot of 39,000sqm. The government team has just classified the area a new commercial zone which is made up of almost four hectares and occupies a pine forest behind Can Picafort.

The opposition describes it as “totally disproportionate” and will ultimately be a serious threat for small traders in the town. Suma pel Canvi continued saying, “it is necessary to support small businesses and the destruction of a pine forest for the creation of a commercial macro-centre of this magnitude is totally disproportionate.” The party will present their case during the public presentation of the project .

Law on Public Paths and HikesThe latest development on last year’s programme for cataloguing pathways saw five more towns register for assistance. One of them included Buger. In total, 13 municipalities have requested the help of the Consell de Mallorca to prepare their catalogue of footpaths. The Department of Environment will carry out the work, will collect information on the current state of each one of the paths work with the local councils to get the path officially logged and accessible.

After weeks of serious preparation, the ESRA North Christmas Bazaar finally happened. This year, Committee members of ESRA North were wearing their new polo shirts, which easily identified them as someone who might be able to help.

The Bazaar opened at 10am to a steady stream of visitors and by 10.30 the English speaking Residents Bazaar had a new language!

Local residents have always been generous with their support for ESRA North, and the local charities they support, so with the arrival of lots of local people, the language in use became mainly Spanish. The event became more and more

international with friends coming from Germany and Sweden. There were even visitors from other branches of ESRA across the island

The Bazaar had lots of attractions including tombola, an amazing raffle, home made goods, mulled wine, a bric a brac stall and lots more.

ESRA North Chair, Chris Maynard, thanked everyone for their help and support, and The Island President of ESRA, Dorothy Loeffler thanked Chris for organising such a successful event. The proceeds will go to two charities, ASNIMO and PRODIS. The money is still coming in from the Bazaar, but the team are working together towards a €3,000 target.

The Classic Car Club of Mallorca met last week at the Boathouse in Palma for their annual Christmas gathering. They again used the occasion to support the Allen Graham Charity for Kids, some of whom were able to attend the event and take a ride in the cars. Our very own Charles Nutter was there to present the charity and campaign for the Give a Gift programme.

While the children are always bought something from their wishlist, these

extra gifts are a huge bonus for these children who have not had the Christmas joy we take for granted. The English Radio Pollensa and TOTN ‘Santa’s Saturday’ on 9th December (see the What’s On page) will be the North’s first gift-giving event. This is the third year running and judging by the first two, there should be a fair amount of presents! If you miss that then the TOTN Christmas Party on Thursday 14th is another opportunity so please pop along to one or both and get into the spirit of Christmas.

At the end of last month, the international day against violence was marked in various towns and organizations. In Alcudia the day was marked with an institutional meeting with officials from the Consell de Mallorca and Alcudia Town Council. A series of monologues and performances followed at the Auditori d’Alcudia. In an act of solidarity a minute’s silence was followed by the lighting of local buildings in the colour purple.

In Pollensa the Lions are dedicating all charitable fundraising activities to local victims of domestic violence. In November the group held a film night and gave all proceeds to the cause. It was a huge success and there will be more events to come. To keep up with their activities, send an email to subscribe to the newsletter at [email protected].

Local NewsHola!

And before you knew it, it was Christmas...

The What’s On pages are jam-packed full this month. Christmas is being well and truly embraced from the traditional Sibilla to the ice rink in Alcudia, from the children’s story times to the three kings craziness. Everything is on the What’s On page of the website and more will be added as the councils catch up and issue their agendas.

See you next time!

Making Sense of the Tourist License Changes

Last month, Illeslex in conjunction with Pollentia Rentals ran an event in English to explain the implications and rules around the new tourist license. So much has been said and so little of it in English, that this breakdown of everything we need to know should come in extra handy.

The new law is an amendment to the 8/2012 Act of Tourism in the Balearics. It relates to the commercialization of tourist stays in residential homes. The plan is to cap the number of licenses at 623,624 beds across Mallorca and Ibiza (including hotels).

Licenses issued after 1 August 2018 will need to be renewed every 5 years for multi-family homes – this will be via direct debit and reasonably straight forward)

Buildings that are less than 5 years old are not eligible for tourist licenses under the new law

License numbers need to be provided on any adverts (websites, portals etc) and in the property’s information pack

You can be fined between 4,000 and 40,000€ for advertising or renting a property that does not have a rental license, this includes renting it to friends or family.

One property owner can only get a maximum of three tourist licenses

Passport copies for every guest staying in properties must be shared with the General Directorate of Police (details are to be released re. how this is done)

Tourist services must be offered to clients

Guests can only stay for a maximum of 1 month

Extra beds for children under 12 years old are not allowed.

If the community statutes prohibit holiday rentals then individual owners cannot apply for a license. If the majority share of owners authorize tourist rentals, then all owners in the block can in theory apply for a tourist license. This agreement must be registered in the land registry. The community agreement can be changed at any time and this automatically entails the obligation to cease the housing tourist marketing. Properties must have individual water, gas and electricity meters (i.e. communal meters are not permitted). Written details of the community’s rules and the tourist registration housing number must be given to guests. A 24-hour contact number for the owner’s community must be provided for assistance.

If you already have a license or applied before the 1 August 2017 deadline then you have retained all rights and can continue to operate as normal. The new rules do not apply retroactively. If the property is your primary residence the new 60-day rule does NOT apply.

Applications will probably be processed on a first come, first served basis. For help with your license application www.pollentiarentals.com and they can point you in the right direction. For legal issues relating to licenses contact www.illeslex.com.

Your property is on protected rural land Your property is state-subsidized or price-controlled (social housing) Houses with serious or very serious infringements (i.e. fines pending) You have more than 3 rental properties (maximum three tourist licenses per owner)

Current Certificate of habitability

Comply with the specified rules of sustainability and accessibility for dwellings

An energy performance certificate

Civil Responsibility insurance

Proof of ownership, ID documents and proof of tax payment as part of the application process

Complete a DRIAT questionnaire (as with previous license applications) and meet enough of the criteria

A primary residence can be rented for a maximum of 60 days under the new law. The license fee will be lower for primary residence rentals.

In a Nutshell:

If you’re looking for a secret santa gift or something for the joker in the family, why not consider a caganer figurine? Playing an integral part to the traditional Belen (nativity

scene), these are perhaps the most popular, certainly the most searched for, figure of the lot. Caganer literally means… ahem, crapper. The Amics del Caganer say that these little statues humanize the

nativity and harmonize the “transcendent and supernatural” message behind the

Christmas story. In other words it brings it down to earth. Whatever your take on it, it is certainly unique to the region

(this is a Catalunian tradition from the late 18th century) and it can be a ‘lovely’ present for the right person. If you don’t buy or receive one of your own, join in the ‘Where’s the crapper?’ race when you and your family stop to look at a Belen this Christmas. (Note s/he will be hidden and certainly not visible from the more holy section of the party.)

Buy your caganers at www.caganer.com. For more information visit the AmicsdelCaganer.net page where you can join collectors from all over the world.

A TOTN favourite (and advertiser) V’Estim is holding some winter workshops starting with crochet. Next week the group will be crocheting a small basket, perfect for gifting some mince pies in. Each week will be a new item so get your crafting gear out and start making.

The shop is along the main street in the Old Town of Pollensa. Groups will meet on Wednesday mornings but other options will be available if need be.

Preheat the oven to 160°C. Butter and line, if you have the patience, a 20cm cake tin, it needs to be a deep one.

Pound the butter and the sugar until it’s a cappuccino coloured cream then add the eggs one by one. They will curdle but it’s ok. Once combined add the dried fruit, the raisins and their friends. Give it a stir and throw in the

brandy, orange and zest. Give it a good stir. Then slowly add the flour and baking powder.

Now pour your cake mixture into the prepared cake tin and smooth over with a spatula. Place in the oven for 1 hour. When that hour has passed, turn the temperature down to 150°C, resist opening the door. Leave it for 1 and a half hours. Remove from the oven and make sure it’s cooked with skewers. Put it in an airtight container, ready to be brandied up over the coming weeks. Ice it on Christmas Eve. Happy Christmas everyone!

Marching On continued from back page by Charles Nutter

Real Mallorca 1-1 Hercules Alcante On a sunny All Saints Day Abdon Prats gave the home side a lead halfway through the first half with a penalty. After that Mallorca seemed to take their foot off the gas and the visitors scrambled an equalizer on the stroke of half time. After the break Hercules embarked on an appalling display of time wasting that had the fans whistling with derision. They will regard an away point as justification but their conduct was way beyond the boundaries of the spirit of the game.

Real Mallorca 2-1 Valencia Mestalla A first win after two consecutive draws and a good performance against the Valencia B team. Salva Sevilla and Pol Roige were recalled and the latter created the opening goal for Abdon Prats. After the break the visitors equalized against the run of play and it took a brilliant individual effort from Alex Lopez with a minute left to secure the points. Prats was bizarrely sent off after being substituted for protesting at a decision by the referee.

Lleida 0-2 Real Mallorca A very comfortable away win for the islanders in a game that they dominated from the first whistle. Giner converted a brilliant cross from Joan Sastre and substitute Alex Serrano sealed the victory. In the pre match warm up goalkeeper Manolo Reina was taken ill and rookie keeper Miguel Parera took his place for an untroubled debut.

Real Mallorca 2-0 Elche The visiting promotion rivals were no match for the on fire Mallorca. A penalty after the break from Lago Junior set them on their way especially when Teiko who had given away the penalty was sent off. Alex Lopez continued his fine goal scoring run with the second strike.

Olot 0 -0 Real Mallorca The home side parked the bus in front of their own goal and settled immediately for a point in a niggly game on a tight ground with a shocking playing surface. Sadly Ferran Giner suffered a serious injury in the second half.

The Mallorquinista Marching On by Charles Nutter

Real Mallorca continue to be unbeaten in Liga Segunda B following last Sunday’s home game with Sabadell which finished 0-0. The visitors are known as the Kings of the draw having finished equal 11 times this season. They defended solidly without any offensive intentions and opponents are now looking at a draw with the islanders as a victory. Mallorca are now 11 points clear at the top of the table.

In the game at Olot, Ferran Giner suffered a dreaded cruciate

ligament injury and that means he will not play again this season. This is the injury that players fear the most and Mallorca will look for a replacement in the winter transfer window. Curiously Olot player Yeray Sabariego suffered the same injury and Giner insinuated that the state of the pitch was responsible. Mallorca’s next game is away at Badalona on Sunday and then play Zaragoza B in Palma on 17th December
