What’s New at TEI

TEI Connect TEI’s community portal is now available. Named TEI Connect, the site — https://tei.treasury.gov — uses your individual OMB MAX username and password for authentication. TEI Connect includes a refreshed platform for program registration with quick links by alignment, resources for the TEI coaching cadre, and Executive Education and LEAD program certificate applications. Certificate in the Foundations of Complexity

Executives wishing to have a comprehensive learning opportunity to develop more capacity to handle complexity are encouraged to complete the Certificate in the Foundations of Complexity. To receive the certificate, participants must complete all six of the Foundations of Complexity webinars offered in FY17, including application assignments. The certificate also requires three additional elective programs in the complexity line, along with associated discussions or application assignments. Participants are asked to complete a certificate request form, provided upon request by emailing [email protected] . Senior executive-only programs — in the complexity line — are marked Executives Only in the “At a Glance” and description sections of this catalog.

On Demand

Based on feedback, TEI is continuing to offer high-caliber on-demand programs. These programs offer anytime (24/7), anywhere access available on most devices (BlackBerry, smart phone, PC, tablet) and include simulations, toolkits, online resource libraries, and recorded sessions. Be sure to register early for on-demand programs, noting differing registration deadlines in the Programs Requiring Early Registration section of the catalog. These popular programs tend to fill quickly.

Football Series

Join TEI around the Big Game for a three-program series focused on leadership lessons from sports, specifically football. Register for each program individually, and participate in one, two, or all three: You Win in the Locker Room First, Harvard Business School Case Study ― Deflategate, and Reaching Your Goal.

CEUs The online and on-demand Stay Interview Toolkit has been approved for 2 HR (General) recertification credit hours toward aPHR ™, PHR ®, PHRca ®, SPHR ®, GPHR ®, PHRi™ and SPHRi ™ recertification through the HR Certification Institute (HCRI). Register for this program today. Enrollment for it closes on January 6, or before if at capacity. Also, the Coaching Services Community Coffee on January 24th provides one Continuing Coach Education (CCE) unit in the area of Resource Development.

Electronic Materials for Programs TEI is committed to providing electronic materials for programs when possible. Polarities are paradoxes, seemingly conflicting dimensions of issues that must be considered together to address complex leadership challenges. While difficult to describe in words, polarities abound every day, both in and out of the workplace. More and more often, leaders encounter persistent, complex issues that must be managed over time rather than being “solved” once and for all. When this occurs, no doubt, polarities are present. The higher one goes in leadership, the more prominent role polarities play in the challenges leaders face. Hence, it is essential that senior leaders see the polarities they are facing and develop techniques to address them effectively. WORKSHOP 2: The “Swiss Army Knife” for Complexity Through a combination of experience, intuition, and hard-earned wisdom, effective leaders have developed the ability to look within complex issues, and to see a more complete picture for the dynamics of organizational complexity. Through the study of this intuitive leading leadership and organizational research has developed an approach that "short-cuts" the learning process and accelerates skill development for addressing complexity. In this session participants will receive an overview of a simple, yet powerful approach for simplifying complexity, at leader, team, and organizational levels. 3 Minutes a Day programs have been a hit in the past, so we are bringing them back, triple time. Efficient, full of useful content, well-designed, and accessible at your convenience, each month in the winter quarter will highlight a timely 3 Minutes a Day topic, building a community around leadership themes.

• January, Power of Listening — Listening is a skill, an ability that can be strengthened, improved, and optimized. This module provides you in-depth information and guidance on effective listening and key active listening techniques, plus targeted lessons on applying listening to clarification, bridging cultural gaps, and resolving conflicts.

• February, Foundations of Accountability — Appropriate for all organizational levels, this module introduces the fundamentals of personal accountability. You will learn how to cultivate an accountable mindset, create a process for ensuring accountable action, and discover ways to troubleshoot and improve the personal accountability of others.

• March, Cultivating Motivated and Productive Teams — Leaders are expected to get the highest ratings, rankings, and results for their organizations. It’s impossible for leaders to meet these demands without the cooperation of energized, motivated, and productive employees. Join David Dye, an internationally recognized leadership and employee engagement expert, for practical solutions that will forge your team into a productive powerhouse through tips, tactics, and techniques to inspire, get more done, and sustain excellent performance.

In this short, dynamic, on-demand program, you will experience a new take on the hot topic of generational diversity. This program conveys facts and feelings associated with differences ― not as a means to classify or compare individuals ― but to build new knowledge about the gap between talents of multigenerational workforces. It also demonstrates what organizations are doing to engage employees to gain business results.

Curtis Odom, Ed.D., is a human capital strategist, writer, speaker, and thought leader on the subject of multigenerational work practices and priorities. His clients at Prescient Strategies have included organizations going through mergers and talent management changes.

Examine your inner compass with this three-session series on Bill George’s leadership classic, Discover Your True North. Each book discussion session includes original True North exercises and breakout groups to help you navigate your leadership path. Tom Rath, author of Strength Finder, enthuses, “this is the most robust and practical leadership book I have ever read, period.”

Leader to Leader ―

A World in Disarray: American Foreign Policy and the Crisis of the Old Order

Alignment/ Theme Leading Change

The rules, policies, and institutions that have guided the world since WWII have largely run their course. Respect for sovereignty alone cannot uphold order in an age defined by global challenges from terrorism and the spread of nuclear weapons to climate change and cyberspace. Meanwhile, great power rivalry is returning. Dr. Haass argues for an updated global operating system ― call it World Order 2.0 ― that reflects the reality that power is widely distributed and that borders count for less. One critical element of this adjustment is adopting a new approach to sovereignty, one that embraces its obligations and responsibilities, as well as its rights and protections. Haass shows that the world cannot have stability or prosperity without the United States, but that the U.S. cannot be a force for global stability and prosperity without its politicians and citizens reaching this new understanding.

Richard Haass, Ph.D., is in his 14th year as president of the Council of Foreign Relations (CFR). CFR is an independent, nonpartisan membership organization, think tank, publisher, and educational institution dedicated to being a resource to help people better understand the world and the foreign policy choices facing the United States and other countries. A Senate-confirmed ambassador, Dr. Haass has held multiple high-level positions, with extensive experience in government. He is a Rhodes Scholar and holds degrees from Oberlin College and Oxford University, in additional to numerous honorary degrees and prestigious awards.

Dr. Haass will deliver prepared remarks for approximately 30 minutes. The remainder of the program will be your opportunity for questions and discussion.

A facilitated discussion on “A World in Disarray” will take place (in-person only) starting at 10:45AM in the TEI lounge. We encourage you to register for both programs.

Harvard Business School Case Study ― Leadership in Crisis: Ernest Shackleton and the Epic Voyage of the Endurance

One of Harvard’s most popular case studies provides an opportunity to examine leadership in the context of Ernest Shackleton’s 1914 Antarctic expedition. In preparation for the discussion, you will receive a case study which summarize Shackleton’s career as an officer in the British Merchant Marines, detail his work on several prominent Antarctic missions, and describe the competitive nature of polar exploration in the late 19th and early 20th centuries. This case study examines Shackleton’s planning and his efforts to maintain his team’s morale, loyalty, and commitment in the face of extraordinary trials.

Deflategate

On January 18, 2015, the New England Patriots faced the Indianapolis Colts in the AFC Championship game. In the second quarter, a Colts player intercepted a pass from Patriots quarterback Tom Brady. Colts equipment personnel alerted NFL officials that the ball’s air pressure was below the required 12.5 pounds per square inch. At half-time, officials found the air pressure in over 11 of the 12 game balls to be under the requirement. Some argued that the lower pressure provided a competitive advantage as it made the ball easier to grip and harder to fumble.

The NFL launched an investigation into what became known in the media as, “Deflategate.” It commissioned attorney Ted Wells to investigate whether the balls had been intentionally deflated. Wells’ team, with expert consultants, examined air pressure data recorded by referees, the temperature on game day, the behavior of Patriots players, and other evidence.

The phone session will include discussion of the leadership lessons from the case study ― including evidence revealed and investigation flaws ― and how they may be applied in our own workplaces. The majority of the phone discussion will be spent in breakout groups.

Worship of entrepreneurial freedom has complicated the task of distinguishing aggressive salesmanship from unacceptable deceit, especially on the frontiers of innovation. At the same time, fraud has been a key feature of American business since its beginnings. Dr. Edward Balleisen describes the slow, piecemeal construction of modern regulatory institutions to protect consumers and investors, from the Gilded Age through the New Deal and the Great Society. It concludes with the more recent era of deregulation, which has brought with it a spate of costly frauds, including the savings and loan crisis, corporate accounting scandals, and the recent mortgage-marketing debacle. Amazon was the biggest Internet-based retailer in the United State and had frequently been featured on lists of the most admired companies. What is the TEI ECQ Certificate Program?

The certificate program is designed to assist you in your leadership development by concentrating on a specific Executive Core Qualification (ECQ): (1) Leading Change, (2) Leading People, (3) Results Driven, (4) Business Acumen, or (5) Building Coalitions. You can earn a certificate in one of these leadership areas by taking a minimum of 4 courses and 12 hours in that specific area each quarter. If you are in the Washington, DC-metro area, you must take the in-person option for classes that are offered both via phone and in-person to count the class toward the certificate. You may also use up to 4 hours of coaching from a TEI coach, related to the particular certificate you are seeking. Please note you still have to take a minimum of four classes. The International Coach Federation defines coaching as partnering with clients in a thought-provoking and creative process that inspires them to maximize their personal and professional potential, which is particularly important in today’s uncertain and complex environment. Coaches honor the client as the expert in his or her life and work and believe every client is creative, resourceful and whole. No. The idea behind the certificate is that you spend a concentrated amount of time on a particular ECQ. To extend the timeframe would dilute the focus and intensity of your learning around that ECQ.

Does a multiple-day course count as multiple courses?

A multiple-day course counts as one course; however, you can count each hour against the 12 hours needed for a certificate. Coaching does not substitute for a class, but you may use hours of coaching related to a specific ECQ for an ECQ certificate.

Can I use one course to count for multiple certificates?

No, you must take unique courses for each certificate.

Do courses have prerequisites?

Occasionally there is a required prerequisite for a TEI course. This typically happens when a current quarter course provides attendees from an earlier quarter an opportunity to reassess, or when there are assessments, readings, or other types of prework.

What if a course I’m using toward a certificate is cancelled?

TEI courses are rarely cancelled, typically only when the federal government is closed in the DC region or if there is an enrollment minimum. If cancelled, every effort will be made to reschedule classes. If rescheduling a course isn’t possible — for instance due to presenter availability — you should find another course, or apply qualified coaching hours, to fulfill your ECQ certificate of choice.

TEI ECQ Certificate Program Application

The certificate program is designed to assist you in concentrating on an area of leadership: Leading Change, Leading People, Results Driven, Business Acumen, and Building Coalitions. You can earn a certificate in one of the Executive Core Qualifications (ECQs) by taking a minimum of 4 courses and 12 hours in that leadership area within the quarter, with no more than 2 on-demand programs to satisfy the certificate requirements. You may also use up to four hours of coaching (combined with a minimum of four classes) from a TEI coach that is related to the particular certificate you are seeking. Please note that not every certificate is available every fiscal quarter, and our overall attendance policy is taken into consideration when granting ECQ certificates. Please note:

• You must attend all sessions in their entirety to receive credit. This includes completing all modules of on-demand and online programs.

• You will not receive any credit for a course that TEI has to cancel or reschedule for any reason.

• If your place of duty is in the Washington, DC metro area, you must attend programs in person that are offered both over the phone and in person.

• Being in a certificate program does not guarantee registration. You are confirmed in a class once you receive an email from TEI stating so.

• Some programs have more time listed next to them than the actual class itself. This is to account for pre-work such as taking assessments or readings and/or work in between the sessions.
