GENERAL INFORMATION

NATIONAL ORGANIZING COMMITTEE A National Organising Committee chaired by the Co-ordinator of Sports is responsible for the conduct of the Games in Grenada.

GAMES VILLAGE/ ACCOMMODATION The 2012 CBN/Super 6 Windward Islands School Games will be accommodated at the St. Andrew’s Anglican Secondary School (SAASS) for both male and female. Although mattresses will be provided, you may carry along sleeping bags for your comfort. MEALS ARRANGEMENTS Meals shall be provided and presented at the Games Village. Team Managers are responsible for collecting these meals for their teams and ensuring that athletes in training or playing matches are considered. Each team must supply a list of names for its entire squad indicating special dietary needs and persons who are vegetarians. Please specify the class of vegetarian. OPENING CEREMONY This shall take place at the Progress Park, Telescope, St. Andrew’s from 10: 00 am, followed by the Track and Field Championship at 1: 00 pm. TRANSPORTATION All contingents shall be transported from the Airport to the Games Village, to the match venues, on special tours and back to Airport for departure. MEDICAL Ministry of Health & Grenada Red Cross will provide first aid services at each event. MATCH VENUES The different match venues to be used for the Games are as follows:-

� Progress Park & Pearls Track and Field & Football � SAASS & Grenville Volleyball � SAASS, Grenville & Sauteurs Netball

� SAASS, Grenville, Sauteurs & CPP Basketball OFFICIATING The Department of Sports and the respective National Sporting Associations shall provide the required officials for the various matches. Officials qualified at the regional and international levels shall be used. All competitions will be governed by the latest version of the Rules and Laws of the International Governing Body. COACHES AND OFFICIALS Special arrangements shall be made for Coaches and other Officials, in order to provide some level of privacy away from the general camp population athletes. AWARDS AND CLOSING CEREMONY Medals will be presented during the Track and Field Competition. Trophies for most outstanding athletes in each discipline, most disciplined team and the winning coaches will be given at the closing ceremony August 4, 2012. TOURS Where tours are organized, the appropriate means shall be provided to collect all concerned. The tour to St. George’s shall be sight seeing and an educational one. (shopping can be done) SECURITY SERVICES The Royal Grenada Police Force (RGPF) and a private security firm shall be responsible for providing security for the Games Village and the Match Venues. Entry into the Games Village shall be done by Photo Identification Card Only. TELEPHONE & INTERNET SERVICES Phone cards will be available from nearby business places. WIFI will be available at the games village.

CODE OF CONDUCT AND DISCIPLINE The code of conduct shall apply to all participants in all sporting events held under the auspices or authority of the Ministry on the Island in which the games are held. The Code of Conduct for the games will be enforced at all times. Managers and Team Coaches will be responsible for maintaining and adhering to the rules throughout the games. CODES:

1. Participants must, at all times, conduct themselves in a manner consistent with the true spirit of each sport of the tournament and shall observe the highest standard and tradition of the tournament.

2. Participants must, at all times, accept the decisions of officials and must not

show dissent or public disagreement with such decisions.

3. Participants must not use abusive, insulting or indecent language or gesture on the field of play, and must not engage in public confrontation with officials, other players, spectators or members of the general public.

4. Participants must always conduct themselves with dignity and decorum, and

shall not behave in a manner likely to bring himself/herself, or any sport or the tournament in disrepute.

5. Participants shall cooperate fully with all Officials and the National Organising

Committee.

6. Participants must be properly attired both on and off the field of play and, in this regard, must comply with directives of Manager, Captain and National Organising Committee.

7. Participants shall attend all functions when directed to do so by their Managers

and/or Captains.

8. Participants shall observe strict punctuality at all times.

9. Participants shall, at all times, carry out the lawful and reasonable instruction of:

� Manager � Captain � Wardens at Accommodation Centre/s � The National Organising Committee

10. Participants shall not give interviews or contribute articles or other materials to

the press without first obtaining the permission of his or her manager and the National Organising Committee.

11. Participants must not conduct themselves in a discreditable or grossly unseemly manner or commit any act that could reasonably lead to criminal prosecution.

12. Participants shall not use or be in any way involved in the use or distribution of

narcotic drugs.

13. Participants must refrain from making excessive noise and using loud music at the Accommodation Centre.

PENALTIES AND PRINCIPLE OF PUNISHMENT Where any participant has been found guilty or in breach of any of the provisions of clause 2, he or she shall be liable for punishment as hereinafter appears. The disciplinary committee shall have the power to REPRIMAND, WARN, FINE or SUSPEND any participant from playing or managing any sport held under the authority of the National Organising Committee or expel from the tournament, any participant found guilty of a breach of the provisions of this code. PROCEDURE FOR DEALING WITH BREACHES OF THE CODE OF CONDUCT

1. An incident may be reported by: � Captain of any team � A member of any team � An Official � A member of the organizing committee

2. A report of an incident involving a participant shall be made to the Chairperson

of the Organising Committee as soon as practicable after the incident.

3. After receiving a report the said Chairperson shall inform the participant of the nature of the reported incident and shall notify him or her of the time and place at which the incident shall be investigated.

4. A tournament Disciplinary Committee nominated by the National Organising

Committee shall conduct an investigation.

5. The tournament Disciplinary Committee shall conduct a hearing and submit its finding and decision to the Management and the Chairperson of the National Organising Committee.

6. The decision of the Disciplinary Committee is FINAL.

TRACK AND FIELD REGULATIONS CONFIRMATION OF PARTICIPANTS Participants must be confirmed on the final registration sheet (attached) which must be presented at the Technical Meeting (Friday July 27, 2012 – 7: 30 pm) at the games village. After this deadline no more changes will be accepted. RULES AND REGULATIONS The Track and Field Championships of the CBN/Super 6 Windward Islands School Games 2012 will be held in accordance with current rules and regulations of the International Association of Athletic Federations (IAAF). AGE ELIGIBILITY Anyone born in or after 1992 is eligible to participate. This makes it a 20 and under competition. WARM-UP AREA The warm-up area is located on the outside, northern end of the National Stadium. COMPETITION AREA Assigned officials will lead athletes to competition areas. The Short Put, Triple Jump and Long Jump will be at the South East Corner outside the inner fence of the Park; the High Jump, Discuss and Javelin will be done on the in field. CALL ROOM The call room is located to the north end, under the athletes’ village. All athletes must report to the Call Room Prior to their event as follows:

� First call: 30 minutes before the event � Second call: 20 minutes before the event � Final call: 10 minutes before the event

Field events final call shall be 30 minutes before the event. Team Officials are not allowed in the call room. Personal items (e.g. CD players, tape recorders, cell phones etc.) are not allowed in the competition area.

BOYS - The starting height is 1.65m and increase in increments of 0.05m up to 1.80m and 0.03m after this. FIELD EVENTS ATTEMPTS A total of four (4) attempts will be allotted to each competitor except in the high jump where there are three attempts at each height. PROTESTS Any protest shall be made to the competition office (pavilion upstairs) within 15 minutes after the official announcement of the result. It shall be in writing, signed by a team official and accompanied by a deposit of EC$ 50.00 which shall be returned if the protest is successful, or forfeited if unsuccessful. APPEALS There shall be a Jury of Appeal which comprises of the Chairman of the National Organising Committee, the Director of Physical Education and Sports along with Managers of the participating Islands.

BASKETBALL REGULATIONS ARRIVAL OF TEAMS ON COURT & TEAM REGISTRATION Teams are asked to arrive at the game venue at least 30 minutes before game time, to allow for registration and warm-ups.

Coaches are advised that they should prepare their teams list (with each player’s full name and number) in advance, and submit the lists at each game. NUMBER OF PLAYERS Each team will be allowed a maximum of twelve (12) players for each game. DISQUALIFIED PLAYER Any player who is disqualified from a game by means of a disqualifying foul must miss the team’s subsequent game in the tournament. PERSONS ALLOWED IN THE TEAM BENCH AREA In addition to the eligible team players and head coach, a maximum of five (5) team staff are allowed to sit on the bench. They each must have their roles specified and may include:

� Assistant Coach � Manager � Trainer � Statistician

The match officials may limit the number of bench players if some of the latter are misbehaving while in the bench area. Unauthorized persons in the bench area could cost the Coach of the particular team one or more technical fouls. RAIN AFFECTED OR INTERRUPTED GAMES The match officials will endeavour to have all games completed on the day of the particular game. In the event of a prolonged interruption (e.g due to rain), the decision whether to continue playing or suspend the game will be left to the game officials. In the event that a play is suspended, every effort will be made by officials to continue the game when the conditions are thought to be right for playing. REPLAYING /CONTINUATION OF GAMES Where games are to be played or continued on another day, the date and time of the replay or continuation will be set by the tournament organizers in consultation with the teams’ representatives. INCOMPLETE GAMES Where, for some reason, a game cannot be completed by the end tournament, the two teams involved will be awarded one game point each. RULES The games shall be played according to the 2012 FIBA Official Basketball Rules.

VIOLENCE Acts of violence can occur during the game, contrary to the spirit of sportsmanship and fair play. These should be stopped immediately by the officials and, if necessary, by the forces responsible for maintaining public order. Whenever an act of violence occurs between players, substitutes, Coaches and team players, the officials shall take the necessary action to stop them. Any of the above persons who are guilty of flagrant acts of aggression against opponents or officials shall be promptly disqualified from the game. The officials must report the incident to the Organising Committee of the competition. Public Order Enforcement Officers may enter the court if requested to do so by officials. However, should a spectator enter the court with the obvious intention of committing acts of violence, the Public Enforcement Officers must immediately intervene to protect the teams and officials. All other areas, including entrances, exits, hallways, dressing rooms, etc., come under the jurisdiction of the organizing body of the competition and of the forces responsible for maintaining public order. Physical actions by players, substitutes, coaches, assistants and team players which could lead to damage of game equipment must not be permitted by the officials. When behaviour of this nature is observed by the officials, the coach of the offending team shall immediately be given a warning. Should the action/actions be repeated a technical foul shall be called immediately on the individual/individuals involved. If the individual’s name does not appear on the score sheet, the technical foul shall be charged against the coach and a “B” entered on the score sheet. Decisions Made By The Officials Are Final And Cannot Be Contested Or Disregarded. UNIFORMS The uniforms of the player for each team shall consist of:

� Vests which must be of the same dominant colour, front and back. All players must tuck their vests into their shorts during a game.

� T-shirts, regardless of style may not be worn under vests unless the player

has expressed written medical permission. If such permission has been granted, the T-shirt must be the same dominant colour as the vest.

� Shorts of the same dominant colour, front and back, but not necessarily the

same colour as the vests.

� Undergarments that extend below the shorts may be worn provided they are the same colour as the shorts.

PLAYING TIME, TIED SCORES AND EXTRA PERIODS The game shall consist of four (4) periods of ten minutes. There shall be intervals of two (2) minutes between the first and second period, between the third and fourth period and before each extra period. There shall be a half –time interval of ten (10) minutes. If the score is tied at the end of playing time for the fourth period, the game shall be continued with extra period of five (5) minutes or with many such periods of five (5) minutes as is necessary to break the tie. In all extra periods, the teams shall continue to play towards the same baskets as in the third and fourth periods. Each charged time-out shall last one (1) minute. Two (2) charged time-outs may be granted to each team during the first half and three 1 minute charged time-outs during the second half. One (1) charged time out may be given during each extra period. A charged time-out is not permitted between or after free throw/ throws caused by one (1) foul penalty until the ball becomes dead again after a clock-running phase of the game occurs. Exceptions:

� A foul is called between free throws. In this case, the free throws will be completed and the time-out will be taken before the next foul penalty is administered.

� A foul is called before the ball becomes live after the last or only free throw.

In this case, the time-out will be taken before the new foul penalty is administered.

� A violation is called before the ball becomes live after the last or only free

throw, the penalty for which is a jump ball or a throw-in. In this set of free throws caused by more than one (1) foul penalty each set is to be treated separately. A charged time-out shall not be granted to the scoring team when the game clock is stopped following a successful field goal during the last two (2) minutes of the fourth or any extra period. Unused time-outs may not be carried over to the next period or extra period. GAME OFFICIALS The match officials for the tournament shall be provided by the Grenada Basketball Association (GBA)

DETERMINATION OF WINNER & POSITIONING OF TEAMS The positioning (clarification) of teams shall be in accordance with FIBA (International Basketball Federation) Rules. The positioning shall be made on points according to the teams’ win-loss record namely: Points system 2 points for each game won 1 point for each abandoned game 0 points for each lost game If there are two teams equal in this clarification (i.e. they have the same number of game points), the result of the game between these two teams will be used to determine the placing (i.e. if Team X beats Team Y, then team X is placed ahead of team Y).

a) If more than two teams are equal in the point standing, a second clarification will be established taking into account only the results of the games between teams that are tied.

b) In other words, assuming that team X,Y and Z each have two wins (out of

three games played the X beat Y and Z, the X shall be declared the Winner).

c) In the event that there are still teams tied after the second clarification, (i.e. if team X won over team Y, Y beats Z and team X lost to Z) then goal average will be used to determine the placing, taking into account only results of the games between teams are still tied.

A team’s Goal Average is determined by dividing the points scored by the points conceded.

FOOTBALL REGULATIONS COMPETITION 2012 CBN/Super 6 Windward Islands School Football Competition. Except for these regulations, official rules of the International Federation will apply. CONDUCT OF COMPETITION The competition will be played on a round robin basis. MATCH FIXTURES The match fixtures will be circulated to all participating countries before the commencement of the competition. DURATION OF PLAY

� Matches will be of two 45 minutes halves duration � Normal start of play for the games will be 4: 00 pm � The half-time interval must not exceed 15 minutes � Playing days will be Monday 30th July, Thursday 2nd August and Saturday 4th

August, 2012 � In the event of a need to change the schedule, the matter will be discussed

with the team management. BALLS The host will provide balls for the competition. OFFICIALS Match officials (Referees and Assistant Referees) will be provided by the Grenada Football Association. POINTS SYSTEM

1. Wins 3 points Draw 1 point Loss 0 point

2. In the event that a match is abandoned without any play, each team will be awarded one (1) point.

WINNER

1. The team having the highest number of points will be the winner.

2. In the event that two or more teams have the same number of points, the winner will be determined as follows:-

� 1st goal difference � 2nd number of goals scored � 3rd result of match between teams concerned � 4th number of wins

3. In the event that an outright winner cannot be determined the result will

remain as a tie. UNIFORM

1. Teams must be properly dressed in team colours at all matches. � At all times jerseys should be worn in pants. � All shorts must be worn on the waist line.

2. Players should at all times demonstrate a high level of sportsmanship and

discipline on and off the field.

NETBALL REGULATIONS The competition will be governed in accordance with the official rules of the International Federation of Netball Associations. REGISTRATION

1. Registration of teams must be done on the prescribed registration form. 2. The correct date of birth must be clearly written or typed next to the full name

of each player appearing on the registration form. DURATION OF MATCHES

1. Matches will be four quarters of 15 minutes duration. 2. The interval between each quarter will be determined in accordance with the

International Netball Rules. PLAYING TIMES

1. All matches will commence at 2: 00 pm followed immediately by the second match.

REPORTING FOR MATCHES

1. Teams are expected to arrive for a match at least half an hour before the scheduled time.

2. Only twelve (12) players can be registered to play a game.

3. A team may take the court if there are at least five (5) players present, one of

whom must play centre. DRESS

1. All players must turn up for their matches in appropriate team uniform. 2. All teams are required to wear playing bibs at all their matches.

3. Players who do not conform to the dress code will be asked to leave the court. 4. No jewelry shall be won.

5. No adornment that may endanger player safety shall be worn. 6. Fingernails shall be short and smooth.

UMPIRES Two umpires shall conduct every match. A stand-by umpire will always be available at the games. The umpires should be meticulously dressed in uniform – ALL WHITE OR BEIGE ONLY.

CONTROL OF THE GAME The game umpire may order a player to leave the court for:-

� persistent or deliberate breaking of the rules � play that is deliberately rough � objective remarks � improper playing outfit

The captain of the team is the only player who can seek clarification on ruling concerning umpiring before the umpires. This may be done only during interval, or at the end of a quarter. HOWEVER, THE UMPIRE’S DECISION IS FINAL. The captain is the only player who may approach the official table for confirmation of the quarter scores during an interval. DISCIPLINE

1. The breaking of rules and the employment of any action not covered by wording of the rules, in a manner contrary to the sprit of game is not permitted.

2. For rough or dangerous play or misconduct, in addition to awarding the

appropriate penalty, an umpire may:

� Order a player to leave the court, but only when sure that the ordinary penalty is insufficient and except in extreme cases, only after a warning.

� Send a player off the court for a specified part of the game e.g. until next

goal is scored, until the next interval or for the rest of the game. When a player is suspended, that player may not be replaced. After completion of the suspension period, the player may return to the game after a goal is scored or at the next interval.

� Any player/players insulting or assaulting an umpire or a match official

on or off the court shall forfeit the game.

POINTS Points shall be awarded as follows:-

� Two (2) points for a win � One (1) point for a draw � Zero points for a loss

If both teams have less than five (5) players, the match shall be considered null and void therefore points will not be awarded. Should a game be interrupted or not played at the scheduled time, the game will be continued or rescheduled at a time and date to be determined by the Organising Committee and Team Officials.

GENERAL 1. Coaches are expected to ensure that their players and supporters exhibit

attitudes conducive to maintaining the good name of the sport and their respective island states.

2. All players and team officials are required to observe the edict “THE UMPIRE’S

DECISION IS FINAL”.

VOLLEYBALL REGULATIONS CODE OF CONDUCT FOR COMPETITION The competition will be played on a round robin basis and all games will be played outdoors. Teams are asked to be at the playing area thirty (30) minutes before the scheduled start of game. A team may consist of twelve (12) players maximum, one (1) Coach, one (1) Assistant Coach, one (1) Trainer and one (1) Medical person. Six registered players must be present on court at all times during a match. All matches will be played under the FVIB 2005-2008 rules governing volleyball. MATCH FIXTURES The match fixture will be circulated to all participating countries before the commencement of the competition. DURATION OF PLAY

1. Matches will consist of the best of five games.

2. Games 1-4 will be played up to 25 points, and game 5 will be up to 15 points.

3. All games must be won by a clear two-point margin even though the scores exceed the allotted 25 or 15 points.

BALLS The host country will provide the ball for the competition. OFFICIALS Match officials (referees, table officials and lines person) will be provided by the Grenada Volleyball Association (GVA). POINTS SYSTEM Win 2 points Draw/abandoned 1 point to each team Loss 0 points

1. In the event that a match is abandoned without any play, each team will be awarded one (1) point

2. In case of a rained out or interrupted match, if three (3) games have already

been completed, the match will be decided on the best of the first three (3) games.

3. If a match cannot be concluded before three games have been completed, and

due to time constraints for the tournament it cannot be replayed – the game will be recorded as a drawn match with each team receiving 1 point.

4. Before deciding to abandon a match, the referees shall consult with the Team Managers and the Chairman of the Organizing Committee.

UNIFORMS

1. Teams must be properly dressed in team colours at all matches. � at all times jerseys should be worn in pants. � all shorts must be worn up to the waist.

2. All players are expected to have clearly printed numbers at the back and front

of their uniforms and players must not have duplicate numbers. 3. Players should at all times demonstrate a high level of sportsmanship and
