    2012 annual installations11,566MWofwindpowercapacity(worthbetween12.8bnand17.2bn)wasinstalledintheEU

    during 2012.

    TheNationalRenewableEnergyActionPlansforecastanetincreasein2012of11,360MW,twoMW

    morethantheactualnetannualincreaseof11,358MW.

    EUwindpowerinstallationsfor2012donotshowthesignicantlynegativeimpactofmarket,regu-

    latory and political uncertainty sweeping across Europe since the beginning of 2011. The turbines

    installedduring2012weregenerallypermitted,nancedandorderedpriortothecrisisfeedingthrough

    to a destabilisation of legislative frameworks for wind energy. The stress being felt in many markets

    across Europe throughout the wind industrys value chain should become apparent in a reduced level

    ofinstallationsin2013,possiblycontinuingwellinto2014.

    Windpoweraccountedfor26%oftotal2012powercapacityinstallations.

    Renewablepowerinstallationsaccountedfor69%ofnewinstallationsduring2012:31GWofatotal44.6GWofnewpowercapacity,down8%on2011.

    Trends and cumulative installationsTheEUstotalinstalledpowercapacityincreasedby28.8GWnetto931.6GW,withwindpower

    increasingby11.4GWandreachingashareoftotalinstalledgenerationcapacityof11.3%,upfrom

    10.4%thepreviousyear.

    The105.7GWofinstalledwindpowercapacityis1.9GW(1.7%)belowtheinstalledcapacityoutlined

    inthe27NationalRenewableEnergyActionPlans(NREAPs)of107.6GW.Onshorethereare100.7

    GWofinstalledcapacityinsteadof101.7GWforeseenbytheNREAPs(-1%).Offshorethereare4,993

    MWofinstalledcapacityinsteadof5,829foreseenbytheNREAPs(-14%).

    Since2000,27.6%ofnewcapacityinstalledhasbeenwindpower,51.2%renewablesand91.2%

    renewables and gas combined.TheEUpowersectorcontinuesitsmoveawayfromfueloil,coalandnuclear,witheachtechnology

    continuing to decommission more than it installs.

    Wind power installationsAnnualinstallationsofwindpowerhaveincreasedsteadilyoverthelast12years,from3.2GWin

    2000to11.6GWin2012,acompoundannualgrowthrateofover11%.

    Atotalof106GWisnowinstalledintheEuropeanUnion,anincreaseininstalledcumulativecapacity

    of12%comparedtothepreviousyear.

    GermanyremainstheEUcountrywiththelargestinstalledcapacityfollowedbySpain,theUKandItaly.

    15MemberStateshavemorethan1GWofinstalledcapacity,includingtwonewerMemberStates,

    Poland and Romania.

    TherewasgeneralisedgrowthinwindenergyinstallationsacrossEurope,althoughitisexpectedthat

    anumberoflargemarkets,suchasItalyandSpain,andcertainpreviouslyfastgrowingemergingmarkets,suchasBulgaria,mayslowdownsignicantlyoverthecomingyears.

    Offshoresawarecordgrowthin2012,andthetrendisexpectedtocontinuein2013and2014.

    Thewindpowercapacityinstalledbytheendof2012would,inanormalwindyear,produce230TWh

    ofelectricity,enoughtocover7%oftheEUselectricityconsumptionupfrom6.3%theyearbefore.

    Wind power targetsOveralltheEUislaggingbyalmost2GW(-1.7%)behindits27NationalRenewableenergyActionPlan

    forecasts.

    EighteenMemberStatesarefallingbehindontheirwindpowercapacitytrajectories,mostnotably

    Slovakia,Greece,CzechRepublic,Hungary,FranceandPortugal.

    NineMemberStatesareabovetheirtrajectory.

    ComparedtoEWEAs2009forecast,onshoreinstallationsare2,395MWaboveexpectations(+2.3%).OffshoreinstallationsarebelowEWEAsexpectationsby307MW(-6%).

    Wind power capacity installations

    During2012,12,416MWofwindpowerwasinstalled

    across Europe, of which 11,566 MW was in the

    European Union.

    Ofthe 11,566 MWinstalledin theEU,10,399MW

    wasonshoreand1,166MWoffshore.Investmentin

    EUwindfarmswasbetween12.8bnand17.2bn.

    Onshore wind farms attracted 9.4bn to 12.5bn,

    while offshore wind farms accounted for 3.4bn to

    4.7bn.

    In terms of annual installations, Germany was the

    largestmarketin2012,installing2,440MWofnew

    capacity, 80 MW of which (3.3%) offshore. The UK

    came insecond with 1,897MW, 854 MWof which

    (45%)offshore,followedbyItalywith1,273MW,Spain

    (1,122MW),Romania(923MW),Poland(880MW),

    Sweden(845MW)andFrance(404MW).

    AmongtheemergingmarketsofCentralandEastern

    Europe,Romaniaand Poland bothhad record years

    - bothinstalling around 8% of theEUs total annual

    capacity.Bothmarketsarenowconsistentlyinthetop

    ten in the EU for annual installations.

    Itisalsoimportanttonotetheamountofinstallations

    in the UK, Italy and Sweden. These three markets

    representrespectively16%,11%and7%oftotalEU

    installations in 2012.

    Offshoreaccounted for10% of totalEU windpower

    installationsin2012,onepercentagepointmorethan

    in 2011.

    Overall, during 2012, 44.6 GWof new powergener-

    ating capacity was installed in the EU, 2 GW less

    thanin2011,whichwasarecordyearfornewpower

    capacity installations.

    During2012,5.5GWofgascapacitywasdecommis -

    sioned,aswere5.4GWofcoal,3.2GWoffueloiland

    1.2GWofnuclearcapacity.

    After two years of installing more capacity than it

    decommissioned,coalpowerinstallationsreducedby

    almost2.4GWin2012.

    In2012,atotalof31GWofrenewablepowercapacity

    wasinstalled.Over69%ofallnewinstalledcapacity

    intheEUwasrenewable.Itwas,furthermore,thefth

    yearrunningthatover55%ofallnewpowercapacity

    in the EU was renewable.

    Thenet growthsince 2000 ofgas power (121 GW),

    wind (96.3 GW) and solar PV (69 GW) was at the

    expenseoffueloil(down17.4GW),nuclear(down14.7

    GW)andcoal (down 12.7 GW). Theotherrenewable

    technologies(hydro,biomass,waste,CSP,geothermal

    andocean energies)havealsobeenincreasingtheir

    installed capacityover thepast decade, albeit more

    slowlythanwindandsolarPV.

    Net changes in EU installed power capacity 2000-2012

    The EUs power sector continues to move away from

    fuel oil, coal and nuclear while increasing its total

    installedgeneratingcapacitywithgas,wind,solarPV

    and other renewables.

    National breakdown of wind power installations

    In2000, the annual wind powerinstallations ofthe

    threepioneering countries Denmark,Germanyand

    Spainrepresented85%ofallEUwindcapacityaddi-

    tions.In2012,thissharehaddecreasedto33%.

    Moreover,in2000,thecountriesthatmakeup,today,

    the12newerEUMemberStates (2) hadnowindenergy;

    in2012,theyrepresented19%oftheEUstotalmarket.

    Germany (31.3 GW) and Spain (22.8 GW) have the

    largest cumulative installed wind energy capacity

    in Europe. Together they represent 52% of total EU

    capacity.TheUK,ItalyandFrancefollowwith,respec-

    tively,8.4GW(8%oftotalEUcapacity),8.1GW(8%)

    and7.2GW(7%).AmongstthenewerMemberStates,

    Poland,with2.5GWofcumulativecapacity,isnowin

    thetop10,infrontoftheNetherlands,andRomaniais

    eleventhwith1.9GW(1.8%).

    Estimated wind energy production

    Thewindcapacityinstalledatend2012will,inanormal

    windyear,produce230TWhofelectricity,representing7%oftheEUsgrossnalconsumption(3).

    According to this methodology Denmarkremains the

    country with the highest penetration of wind power in

    electricity consumption (27.1%), followed by Portugal

    (16.8%),Spain(16.3%),Ireland(12.7%)and Germany

    (10.8%). Of the newer MemberStates, Romania has

    thehighestwindenergypenetration(6.9%).

    using average capacity actors onshore and oshore

    and Eurostat electricity consumption fgures (2010).

    Consequently, Figure 3.6 indicates approximate share o

    consumption met by the installed wind energy capacity

    at end 2012. The Figure does not represent real wind

    energy production and electricity consumption data over

    a calendar year. Consequently real national fgures or

    any given year can vary. For example, according to the

    Portuguese TSO (REN), wind energy met over 19% o

    total consumption during 2012.

    Despite the growth of annual wind energy installations

    in 2012 and cumulative capacity almost reaching

    106 GW, wind energy deployment is lagging behind

    theobjectivestheEUMemberStatessetthemselves

    in their National Renewable Energy Action Plans

    (NREAPs)(4). Comparison with the NREAPs does not

    takeintoaccountanysubsequentchangestotargets.

    Interestingly,installations in 2012 were higher than

    EWEAsexpectations.

    Wind power targets

    In2009,theEWEApublishedagrowthscenario(5) that

    expectedcumulativecapacityintheEUtobe103GW

    attheendof2012.However,EWEAsscenarioreaches

    230 GWof installed wind energycapacity in 2020,

    whereas the sum of the Member States NREAPs

    is 213GW.The latter suggeststhat whereas EWEA

    took a gradual approach with annual installations

    increasing slowly at the beginning and more rapidly

    towards 2020, the Member States, on the whole,

    front-loadedtheirtrajectories.
