Their yard has evergreen shrubs nicely lined with Aztec grass. The walkway greets you with beautiful planters filled with Bougainvilleas, the color of which they change out with the season. So take a drive by and see what the Fall brings to their nicely manicured yard. Thank you Frank and Janis for the beauty you bring to The Settlement.

At its September 18th meeting, your Board of Directors developed the budget for 2013. As in years past, the approach taken was to first review all of the previous year’s costs and the anticipated changes that are expected to occur in each cost category for the coming year and then to project the income required to meet these expenses. In addition, the Board has a fiscal responsibility to set aside some money each year for the capital reserve account which is required to fund major future expenses that cannot be reasonably included in a single year’s operating budget.

The table on page 2 gives the breakdown for each income and cost category followed by a pie chart on page 3 illustrating pictorially how the maintenance fees are spent. This data together with that for the previous four years is also shown in the Budget section of the Association website www.WSMAonline.org where you can review it at any time.

DRAFT MINUTES OF THE MEETING OF THE BOARD OF DIRECTORS OF WSMA, INC.

SEPTEMBER 18, 2012A meeting of the Board of Directors of the Williamsburg Settlement Maintenance Association, Inc. was held on Tuesday, September 18, 2012, at 5:30 PM, at the Williamsburg Settlement clubhouse, 1602 Hoyt, Katy, Texas 77449.

ATTENDANCEBoard Members present were Dave Ellis, Walter Smith, Floyd Ball, Dave Ellis, Don Mcclelland and Martin Spears. Also in attendance were Officer Paul Wilburn and Dolores Sue representing Planned community Management, Inc. (PcMI).

With a quorum being established, the meeting was called to order at 5:30 PM.

MINUTESThe Board reviewed the minutes of the August 21, 2012 meeting. A motion to accept the minutes as written was made by Walter Smith, seconded by Dave Ellis and unanimously approved. PATROL SERVICE REPORTMartin Spears presented the patrol service report.

2013 BUDGETThe Board reviewed the preliminary budget. The Board agreed with one no vote to increase the budget for patrol services to allow for additional patrol hours. After due discussion and changes, the Board unanimously agreed to adopt the 2013 budget.

2013 RATE A motion to set the 2013 annual maintenance rate at $700 (No increase from the 2012 rate) was made, seconded and unanimously approved. The Board instructed PcMI to mail invoices November 1, 2012. Dave Ellis will prepare an insert to be mailed with the invoices.

POOL CONTRACTA motion to terminate the existing Houston Recreation Management pool management contract at the end of this year and at the October meeting to select a different company for 2013 was made, seconded and unanimously approved.

PERIMETER FENCEA motion to authorize a further $1,000 for fence repair materials was made by Walter Smith, seconded by Martin Spears and unanimously approved.

With no further business the meeting was adjourned at 7:00 PM. The next meeting will be October 16, 2012.

NEXT WSMA BOARD MEETINGThe November Board meeting will be held in the clubhouse on Hoyt Lane at 5:30 PM on Tuesday, November 20th. If you wish to be placed on the agenda, please contact PcMI at 281-870-0585 at least three days prior to that meeting.

UPDATE OF EMAIL ADDRESSESThis is just a reminder that the email addresses to which emails from the WSMA Webmaster are broadcast are those that have been registered on the www.WSMAonline.org website by the residents themselves. This email distribution list is used to disseminate important announcements to Settlement residents. However, email addresses do tend to be rather dynamic as residents change their ISP for a variety of reasons and when they do so, unless they re-register their new email addresses on the Registration page of the website, they will no longer receive these broadcast emails. So please, when conveying a new email address to those in your address book, also update our mailing list by removing your old email address and replacing it with your new one. This will ensure that you continue to receive the timely announcements on important Settlement activities. And for those who have not yet registered, you are strongly urged to do so as this is the best mechanism we have to quickly communicate with our residents. Thanks in advance for your cooperation.

RESIDENT DIRECTORY MAINTENANCE If any resident wishes to change the information that they have previously provided for publication in the directory, they can do so by using the Residents’ Directory Entry Form accessible via our website www.wsmaonline.org on the Registration page. When the information is received, it will be updated on the database. If the resident indicates that he or she wants that information published in the directory, it will be sent out in a monthly update to all registered residents who can use it to manually annotate their copy and it will be marked for inclusion in the next edition. A log will be maintained of all changes since the last publication, which will be emailed to any resident who requests it. This way the directory can remain useful throughout its operational life. New residents to our subdivision are requested to use the same form to register their information for inclusion in the directory or to state their desire not to have their information included. This request is included in the “Welcome Packet” given to all new residents, as soon as PCMI is made aware of the change in ownership.

REMINDER ABOUT HOUSE PAINTINGResidents need to be sure and pay attention to the state of the paint on their houses. Many of the houses in the settlement are of an age that they will soon need to be repainted or sided. Please be proactive in getting this done when necessary. Doing this before you have a problem will not only keep your house looking nicer, but doing it early can end up saving you money! But please remember that all such work does require Architectural Review Committee approval. This is obtained by completing a “Request For Home Improvement Approval” form and mailing it to PCMI. A blank copy of this form is included in this newsletter and is also available on the Board Notices and Forms page our website at WSMAonline.org.

The Clubhouse is available for rental for non-profit activities to all residents in good standing with the Association

• The fees are as follows:BIG ROOM RENTAL FEE:

Up to 49 people - $50 50-100 people - $75

Plus a refundable security deposit: No alcohol served - $100

Alcohol served or the attendance of 20 or more between the ages of 13 and 21- $200*

SMALL ROOM RENTAL FEE: Up to 20 people - $30

Plus a refundable security deposit of $50

• *Note that when alcohol is served, two security guards must also be on duty. The requirement for two is mandated by the Sheriff’s Department. When no alcohol is being served but the event is attended by 50 or more people and continues past 6:00 PM or 20 or more people between the ages of 13 and 21 unaccompanied by their family members, one security guard is required.

• The charge for the security guards, which is paid directly to the officers, is the responsibility of the resident requesting the rental.

• Also, if there are more than 20 young people between the ages of 13 and 21 unaccompanied by their family members the Association requires one responsible adult for every 10 of these young persons to act as chaperones.• All deposits refundable upon passing the exit inspection.

POOL RENTALThe pool is available for private parties during the swim season (only), subject to the posted pool rules and the following restrictions.

During Pool Hours:• Only 1 group at a time.• Parties must be scheduled at least 2 weeks ahead of time.• Parties held during open hours are restricted to 20 or fewer persons (adults and children) who will be entering the pool and do not have their own pool tags.• In the event that the total number of persons in the pool (including regular pool users who are not in the party) requires an additional lifeguard then the cost of the additional guard will be deducted from the renter’s deposit.• Two responsible adults must be in the pool area at all times acting as chaperones to ensure the good behavior of all members of the party.• Party to be over and the area cleaned up by pool closing at 8:00 PM• A $100 refundable deposit is required.

After Hours:• Parties must be scheduled at least 2 weeks ahead of time.• Fees: 1-49 people - $50; 50 plus - $75.• Private pool parties may start at 8:00 PM. They must end and the area must be cleaned up by the scheduled end of the party, either 10:00 or 11:00 PM as selected on the booking form.• One responsible adult for every 10 persons under the age of 21 must be in the pool area at all times acting as chaperones to ensure the good behavior of all members of the party.• Lifeguards will be booked by the Association. There will be a minimum of 2 lifeguards plus an additional guard for every 25 persons in excess of 50 who will be entering the pool. The per-lifeguard hourly fee is $25.

STREET LIGHT OUTAGESTo report a burned out streetlight, any resident may call CenterPoint directly at 713-207-2222. However, for those with Internet access, you may also make this report on-line. For those interested, you can go to http://cnp.centerpointenergy.com/outage (the website address). Then enter your contact details so that they can get back to you if more information is required. On the following page enter the details of the light(s) with the problem. Just as you would if reporting the outage via the telephone, you will need to provide the street address where the light is located and the 6-digit number that is prominently displayed on the front of the pole. Under normal circumstances the crew will be out to fix the problem within 7 working days. Anyone noticing a streetlight that is out or has some other malfunction is encouraged to report the problem to CenterPoint via either of these two methods without delay. Our Association is charged for every streetlight each month, irrespective of whether or not the light is functioning. So please help us get value for your hard earned money!

VETERInARy PUbLIc HEALTH LEASH LAWAnimals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal.

Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat or to allow any dog or cat to become a stray.”

Restraint is defined as “the control of a dog or cat under the following circumstances:1. When it is controlled by a line or leash not more then six (6) feet in length, if the line or leash is held by a human being who is capable of controlling or governing the dog or cat in question or2. When it is within a fully enclosed vehicle or3. When it is on the premise of the custodian and the animal does not have access to sidewalk to street.”

While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained.

Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.

KATY ISD GRADUATES SHOW HIGHER ACT SCORES COMPARED TO STUDENTS STATEWIDE

ACT reports that Katy ISD graduates for 2012 are more ready for college-level coursework when compared to students across the state. In 2012, more than 1,500 Katy ISD students participated in ACT testing and, as a district, had a higher average score in all four categories than the state average. The Katy ISD average composite score for 2012 was 23.5, while the average composite score for the state was 20.8. The ACT consists of curriculum-based tests of educational development in English, mathematics, reading and science designed to measure the skills needed for success in first year college coursework. ACT research shows that it is the rigor of the coursework that has the greatest impact on ACT performance and college readiness. The National Merit Scholarship Corporation released the names of approximately 16,000 Semifinalists in the 58th Annual National Merit Scholarship Program. A total of 41 of these talented seniors are from Katy ISD. OUTSTANDING KATY ISD STUDENTS PARTICIPATE IN 2012 LONE STAR LEADERSHIP ACADEMY CAMPS

This past school year, nine outstanding Katy ISD students were selected to participate in Education in Action’s 2012 spring break and summer camps. Lone Star Leadership Academy camps took place in Dallas/Fort Worth, Austin/San Antonio and Houston/Galveston depending on the students’ grade level. Selection for the Lone Star Leadership Academy was based on each student’s demonstrated academic success and leadership ability, an educator recommendation and involvement in school and community activities. During the Lone Star Leadership Academy camps, selected students joined delegations of other distinguished students from across the state to develop leadership skills while learning about the great state of Texas. They also completed problem solving and decision-making simulations, exercised creativity and practiced presentation skills in leadership groups. Participants experienced what they are learning in school through visits to historically, politically, scientifically, and environmentally significant sites.

Upward BasKetBall and Cheerleading

Bear Creek Baptist Church is offering Upward Basketball and Cheerleading for K-8th Grade. Cost is $75 for Basketball and $80 for Cheerleading. They will have one hour of practices a week and on Saturdays they will have a game for one hour. Every practice and game takes place on our Campus. They will learn great new skills from encouraging coaches. Registration began October 15th. Each child needs to attend one evaluation session. Our first Evaluations will be Monday, Tuesday and Thursday, November 5th, 6th and 8th, between 6:00 PM and 8:00 PM in our Gym on the North side of our Church. We will also have one on Saturday, November 10th between 10:00 AM and 12:00 Noon. We will kick off the season with a Skills Clinic on Saturday, December 1st and practices will begin the next week starting December 5th. Houston Family Arts CenterReceives Houston’s Best Gem of a Theater AwardHouston Family Arts Center received the Best Gem of a Theater Award at the inaugural Houston Theater Awards presented by the Houston Press. The Houston Theater Awards presentation was held at the MKT Bar August 28, 2012. The Houston Family Arts Center received the Gem of a Theater Award for consistently providing superior theater in its own handsome theater, tucked away in a strip mall in northwest Houston. HFAC rents the nearby 456-seat Berry Center Theater twice a year for large musical productions. This year it outdid itself by commissioning and then producing Death by Design, a comedic mystery drama, from noted playwright Rob Urbinati and the result was a most entertaining success. HFAC also produced the world premiere of the musical Kissless and raised $144,000 to enter it in the prestigious New York Musical Theater Festival (NYMF) and run it off-B’way for several weeks.

Its title character is a lonely teenage girl suffering from a disease a lot like progeria, that causes her to age 4 and a half times as fast as normal. Thus, Kimberly is trapped inside the frail physical body of an elderly woman. She meets another misfit (a teenage boy) and the two form an attachment to one another that borders on attraction. The situation is not helped by Kimberly’s rapidly deteriorating health. Soon Kimberly’s family gets mixed up in some crazy money schemes and the family gets emotionally destroyed.

enjoyed By FulShear FamilieS!When the launch team for New Creation Lutheran Church gathered to plan a first public event, they wanted it to be family oriented and fun to reflect their worshipping community. This goal was achieved at their first annual Blessings Event held the last Sunday in August. Entire families, including pets, came to the Cornelius’ home on James Lane in Fulshear to receive blessings for the new school year! Teachers representing three districts were blessed. Families with roots in Ecuador and Colombia were included, possibly drawn by the launch team’s previous experience supporting education for street children in Peru. Dogs of many breeds romped together, including one retriever who repeatedly jumped into the swimming pool. Thanks to a grant from Fort Bend Thrivent Financial, there were hot dogs to eat and games to play. A large inflatable proved to be the most popular activity. At the end of the day, children left for home with a gift bag, a Bible verse and a smile. All were invited back at a later date for New Creation’s first worship service with Pastor Dale Olson.
