Will C. RuegnJ. tz was born in '.asconsin, February 6,
1883, died ? • He received a B.s. in Civil Engineering
from the Armour Institute of Technology, Chicago, in 1903. He married Jet McCollom, June 12, 1910, and they had two
children.
He was with Bates & Rogers Construction Co., western
representative for twenty-seven st1t0s, fron 1903 to 1915.
He was secretary and manager of the Loyal Legion of Loggers
& Lumbermen from 1921 to 1926, and president of that or~ani-
zatio~ from 1926 to 1036. He was secretary and manager of
the Columbia Basin Sawmills and Columbia Basin Loggers from
1937 onward. He edite;d the "Four L Lumber News". His home
and ofrice werP in Portland, Orrgon.*

a letter from J.W.B. to Hon. Llo~rd K. Garrison, Jr., August
11, 1934, the 4-L came into being during World ;Sar I in the
spruce i~dustry, by military order, under the leadership of
Gen. Brice P. Di.sque, head of the Snrnce Prodnctior Division.

It was put into effect ostensibly to counter the disruptive
efforts of the r.w.w. against the war production of airnlane
spruce. The 4-L was carefnl during ell i. · s history not to
identify itself as a labor union, but admitted botb employers
and ernplnvees to its memb~rship. The 4-L finally was reor-
ganized into the Indnst·"hil Employees Union in 1938, having
finally yielded to a new federal law cutting out the payment
by employers of dnes into anv labor organization (for which
pra~tice thA 4-L wo~ accused, among other reasons, of being a
"co~pany union") and to the hugely successful membership
drives of the A. F. nf L. in the lumber industry.

lumber depression. There are many descriptinns of neetings
of the une 1 1ryloyed and of thP eri:r::..y Communist groups, the I.L.D.
and the T.u.u.c. (Trade Union Un:i.ty League), particularly
in the Bellingham area.
January--,June 1931 This fold0.r shr«1s that thi Communists were studied very
serio11sly by the 4-L. A letter from "Van", a 4-L organizer,
Febr:H,ry 25', 1931, describes a meeting addressed by- William z. Foster in Tacoma, cminares hin unfavorably to Eugene Debs.
He notes that "the significance of last evening's event to
us, tn me anyhow, :i.s tha.t qniet, deterrn1 ried, intelligent,
self-respecting looking audience, and the hearty applause
that Foster's most radical declarations received."
There are other letters dealing .•.,i th tr'e successive
wage cuts in the industry, rPports of conversations with men
in the mills, meeting progrc:ms, and much economic theorizing.

This folder shows the tronbles of the 4-L becanse it is

from the I.w.w. paper, "Industrial Wor'~r" regarding the work-
ers' right to organize at Boulder Dam (see enclosure to
letter of July 15, 1?31), and the stri'e at Clear Lake.

Co. strike. Wages continue to go down.

Inforrriation on the 4-L Wage Boards; the Longview strike
of longshoremen and seamen of June 1934 for a closed shop,
watched closely by lnmhermen; the new Lumber Code.
There are letters from thP Lumber Code Authority office,
and a lege.l document, a petition to the SeFittle Regional Labor
Board by the Loggers and Sawmill Workers Union #1P260.
193; A letter from G11y Northr 11p to Rnegnitz from Dearbo!"n,
Michigan, January 27, 1935, gives a thoro11gh description of
Henry Ford's far··, Greenfield Village, with its historical
objects (i.e. the chair in which Lincoln wac; shot). It is
described as a nnon-profit making outfitlf, e7ploying men
even thro•1gh the winter according to NRA rules.
There are official reports, such as that of the Joint
Committee on Labor, 193~. Lumber employment i.s shown to be
one third of normal. According to Ruegnitz, the 4-L has
12,5'00 employed, "other tho·1sands --- unemployed".
Conflict het::veen A. F. of L. and 4-L; the National Lahor
Board shows. more favor to A. F. of L. Companies leave 4-L
in 1935 because of its high wage scale. The 4-L office in

other things, "Sea bs l" (letter from J .A. Ziemer to W .c .R.,
June 2c:-, 1935).
A letter from the Morrison Mill Co., Inc., Bellingham,
June 4, 1935, gives, succinctly, some of the probable reasons
for 4-L's evnntual failure:
"We have cor1e to the decl'"inn, owing to a majority of our men joining the Lumber and Sawmill Workers' Union, tt.nt lt 3.s useless for us to try to maintain two organ1za.t:i ons at our plant.

1936 There is information in this folder on many Clatsop
County, Orrron, mills. Also a note from Ruegnitz insists
that 4-L is no strike-breaking organization and should make
no move "to furnish men to an:v except our member opc-,rators."
1937 A legal opinion April ?2, 1937, on the 4-L wjth relation
to the National Lahor Relations Act says 4-L must cut out
paying of dues by employers and beco··,e a real collPctive
bargaining agPnt, no "company union".

These letters also reflect emplo~rer opposition to the
