WilJ the KremlinConquer AmericaBy 1973?By DR. FRED SCHWARZ

TO FREEDOM FORUM xxSEARCY. ARKANSAS .APRIL 20, 1.959

This afternoon I want to argue with you.Ihave seven arguments. Iwant you toexamine them critically and ruthlessly; totear them to shreds. Divorce your mindfrom every aspect of sympathy. Find everyfault you can, either in information or logicof interpretation. If you can find fault witheither the information or interpretation, Iinvite you to do two things: firstly, ignoremy conclusions, and secondly, come and teUme where I'm wrong. 1 you can show mewhere I'm wrong you'll make me exceeding-ly happy. I'll be able to stop living like agypSy and go home and live with my wifeand family.

My seven argume_nts are these:1. The Communists propose to conquerthe world.2. The Communists are conquering theworld.3. The Communists are conquering theworld by program and by timetable.4. Communist conquest means literalslavery and death.5. Many of us are helping the Com-munists conquer our country and destroythose we love.6. This imposes upon each one of us a

personal responsibility to do somethingabout it.7. If we really want to, there is some-thing significant that everyone can .do.My first thesis is easy to substantiate. Inthe year 1949, William Z. Foster, the chair-man of the American Communist Party, wrote the book, The Twilight of WorldCapitalism. The dedication is: "To mygreat-grandson, Joseph Manley Kolka, whowill live in a Communist United States."

Inthe year 1951, the Foreign LanguagesPress of Peking published the book. How tobe a Good Communist. The author, LiuShao-Chi, brilliant Communist theorist ofChina, is now president of CommunistChina. He says:

What is the fundamental dutyof us Communist Party.members? As everybody knows, it is to es-tablish Communism, to transformthe present world into a Com-munist world. [p, 37)

In the year 1957, Nikita Khrushchev,First Secretary of the Russian CommunistParty, visited the American people in th~irhomes via their television screens. Wtthcalm confidence, total assurance, he toldthem that their grandchildren in Americawould live under socialism. Nikita Khrush-chev is a man 64 years of age. It is a fairinference t.hrtt be was referrino:rto the grand-children of that genRration. Nikita Khrush-chev is an acknowlerlged Comrounist. Heuses the term "socialism" as a Communistuses it. The COP1IDunistdefinition of social-ism is the neriod subsecruent to Communistcon-rues+. characterived by the dictAt.orshipof the Communist Party. Niki+a Khrush-chev, the-efore, was sav'ng that the youngerg-eneration now living in America wouldlive under a Communist dictator. The Com-munists are on record, recurrently on rec-ord, arrogantly on record; they propose toconquer the world.

My second argument is equally easy tosubstantiate. Not only do they proposeto do it: they are doina it. Obviously, measurably, objectively, they are rolling itup before our very eyes. If we accept thevalidity of any of the predictive processes4

utilized in many realms of human know-ledge, predictive processes such as thosethat have built the vast insurance industry, processes whereby the past is analyzed, thelaws of development within it ascertained, and the future predicted; there can be noshadow of doubt that the Communists areon the verge of conquering the world. Not long ago, in Washington, D. C., Ispoke to a very important gathering. Itwas not an official meeting. It was not asecurity meeting. It was made up largelyof federal civil servants. The subject was,"Will the Kremlin Conquer America by theyear 1973?" I was supposed to speak fortwenty minutes and answer questions fortwo hours. Itook a little extra time, as Ioccasionally do, but I had to be very definiteand concise. Idon't have much respect fo;the apologetic preacher. Maybe you'veheard of him. He would stand up to preach,

and he would thunder, "Except ye repent,er, as it were, and be converted, er, so tospeak, you w-ill all certainly be damned. er,more or less." Ibelieve in letting my "yea"be "yea" and my "nay" be "nay."Evidence Conclusrve

My answer was very definite, just oneword: "yes." Certainly, "yes"; obviously,"yes"; inescapably, "yes." At present ratesof progress, the Kremlin will eertainlv con-quer America by the year 1973. I did addthe modification that whether this tide wasreversed depended in some measure unonwhat they proposed to do about it. Theydidn't like it very much, It even wentfurther than that: they didn't like me verymuch. I merely gave the evidence; I didn'tcreate it. The bearer of sad tidings neverwas popular. Thev couldn't possibly acceptmy conclusions. But the problem was thatthey couldn't find fault with the informa-tion or with the logic that lea to theconclusions. When you are in that dilemma, you are in rtrouble. Almost invariably, thefrustration manifests itself in irritabilityand anger. The.y were angrv, They didn'tknow why; they just were. Their questionswere angry questions; very easy to answer, but irritated and angry. Before you become angry, let's look at the

evidence. Let us see whether it is myopinion, or the verdict of the evidence. Wewill consider it under five headings: firstly, the numerical evidence; secondly, the mili-tary evidence; thirdly, the economic evi-dence; fourthly, the educational evidence;and fifthly, the communications evidence. The numerical evidence: In the year1903, a man called Leninestahlished amovement called Bolshevism with seventeensubordinates. Some authorities say hehad twenty-five supporters. We won'targue about that. It was a handful. In1917he conquered Russia with 40,000; in 1959,the party of Lenin has conquered one bil-lion. The population of the world is ap-proximately two and three quarter billion- when will that figure beteached?Give these figures to your insuranceactuaries; feed them into your electroniccomputers; chart them on your graphs;treat them as you. would any other set offigures - provided you have the courageto face the results. Here is one little adden-dum for those with interest in Christianity:There are in the world today, at a con-servative estimate, five children in schoollearning in detail the godless doctrines ofCommunism for every one in any school,Catholic, Protestant, or any other kind, learning anything of the story of Christ.Let's look at it militarily. A new wordhas entered the military vocabulary, a wordwe seldom heard in the past; the word"victory" seems to have disappeared. andin its place has come the word "deter-rence." The goal of our military power isnot now victory; it is deterrence. We mustbe so strong that we will deter the enemyfrom doing what he obviously can do,namely, destroy us.I am no military genius, and I cannotenter into a discussion about comparativemissile ranges and strengths; but I think itis universally agreed by honest people thatthey have many submarines which couldemerge from the water, fire a guided mis-sile, and submerge, and simultaneouslydestroy vast cities, industrial concentra-tions, and military bases. There is nodefense whatever in America that couldstop this being done. The new military goal6

is to have such power of retaliation that wewill deter them from doing it.The situation is that Russia has thepower to devastate America; America hasthe power to devastate Russia; neithercountry has the power to stop the otherfrom doing it. You will hear from somemilitary authorities this week. RichardArens, Director of the House Un-AmericanActivities. Committee, quoted one of them,General Wedemeyer, while he was speakingto an anti-Communism school held in St.Louis. He said: "We called before the HouseUn-American Activities Committee the bestequipped military man we knew to discussthe subject of Communism, General Wede-meyer, aide to General MacArthur in theFar East. I said to him, 'General Wede-meyer, how late do you consider it to be onthe Communist timetable for world con-quest?' General Wedemeyer thought for afew minutes, and then he said these words,'Too late. IfIwere advising the Communistleaders, Iwould say, "Doa't change onething you are doing. You are winning ascertainly as any group ever won any battlein the history of mankind." ,"At the conclusion of the general's testi-mony," said Richard Arens, "I asked, 'Gen-eral, in the light of the frightening thingsyou have told us, what do you advise thatwe should do?' General Wedemeyer said'Had you asked me that question fiftee~years ago, I could have answered it witheaSe. Had you asked it ten years ago, Icould have answered it with difficulty. When you ask it today, the only honestreply that Ican make is that I do notknow.' "

Intelligence EstimateLet's look at it economically. Twelvemonths ago we were hearing everywherethat if we plotted on a graph the total eco-nomic product of Russia and America andtheir rates of growth, the graph would cross

in about fifteen years. That is the actualcalculation and boast of Nikita Khrushchev. The verdict of the free world varies on thatfrom time to time. The April 20, 1959 U. S.News and World Report has a statement byAllen Dulles, Director of the Centrallntelli-7

gence Agency, and he belie~es, R?ssia ~illhave sixty per cent of America s industrialcapacity by 1970. A few of his statementsare very significant. "We estimate th!l~ thetotal value of their current annual militaryeffort is roughly equivalent to our ?wn.They accomplish this with a gross nationalproduct that is now less than half our own.So with an economic product less thanhah the American, they are investing justas much in their military institution."Secondly, "The Kremlin leaders direct afar higher proportion of total resourcesto national policy purposes than does theUnited States. While the Soviets last yearwere producing only one automobile .forevery fifty we produced, they were turrungout four machine tools to our one."It is not the total economic product thatis the problem. It is the percentage of theeconomic product that is available for classwarfare. Russia can keep, for example, one-third of the total product for consumergoods, and use the rema~der for economic-military warfare. America may use two-thirds or even more for consumer goods. Thus from a total economic product onlytwo-thirds the American total, Communismmay mobilize more both for military mightand economic struggle.I would like to see some strategist makea study of Mao Tse-tung's military strategyand apply it to Communist ecor::omic w.ar-fare. We would find some very interestingconclusions. Mao Tse-tung's basic principlewas to have a tactical superiority in everymajor engagement, although in a posifionof strategic inferiority. If the enemy hadthree million soldiers and he had only onemillion, he would enter no battle unless, bysuperior mobility within the time of thatbattle he would have a three-to-one localsuperiority. He could then use their humanmass suicide tactics. His principle was touse mobility to give a local tactical s~-periority in a situation of over-all strategicinferiority.. The Communists can apply this principlein economic warfare with deadly effect.America has available a certain amount ofthe total economic product, which is spreadwidely in this economic conflict. The Corn-S

munlsts select their local battle front, thenpour in an overwhelming economic barrageand defeat the Americans in selected localareas. Because of the monopoly ownershipof the entire Russian economic product bythe Communist Party; because of the free-dom of the Communist Party to use theeconomic product as it will; because theycan unilaterally decide how much the in-dividual Russian will have; they can go toany American foreign market they considerdesirable; they can undersell the Americanproduct. It is very difficult to see how anyindustry that must make a profit to survivecan compete against them. One battlefield of great import at thismoment is South and Central America;another one which we could take as a testcase is Iraq. To see how far back we havegone in twelve months, all we need to do isto look at Iraq. Twelve months ago it wasthe very cornerstone of America's NearEastern security. In Iraq we had a pro-western, friendly, anti-Communist govern-ment. Iraq was the headquarters of theBaghdad Pact. Naturally, a friendly govern-ment merited our support. Iraq was there-fore the recipient of vast quantities ofmilitary equipment and economic aid. Sud-denly revolt flared in Iraq. The pro-Wes-tern government was not merely over-thrown, it was annihilated. A new govern-ment came to power. Today that govern-ment is on the fringes of open Communistcontrol. The weapons provided by Americaare being used by the pro-Communist forcesto shoot down the enemies of Communismin Iraq.

Economic WarfareAlong with their military, political andsubversion campaigns, the Communists arewaging economic warfare also. Iraq hasvast sums secured from oil royalties. Theyare investing them in. developmental pro-jects. Many of the contracts are going toRussia. The way they get the contract issimple. They find out from pro-Communistelements in the Iraqi government the lowestbid by any Western firm. They simplytender a bid twenty per cent below it. Theydo not need to make a profit; their profit

is in the agents they infiltrate and theliterature that accompanies them. Everyone of their agents is a good linguist, tu-tored in the culture of the country. Theirprofit is in the unemployment they createin America.Your authorities and business leadersare alarmed about the potentialities of thisdeveloping economic warfare, and arequesting hopefully, but, as far as I know, unsuccessfully for the answer to it.Let's look at it educationally. The ideathat you must have academic freedom todevelop effective scientists, engineers, andtechnicians is obviously untrue. This ideais an axiom of faith on the part of certainliberal educators which will not stand thesearchlight of reality. With a regimentededucational program Hitler produced skilledscientists and great achievements. Underconditions of complete regimentation, Rus-sia has done the same.Regimentation has always produced ma-terial achievements. The Pharaohs built thepyramids; the Chinese built the Great Wallof China. By a regimented educationalprocess, the Communists in Russia todayare graduating three times as many engi-neers and scientists as America, and at aconservative estimate, one hundred timesas many language specialists. The latestlanguage to receive tremendous emphasis isSpanish. You don't need to be a brilliantgenius to see the significance of this. Theyhave educated only 200 million of theirone billion. They have 600 million Chinese. An equally intense educational effort is inoperation in Communist China. Ten yearshence, the mathematicians, engineers, scien-tists, and linguists of China will lood thepool of trained Communist personnel. Whois going to be ahead? How are we goingto catch up? These facts are so fearfulthat most of us prefer simply to roll downthe curtain of the mind and forbid thementrance into our consciousness lest theydisturb our complacency.Let us look at the field of communica-tions. The world is divided into three majorareas: there is the Communist area, onevast prison containing one billion slaves;there is that association < 1 independent10

nations known as the free world and con-taining approximately 750 million; betweenthem is the uncommitted world, one billionstrong. It consists primarily of the newnations of Asia and Africa, but we shouldinclude Central and South America. Thisuncommitted area is the great externalbattlefield. If the Communists get thepeoples as yet uncom:mitted, they will havetwo billions. They will have an absolutesuperiority in the balance of power anyway you like to examine it. If the freeworld can keep them outside the Communistfold, there may be some hope of holding thepresent unstable balance. Who is winningthem? What are the weapons with whichthey are being won? The tragic truth isthat the Communists are winning themwith rapidity and speed. The weapons arenot guns and bombs and missiles; they arewords and books. The Communists arereaching a hundred with Communist liesfor every one being reached with the demo-cratic or the Christian truth. That is onlyan estimate. But Ithink it is a conserva-tive estimate. .

Propaganda and AgitationThe Communists are engaged in thegreatest literature crusade mankind hasever known. Their magazines and books areextremely beautiful. Three months ago inSydney, Australia, I visited a Communist

bookstore. Iinvested the enormous sum of$8. For that sum, I purchased sixty-twobooks, such books as Joseph Stalin's Prob-lems o f Leninism. This book, magnificent-ly bound and printed on first quality paper, contains 803 pages. Included in the pur-chase were superb color magazines, firstquality books for children published inEnglish by the Chinese and Russian Com-munists. They are publishing in the lan-guages of most nations of the world. Theyspare no expense. Their economic mobilityis illustrated by the cost of the book Prob-lems of Leninism by Stalin. In a Communist bookstore in America, this book costs $4; in Canada $1.50; inAustralia, 70 cents; in India or Japan, youcan get it for 10 cents. The price chargedhas no relationship to the cost of produe-

Tell "a lie make it big, repeat it often, and the maj~rity of people will believe you.It was Hitler who said this. The Co~u-nists have developed it into a vast sciencethat they call Marxist-Leninist, proletarian, dialectical truth.

The tragedy is this, that one hundredpeople in the uncommitted areas of theworld will see and believe this for everyonetha t hears the true story of the shootingdown of an unarmed American transportplane over Soviet Armenia by the Com-munist fighters.

When we realize that in a majority ofthe villages of the earth, the Communistagent, equipped with this literature, ishard at work, synthetically generating hat-red of America maybe we can understanda little better why your vice-president andhis wife in Venezuela were stoned andcovered in filthy spittle by raging Com-munist-led mobs; why recently in Bolivia, the American Embassy personnel had to fleein ignominy from raging mobs led by theCommunists. In India, the best educatedand most Christian Indian state, Kerala, recently freely chose a Communist govern-ment.

In the face of this vast floodtide theAmerican program which, superficially atleast, seems to be to provide the people inthese areas with electric light so that theycan read the Communist literature, hardlyseems adequate. When we look at the evidence, the nu-merical evidence, the military evidence, theeconomic evidence, the educational evi-dence the communications evidence, theverdict in each case is clear: the Com-munists are conquering the world. This leads me to my third thesis. Theyare conquering the world by program andtime-table. Their program is credited toLenin who reportedly made the followingstatement. I do not know if he said it inthese specific words, but it is quite obvious-

ly their program.First we will conquer Eastern Europe, then the masses of Asia. We will en-cirole America, whioh will be the last

    14

bastion of capitalism. We will not needto attack; it will faLL like an overripefruit into our hands. The program is a simple pincer move-ment. Within America, people are beingsoftened, weakened, demoralized, sedatedwith arguments like these: Don't worryabout Communism; Communism in Americais in a bad way. The Communist Party isat the lowest ebb in many years. You canhardly find a Communist these days. Onlycrackpots and rabble rousers worry aboutCommunism. Let's mend our own fences.Make our democracy work. Look after our-selves.While we ignorantly and complacentlyplay the piano, and hold a party in our owncabin, the ship goes down. The Communistsroll up India, Southeast Asia, Japan, theNear East, and Africa. Western Europe,

like Hungary, is then indefensible, economi-cally strangulated, neutralized, and finallyabsorbed, Through the infiltration of thecolleges and universities, Sauth and CentralAmerica go. North America, isolated, con-fused, demoralized, economically disrupted, economically encircled, militarily encircled,is confronted with the grim alternatives:surrender or annihilation, The Communistsare convinced that surrender will be theorder of the day.Voice.s of Appeasement

Already voices urging surrender are beingheard. The first voice was that of BertrandRussell of England, brilliant philosopher, mighty mathematician, and leader of IIcultof intellectuals in Europe and America. Lastyear he came out and said: "The alterna-tives remaining to the West have been re-duced to two: surrender or annihilation."He advised surrender. He was not left onhis own very long. The World Council ofChurches meeting in Denmark last August, produced the edict that "confronted withthe grim alternative of an atomic war, it isour Christian duty to surrender on theenemies' terms."

Your president revealed his consternationwhen he discovered that your air force, through its subsidiary, the Rand Corpora-15

tion, had produced a textbook, Strategy ofSurrender. The Communists confidently look for thatculmination about the year 1973. I cannotgive this date to you from official Com-munist documents. The actual date wassuggested by Free Chinese intelligenceagents as the date agreed upon by Stalinand Mao Tse-tung at their last conference,They thought it would take about four morefive year plans to consummate world con-quest. They always work by timetable andplan ahead. Speeches at the 21st Congressof the Russian Communist Party laid greatstress on the phrase "fifteen years hence."It is no dim distant vision. Give or take afew years, they expect to conquer the worldabout the year 1973.When the final point of encirclement anddemoralization is reached, it will notmatter if there isn't one Communist inAmerica. They have no concept whateverof converting America to Communism. It will not matter if every Americanis dedicated to the free enterprise system. It will not matter if every Americanis a fervent Baptist, to please me; or a fer-vent Catholic, to please some of you. Takeyour choice. When that point of encircle-ment and demoralization is reached, youwill surrender or you will die.The Communists say the West alwayssurrenders. The Americans surrendered inthe Philippines when it was hopeless; theBritish and Australians surrendered inSingapore; the Germans surrendered at theend of the war; even the Japanese, fanaticalas they were, finally surrendered. They haveno doubt that America too will surrender. The Communists are conquering the worldby program and by timetable. This leads me to my fourth argument.Communist conquest means literal slaveryand death. At the Washington D. C. meetingI mentioned earlier, there was present theFirst Secretary of a GommunistEmbassy. He was asked this question: "When Com-munism has conquered the world, what willit be like? Will it be Communism as wehave known it in the past or will it havechanged?"It should be obvious to any honest mind16

    r1

that, having conquered the world, they willapply Communism. This is the purpose oftheir entire program. This is the reasonfor their tremendous sacrifices. They willbuild Communism. The Communist pro-gram is to scientifically "regenerate" man-kind. The Communist Party has been his-torically selected to execute this purpose. Ithas been ordained because of its superiorintelligence, understanding of the laws ofhistory, and capacity for dedication, forciblyto remold mankind in the new socialistmold. Finally this program must be di-rected by that individual who is projectedto a position of absolute power by the innerworking of the Communist Party. The best picture of what Communismwould mean is the life and conduct andcharacter of Joseph Stalin. Joseph Stalincould awaken any morning, take a deepbreath, and say to himself, "I feel goodtoday. Who will I kill?" He could beginwith any individual, group of individuals, class, or nationality within Russia. He couldbegin with the President of Russia. Heput two ex-presidents to death. He couldbegin with the military leaders. He put todeath three out of five marshalls of theRed Army and a majority of their seniorofficers. He could begin with the leadersof the Communist Party. When Lenin died, the Politbureau, the top ruling body ofworld Communism, consisted of sevenmembers: Zinoviev, Kamenev, Stalin, T'rot-sky, Bukharin, Rykov, Tomsky. Stalin putthe other six to death. In case there are anyhistorians present who'd like to take issuewith me, I modify it by acknowledging thatTomsky, the Labor Union Leader, com-mitted suicide just before they were able toexecute him, and that it has yet to be legal-ly proven that the pick axe that crashedinto the skull and the brain of Leon Trot-sky in Mexico City was directed by JosephStalin. With these two qualifications, heput the other six to death.

Total DespotismIn 1934 - these are Khrushchev's figures- the central committee of the RussianCommunist Party that elected Stalin topower, had 140-odd members. Stalin had

    17

    10/17

90, that is seventy per cent, of them ar-rested and shot for treason.Stalin would make a few phone calls andsuddenly the troops would move into anarea; the houses would be surrounded; thetroops would go from house to house; themen would be herded into one group, thewomen and children into another. Familiesthus broken up never met again. Likecattle, they were loaded onto box cars. Theonly civilized facility was a hole bored intothe center of the floor for toilet and excre-tory purposes. Under the blazing summersun, across the Russian plains they wentwithout food or water from dawn to dark:In summer, these box cars were transform.edinto sweating, stinking boxes of intolerablethirst, agony, and death. The old folkswho died during the day would be tippedout when they stopped in the evening fora little food and water. In winter they wereunheated icy coffins. Finally the survivorswere simply dumped in the Siberian waste-lands to try to build for th.emselves a shelteragainst the ravages of winter. Most of themdied a fearful and an agonizing death.I don't know if any of you have read thebook, Dr. Zhivago, by Boris Pasternak. Oneof his characters tells of his arrival in Si-beria. The prisoners formed a vast circlein a snowfield adjacent to a wood wherethey squatted for hours facing outwardunder the machine guns of their guardswhile the roll was called. Then they weredivided into companies, and his companywas left at a pole sticking out of the snow. They then had to go to work with theirbare hands to build their own prison. Theyfelled the lumber, they harnessed themselvesup eight men to a log, up to their necks insnow. Most of them died a fearful death. The next lot who came found the prisonhalf built. Thus Communism is built. This is not fantasy; this is fact. This isnot hysteria; tbis is history. Stalin didn'ttalk about iti he did it. He did it with theKulaks; he did it with Kalmyks; he did itwith' the Volga Germ.ans; he did it withmany Latvians, Estonians, Lithuanians andPoles. He wanted to do it with the Ukran-ians, but for once, the mighty Stalin failedto achieve his objective.18

Khrushchev said Stalin wanted to deportevery Ukranian to Siberia, but he couldnot. Do you know why? Khrushchev givesthe answer. He did not have enough boxcars. There were too many Ukranians andnot enough places to send them. To shiftmore than thirty million was quite a trans-portation job. The only limitation onStalin's power was the capacity of his trans-portation. There was no other limit. Therewas no constitutional limit, no judiciallimit, no political limit, no moral limit, nolimit in public opinion. The only limit wasthe capacity of his transportation. This is Communism. One of my defini-tions of Communism is "that organizationof tyranny in which the power of the dic-tator is limited by the capacity of the trans-portation. "Government is a frightening power. Gov-ernment, like fire is a dangerous servant, and a fearful master. The man. entrustedwith final governmental authority is en-trusted with terrible power. Whatever youthink of what happened in Little Rock, onefact stands out with crystal clarity: oneman made a decision and thousands ofarmed men moved to do his bidding. That is great an.d terrible power. It mustbe protected in every possible way againstits abuse. In America you have developed man.ychecks on the abuse of that power. Thereis the division of power into legislature, executive, and judiciary; there are the tradi-tions of a free people; there is the limitingand restraining Constitution. But aboveand beyond all, there is the temporarynature of that power and its reversibility atthe will of the people. All these restraintssometimes are not enough. Communism isnaked, unashamed, absolute power in whichone man is the slave owner and all thepeople are slaves. Some may be welltreated, well clothed, well educated, well fed, given positions of authority over otherslaves. At the will of the leader, that posi-tion can immediately be reversed.

The System's FruitsJoseph Stalin did not create Communism;Communism created him. It was Commu-

    19

    11/17

nist theory that gave him the moral rightto do what he did. It was Communist or-ganization that gave him the power ~o ~owhat he did. And it was his own paranoiclust that gave him the inner urge to dowhat he did.Communist theory hasn't changed. Com-munist organization remains the same. Bythe inner workings of the Communist powerprocess, it will project to the apex thatindividual who in a series of tests proveshis worthiness, his total dedication to Com-munist organization and objectives. He willhave proved that he is uninfluenced by anytendencies of compassion and love. He willknow no sentimental weakness whatever. He will unhesltatingly put Communisttheory into practice. He will inevitably seethe rise of a tyranny and terror which, bycontrast, will make Joseph Stalin appearbenign, compassionate, and tender hearted.

Communism believes and teaches andpractices the following doctrines: there isno God; man is a material being, an evolu-tionary animal species, conditioned by hisenvironment, divided into warring classesby the capitalist economic system; the Com-munist Party has been historically entrustedwith the task of conquering the world, de-stroying the capitalist mold, building asoci.alist mold. and, in the name of theproletarian class, creating a regeneratemankind and a classless society. When theyhave smashed the capitalist mold, it willbe their inescapable duty to destrov foreverthe residual capitalist classes. There willnow be no external power to restrain them.A few years back the American Com-munist Party would acknowledge that hav-ing conquered this land, they would needto put to death one-third of the Americanpeople, that is fifty to sixty million. This isnot punishment nor revenge, but the moralfulfillment of their Marxist-Leninist scien-tific duty. When they come for you) as theyhave to many others, and, on a darknight, in a dank celler, they take a widebore revolver with a soft nose bullet, andthey place it at the nape of your neck toblow your brain and your face into a bloodyoblivion, I hope you can comfort your dyinghours with the thought that you are dying20

in a good cause; that it is in the interest ofthe scientific regeneration of the animalspecies, homo sapiens, and the emergenceof the classless society. Communist con-quest means literal slavery and death. This leads me to my next thesis: many ofus are helping the Communists conquer ourcountry and destroy our children. You say that this is a very serious ac-cusation; that you would not help Com-munism for the world. I know you wouldn't,if you knew you were doing so. But it isthe genius of Communism that 99 serve

it unwillingly and well for every one thatserves it consciously. The Communists say that they are thescientific masters of social forces, and thatgroups of people are motivated by certainforces of self-interest. All they need to do,therefore, is to study every group, determineits basic self-interest, providet.he programto meet that self-interest, and unconsciouslythey will become faithful Communist ser-vants.AU you need to do to serve Communismis to be ignorant and selfish. You canhate it with your whole heart and simul-taneously serve it faithfully and well. Sothey go to the working man with a prom-ise and a program of higher wages, shorterworking hours, better conditions, and, in alocal situation they work sacrificially tobring that to pass.

Promises for EveryoneThey go to the employer with a promiseof industrial peace, good employee rela-tions, and higher profits. The industrialistsare seduced as easily as the laboring men.We saw the shameful reaction of leadingbusinessmen when that salesman of thehangman's rope, Mikoyan, visited this coun-try. It was Lenin who arrogantly boastedthat he would sell the capitalists the ropewith whi.ch they would hang themselves, andt.hey would buy it, because they wouldmake a profit on the sale. When we saw th~businessmen fawning on this Communistmaster of murder, who could help being im-pressed with the insight behind that Lenin-ist boast? They go to the Jew and promise they

will end anti-Semitism for all time. Theygo to the Arab and promise they will cutthe throat of every Jew. Now, within theirmoral framework, since the promise to theJew and the promise to the Arab both ad-vance Communist conquest, they are bothsimultaneously hue. There is no hypocrisyinvolved in making two contradictory prom-ises at the same time. They go to the colored man and promisehim first-class citizenship: live where youwant to, work where you want to, marrywhoever you wish to marry. They go tothe white man in the South and promisethey will keep every Negro right where hebelongs. They go to the Protestants ofAmerica with the story of the religiousrevival and the flourishing Baptist Churchin Moscow. They go to the people of theworld in the name of peace. "Find out whatpeople want. Promise it to them. Devise aprogram to give it to them, and you cancome to mastery over them." That is asimple summation of basic Communist tac-tics. They become all things to all men, that by all means they may enslave allUnless you are enlightened, consciouslystudying, constantly vigilant and preparedto sacrifice immediate self-interest for prin-ciple and freedom, you will certainly be-come a victim and a servant of the Com-munist conspiracy. This leads me to my sixth thesis:. thatthis situation imposes upon everyone of usa personal responsibility to do somethingabout it. There is nothing easier thanspeaking to a group and generating a tem-porary emotional response. There is nothinmore difficult than translating that emo-tional stimulus into organized, consistent, dedi.cated conduct.

Recentlv, Iaddressed a State Legislature. It was a magnificent experience. The Gov.ernor took me in and sat hehind me. Thee:allery and the chambe were filled. As I

places. In this battle, all the money in theworld is useless if you do not have dedicatedpeople who can use that money for usefulpurposes. Before we need money we needdedicated people. The heel of Achilles ofyour foreign policy is this: there is no way, apparently, by which dedicated. people canbe secured in these countries that are givenmoney, that it may be effectively used forthe preservation of freedom. The basicproblem to which we should bend our in-telligence is this: how can we find thosepeople with powerful motives that willcause them to make sacrifices for freedomand then give them the tools they need towork effectively for freedom. Instead ofcancelling out motivation, we need toconserve and develop it. The failure ofmost anti-Communist programs has beenjust at this point. A false unity cancelsmotivation.I can stand up before most gatherings ofthe land, and if I want to receive a warmresponse, all I need to do is to say this:"Communism is our universal enemy." It isthe enemy of every organization of a freesociety. It is the enemy of all religions,P~otestant and Catholic, Jew, Moslem, andHindu. It is the enemy of management andthe enemy of. labor. It is the enemy of allpolitical parties, Republican and Democrat. It is our universal enemy. Here we have theone common enemy that should cause us tosubmerge our differences and unitedlythrow ourselves into this struggle againstthe foe. Almost everyone will cheer to theechoes, yet the whole argument is as phonyas a three dollar bill, because, when we sub-merge our differences, we submerge ourmotivations. Unity is possible at a highlevel, but at a working level, a programneeds to rest on a basic, specific and narrowmotivation.

I have difficulty convincing people ofthis precept. My personal motivation is aChristian motivation. I am a narrow-minded, Bible-believing Baptist. I am notashamed of it. I tell everyone wherever Igo. And on that basis we have built ourChristian Anti-Communism Crusade. Fre-24

quently I am urged to take the word"Christian" out of the name because it isasserted that we are keeping out the Jewsand other non-Christian groups. What weneed is multiplicity, not unity. It is foolishto cancel out the Protestant motivation, theCatholic motivation, and the Jewish motiva-tion in a helpless unity. Let each come tothis struggle against; Communism with hisown personal motivation. We held a school for anti-Communists inSt. Louis. It was held in the educationalbuilding of the Towel' Grove Baptist Church. We had the whole-hearted co-operation ofcertain Catholics. When I finished, theypleaded with me to form a united Protes-tant-Catholic Anti-Communist Crusade.

Dedication and MotivationI argued, "1 we do that we will paralyze

each other. I am a fervent, evangelistic Pro-testant Christian. When I speak to a Pro-testant church group, I want to be able tospeak without reservation. II I go in withyou Catholics around my neck, I am suspectbefore I start. My message will have thathandicap to hurdle and the support to ourprogram will be limited. When you Catho-lics go to speak to the Knights of Columbus,or the Newman Society, or one of the manyCatholic societies, you are speaking to agroup whose basic objective is to get meconverted to the Catholic religion. Theirthoughts naturally will be along these lines.~e first natural question will be, 'AnySIgn of that Protestant leader of yours join-ing the true church? Wouldn't it be won-derful if we could get him converted? When that happens we will throw ourselveswholeheartedly into the struggle.' "Maybe it should not be thus, but that'sthe way it is. Most people sacrifice only fora very clear and personal motive. We needpeople who will sacrifice. I urged them tofo~ a Catholic Anti-Communism groupwh'ile we continued our Protestant ChristianAnti-Communism Crusade. They formed theCardinal Mindszenty Foundation. They Br'6now doing superb work among Catholics. There is a great power in conserving our

multiplicity of motivation. That is thegenius of our Free Enterprise system. The alternative is that which a youngstudent suggested to me. I spoke at aChristian college in Eugene, Oregon. AfterIhad spoken, Ireceived a letter. It began:"Dr. Schwarz, you hypocrite. You camealong and you stirred us greatly. You out-lined the fearful danger. You showed thestructure of the Conununist party, its totaldiscipline, how every member has to sub-merge himself totally to the party and itswill. Then you form a Christian Anti-Com-munism Crusade and membership in it is$10 a year, and life membership is $100.How will you ever beat the Communists likethat?" He urged, "Let's form a party likethe Communists did. Let's demand totalsubmission from every member. Then we'llhave power, then we'll achieve somethlng."

Such an argument can appear very at-tractive and appealing, but we cannot doit. I...rote back to him and I said, "Iappreciate the spirit that led you to write, even though you called me a hypocrite. Ihave at times felt that way myself. Never-theless, Iam afraid you do not understandthe dilemma involved between individualliberty of conscience and totalitarian 01'-ganization. "When we have taken our stand for theindividual as God's child, with a consciencesubmissive to God alona, and with a senseof right and wrong, we shut the door to anorganization that demands total submissionof conscience and mind. We must utilizethose motivations that come from within, and recruit those who willingly throw them-selves into this struggle. If we are preparedto do that, miracles can result. Many of us oversell the significance ofour own organization. That's a great temp-tation. Everywhere I go I meet these peoplewho tell me the triumphs of their own or-ganizations. Yet all of us are failures andwe need to acknowledge it. The first thingwe need is humility. We must repent ofour self-satisfaction and examine how wecan do much better than we are doing atpresent. 1 you oversell your organization26

you may defeat your objective.A girl rushed home in great excitementand said, "Mommy, Johnnie's asked me tomarry him." Mother replied, "Oh, that'swonderful, Mary. And what did you say?""Oh, I said 'yes' of course." Her mothersaid, "When are you going to get married?"She said, "In June." Mother said, "But,Mary, isn't Johnnie a Protestant?" Marysaid, "Oh, yes, Mommy, but that's all right. We have seen the priest and he's going toreceive instruction, and he's going to jointhe church before we are married, so wewill he able to have a church wedding."Mother and daughter were as happy as tworomantic female hearts C8J]. be in suchcircumstances. The days went bv, and just before themarriage was due, the mother came in andfound Mary lying face downwards on thebed sobbing her heart out. She said. ''Mary, what's the trouble?" Marv said, "Mommy, the marriage is cancelled, Johnnie is notgoing to marry me now." Mother said,"Why, that's terrible. The invitations havegone out, and YC,mrdress has been bouzht,What went wrong?" Mary said, "Oh,Mommv, .Tohnnie's going to become apriest!" If we oversell our organization, you see. we sometimes defeat the very ob-fectives rOT which we are striving. We needhllmility.

Such a miracle happened to me about twoyears ago. I was in Washjn17t.on, D. C. Isnoke in the morning to the 83rd CongressClub. A member of that club, Rep. GordonScherer of Oh.io, said to me: "You shouldsoeakto the House Un-American ActivitiesCommittee." On my return to the hotel thephone rang and the voice of Richard Arens, director of the House Un-American Activi-ties Committee asked: "Will you come andspeak. to the Committee?"I said, "Certainly. When?"

    He said, "Now."27

daily newspapers and are planning more.Local newspapers are frequently sympathe-tic. There is not one anti-Communist news-paper dedicated to freedom, democracyandtruth, and on a Christian foundation.GeorgeThomas asked if we could get themone. I said. "How much will it cost?"He said, "$50,000."I thought, "Where can r get $50,000?" Iwas in New York, so r went to see one ofthe great foundations. They listened verycourteously, and were exceedingly friendlyin their attitude. I have not a complaintin the world against them. They said itwas a magnificent project, but naturallythey could not help because we wereChristian. They could not get mixed up inreligion in India.r said, "Do you see what you are doing? You tell me yourself you can't.tget anyoneto go to India unless you increase theirsalary by 25% . When that individual withhis bloated salary gets to India, what doeshe do? Doeshe go out in the villageswherethe temperature is 120 degrees in summer, where the water you drink is filled withdysentery bacilli, and amoeba; where youperform your natural functions in public indaylight. Does he do that? Or does he sitin an air-conditioned room in a hotel andwrite reports? Last year the Communistsappointed 4,000 dedicated Indian studentsto walk around the villagesand promise thepeople heaven on earth. What can we doto match that?"1 said, "Here we have some hundreds ofIndians who have a motive for sacrifice.Maybeyouwish their motive was different.Nevertheless, they have a motive, a m.otivethat can be channeled into this struggle forfreedom. Theywill tell the peoplethe truthabout Communism, the great enemy oftheir Christian faith. They will bear theheat and drink the water. They will makethe necessary sacrifices. Yet you will nothelp them because they have a motive.Take away their motive so that they won'tdo it, and then maybe you can help them todo what they won't do."Here is our dilemma, here is our heel ofAchilles. The government cannot directlydo these things. Are there Americans with30

motives and convictionsand meanswhowillmake sacrifices to meet this great chal-lenge? I believe there are. The newspa-per is to begin publishing in Au,gust.Determining the Outcome

Each one of us must take our intelligenceand our total talents, and channel them in-to this struggle for freedom. We must util-ize the multiplicity of the motivations ofa free people. In this manner, the battlemay not be lost; the tide may be reversed, and victory may yet emerge. More andmore I become convinced that we are notgoing to do this by mass movements. Wewill do it as we recruit, one by one, moti-vated people in the struggle for freedom. The battle will finally be won or lost bythe quality of character we possess. TheweU-knownEnglish poem expresses this:Vain! Mightiest fleets of iron framed;Vain! Those all shattering guns,Unless proud England keep untamedThe stout hearts of her sons.I would like to conclude on a note ofhope. Were I to speak to a thousand peo-ple a night and convince the thousand, itwouldtake me 500 years to speak to every-body now living in the United States, andwe wouldgo behind at the rate of two anda half million a year. On the other hand,if I spoke to one person a week and con-vinced that person, and together we eachspoketo another person the followingweek, and convincedthat person, and this processcontinued, we could reach everyone in theworld in less than twelve months. Will you be that person? Can we bringto our country and our God. our intelli-gence, our generosity, our capacity to or-ganize; can we give heart and hand andmind, and build a program of purpose andpower and truth and love? Then tyrannyshall not triumph, and freedom shall notperish from the earth.
