Through this courtesy of His Ex-

"Be it enacted by tho Senate andHouse of Representatives of thoUnited Stales of America in Con-gress assembled, That no citizen ofany other country shall bo holdliable for tho infringement of anypatent granted by the UnitedStates, or of any trade-mar- k or labelregistered in tho United States, whore tho act complained of is orshall 1)0 performed in connectionwith the exhibition of any article orthing at tho World's ColumbianExposition at Chicago."
A Big Advertisement for Hawaii.Editou BuLr.in'iN:
1 propose in t his lotlor to treat thislotterj-- s eheiuo on basis of a purelybusiness considerations. Tho busi-ness public aro well agreed that onoof tho m 0.1 1 important things to bodone is to advertise oursolvos aswidely a posaiblo in tho UnitedStates, and as favorably as possible.
Well, it looks just as if wore onthe point of getting up a rousingbig advertisement ot ourselves, andono that will go all over tho UnitedSlates. Whether this advertisementis going to pillory Hawaii before thowhole Union as n community ofknaves and thieves, who aro ready tosell ourselves for gold, and join inwith tho scoundrel lottery gangwhom thoy have just kicked out, togo on lloecing thorn, or whothor wo
shall stand in tho high and honoredposition which Hawaii's past recordhas-mad- good, of stonily repellingand scorning such proposals thisdepends upon tho action which ourLegislature shall take during thonext few days.
I think no ono will demur for aninstant at tho proposition thatAmerica is tho nation by whom it isabovo all necessary to us to bo holdin tho highest esteem, morally, socially, financially. Hawaii hasearned that esteem, and earned itnobly. Nothing need provont ourcontinuing to hold it, Wo havo im-
mensely profited by that highesteem in tho past. But for thomoral and social respect felt for us,does any one suppose that wo shouldhavo been able to obtain that Treatyof Kociprouity which paid us per-
haps J 50 million dollars in all forour sugars, and multiplied our taxa-
ble wealth tonfold? Our relations with tho United
States, as I neod not hero labor topoint out, aro necessarily to becomevastly more intimato in tho noarfuturo than thoy havo yet boon,
whothor wo maintain a nominalindopondonco, or hecomo politicallyincorporated with tho Union. Howincalculably important is it then forus to maintain our past high charac-ter, and continue to be hold in honorby that nation. Are wo to bo dealtwith as honored equals, or as a triboof blacklegs and convicts? Purelyas a business matter, what kindlyconsideration can Hawaii expect inReciprocity or l'olitical treaty-makin- g
with a country which woshall have so grossly insulted bygiving harbor to their most hatedabomination, tho lottery?
Anyone who is familiar with re-
cent movements of public sentimentin America knows! that there is nopublic organization in that country,so detested, so scorned, so outcast asevil, so tho object of tho concordantabominating of men of all classesand all political parlies, as thoLouisiana Lottery. Tho fiorco andprotracted struggle by which itsoctopus grip on tho State was tornaway has intensified that universalhate, and contempt. Thissontimontis frosh and hot in the public mind.If Hawaii wore to search for tho onemeans whereby of all others to drawdown upon herself tho scorn and de-
spite of the whole. United Slates, that means would bo to sot up herotho lottery organization which t hoyhave spowed out with such convul-sive loathing.
After such a deed wo need nottalk of taking a 113 exhibit to Chicago! Tho people would shun Ha-
waii's exhibit as a nest of leprosy.Nay, tho Directors of tho Exhibitionwould cancel thoir engagements togivo us room. Hawaii would indeedhave made an exhibit of its vilonessto the whole American people thatwould render any other exhibitsuperlluous.
But tho very supposition of ourdoing this seoms incredible. If it isdone, it will bo done by tho vote oftho native members, purchased byonormous bribes. I think I knowsomething of Hawaiians. While of-
ten subject to weak impulses, therearo no people in the world moresusceptible to noble and generousmotives. Thoy aro also patrioticand jealous of tho honor and creditof their race. 1 feel confident thattho great majority of these men arogoing to rise to tho occasion, andspurn tho gilded lure. Hawaii isgoing to give such an answer to thisvile combination of outcast sharpersas will ring to her praise and honorfrom end to end of tho Union. Nowfor a Big Advertisement of theEIGHT kind!

P. S. I want to shake hands withHon. J. E. Bush, my old antagoniston tho Lottery Bill of 188-J-, but nowbattling for tho right sido.
The Myrtle's Protest.EniTou Bulletin:
Tho article in last night's Bulle-tin under tho heading "Pearl HarborRegatta" makes a statement regard-ing tho Myrtle Boat Club which isboth misleading and unjust. Thostatement contends that tho Myrtlespositively declined to row in thoforenoon and thereby forced theHoalanis out of tho race, as thoy(tho Hoalanis) would bo short a manof thoir crow, his attendance beingrequired at tho Palaco in tho afternoon. This latter fact was communicated by Capl. Groigof tho Hoalanisto Captain Lylo of tho Myrtles ontho 29th, and ho after conferringwith tho Myrtio crow addressed anote to Captain Groig of tho Hoa-
lanis saying that tho Myrtlos prefer-red to row tho race at tho hour
sot and advertised. This wasconsidered a sufficient roply, as t hoHoalaui's communication upon thosubject contained no imperative de-
mand that the hour bo changed orintimation that, if the hour remainedunchanged, tho race would bo off,
Tho wording of Captain Groig'sletter is thusly: "I would like to askif it would not bo bottor for us tohavo our nice in the forenoon insteadof tho afternoon, as 0110 of our crowhas to bo at tho Palaco in tho after-noon. Think over tho mat- -
tor and soo 1110 in tho morning."As abovo stated tho Myrtlos ex-
pressed thoir preference of tho after-noon hour, one reason being thatCaptain Lylo had a sail boat in thesocond class yacht race which wouldrequire his attention during thoforenoon. Nothing furthor tran-spired in this matter until it waslearned that the Hoalanis had de-
clined to enter in tho Pearl HarborRegatta at all, but would havo oppo-sition aquatic sports in tho harborof Honolulu. This action is quitetransparent, as no doubt tho Hoa-la- ni
crow will enjoy themselves vast-
ly more with tho Myrtlos twolvomiles away when they mau thoirboats. Now a fow facts in this niat-to- r
will show that tho oxcuso thattheir crow was short a man (who wasrequired at tho Palaco) was simplyinvented as a "crawfish" measure.Tho man referred to as roquirod attho Palaco in the afternoon is MajorJ. D. Holt, who states now that hopositively declined some tiino ago topull an oar in tho Healani boat, asho would bo roquirod at tho Palaco,
etc. Under theso circumstances whydid Captain Grcig count upon himas ono of his crow? It is quite ovi-do- nt
that tho Healani had no desireto go into tho race at all and count-ed on Major Holt as one of theircrow as a loophole to "squeal"through,
Tho Hoalanis "kiddish" action inthis matter is traditional of theirwhole past in tho aquatic world. A
year ago thoy made asses of thorn-selve- s
by sending an impromptucrew of small urchins to meet thesenior Myrtle crow in a race that hadbeen formally arranged. On May21th last they forfeited a deposit offifty dollars to the Myrtles whichwas put up for the performance of amatch race. And so it goes. ThoHoalanis have made much at "boomand bustle." but when "bono andmuscle" aro considered, they aro notin it. Tho Myrtle Boat Club hasfor years taken tho lead in rowingraces and propose to retain it, yetaro ready to wrestle with all comersfor tho honor. Tho Myrtles, fur-
ther, have novor boon known to dis-
appoint tho public, while tho Hea-ltmi- 's
life has boon" "full of disap-pointments." Good-by- e, Hoalanis.Hope 3'ou will have n nice time to-
morrow and a soft snap with porno

Tho Advertiser's Throat.
Ehitoii Uhlli:tin:Tito Advert isor this morning
threatens to publish tho names otall those who signed tho petition infavor ot tho lottery scheme. As oneot tho mechanics who signed thepetition, permit mo to say a fewwords in regard to the matter. It is
tto bo hoped tho paper will keep itsword in order Hint tho signers whohave tho courage of thoir convictionscan seo how many cowards willhasten to withdraw thoirnmnesaftortho Advertiser's threat. Tho edify-
ing spectacle is presented of a sheetthat engineered tho most giganticgambling deal that ever took placein this city, posing as the championof virtue and morality. It is wellknown in this community that the
"base-bal- l favorite" elec-
tion scheme was a lottery gamblepure and simple; that the Advertiserprinted half-pag- e iuos containingthe ballots, and sold them in bulk tolocal sports that bets might bes-nfel- y
made upon the success of a ccitaincandidate; that hundreds of dollarschanged hands on tho result. Yetthe paper calls the people who sign-
ed a petition hir a bona fide lottery. tobe under governmental contvol, andthat would be the means of againplacing tho kingdom on a soundfinancial basis, "suckers," andpityingly of the "good nature" and"simplicity" of John Tliillips, etc.It also compliments Air. Hush in ashort editorial for his opposition tothe bill in Ka Leo. This must beospeeiallj' gratifying to 31 r. Hushconsidering the AdveitiVer's coursetoward him in the not distant past. The leal ",iding of Air. Bush isprett- - well known, and it is not per-haps necessary to allude to certainSamoau transactions.
The Advertiser acts solely withtho desire to protect the natives andthe working classes from themselves
and on other high moral groundsif we oan believe it. its "aloha"
for the "workers" is understood. When the lirst whispers of "hardtimes" caino the papor bristled withdark forebodings and spoke of thonecessity of "reducing wages," andat a time when its alleged newscolumns wero full of "locals" tellingof its rapidly increasing subscriptionlists and advertisements it reducedtho wages of its printers live iorcout, something that, I am glad to say,tho industrial concerns of tho townhave not yet done. 1 do not gamble
novor played a game of cards formoney yot, and have no sympathyfor those who loao 1)3 gambling, since I believe that the lo&er shouldtake to himself the consolation oftho old saw, "a fool and his moneyis soon parted." If wo can believetho Advertiser, gambling of allkinds, including lotteries, is rifehero, and I think it better to allowtho Government to derive a revenueby licensing a legitimate concernthan to have tho same thing donesecretly with tho connivance of thopolice. Kalpii Tujiner.

What the Presidoncy Costs Business.
Tho x'oriod over vliicli tho dopics.s-in- g
influonccs of a national olcctionextends is tho four month's imme-diately preceding ono of these events. For this third of the year, tho ordi-nary volume of transactions of theinternal commerce of tho country isfive thousand millions of dollars.Tho proportion of business lost, inconsequence of and during a J'lesi-denti- al
campaign has boon moderate-ly estimated by many practical busi-ness men at ten percent. This wouldbo live hundred millions of dollars. Those wore tho estimates made rightafter tho last general election nearlyfour years ago. Both of these itemshave grown since then. This itemof loss will Iceep on augmenting withtho growth of tho business of thiscountry. These evils are cumula-tive. Each recurring Presidentialelection win prove a heavier burdento tho industrial and business classes.
Taking these figures of fourago as still truo although doubt-los- s,
tho present facts are moresorious than those estimates thoNow York Evening Telegram verypertinently and sensibly asks: Whataro tho Presidential elections cost-ing tho country? Five hundred mil-
lions of dollars every four jears. Inothor words, one hundred andtwonty-iiv- o millions of dollars is thoannual tax which tho business men
and, in thoir turn, all classes ofcitizens aro paying for tho luxuryof saying which man shall bo 1'tosi-don- t,
what set of men shall be putin tho oflicos and what policy shallprevail, fn yet othor words, everyfour of thoso elections cost thocountry about tho amount of thonational dobt which was loft at thoclose of four years of war one oftho most gigantic and prodigal thattho world has over seen.
Is it possible to realize tho mean-ing of theso figures, tho universaland the irremediable nature of theselossesT Losses to tho general busi-ness aro incalculably worse thanmore expenditures, Thoy aro neverrepaired. Thoy bring no compensa-tion. They aro far nioro insidiousaud fateful for being indirect. Could
tho businesses, industries and enter-prises of the country, without anyother interruption to their prosper-ity, bo merely subjected to thoamount of this tax and contribute.?l'25,t)0O,(XH) a year that was thoupaid out and icturned to tho chan-nels of trade, tho burden ot tho taxlevy would prove comparativelyrival. It wovdd return some bene-
fits. It is tho annihilation of thisvolume of internal commerce whichmakes our Presidential electionssuch a serious burden.- - Gryrr's Sta-
tioner, AVie York.
