Early life

Mary Grace was allegedly born in Buenavista, Guimaras, Philippines to unmarriedcouple Pacito Montañez and Victoria Rodriguez (died 1996).[1][2] Her allegedbiological mother gave her up for adoption and took her to Jaro because of povertyand for fear of domestic violence done by Grace's biological grandfather against hischildren, according to her biological maternal aunt in December 2015.[3][4][5][6]

Her adoptive family claimed she was found on September 3, 1968 in Iloilo City by awoman,[7][8][9][10] in the holy water font of Jaro Metropolitan Cathedral, the mainchurch of the city.[10] When the infant was discovered, the parish priest named her"Grace" in the belief that her finding was through the grace of God;[9] she waschristened by Jaime Sin, the Archbishop of Jaro and later Archbishop of Manila.[11]Although the cathedral issued an announcement in the hopes that her biologicalmother would claim her,[9] no one stepped forward. Grace was taken in by the Militarfamily,[12] with Sayong Militar's in­law Edgardo, who is a signatory on the child'sfoundling certificate, considered as the foundling's possible father.[11] Sayong Militarlater passed Grace on to her friend Tessie Ledesma Valencia,[8] an unmarried,childless heiress of a wealthy sugar baron from Bacolod, Negros Occidental.[12]

Valencia was also friends with film stars Fernando Poe, Jr. and Susan Roces, whowere newlyweds at the time; Valencia was a big fan of Roces, and the former wouldbring Grace on frequent trips between Bacolod and Manila.[9] The Poes took Grace inafter Valencia decided the baby would be better off with two parents in thePhilippines, than with her as a single parent in the United States, where she wasmoving to.[9][12] Militar was initially hesitant in letting Poe, Jr. and Roces adoptGrace because she was not familiar with them, having entrusted the baby to Valencia,but was convinced by Archbishop Sin to let the couple adopt her.[8][9] [10]

Grace was later legally adopted by the couple after further efforts to search for herbiological parents failed, and she was renamed Mary Grace Sonora Poe by them.[12]Controversy surrounds the identity of her birth parents, with a persistent urban legendstating Poe to be the daughter of former President Ferdinand Marcos[13] from an affairwith Rosemarie Sonora, Roces' sister and a former movie star.[14]

Poe grew up in the shadow of her parents, with her father starring in several actionfilms throughout the 1970s, and her mother also being regarded as an accomplishedactress in her own right.[15] She grew up watching her father from the sets of hismovies—even playing minor roles in some of them,[9] such as the daughter of PaquitoDiaz's character in Durugin si Totoy Bato, and as a street child in Dugo ngBayan.[16][17] Although she contemplated becoming an actress throughout herchildhood, her father wished that she finish her studies first before entering theentertainment industry.[16] Ultimately, Poe did not enter show business.[17][18] Sheattended elementary school at Saint Paul College of Pasig and Saint Paul College ofMakati.[19]

In 1982, Poe transferred to Assumption College San Lorenzo for high school, whereshe competed in a number of oratorical contests and was captain of the school'sdebating team in her senior year.[17] By the time she graduated from Assumption in1986, she decided instead to pursue public service in order to set a different careerpath for herself, as well as to avoid being compared to her parents.[16]

Following high school, Poe entered the University of the Philippines Manila (UP),where she majored in development studies. While at UP, she served in the studentcouncil as a class representative for the two years she was there. She later decided tocontinue her undergraduate studies abroad both to experience and prove herindependence,[19] and as a form of silent rebellion in order to avoid the possibility ofshaming her parents.[16]

She transferred to Boston College, where she graduated with a degree in politicalscience in 1991. While at Boston College, she co­founded the school's FilipinoCultural Club and served as an intern for the campaign of William Weld in the 1990Massachusetts gubernatorial election.[17]

After graduating, Poe continued to reside in the United States, living a quiet life withher family in Fairfax, Virginia. In 1995, she was hired by the Montessori School ofCedar Lane, a local school where she worked for three years as a preschool teacher.She then served as a procurement liaison with the United States Geological Survey in1998, where she worked for a year. In 2001, she was hired as a product manager withCSC Scientific, a local company specializing in the production of scientificequipment, where she stayed until 2004.[17]

In 2003, Fernando Poe, Jr. announced that he was entering politics, running forPresident of the Philippines in the upcoming election under the Koalisyon ngNagkakaisang Pilipino (KNP) against then­President Gloria Macapagal­Arroyo. Poereturned to the Philippines to help him campaign, but returned to the United Statesafterward.[9] However, as Fernando Poe, Jr. was rushed to the hospital after a strokelater that year,[20] she immediately returned to the Philippines, only to arrive after herfather died on December 14, 2004.[9][21]

Following her father's death, Poe and her family decided to return permanently to thePhilippines in order to be with her widowed mother, on April 8, 2005.[9][17][22] In2005, she was made Vice President and Treasurer of her father's film productioncompany, FPJ Productions, and was put in charge of maintaining the company'sarchive of over 200 films,[17] reportedly one of the best in the Philippines in terms ofthe number of films preserved.[16] At the same time, she began getting involved inpolitics herself, particularly after allegations arose that her father's loss was caused byelectoral fraud committed by the Arroyo administration. In the 2010 general election,Poe served as a convenor of Kontra Daya,[17] a poll watchdog organized to preventelectoral fraud, and spoke publicly about wanting to prevent further cheating in theelections like the way her father was allegedly cheated in 2004.[23] She also becamehonorary chairperson of the FPJ for President Movement (FPJPM), the group whichwas organized to pressure her father to run in 2004, continuing the movement's socialrelief programs for the less fortunate.[17]

On October 10, 2010, President Benigno Aquino IIIappointed Poe to serve as chairwoman of the Movieand Television Review and Classification Board(MTRCB), succeeding outgoing chairwoman Ma.Consoliza Laguardia,[24] who was appointed to theposition in 2003. The appointment came as a surpriseto Poe, having learned of her appointment whilevacationing with her mother in California only twodays before the formal announcement was made.[17]She was sworn in on October 21, 2010 at theMalacañang Palace, and was later reappointed byPresident Aquino for another term on October 23,

2011.[25] She continued to serve until October 2, 2012, when she filed her candidacyfor senator.

While at the MTRCB, Poe had advocated for a "progressive" agency which wouldhave enabled the television and film industries to help the Philippine economy,[26]

with her tenure being marked by an emphasis on diplomacy.[27] At the beginning ofher term, Poe instigated the implementation of a new ratings system for televisionprograms,[28] which she said was "designed to empower parents to exercise cautionand vigilance with the viewing habits of their children".[29] This was complementedby the implementation of a new ratings system for movies—a system which hewsclosely to the new television ratings system—at the end of her term.[30] The MTRCBunder Poe's tenure also implemented policies and programs to promote "intelligentviewing",[31] such as promulgating the implementing rules and regulations for theChildren's Television Act of 1997 some fifteen years after its passage,[32] andenforcing restrictions on the type of viewing material that can be shown on publicbuses.[33] Despite this thrust, Poe has spoken out against restrictions on freedom ofexpression,[34] preferring self­regulation to censorship.[17]

The MTRCB under Poe's tenure has also encouraged the creation of new cinematicoutput through the reduction of review fees despite cuts to its budget,[29][35] and haspromoted the welfare of child and female actors.[36][37]

Although Poe was rumored to be running for an elective position as early as 2010,[38]it was not confirmed that she would stand for election until October 1, 2012, whenPresident Aquino announced that she was selected by the administration Team PNoycoalition as a member of their senatorial slate.[39] Poe filed her certificate ofcandidacy the next day on October 2, 2012.[40] Although running under the banner ofthe Team PNoy coalition, Poe is officially running as an independent.[39] Poe is also aguest candidate of the left­leaning Makabayang Koalisyon ng Mamamayan.[41] UntilFebruary 21, 2013,[42] Poe was, along with Senators Loren Legarda and FrancisEscudero, one of three common guest candidates of the opposition United NationalistAlliance (UNA) of Vice­President Jejomar Binay.[40]

Analysts have noted the rapid rise of Poe in national election surveys, whichcommunity organizer Harvey Keh attributed to popular sympathy for her father,[43]

fueled in part by high public trust in the Poe name.[44] Prior to the start of the electionseason, Poe was ranked twenty­eighth in a preliminary survey conducted by the SocialWeather Stations (SWS) in mid­2012, before the start of the filing period.[45]Immediately after filing her candidacy, Poe initially ranked fifteenth in the first surveyof the election, published by StratPOLLS.[46] While she has ranked as low astwentieth in a survey published by SWS later in the year, she entered the top 12 inJanuary 2013,[47] where she has stayed since then. In the last survey issued by PulseAsia in April, she was ranked third.[48]

While Poe herself has admitted that her biggest strength in the campaign is hersurname, she has also conceded that it would be insufficient for her to be electedsimply on that alone, emphasizing that her platform is just as important as her name ingetting her elected to the Senate.[44] She has also dismissed claims that her candidacyis her family's revenge against her father's loss in 2004, saying that all she wants to dois serve should she be elected to the Senate.[43]

A day after the election, Poe became a senator­elect when the results from the PCOSmachines emerged.[49] She was officially proclaimed a senator by the COMELECboard on May 2013, along with fellow Team PNoy candidates Chiz Escudero, SonnyAngara, Alan Peter Cayetano, and Loren Legarda, as well United Nationalist Alliance

candidate Nancy Binay (who did not attend, opting instead to send her lawyer torepresent her).[50] In 2015, she led the legislature's investigations into theMamasapano clash, which left 44 security force members dead.[51]

Platform

In the 2013 elections, Poe ran on an eleven­point platform focused on povertyalleviation, youth opportunity and electoral reform,[52] promising to continue thelegacy of her father.[31]

Her labor legislative agenda also includes more opportunities, skill development andgrowth for Filipino workers, employment security for the disabled and handicapped,and protection of workers in the informal sector.[53]

Specific policies she advocated in the course of her campaign include reviving thenational elementary school lunch program first introduced during Marcos Era,[54] theinstallation of closed­circuit television cameras in government offices,[55] and stricterpenalties against child pornography,[43] continuing her earlier advocacy during hertime at the MTRCB. In addition, she has also advocated against Internetcensorship.[44]

Poe also stresses the importance of female participation in government, havingalready filed a number of legislations for the betterment of women and children in herterm of office; she has also called for an investigation on the proliferation of cybersexdens that prey on children and women, and an inquiry on the condition of womendetainees and prisoners.

"Effective leadership can be gleaned not just from the progress of a few but theadvancement of the majority, especially of those who find themselves in the fringes,"Poe said during a speech delivered at the Philippine International Convention Center(PICC) on May 28, 2015. This was attended mostly by female leaders andentrepreneurs. "It is important for women to have genuine meaningful participation inpublic affairs. Women leaders have an invaluable take on issues of public interest."[56]

On her first day as a senator in the 16th Congress, Poe filed a bill promoting “filmtourism” which aims to make the Philippines a primary location for local andinternational films. She said that this would generate jobs and promote tourism in thePhilippines as well.[57]

Poe also filed the “Sustenance for the Filipino child” bill which seeks to give freenutritious meals to children enrolled in public elementary schools and high schools inK­12.[58] It aims to solve hunger and malnutrition which hindered the Filipino youth’spotential.

Another notable bill filed by Poe is the “First 1000 days” bill which seeks to protectand support Filipino children in their first 1,000 days after they were born.[59] Thisaddresses the problem of malnutrition of Filipino children by providing nutritioncounselling, milk feeding, and other needs of children.

In addition, Poe is also pushing for the Freedom of Information bill which willpromote greater transparency and lessen corruption in the government. This bill willallow government transactions to be open to the public.[60]

Presidential bid

Poe was widely speculated to be a potential presidential or vice presidential candidatein the 2016 general elections,[62][63][64][65][66] with possible running mates such asRep. Leni Robredo[67] and Senator Miriam Defensor­Santiago.[68][69][70]

Poe placed first on a presidential preference poll issued by Pulse Asia In June 2015with a rating of 30%, outranking previous front runner Vice President Jejomar Binay,who had a 22% rating.[71][72] She also placed first in the vice­presidential poll, with a41% preference nationwide.[71][73]

In an opinion survey issued by Social Weather Stations (SWS) in June 2015, Poe alsoplaced first, with a 42% preference.[74] She also placed first in SWS' vice­presidentialpoll, with a 41% rating.[75]

On September 16, 2015, Poe, together with Francis Escudero, declared herpresidential bid, in front of hundreds of supporters, family and friends at the Bahay ngAlumni, University of the Philippines, Diliman, Quezon City under the newlycoalition of Partido Pilipinas, composed of Bagong Alyansang Makabayan and is ledby the Nationalist People's Coalition.[76] Former Philippine President and Mayor ofManila Joseph Estrada has given his support to her.[77] On her speech announcing herpresidential bid, Grace Poe laid down a 20­point program of government if she wouldbe elected.[78]

Residency

In June 2015, United Nations Alliance (UNA) interim president and Navotas CityRepresentative Toby Tiangco claimed that Poe lacks the 10­year residencyrequirement for a presidential candidate. Poe had previously been working in theUnited States after finishing her graduate studies there, and only returned to thePhilippines after her father's death in 2004. She then revoked her US citizenship toassume the role of chairperson of the MTRCB in 2010.[79][80][81]

Controversy arose about Poe's certificate of candidacy (COC) for senator in 2012 forthe 2013 Philippine Senate Elections, in which she had stated that she had been aresident of the Philippines for six years and six months. It was argued that it mighthave been a mistake, but Raymond Fortun argued that she had to prove itotherwise.[80] Tiangco stated that even during the time of the 2016 PresidentialElections, Poe would still be six months short of the residency requirement.[81]

On November 17, 2015 the Senate Electoral Tribunal opted to drop the cases againsther implying that she is a natural­born Filipino and is qualified to become president,with her political rivals Bam Aquino and Pia Cayetano, as well as her political alliesLoren Legarda, Tito Sotto, and Cynthia Villar, voting in her favor.[82] The decisionwas affirmed on December 3, 2015.[83] The case is now with the Supreme Court forfinal ruling.

In a decision by the Comelec's second division issued on December 1, 2015, Poe wasdisqualified as candidate in the 2016 presidential elections due to failing to meet the10­year standard requirement for residency.[84] Under Comelec rules, the party orcoalition supporting her may file a substitute before December 10, 2015.[85][86] OnDecember 11, the commission's first division also disqualified Poe. The first division,voted 2­1 in favor of the petition filed by former Senator Francisco Tatad, DLSUprofessor Antonio Contreras and UE law dean Amado Valdez to disqualify and cancelthe certificate of candidacy of Poe.[87] These decisions are now on appeal with theCOMELEC En Banc and may be appealed to the Supreme Court for final decision.[88]

Personal life

Poe has two adoptive half­siblings through herfather Fernando Poe Jr.: Ronian, born to actressAna Marin;[89] and Lourdes Virginia (Lovi), bornto model Rowena Moran.[90][91] Although she didnot grow up with her half­siblings, even admittingthat she met Lovi for the first time only after theirfather died,[92] she has known of them whilegrowing up, and they respect each other despitenot being close to one another.[93]

Poe is as an avid reader:[94] she has read all thebooks of David Baldacci, who she describes asher favorite author,[17] but she has also read booksfrom a wide variety of genres and authors.[94] Sheis also an avid film aficionado, watching all kinds of movies but with a particularaffinity for action films, conspiracy movies, movies starring her father,[17] and movieswith happy endings.[95] Poe is a tennis player and also has a black belt intaekwondo,[96] having competed in tournaments while in high school.[9]

Poe met Teodoro Misael "Neil" Llamanzares In her senior year of high school.[9] Thetwo started dating thereafter, and married five years later on July 27, 1991,immediately after Poe graduated from Boston College at the age of 22.[19] The

marriage went against the wishes of her father, who wanted her to have a career firstbefore marrying.[16] Poe gave birth to her only son, Brian, who worked as a reporterfor CNN Philippines,[19] on April 16, 1992, and later gave birth to two daughters:Hanna in 1998, and Nikka in 2004.[19][97]
