What is ASO?
•Alternative staffing is an employment strategy that combines a staffing business model with supportive services to help job seekers with obstacles to employment enter and advance in the workforce.
•Alternative staffing organizations (ASOs) act as intermediaries between employers and job seekers, helping employers attract and retain reliable, motivated workers and linking job seekers to competitive employment, opportunities for skills development and pathways to hire by employer customers.

Our Program
•Serves adults in LA County who are homeless; at-risk of being homeless; victims of domestic violence; or meet HUD definition of homelessness with subsidized and unsubsidized employment.
•Assist participants for up to 26 weeks, or sooner if find employment. If unsuccessful, transfer client to local AJCC.
•Paid for by LA County Dept. of Workforce Development, Aging and Community Services (WDACS).
•Grant scheduled to end on June 30, 2020.

Who do we Serve?
•ASOs serve job-ready individuals who are unemployed or
underemployed and may have additional obstacles to employment
such as low income, lack of a high school degree, limited skills or
experience, physical or mental disability, criminal history,
homelessness, age or past substance abuse.
•The most common barriers are criminal history, disability and lack
of stable housing. Many job seekers served by ASOs have multiple
barriers to employment.

Supportive Services
•Our ASO helps candidates prepare for interviews, give them
feedback about their work performance, and serve as trusted
advisors to address issues that arise on the job.
•In addition to this critical coaching assistance, our team provides
an array of other pre- and post-placement supports such as case
management, tools and work clothing, skills training, and
transportation assistance to help participants overcome barriers to
employment.

Our Mission
The HireUP program is a multi-agency
collaboration effort, led by WDACS, that
assists individuals who are homeless
and at-risk of homelessness, into a
career pathway within high-growth
sectors, such as Construction,
Hospitality, and Civil Service that lead to
high-quality union jobs.
Through HireUP, the County will facilitate
a more effective coordination of
employer-driven work readiness to best
ensure that individuals preparing for
employment gain the skills and
experiences that employers need.
Career Pathway Partners
The HireUP program connects qualified participants with high growth career pathway partners
who educate and prepare them for employment. These training partners are in three specific
high growth sectors:

Building and
Constructions Trades Civil Service
Hospitality Training
The Hospitality Training Academy (HTA) provides a variety
of workforce development, apprenticeship and training
programs to train low income, marginalized individuals for
jobs in the hospitality industry.
Training is specifically tailored to increase workers’ skills in
a variety of areas, including:

Hosts / Hostesses

Retail Sales
Housekeeping / Guest
Room Attendants

Multi-Craft Core Curriculum (MC3) Apprenticeship Readiness Training Program
Training cohorts are 8 weeks, 5 days per week. The program includes 166 hours of
instruction in basic mathematics for construction, tool and material identification, blueprint
reading, plus CPR/First Aid, Hazmat, and OSHA 10 training. Classes include guest
speakers and visits to union training centers.

PREPARING LOS ANGELES FOR COUNTY
EMPLOYMENT
WERC has launched a career preparation partnership
with the County of LA. Preparing Los Angeles for County
Employment (PLACE) readies county residents for good
entry level jobs. PLACE provides opportunities for
individuals who want to serve the public. WERC creates
a dynamic learning environment for participants that
includes workplace prep workshops, skills and technical
education, classroom and on-the-job training, and
support in applying for County employment.
This training prepares participants for a career with local
high growth employment partners, with positions in Civil
Service.
Courses Being Taught
The coursework for these training programs is being offered in an accelerated format.
The courses will run anywhere between 6-8 weeks in length. They are structured to be
full time in nature.
Participants will be expected to be in class 6-8 hours a day, 4 to 5 day a week.

Measure H funded
Thanks to the support and collaboration of thousands of community members, we have the
momentum and new resources to prevent and combat homelessness throughout the region. With
the creation of the Los Angeles County Homeless Initiative and passage by voters of the landmark
Measure H sales tax – which is raising about $355 million annually for ten years – we are actively
accelerating and expanding the County’s strategies to combat homelessness through an
unprecedented countywide movement.
Eligibility
HireUP Program
• Age (18+)
• Receive a score of 7th grade math and reading on the CASAS assessment
• We can assist in studying for the assessment, or to prepare for a re-take
if needed.
• Reside in Los Angeles County
• Meet the criteria for: being homeless, housing insecure, in danger of being
homeless, etc.
• Citizenship / Right-to-Work Documents (I-9 Documents)
• We can assist in gaining these documents if needed

• We are playing a “What Would MacGyver Do?”
story-telling game!
• Designate a person that will go first in this
impromptu story-telling. Each person shares
1-2 lines using their imagination on telling a
shared story. First person kicks-off the story!

Fun Activity
• The only theme that your story needs to revolve
around is MacGyver and LA:RISE.
• First person starts off the story by saying “If MacGyver was
part of LA:RISE, he would…”
• Complete 1-2 sentences.
• The next person then picks up where that person left off
and adds 1-2 more sentences to the story.
• Keep going with the story until you reach the last person of
the group.
• Most important to note: Have fun, seriously, we already do
important and impactful work! Laugh it up and get
resourceful.
• F.Y.I. MacGyver was a genius-level intellect and had a

Elvis was looking for opportunity and hope when he
first saw CRCD Enterprises trucks and employees in
his neighborhood. After being repeatedly turned down
for employment because of his history of incarceration,
which put Elvis and his family at risk for
homelessness, he joined the LA:RISE program and
began working at CRCD Enterprises. Working on
painting and cleaning projects in his own community
gave Elvis confidence, a sense of belonging, and
marketable on-the-job skills. But his proudest moment
was working at City Hall, where employees knew
about CRCD and were excited to have his help. It was
an experience Elvis says he will never forget. Today,
Elvis has secured a spot in the HireLAX
apprenticeship program and is interviewing for
permanent employment with SRO Housing, a job that
would allow him to fulfill his goal of helping others.

Maria “Alex” Alexander has served as Executive
Director of Center for Living and Learning since 2005,
after graduating from the apprenticeship program and
completing an executive management program and a
year long, executive director leadership program
through Executive Service Corps.
Furthermore, Alex serves on various committees
including as Co-Chair of the Los Angeles Regional
Reentry Partnership Employment Subcommittee and
many more. As a member of long term recovery and a
formerly incarcerated person, Alex also advocates for
sensible drug policies, sentencing reform and reducing
the stigma of those same populations.
As a student of theatre at El Camino College and
video/film production at Los Angeles City College, Alex
never imagined that her life would take a such a detour
and that one day her passion in life would be to serve
those rebuilding their lives.
