Schedule at a GlanceSCHEDULE OF EVENTS■ Monday, July 16

State of the IndustryNAPA Chairman Kurt Bechthold will give an executive update on the asphalt pave-ment industry’s achievements and challenges thus far in 2012. In his role as chair-man, Bechthold is traveling the country extensively and interacting with industryleaders and members from all over. He will give you his insider’s perspective onblockbuster trends in the industry as well as some of the more subtle signs thatindicate future concerns and opportunities for the industry.

Legislative Update: Washington and Your Bottom LineTransportation is an economic issue, not a political one, and highway bills have tra-ditionally enjoyed bipartisan support in Congress. Why, then, has it been so difficultfor the House and Senate to pass a multi-year reauthorization bill? Gridlock inCongress has meant years of short-term extensions and worsening pavement con-ditions. House Transportation and Infrastructure Committee member Rep. ReidRibble (R-Wis.), a former roofing contractor, has been invited to give his perspec-tive on the legislative climate. Janet F. Kavinoky of Americans for TransportationMobility and the U.S. Chamber of Commerce will provide insight as to why it is nolonger business as usual when it comes to enacting highway bills.

You will take away:

• The very latest on key NAPA legislation pending before Congress

• The prognosis for future highway bills after the 2012 elections

• Information you can use in your community to build support for transportation and infrastructure spending

■ Tuesday, July 17Chicago’s Magnificent Green MileMichigan Avenue, one of the most famous shopping/hotel/restaurant districts in theworld, is the unlikely setting for a technologically bold paving project. Chicago DOTrecently repaved the 12-block stretch known as the Magnificent Mile with an eco-nomical, extremely durable mix — a stone-matrix asphalt (SMA) with reclaimedasphalt pavement (RAP), recycled asphalt shingles (RAS), and ground tire rubber(GTR). Just using RAP in an SMA mix is unusual; incorporating tear-off shinglesand rubber made this project unique. The creative reuse of these materials reducedcosts dramatically, and asphalt’s speed of construction allowed the project to be

completed on an aggressive schedule. Discussing the project will be Commissioner Gabe Klein andCindy Williams of CDOT, Jay Behnke of S.T.A.T.E. Testing LLC, and John Healy of Arrow RoadConstruction Co. Chicago Mayor Rahm Emanuel is invited to discuss Chicago’s aggressive infrastruc-ture investment program. Marvin Traylor, Executive Vice President of the Illinois Asphalt PavementAssociation, will moderate.

You will take away:

• Pointers for paving in a high-profile, highly urbanized environment with 24/7 vehicularand pedestrian activity.

• Insights into how inconsistent conditions in the lower layers and a limited timeframeled to the selection of the SMA-RAP-RAS-GTR mix.

• Michigan Tech’s analysis of how recycling reduced the carbon footprint of the pave-ment on this project.

The Magnificent Green Mile is located just outside the meeting venue, giving you the chance to learnabout the project and see the pavement for yourself.
