Los Nietos Pioneers
The first inhabitants of the Whittier area were the Gabrielino
and Shoshonean Native Americans. During the 19th Century, the
Los Nietos Township was larger than any of the surrounding present
day cities. The name Los Nietos, “grandchildren” in Spanish, was
derived from land owner Manuel Nietos. Los Nietos was historically
referred to as “the Settlement”, “Old Los Nietos”, and “the Village”.
Historical Facts:• Two Los Nietos pioneers served as members of the
Board of Supervisors.
• The first Post Office opened in 1867. During this same time, the
first schoolhouse, two stores and a saloon also opened their doors.
• Parades occurred down Norwalk Boulevard.
• Local railways led to the Los Nietos Train Depot (see photo).
• The Los Nietos School District is the second oldest in the State.
• After the civil war, census records indicate the population
was 2,000.

rich community history. Below
are descriptions of a few of the
local pioneers that played a part
of your community history.
Jose Manuel-Perez Nieto: Born
in Mexico in 1719, Nieto served
in the Spanish Army and was
awarded over 300,000 acres of
land by the Governor of Alta California. He later lost half of the
land due to a judgment against him by the San Gabriel Mission. He
married Maria Morillo and had four children. Rancho Los Nietos was
the largest land grant in California, stretching from the Puente Hills to
the ocean, and Nieto became one of the richest men in California. In
1784, Corporal Nieto built an adobe near the San Gabriel River, where
he lived after retiring from the army until his death in 1804. The home
was believed to have washed away in a flood and its exact location
has been debated. Two possible sites are near the 6600 block of
Pioneer Boulevard, and the other, south of Los Nietos Road. A town
gradually formed around the Nietos’ home. After his death, his estate
was divided into six ranchos: Las Bolsas, Los Alamitos, Los Cerritos,
Los Coyotes, Santa Gertrudes, and Palo Alto. Parts of the southern
portion of present day Unincorporated Whittier lie within Rancho
Santa Gertrudes. while the northern portion of Unincorporated
Whittier lies within Paso de Bartolo once owned by Pio de Jesus Pico.
Josefa Cota de Nieto, widow of one of Nietos’ sons, later inherited
Rancho Santa Gertrudes and eventually sold it to Lemuel Carpenter.
Eduardo Poyorena Sr. (also spelled Pollorena): Eduardo Poyorena
was born in 1825 and was married to Maria Antonia (Colima) Sanchez.
He was a rancher, but also served on the Los Angeles County Board
of Supervisors (1866) for two terms and also served as the Justice of
the Peace. He and his wife Antonia built an adobe at 8547 S. Norwalk
Boulevard, where present day Our Lady of Perpetual Help Church now
stands. He was a co-founder of the Los Nietos Water Company, and
was instrumental in forming the Los Nietos School District, serving on
the first Board of Trustees.
Bernardino Guirado: Guirado was married to Eduarda Poyorena, daughter
of Eduardo Poyorena. A wealthy rancher, he owned the Pioneer Store,
located on what is now Los Nietos Road and Norwalk Boulevard. Travelers
stopped for supplies traveling north along a path that ran from the Pacific
Ocean to “Workman’s Mill”. The “North Walk” eventually became “Norwalk”
Boulevard. Elected in 1859, Guirado served on the Los Angeles County
Board of Supervisors for one term. His holdings included the largest walnut
orchard in California and oil fields in present day Santa Fe Springs.
Lemuel Carpenter: Born
in Kentucky in 1808, he
married Maria de los
Angeles Dominguez in 1835,
who was the niece of Josefa
Cota de Nieto, daughter-
in-law of Manuel Nieto.
Carpenter purchased
Rancho Santa Gertrudes in
1843 from Josefa Cota de
Nieto. Lemuel’s name was actually Samuel, but his name was misspelled
by the Recorder. Los Nietos Road was then known as Carpenter Lane. He
prospered as a businessman until he lost his ranch to foreclosure after
borrowing money. Severe depression led him to kill himself in 1859 and
his rancho was sold at a Sheriff’s auction. His daughter Mary Refugio
Carpenter’s diary (1861-1864), which can be found online, includes a glimpse
into life during this period. Mary’s husband purchased a portion of Rancho
Santa Gertrudes and she returned to the area of her childhood.

Community Improvements and Updates
Adventure Park Walking Path and Fitness Zone Dedication-Walking Toward Good Health!
On June 3, 2009, approximately
75 people attended the
dedication of Adventure Park’s
new walking path. The new
walking path is made of decomposed granite and is accompanied by new
picnic tables and benches that have been installed around the area as well
as newly planted trees. Several exercise stations are available to work out the
total body, from abs to shoulders.
Outdoor Fitness Zones Dedicated at Community Parks

On July 30, 2009, local seniors,
the women’s aerobics team and
“healthy recreation” day camp
children participated in the
dedication of the new outdoor
Fitness Zone at Mayberry Park.
The new outdoor gym includes
equipment similar to what is
found at health clubs, and offers strength training, flexibility and cardio workouts.
The new Fitness Zone is part of a public-private partnership with the Department of
Parks and Recreation, Kaiser Permanente and the Trust for Public Land.
3rd Annual “Educate and Celebrate” Festival Returns to Adventure Park
The 3rd Annual “South Whittier Educate and Celebrate Festival” was held at Adventure Park on Saturday, August 15, 2009.
This year, the festival included a free Health Fair in partnership with Presbyterian Intercommunity Hospital, a free Job Fair hosted by
SASSFA (Southeast Area Social Services Funding Authority), free haircuts by Whittier’s Marinello School of Beauty, and a Food Giveaway
by Hearts of Compassion.
There were also information booths promoting County and other community resources.
Watch for this event in August 2010!
The New Wallis Annenberg Youth Center Opens its Doors to the Community
On February 7, 2009, the community joined
the celebration as the Wallis Annenberg Youth
Center / Norwalk Sheriff’s Youth Activities Center
officially opened its doors. The $4 million dollar
facility center is run by Deputies Jeff Flotree and
Juanita Jimenez. This facility has a state-of-the-
art boxing facility that includes a regulation size
ring and equipment. There is also a youth dance
program taught by a Hip Hop instructor.

New License Plate Recognition System Will Identify
Wanted Vehicles in Unincorporated Whittier
Two Sheriff’s vehicles have been equipped with a new “Automatic License Plate Recognition” system that can automatically detect wanted vehicles. The patrol cars are now deployed in the unincorporated areas of South and East Whittier.
With the new technology, a mobile computer and multiple cameras can capture all license plates within the cameras’ view. Up to 1,000 license plates can be read and recorded hourly. Each unit cost $32,600 and was funded through Federal Juvenile Crime Prevention Grants.

is spent on services like: hospitals, job training centers,
schools, senior centers, public works projects and
emergency services.
It’s Confidential. Your responses are
protected by law and only take a few minutes to
complete. The Census Bureau will mail or deliver
questionnaires to you in March 2010. A second
form will be mailed to you if you do not respond.
If there is still no response, you will be called or
visited by a Census Bureau employee. Remember: All Census Bureau employees will be identified by a Census badge and have taken an oath to protect your confidentiality. Federal law protects you from the disclosure of any personal information shared during the census.

Tiny Tots Graduate at Local Parks
Tiny Tots from throughout the
unincorporated Whittier area have
received their diplomas! The
program, offered by the Department
of Parks and Recreation, offers
tots basic skills in socialization,
language development and the
use of motor skills. Graduation
ceremonies included graduates in
cap and gown walking on stage to
receive certificates and performing
their favorite songs for friends and family. Graduates participated at Mayberry,
Sorensen, Adventure and Amigo Parks.
The County Implements a Mass Emergency Alert System
Alert.lacounty.gov
Now you can receive up to date information on local emergencies
through the Los Angeles County Office of Emergency
Management emergency mass notification system. This
system will alert residents and businesses by phone, text, and
e-mail of emergencies in their area. The Sheriff’s Emergency
Communications Center will activate local and regional alerts
that will provide information and necessary actions, such as
evacuations. On May 18th the system was tested in a few selected areas that
included South Whittier.
The County’s 7.1 million land-line phone numbers are automatically programmed
into the mass notification system, but you must register a cell phone and e-mail
address. To register, log on to the County’s Alert.lacounty.gov website.
New! Electronic Message Board at Adventure Park Will Keep you Informed
For years, Adventure Park staff hand painted wooden signs to keep the community informed of park
activities. During a neighborhood watch meeting the community asked, “What would it take to have an
electronic sign put up at Adventure Park” The group requested the assistance of their County Supervisor,
and funding was provided for the construction of the new message board. The new electronic sign will
now allow the public to view multiple upcoming programs and announcements. On June 3, 2009, the
electronic sign was officially dedicated for the community.

NEW SORENSEN LIBRARY COMING SOON!
The new Sorensen Library is under construction. The new facility
will be the County’s newest eco-friendly ‘green’ library when it
reopens in the summer of 2010. The new 10,655 square foot
library will replace the existing 1,048 square-foot facility. There
will be plenty of space for reading, an expanded computer training
room, teen area with multimedia listening and viewing stations,
self-checkout stations, homework center, a large community
meeting room, and additional parking. The new library will also
be complimented with public art. While the library is closed, staff
will present regular Preschool Storytimes every Friday at 10:30 a.m.
next door at the Sorensen Park Activity Building.

On April 29, 2009, Pico Rivera Station held
their 4th Annual Public Safety Scholarship
Fund-raising Barbecue. The Public Safety
Scholarship Fund awards students
graduating from two local high schools,
El Rancho High School in Pico Rivera and
Pioneer High School in unincorporated
West Whittier. Scholarships go to students
who continue their education in public
safety. Station employees donated their
time to provide hundreds of attendees
with a steak and chicken dinner and
raised more than $9,500.

Local Stations Host Annual National Night Out Events in August
Norwalk Station
Norwalk Station hosted their annual National Night Out Against Crime event starting at
the Community Resource Center. Marchers were given t-shirts and balloons and walked
down Telegraph Road to the Sheriff’s Academy. Approximately 500 participants were
treated to free food, informational booths, and entertainment, including a Hip Hop dance
performance by youth from the Norwalk Youth Athletic League, and folklorico dancers.
Pico Rivera Station
The Pico Rivera Station hosted its 26th Annual National Night Out event. Local residents,
Neighborhood Watch groups, community groups and the West Whittier Community
Advisory Council took part in this year’s celebration. As in previous years, the event
included free food, music and a social services information fair.

On Sunday, May 31, 2009, Pico Rivera Station held a “Gifts for Guns”
event at the Whittier Narrows Regional Recreation Area. Residents
brought unwanted guns to the site, where they were traded
anonymously for gift cards. “Our goal was to get as many guns off
the street as possible,” said Lieutenant Jose Chavez, who organized
the event. We are taking an instrument of death and trading it for
something useful for the family.” Fifty-nine firearms were collected:
thirty-one pistols, eighteen rifles, five shotguns and five assault
weapons.
Norwalk Station held its first Gifts for Guns program on March 28th
and 29th, 2009. A total of 196 firearms were turned in.

Safely Surrendered Baby
Law Program
The Safely Surrendered Baby Law
Program allows a parent, or anyone with
lawful custody, to surrender a newborn
child (72 hours or younger) to any
firefighter on duty at any fire station, or
to any hospital staff at a hospital in Los Angeles County. As long
as the baby has not been abused or neglected, a baby may be
surrendered without fear of arrest or prosecution.

USAR Urban Search and Rescue
The Los Angeles County Fire Department maintains two
Urban Search and Rescue (USAR) Task Force Fire Stations:
Fire Station 103 in Pico Rivera and Fire Station 130 in
Lancaster. Each USAR Task Force has personnel especially
trained to respond to technical rescues such as collapsed
structures, swiftwater, and major vehicle accidents with
trapped victims.
Swiftwater rescue teams are also strategically located
throughout Los Angeles County during and after extreme
rainfall events, responding to victims trapped in waterways
in Los Angeles County.

In its first month of service, Heavy Rescue 103 (HR 103), a
crane/tow truck, has participated in a variety of rescues.
HR 103 is specially designed with features to assist in
moving and lifting heavy loads during rescue operations.

Street Sweeping - “No Parking” Restrictions
Residents in the Unincorporated Whittier area are reminded not to park
their vehicles where the “No Parking” restriction signs are posted. The
fine for parking violations during posted street sweeping hours is $50.
Generally, the signs are posted at the beginning, middle and end of the
block. Residents with questions about street sweeping schedules may
contact Public Works, at (562) 869-1176. Questions regarding parking
enforcement should be directed to your local Sheriff’s Station.

to promote water conservation. The
ordinance prohibits the following
activities:
• Washing down sidewalks, driveways,
parking areas or other paved surfaces.
• Watering lawns and landscaping
between the hours of 10:00 a.m. to
5:00 p.m.
• Watering any lawn or landscaping
more than once a day.
• Washing vehicles, boats, trailers, or
other mobile equipment.

New Road Projects to be Completed Soon
In an effort to continue to beautifying your community, the Department of Public Works is constructing median landscaping

1,000 feet east of La Mirada Boulevard). Construction is scheduled for Spring of 2010 at a total cost of 1.5 million from

What is home-generated sharps waste?
“Home-generated sharps waste” are hypodermic needles,
and other devices that are used to penetrate the skin to
deliver medications. It is illegal to throw your sharps in the
trash. You must place your sharps in a proper container.
You can pick up a container for FREE at County designated
distribution sites. Another alternative is to place your sharps
waste in a container that does not leak, break, or puncture.
It must be taped, sealed and labeled “SHARPS”. Take your
container to any of the County’s designated collection sites
(free County Household Hazardous Waste Collection events
or a designated Department of Public Health clinic). To pick
up a proper container visit any Goodwill Industry location.

Recently, there have been problems reported in local communities
regarding house number painting. Be aware of the facts:
• The County does not employ anyone to paint house numbers on
curbs.
• You cannot be charged for any curb painting service. However,
you can volunteer to give a monetary donation.
• Legally, you are not obligated to have your house number on
the curb. However, the Fire Department recommends that your
address is clearly marked on the front of your house.
• The person requesting to paint your curb must obtain and carry an
Encroachment Permit from Public Works.
• The property owner’s permission must be obtained before painting
the house number.
• Logos painted on the curb are not permitted in the unincorporated
area (such as flags, symbols and insignias).
• The solicitor must provide you with a copy of the curb painting
guidelines and obtain your signature indicating you understand
and have given permission to paint your curb.
• Several solicitors were recently arrested for operating without a
permit.

If you feel threatened or intimidated by any representative of a curb
painting service, please notify your local Sheriff’s Station.
