1. IntroductionJoynesNashhasbeenappointedtoconsiderthemanagementandcontrolof noise from the New Year’s Eve event at Whitechapel Warehouse,RavensRow,London.

2. AbouttheNoiseManagementStatementThose responsible for the event have committed to manage noise andJoynes Nash as part of their due diligence has been tasked withreviewingtheproposalsandpreparingthisNoiseManagementStatementto set our clients intentions should the event proceed. These arebroadly to ensure that the event is managed, accords with relevantpermissions, does not cause Public Nuisance and to ensure thatcomplaintsaremanagedappropriately.Atthisstagetheeventdoesnotholdtherelevantlicencesanditisintendedthatafullnoisemanagementplanwillbepreparedoncetherelevantregulatorypermissionsareinplace.

3. AnintroductiontoJoynesNash&TheFairJoynes Nash is a leading acoustic consultancy for the live eventsindustry. We have extensive experience of live music events and aproventrackrecordofworkingwitheventorganiser’stoenhancetheaudience’s experience, whilst preserving the image of events andvenuesforfutureyears.Ourconsultantsexperiencehasrangedfromrelativelysmallscaletomajor events staged both in urban and residential environments,providingfortensofthousandsofpeople.Projectsandclientshaveincluded Garage Nation, Liverpool Sound City, Red Bull and Holi OneTours.WearealsoproudtobelongstandingsupplierstothelikesofDonington Park Racing, Yorkshire County Cricket Club, Upper ThamesRowing Club and many other companies where we support and developtheirinterestswithrespecttoliveevents.Ourclient,withwhomwehavesuccessfullycollaboratedwithonamanynumberofprojectsareanawardwinningeventproductionagencybasedin Shoreditch, London. The Fair are experts in largescaleeventmanagementand festival production and believe inprovidingthebestpossibleexperienceforourclientsandaudiences.We both consider despite the many technical challenges that eventsbring, that relationships between all interested parties are ofparamountimportanceandthateachandeveryoneoftheseunderstands

situations clearly. We therefore approach each event not inisolation, but carefully consider the public image of events, thevenues and the thoughts of the wider community to make eventssuccessfulandtosecurevenuesforfutureyears.

4. EventOutline

TheeventisproposedtotakeplaceinaWarehouseStructureatRavensRow,London,E12EJonNewYear’sEve.Theeventissmallinnature,cateringforupto1200peopleovertwosoundsitesinternallyandafurtherVIParea.Itsintendeddurationis21.00to06.00hrs.Thetwomusicareaswillbepositionedonthegroundandsecondfloor.TheVIPareawillbeonthegroundfloor.AnillustrativesiteplanisshowninAppendixA.

5. NoiseCriteria&PremisesLicenceConditions

Theeventorganisersarecurrentlyseekingappropriatepermissionsforthe event and negotiations continue in this regard with the LocalAuthority. Any specific requirements will be subject to negotiationandaddressedwithinandagreedfinalNoiseManagementPlan.InlinewiththebestpracticeguidancecontainedwithintheInstituteofAcoustic,GoodPracticeGuideontheControlofNoisefromPubsandClubs,theeventshouldbeinaudiblewithinresidentialpremisesafter23:00.

6. SiteFeasibilityandNoiseConsiderations

Thevenuesitsisborderedbyanumberofnoisesensitivepremises,totheEastthereisresidentialpremisesonSydneyStreet,totheSouththere is a storage warehouse directly attached, which will act as asignificantadditionalnoisebarriertotheexistingstructureofthepremises. To the West of the premises is a block of commercialproperties forming an additional barrier between the site and theRoyalLondonHospital.Tothenorththereareresidentialproperties.

Thegreatestchallengewiththiseventisthatitisproposedtotakeplaceinalargelyunprovenvenue.Thevenueandfloorstobeutilisedforthemusicarenas,havebeenchosenduetotheirlackofanydirectopeningstotheoutside.Thewalls,floorsandceilingsareallofasolid concrete construction, which due to its high surface mass

presents good resistance to the passage of low frequency sound.Careful consideration will be given to the positioning of stages tominimise outbreak through any weak part of the structures and anytreatmentsrequiredinsuchareas.Thereispotentialfordisturbancetobeassociatedwiththebuildandde-rigprocess,ancillaryequipmentandcrowdmanagement.However,thefollowingconsiderationsarerelevant:

CrowdManagement

Giventhenatureoftheeventitisnotexpectedthattherewillbelargescaledispersalofguestsattheendoftheevent.However,theegress of people out of the venue and surrounding area will beappropriatelystewarded.Likewise,giventhedateoftheeventandthehigh ambient noise levels associated with New Year ’s Eve, theadditionofthepatronsfromtheeventintotheareaisnotconsideredtobeasignificantadditionalsourceofdisturbance.

SoundManagementwithintheVenue

Intermsofthesoundsystems,theywillbedesignedappropriatelyforthesizeandscaleofthevenue.Giventhehighlyreverberantnatureof the venue it is likely to be self-limiting in terms of internallevels.Thevenuewillneedtobeoutfittedwithinternalabsorptionto limit the extent of the internal reverberation, and associatedundesirableeffectssuchasflutterechoandcombing.

PowerProvision

Mains power is available on site and as such any noise issuesassociatedwithmobilepowergenerationwillnotbeanissueatthisevent.

ActiveNoiseManagement

With respect to active noise management during the event, competentpersonswillremainonsitethroughoutthewholedurationtoconsideranypotentialimpacts.Carefulconsiderationwillbegiventosourcelevelsandensuringthattheseareacceptable,withparticularregardto minimising frequency imbalance which is known to routinely causeunnecessarydisturbance.

BuildandDerig

Thebuildandde-rigwilltakeplacewithintheselimitedhours08.00and22.00hrs,outsideofwhichnoisewhichisaudibleatresidential

receptors will not be permitted. This will be actively managed bythoseindividualsinoverallchargeofthesite.

It is expected that these measures will limit the impact of the

proposalonsensitivereceptors.

7. NoiseControlMonitoring

Throughout the event competent persons will remain responsible forproactively monitoring noise. Those individuals, will makeobservationsandreactaccordinglytoissuesofnuisance.Externally, monitoring will be conducted at positions representativeof residential receptors, with focus will be on those residentialpropertiessurroundingthevenue(includingthehospital).The individuals will be in constant communication with the soundengineersandotherrelevantpartiestoensurethatappropriatelevelsaremaintainedatalltimes.All measurements and observations will be recorded and be madeavailableforinspectionatanytimebythelocalAuthorityduringthecourseoftheevent.

8. ProcedureforrespondingtoanddealingwithEnquiriesTheeventorganisershavecommittedinadvanceoftheeventtoengagewith the local residents. This is initially in the form of a letterdropadvisingoftheevent,itsnatureanddurationandprovidinganappropriate form of contact throughout the event lifecycle. Inaddition,ahotlinenumberwillbeprovidedfortheliveevent.Thisrelates to all professional disciplines involved and allows thoseresponsibletoaddressanyconcerns.Should any noise enquiries be received, a competent person willinvestigate and if noise levels are deemed unacceptable, action willbetakentoreducetheimpact.Thiswillbethroughformalrequeststothesoundengineersinthefirsttwoinstancesandthereaftertotheeventpromotersaskingthemtointerveneorofferfurtherassistance.An enquiries log will be maintained throughout the event lifecycle,detailing addresses of complaints, times and actions. Such will alsobeavailabletorelevantpartiesonrequest.

9. PostEventReporting

Following completion of the event, details of observations shall bemade available to the relevant parties along with any necessaryrecommendationsaboutthefutureofthevenue.

10. Conclusion

Thisnoisemanagementstatementshowsthecommitmentoftheclienttomanage and control noise from the event. The proposals andconsiderations to date are believed to seek an acceptable balancebetween both the community and delivering an event. A detailed noisemanagementplanwillbepreparedforconsiderationandapprovalshouldtherelevantpermissionsbegranted.Proactive measures have also been put in place to engage with thelocal community throughout the lifecycle of the event and with thecommitmenttohaveaposteventfeedbackitisbelievedthattheeventcantakeplacewithoutdueconcernandactasaguidetofutureuse.Indeed, these approached have been undertaken and observed by JoynesNashatrangeofsimilareventsinrecentyearsandbeenshowntobeeffective.
