Founding APG Federal Credit UnionIn 1938, Aberdeen Proving Ground employees came together to volunteer their time and found our credit union. They recognized their community’s need for a reliable source of affordable credit. By year-end 1938, there were 200 members with $1,718 in assets.

Today, that tradition continues as each new member opens a “share” savings account and thereby becomes a shareholder, that is, a member and owner of APGFCU. This is how you belong.

Membership GrowthIn 2015, APGFCU entered the next stage of its history, having reached the milestone of $1 billion in assets in 2014. More and more, neighbors turned to our credit union for value and service. We thank the many members who continue to refer family and friends. As a result, membership growth in 2015 exceeded 5% with a member count of 115,465 by year-end.

Benefits of Belonging The strong financial results in 2015 reflect the year’s focus to return more benefits to members while remaining true to the principles of sound fiscal management.

Following are just some of the ways members have benefited from belonging to our financial cooperative in 2015.

Benefits of Financial Educationand ScholarshipsThe credit union continues its longtime commitment to financial education for adults and children. In 2015, we conducted 435 adult financial literacy sessions and 316 youth financial literacy sessions. Efforts were focused on underserved populations, elementary through post-secondary schools, and community service organizations, including those that serve people at risk of social exclusion due to abuse, extended unemployment or underemployment, and financial illiteracy.

The credit union’s commitment to higher education was evidenced by another year of scholarships. In 2015, we received 60 applications and awarded $15,000 to 15 young scholars.

Benefits for Memberswith Deposit AccountsOn the deposit side, more than 1,400 members took advantage of the credit union’s 25-month savings certificate offer from September through December 2015. Nearly $6 million were added in certificates during this promotion.

Additionally, approximately 2,500 new members benefited from our member-matching programs. This included 1,900 youth under the age of 18 years. All

The credit union is a leader in financial literacy programs designed to help young members develop successful money management skills.

totaled, the credit union provided $97,000 in matching opening deposits to new youth and adult members.

Saving our members’ deposits from escheatment due to inactivity continued with our annual dormant-account activation program. The credit union’s commitment goes beyond the state’s notification requirements to make sure that our members retain their funds. Almost $1 million in member deposits (96% of the original dollar amounts) from 1,041 accounts were saved in 2015 from Maryland escheatment.

MyTimes seniors received more than $24,000 in benefits in the form of paid AARP memberships in 2015. MyTimes and gold-level members (Member Rewards program) received nearly $64,000 in free check orders as a benefit of their relationship with the credit union.

Benefits for Members Who BorrowMore than 3,600 members took advantage of Visa credit card promotions during the year, including highly competitive introductory rates for purchases and balance transfers. Nearly 5,000 cardholders were eligible for the new, credit union funded UChoose Rewards® program, where they earn points for purchases, which can be redeemed for travel and merchandise.

Affordable, reliable transportation is vital to the economic well-being of our community. To that end, the credit union offers auto loans with highly competitive

interest rates. In 2015, a total of 3,725 members obtained automobile loans that totaled $68.3 million. Another 4,250 members enjoyed similar savings by financing their purchases through the Dealer Direct program for a total of $106.6 million. We are grateful to our dealer partners who work with us to provide the convenience of on-site credit union loans.

Yet another initiative that contributes to community well-being is homeownership. From first-time homebuyers to families looking to downsize, our mortgage consultants make sure that members find the

right home loans to serve them well. In 2015, APGFCU helped members with approximately $500,000 in closing-cost assistance for those obtaining first and second mortgages. Another 335 members took advantage of the credit union’s home equity line of credit introductory rate, producing a record number of new credit lines.

Partnering within Our CommunityOur charter originated with Aberdeen Proving Ground in 1938 and we honor our past by maintaining strong relationships with the commanding officers, civilian liaison and our members at APG. We are involved with the Aberdeen Chapter of the Association of the United States Army (AUSA), and strongly support the civilian market segment of the Department of Defense (DOD). Once again, APGFCU educated military families through the Military Saves Program and Military Appreciation Month (May), and we continued our Honor a Member — Spotlight a Soldier program.

We are fortunate to have worked with many community partners in 2015. We continued as the official credit union of the Aberdeen IronBirds® at Ripken Stadium; our sponsorship of the APG Federal Credit Union Arena at Harford Community College continued to support programming and scholarships; and our partnership with the Harford County Public Library Foundation will soon result in the opening of Schooner Cove, an interactive children’s section at the new Havre de Grace library branch.

What a great year 2015 was to belong to APGFCU! With your support and participation, we helped thousands of people in our community improve their financial lives. We provided a safe and competitive place to save, borrow and become more educated on financial matters. We also made significant contributions to organizations throughout Harford and Cecil counties, helping to improve the quality of life for those less fortunate.

All of this was done while achieving record net income of $8.5 million. This was a 30% increase over last year. This allowed us to grow our net worth, which is money reserved to help the credit union weather the storms that can emerge during the ups and downs of business and economic cycles. I’m pleased to say our federal regulator, the National Credit Union Administration (NCUA), considers our credit union to be “well capitalized,” indicating strong, financial health.

Our success was also evident in these 2015 accomplishments:

• Assets grew nearly 6% to $1.1 billion. APGFCU is the largest credit union in both Harford and Cecil counties, and is the sixth largest credit union in the entire state of Maryland.

• Loans grew by 10% to over $888 million. In 2015 alone, we granted over half a billion dollars in loans to members, helping them to purchase vehicles and homes, consolidate debt and achieve their financial goals.

• Both shares and membership grew by over 5%. Share balances grew to nearly $965 million as more members entrusted us with their hard-earned savings. As of year-end 2015, we had more than 115,000 members. In fact, 44% of the households in Harford and Cecil counties now belong to APGFCU.

These strong results reflect the year’s focus—our members. While operating in the $1+ billion asset category, we remained true to our original mission: People Helping People. Building the wealth and financial security of our members continued to drive our

actions. Our members’ needs were in the forefront of all promotions, activities, rate decisions, products, and services. I encourage you to read the preceding pages in this report, which outline some of the many ways our members benefited from APGFCU membership in 2015.

Our credit union continues to look for ways to improve service and to offer new products to our members. Some of the new initiatives in 2015 included the following:

• AutoSMART™ – This convenient, online tool allows members to research and compare new cars, search dealer inventory, locate participating Dealer Direct dealers and apply for financing.

• UChoose Rewards® – We migrated our Visa® credit card rewards program to this new platform, which includes expanded redemption categories (e.g., events and activities) and local merchant offers, which feature additional points for each dollar spent on purchases.

• Improved Loan Processing – We utilized a new loan origination system, which has reduced the average loan processing time by 20 minutes, ultimately improving the member experience.

• Visa® Chip Cards/EMV – To enhance cardholder security, we started offering EMV chip cards in October 2015 to new members, as replacement cards, as natural reissues and upon member request. Mass reissues for credit and debit cards are scheduled for 2016.

It has been my honor to serve as your chairman for the past three years. I am proud to belong to an organization that makes such a positive impact in the community. “APGFCU: Where you belong.” At first, it might sound like a cliché statement. However, stop for a moment and contemplate the meaning of those words. The credit union is not just another organization of which you are a member. When you belong to a credit union, you belong to a larger community, made up of individuals from all walks of life. The credit union builds bridges between these individuals, creating synergy, which allows us to help the greater community with its financial needs.

At the core of this “belonging” is the basic concept that you are a member-owner. You can be a member of many kinds of organizations, such as a health club. But do you have a voice in helping to shape the business of that health club? As a member-owner of a credit union, you have the opportunity to do just that. Through a democratic process, you directly elect the people who shape this financial cooperative. Your board, volunteers, management and staff are a team of dedicated professionals who genuinely care about your financial well-being.

This leads to empowerment, which is the heart of our mission: “to empower our members to use and control their money to improve their economic and social condition.”

Where else but a credit union would you find a Credit Builder program, giving people who have been turned down by other lenders the opportunity to build or rebuild their credit at a fair rate of interest? Furthermore, that rate can be lowered after making a year’s worth of on-time payments! Over 1,400 members were able to obtain $14.5 million in Credit Builder loans in 2015.

Where else but a credit union would you find a Buy Local program? We thank the 33 businesses in Harford and Cecil counties that participated in Buy Local in 2015. The goal of this program is to maximize the dollars in circulation within the two counties, while adding value for our members.

Consider some of the amazing things we’ve accomplished together over the past year alone.

• We held 751 financial education teaching and coaching sessions, helping 9,077 individuals. A total of 3,323 adults and 5,754 youth were reached. In addition, 701 members utilized our free GreenPath financial counseling program.

• We granted our members $20.2 million in home equity lines of credit (HELOCs), the highest level of HELOC activity since before 2007.

• APGFCU ranked number one in deposit market share in Harford and Cecil counties combined, with 16.2% of total deposits.

• We added 13,220 new members, as word of the value that APGFCU offers continued to spread throughout Harford and Cecil counties.

• Our RAM Branch at the Edgewood High School Academy of Finance celebrated its fourth year of operations, giving a number of students the opportunity to gain real-world experience by participating in the daily operations of a branch office.

• We were named 2015’s “Best Bank/Credit Union,” voted by Harford Magazine readers for the fourth consecutive year. We also received for the second year in a row two 2015 Cecil Whig awards: “Readers’ Favorite Bank or Credit Union” and “Readers’ Favorite Lender.”

The credit union movement is a movement of people; and it is very much alive. We are making a positive impact on individual lives and in the community. We have grown to over $1 billion in assets, and still remain true to our People Helping People philosophy. Thank you for being an integral part of our financial cooperative. Together, we will continue to achieve great things, empowering more people in our community to take charge of their financial lives and improve their economic and social conditions.

Supervisory Committee ReportOur credit union’s Supervisory Committee is responsible for ensuring the effectiveness of internal checks and balances, such as the system of internal controls, adherence to established policies and procedures, and the overall safety and soundness of our credit union. By The Federal Credit Union Act, the Supervisory Committee is responsible for the annual external audit and the review and verification of member accounts.

The Supervisory Committee assures that the credit union is healthy in all areas for which it has responsibility. An annual audit and all the work associated with it was conducted by our accounting firm, Orth, Chakler, Murnane, CPAs and Advisors, A Doeren Mayhew Firm.

Based on their report, the Supervisory Committee of APGFCU deems our credit union healthy and financially sound. The financial report as printed in this annual report is extracted from the audited financial statements.

The financial statements in the report reflect the financial condition of the credit union.
