ONC’s Interoperability Roadmap Interoperability is necessary for a “learning health system” in which health information flows seamlessly and is available to the right people, at the right place, at the right time. The goals are:
• 2015-2017: Send, receive, find and use priority data domains to improve health care quality and outcomes.
• 2018-2020: Expand data sources and users in the interoperable health IT ecosystem to improve health and lower costs.
• 2021-2024: Achieve nationwide interoperability to enable a learning health system, with the person at the center of a system that can continuously improve care, public health, and science through real-time data access
How prepared are you to meet the 2017 Goals? A. Well prepared, we are already able to send,
receive, find, and use the most important data to improve quality of care and patient outcomes
B. Not Quite there yet, we still do not have access to some of the most important data domains
C. Doubtful we will make it, have not seen the necessary activity to achieve this by 2017
How close are we to a “Learning Health System”? A. Well prepared, I see that progress is being
made to support seamless, secure, and bi-directional data exchange?
B. Cautious but optimistic, do not see all the necessary progress but remain positive that this can happen
C. Very unlikely, have not seen the necessary activity and alignment across providers, researchers, and public health to achieve this by 2024

How can we ensure we will get to a real “learning system”? • Demand seamless bi-directional data exchange to
support learning systems, not just put everything in the EMR mentality
• Continue to challenge vendors and all those in your ecosystem to support meaningful interoperability, security, and standards adoption.
• Participate and support the standards organizations to ensure they are designing for the future of the health continuum.
• Be vocal and do not accept anything less than what moves us forward in delivering point of care targeted CDS that takes into account everything from genetic profiles, disease prevalence, antibiotic resistance, and other factors
