Electronic Subcontract Reporting System (eSRS) achieved Full Operating Capability in March and is now being used by nearly all civilian agencies– DoD Implementation has been postponed until Sept. 2006

Memorandum of Understanding (MOU) between DCMA and SBA remains in place for now– The MOU helps SBA to leverage its resources

No imminent change in Size Standards– SBA staff is reviewing 6,000 comments received from the

public in response to the Notice of Proposed Rulemaking in December 2004 (public hearings held in June 2005)

Electronic Subcontract Reporting System Electronic Subcontract Reporting System (eSRS)(eSRS)

Replaces SF-294, SF-295, and Optional Form 312 paper forms; and automates the Year-End Supplementary Report for SDB Participation.

Provides a machine-to-machine interface for contractors who wish to upload their data electronically.

FAR Interim Final Rule is expected this Quarter – will afford a 60-day public comment period.

MOU between SBA and DoDMOU between SBA and DoD

In May 2003, the SBA and the Defense Contract Management Agency (DCMA) signed a Memorandum of Understanding (MOU).

The agreement outlines the procedures for joint compliance reviews of contractors that have contracts with both DOD and civilian agencies.

An attachment to the MOU provides the criteria for rating the contractors.

This MOU is under review in light of the recent DCMA reorganization.
