We are fortunate to live in the most attractive town in the Southern Uplands, an unspoilt Conservation Area only a mile from the motorway, conveniently situated in the centre of a triangle between Edinburgh, Glasgow and Carlisle and less than an hour from each. Surrounded by hundreds of square miles of mini-Highlands, Moffat was the first Walkers are Welcome town in Scotland, the first DarkSky Town in the UK, has one of the most beautiful High Streets in Scotland, is well provenanced, hosts many popular events and is ideally equipped to cater for visitors wanting stops, stays and holidays.Moffat and its surrounding hills have a rich heritage. In Iron Age times, warriors from the Selgovae tribe had a small hill fort on Beattock Summit. In 573 AD, the Druid Merlin is said to have lived as a hermit near Hartfell. In the 12th Century, Norman soldiers built a fort near the Well Road. In the late 12th Century, the Knights Templar built a chapel near to what is now the Moffat Golf Club. William Wallace won his first battle for Scots freedom on Queensberry Hill; his sister was married to the Laird of Corehead Castle, at the entrance to the Beef Tub. In 1314, Robert the Bruce defeated the English at Bannockburn; his father was Sir Robert de Brus, sixth Lord of Annandale. From the late 13th century, the Border Reivers stored stolen cattle in the Devil’s Beef Tub. In 1633, Rachel Whyteford discovered the well which turned Moffat into a prosperous spa town. In 1875, William Colvin commemorated Moffat’s history in the wool trade by presenting the town with the now famous statue of a ram, which stands in the High Street. In 1878 the Moffat Hydro Hotel was opened but, in 1921, it was completely destroyed by fire. In 1940, Air Chief Marshall Lord Hugh Dowding, born in Moffat, masterminded our victory in the Battle of Britain; there is a memorial to him in Station Park.Not far from the town is the remarkable Grey Mare’s Tail, a 60-metre (200 ft) hanging valley waterfall, produced by the Tail Burn, flowing from Loch Skeen above, down into the Moffat Water valley below. The surrounding Grey Mare’s Tail Nature Reserve extends over 922 hectares and also features White Coomb which, at 821m, is one of the highest hills in Southern Scotland.

BEATTOCK STATION ACTION GROUP – Working to re-open Beattock Station

Moffat and Beattock are the hub for travel, tourism and other businesses in central southern Scotland. All we need is a local station. Beattock, made famous by WH Auden’s poem The Night Mail, is sited on the West Coast Mainline on the longest stretch of line in Britain with no station – there are nearly 48 miles between Lockerbie to the south and Carstairs to the north. The local communities urgently need a station at Beattock to: give local people better work opportunities by enabling them to commute; increase tourism and benefit local businesses by making it easier for people to visit the area; enhance residents’ quality of life by making it easier for them to travel outside the area for employment, shopping and leisure; and improve the environment by reducing dependence on the car.

Scottish Rootes Enthusiasts Annual Event (Established 1998)Adopted Charities for 2018: Macmillan Cancer Support and other cancer charities. The rally accommodates 900 entries some of which come hundreds of miles to participate. This two-day event includes a drive through the Moffat Hills on the Saturday which is a glorious sight while Sunday is the main gathering in the Moffat showground, with a large display of classic cars, auto-jumble/trade stands and children’s entertainment. The Rally continues to raise money for Macmillan Cancer Support and other cancer charities. Many of our families, friends and fellow classic

car enthusiasts are touched in one way or another by cancer and this helps our major fundraising efforts for this great event.Classic car fans and many of the entrants will be travelling from Europe, some down from the Shetland Isles, many from Northern Ireland, Wales as well as Kent, Cornwall and Dorset to take part in this amazing two-day event.The fun kicks off with a road run (in which 300 cars can participate) to St Mary’s Loch, with the first cars leaving the town centre at midday in 15-minute intervals in groups of 60.There will be a picnic stop at the loch and the route will also take in Megget and Talla reservoirs. Motor bikes are a welcome part of the Moffat Classic Car Rally.The Car Rally has been a fabulous connection with the town of Moffat. It appeals to enthusiasts, the businesses in the town and to the public that visit.Sunday: 10.30am–4pm. Main day to view the cars in the showground. Prize-giving to best cars at 3pm. Assembly of entrants (anticipated in excess of 900 entries). Craigielands is Moffat’s only curling club, formed in 1834. The club plays matches at Lockerbie Ice Rink, famous as the home of Olympic medallists and World Champions. The curling season runs from September to March – an ideal winter activity. Members play in day and evening competitions organised by the club and the Ice Rink. If you are interested in taking up curling as a sport, beginners lessons can be organised through Craigielands Curling Club or through the Ice Rink’s ‘Try Curling’ programme.Curling is a very sociable sport which can be played at all levels and all ages. FLOOD ACTION GROUP (MOFFAT FLOOD ACTION GROUP)

Moffat is recognised as 1 of 23 areas in Dumfries and Galloway that may be prone to flooding. A recent SEPA statutory strategy paper put the number of homes at risk in the hundreds under certain conditions. Dumfries and Galloway Council is now working up the plans to deliver that strategy and we are due a flood study in 2018.The Moffat Flood Action group (MFAG) was set up 6+ years ago and has enjoyed some success in preventing actual flooding and identifying flood prone areas and locations, and ensuring remedial actions, working with D&G Council, SEPA and Scottish Water, but we need the local community to get engaged. Last year we purchased some 250 sand bags and 4 tons of sand. Team members hold the (empty) sand bags, sand is located locally at Moffat’s Annanside depot and The Green Frog and will soon also be at the Proudfoot Institute, together with other flood resilience equipment. We have access to three level sensors around the town that monitor water levels. The Flood Action Group works very closely with the Community Council and the Resilience Plan team.With effect from the end of January 2017 the MFAG ceased to exist as a separate constituted entity, but has been set up as a sub-group of the Community Council. The political climate and future working relationships with other agencies make this a more viable option to continue the influence and the aims of the group, and we continue to work with and be supported by the Scottish Flood/Resilience Forum. The activities of the group shall continue but as a sub group of the Community Council.Flooding will be one of the drivers for the activation of the emergency/resilience plan, further information on which can be found under that section in this guide on pp.68-71.

Moffat Community Woodlands (MCW) is a registered Scottish charity (SCIO) which exists to take on ownership and management of woodlands in the DG10 area. No particular skill is required, just enthusiasm! We manage Gallow Hill, which we purchased in

Gallow Hill is open all year round and can be accessed at several points.

This once industrial site used for gravel extraction is now a place for people to experience nature. Come and sit in one of the many bird hides and enjoy the views over the lochan busy with wildfowl, or take a walk around the water meadow full of colourful flowers and buzzing with dragonflies in the summer. Why not bring along a picnic? The reserve is open all year round and offers accessible paths to a variety of habitats. Simply follow the brown and white tourism sign from the A701 between Moffat and the M74. Family events are held throughout the year, including bat walks, butterfly spotting and creepy crawlies – follow the Facebook page for more details.

PÉTANQUE (MOFFAT PÉTANQUE CLUB)

The piste in Station Park is open to the public free of charge and boules can be borrowed from the little Boat House at the side of the lake. Visitors are welcome to join in with the club’s games no matter what their level of play. The idea is to enjoy playing. The only restriction would be when we have a match with another club, usually Sunday afternoon, when the club has priority.

Now in his 49th year as the Moffat Potter, Gerry Lyons, now 79, produces a range of hand-thrown stoneware studio pottery which is displayed in the shop at the top of Moffat High Street. Also known as the Singing Potter, Gerry has made eight gospel albums which are displayed alongside the pottery. He will play the piano and sing for customers and give throwing demonstrations in his workshop.

MOFFAT TOWN HALL REDEVELOPMENT TRUST (MTHRT)

MTHRT manages the Town Hall’s facilities for the DG10 Community. D&G Council Offices are separate and run from the Library in the North West corner of the building. The Town Hall is home to: Coffee Mornings (see page 4 of this Guide); the Friday Market; the monthly Sunday Farmers’ Market and others and is centre to events such as the Gala, the Remembrance Sunday pre-gathering and many sporting and social activities including Evergreen Events (the Senior Citizens’ social programme). Town Hall facilities are available for commercial, charitable and private hire which is how the Trust sustains its activities and resources. Three large voluntary organisations are active within MTHRT: Moffat and District Community Club (The Friday Club), the Monday Wellbeing Club and the Community Shop.The Friday Club is open to all in DG10. It has a varied programme of events including music, information, talks, physical and social activity and offers a nutritious meal. Set up by grants from the People and Communities Fund (Scottish Government), the Co-Op and others it is self-sustaining, additional costs being met by MTHRT. It meets most Fridays throughout the year between 10am and 2pm and is, in the main, volunteer-run and supported.The Monday Wellbeing Club a new initiative set up with support from the Scottish Government (Aspiring Communities Fund) offers a meeting place for those with a disability. The Monday Wellbeing Club also runs a Reading Group for those with visual impairment who enjoy reading and discussion - this group meets weekly for 90 minutes. Associated with the Monday Wellbeing is a project supported by the SSE Fund, the Holywood Trust and MTHRT to refit the Disabled toilet, converting it to a Changing Places facility aiming at a 24/7 service. Work is projected to be completed by Summer 2018.The Community Shop fundraises for local charity and sporting organisations by selling donated items. It has a large stock of fascinating pre-owned items and bargains! Applications for grants from the Community Shop are taken twice-yearly and all money raised is disbursed locally The shop’s associated costs - are met by MTHRT. It is open from 10am on Mondays, Tuesdays and Fridays and has occasional Sunday afternoon and other sales-days as advertised throughout the year. It is growing in reputation and from local support!

TWINNING ASSOCIATION (MOFFAT AND DISTRICT TWINNING ASSOCIATION: MDTA)

Established April 2002, MDTA arranges alternating yearly visits between Moffat and Montreuil sur Ille in Brittany. These official visits offer a programme of events to explore the culture, geography and history of the two twinned areas, whilst fostering friendships between twinned families. A group from Montreuil will visit Moffat in late summer 2018. The Association holds regular monthly social meetings, usually with a French theme. There is no requirement for an ability to speak French. Anyone can join and there is no obligation to host French visitors, although this is a very rewarding part of joining for those members who do.

In common with many other places up and down the UK, ukulele playing has become a popular hobby in Moffat. Joice, “Joice in with the Voice” is organised by Peter Dreghorn and it aims to facilitate singing in the local area. Everything is free and there is no membership, committee or funds.There is a 6 piece female harmony group called The Linties which meet on Tuesdays and new members are welcome.

They sing pop, celtic, traditional and Scottish folk songs and perform occasionally.A local hotel, The Black Bull hosts a Joice sing around session for singers and players who are beginners or semi professionals. Moffatasia is a free interactive water feature where children can play during their visit to Station Park in Moffat. Located in former quarry workings, this once industrial site has been transformed into an accessible nature reserve complete with lochan, seasonally flooded meadow, wading bird scrape and numerous hides, shelters and picnic spots. Follow the hard surface paths around the reserve to discover a world of bugs and beasties, birds and butterflies – bringing wildlife right to Moffat’s doorstep. There are numerous information boards and magniposts around the site allowing you to explore any treasures you find along the way.The Trust, which has responsibility for the reserve, has joined forces during 2017 with the Castle Loch Lochmaben Community Trust to share the services of a Project Officer, Darren Flint. Look out for details of a range of events for all ages and interests throughout the coming year.Next to the site is Moffat Wildlife Club’s Dyke Farm reserve. Wildlife Club members are enthusiastic supporters of the community reserve and their adjacent reserve offers an opportunity to extend your visit and explore a tranquil setting of ponds and woodland.Follow the brown tourism sign from the A701 Beattock Road to the reserve car park. Moffat & Beattock Community Emergency Plan

All Dumfries & Galloway Community Councils have been charged to produce a community resilience plan that could be implemented should an emergency situation arise that required resource and assistance from within the community. Such instances could be isolation of the community due to severe weather conditions, a major incident, loss of critical utilities etc.

The plan would be implemented should such an emergency arise and be on the advice of the police or D&G Council; information from the community may have a significant influence on such a decision.

Such a plan has now been produced and is now in place. In Moffat there is a team of 11 local people who have a copy of the plan and some of the relevant resources available to the community and the contact numbers. In Moffat for example, three potential rescue centres have been identified; availability and need at the time would determine what resources are required to cater for that particular situation. Centres could be staffed by the resilience team members or other volunteers. In Beattock the Village Hall would be used and, if needed, Beattock School.

The Resilience control centre has been set up in the Proudfoot Institute, with resilience type of equipment and a portable generator, which could supply some basic power, in the control room, Grants are being pursued to make the kitchen more fit for purpose.

It is the responsibility of local residents to ensure that they have their own plan and resources available such that they could sustain themselves for up to 72 hours, in terms of basic provisions etc. Residents not already on a ‘list’ who may require assistance in whatever form are urged to contact the Royal Voluntary Service in Moffat and

complete a Personal Emergency Plan, which will be kept on the confidential (RVS) file and be acted upon should the resilience plan be activated. Other ‘agencies’ hold such lists, which again can be accessed to ensure the appropriate assistance.

For information during an emergency or to see if an emergency has been called, then access local news media, the town hall notice board, Community Council Facebook page, the Police Facebook page, www. DGVost.uk and Benmar service station.

On the page opposite you will find some relevant emergency telephone numbers, plus space to add your own. Keep this booklet in a place where, in an emergency, it is near to hand.

The local plan is staffed by volunteers who have no statutory authority; that lies with the various professional agencies, thus local planning can help prepare a community for occasions when support from other organisations (for whatever reason) is not immediately available or which may be limited in scope or capacity.

Should flooding be the issue, then see the Flood Group entry earlier in this booklet. Sand bags are available from group members and sand is located at The Green Frog and Annanside Depot, while both sand and bags are at the Proudfoot. Other resilience type equipment is also held at the Proudfoot.

Now the control centre has been set up in the Proudfoot, the intention is to hold a local resilience exercise to test our systems and processes early in this year. A national exercise was held in 2015 to some acclaim based on Moffat Academy, with lessons learned.

In 2017 the Moffat resilience plan was voted best in Dumfries and Galloway, at a volunteers award ceremony.
