and projects that will double the size of Leeds City Centre

– This will see the city centre grow to include land the size of 250 football pitches south of the River Aire’s bank, across Holbeck and Hunslet

– The area is home to over 30 listed buildings and landmark buildings like Temple Works, Tower Works, Hunslet Mill, and newer buildings at Granary Wharf, Brewery Wharf and Leeds Dock

– The area currently includes vast amounts of cleared land or unused buildings

The framework identifies a number of challenges that the city aims to overcome. These are set out below and we would like your thoughts on the challenges faced.

LIVING

– Most residential areas lie at the periphery or outside of South Bank

– There is a lack of activity during non-working hours

WORKING

– South Bank currently lacks the critical mass to be an employment centre

– For the most part, existing enterprise and industry operate in isolation

NEIGHBOURHOODS

– Communities are separated from each other and from South Bank by major infrastructure

– Poor pedestrian and cycling connectivity exacerbates the spatial segregation

HERITAGE & ASSETS

– Heritage buildings have successfully been clustered in the Holbeck area of South Bank

– In other areas of South Bank heritage and assets exist in isolation and are unconnected and underutilised

CONNECTIVITY

– South Bank is divided by the north/south running A653

– Over-engineered road network makes the realisation of an active waterfront in South Bank difficult

– South Bank is used as a movement corridor for residents from southern areas to get the to city centre

TRANSPORT

– Large areas of South Bank are not served by public transport

– Even places like the Holbeck area of South Bank are poorly serviced, limiting its potential for growth

WALKING & CYCLING

– There is an inconsistent cycling network lacking legibility and true connectivity

– Quality of existing cycle routes is extremely variable

PUBLIC SPACES

– South Bank lacks significant public spaces

– There is no clear network

– The waterfront is not used to its full potential

FLOODING

– Much of South Bank is at significant risk of flooding

– Significant development and infrastructure proposed within South Bank

– Opportunity to integrate additional flood resilience, building on benefits from thePhase 1 Flood Alleviation Strategy

PERCEPTION

– South Bank is considered peripheral to the city centre

– Greater difficulty in attracting investment

HS2 INFRASTRUCTURE

– Further severance of South Bank

– Lack of integration with the city fabric

– 1.6 km of viaduct frontage through South Bank

Four of our main key moves are focussed on access.We propose to

– upgrade the environment for pedestrians by reducing the amount of lanes for traffic and calming traffic across the area

– create a boulevard across the area – where road and pavements are separated by planting and other features to make the area feel safer and calmer

– create more cycling and walking routes, to nearby areas and across the waterfront

– put in place a parking strategy with car parks located in strategic positions, supported by new park and ride links

– increase the amount of public transport – such as buses, by extending bus routes to this part of the city.

The concept for the parking strategy aims to reduce vehicle intensity towards the city centre and the pedestrian box. Therefore, park and rides are located outside the outer ring road, long stay parking is located outside the city boulevard and predominantly short stay parking is provided in the city centre.

These key moves aim to

– make the River Aire and areas close to it a major leisure, events and recreation space for people of all ages to enjoy, through play, leisure and high quality design

– create a clear pedestrian route across the River Aire

– deliver at least six pieces of new major public realm

– make the area more resilient to climate change impacts, including flooding risks, by investing in infrastructure

– embed environmental features to deliver sustainable development.

South Bank is and will continue to be a mixed use area. This means that there will be a variety of uses for buildings and spaces. The plan proposes putting similar uses near to one another.

Proposed uses include

– office developments and workspaces to help deliver 35,000 jobs

– new homes – over 4,000 – with opportunities for people of all ages to live in the area. Houses for families will be an important consideration

– limiting retail as not to compete with existing retail centres. South Bank will seek to encourage further growth of independent bars and restaurants

– ensuring a mix of users – from global to local businesses

– potential for more major leisure developments.

Heritage is a major part of South Bank with over 30 listed buildings in the area. We want to restore listed buildings, such as Temple Works and Hunslet Mill, and improve spaces between heritage buildings.

These heritage buildings, and others, will be important in influencing the design of surrounding buildings.

A main priority is a proposal to deliver a large green city centre park. There are three concepts being considered for this. We would like your ideas for the park and views on which concept should be taken forward.

There are also six new public spaces proposed and we would like to know more about the types of spaces you feel South Bank should have.

CITY PARK OPTIONS

Three different concepts have been developed for a central area of open space in South Bank. All options share three common design elements: a direct connection to the River Aire; the inclusion of a pedestrian bridge leading to Sovereign Square; and clear access to the southern concourse of the HS2 station. The options will also be fully compatible with the Arbor, the proposed east/west green axis.

Option 1

A large single piece of open space, able to accommodate larger events as well as everyday uses. Its proportions allow uses and activities to be highly flexible. It is situated between the river and the Tetley building.

Option 2

Consists of a series of smaller, more intimate pieces of open space connected by a central green spine. A larger degree of variety offers distinctiveness and individuality to adjacent developments.

Option 3

Stretches a single piece of open space between the river and Hunslet Road. It creates a clear movement corridor from the river to the education precinct and Leeds Building College.

The area will be home to an updated Leeds Station that will integrate current services, future new services including HS2, Northern Powerhouse Rail (also known as HS3) and new rail franchises. The framework sets out a vision for this, including

– a vision for an architectural statement for the station

– a zone nearby for taller buildings as well as zones for SMEs and a logistics centre

– new public space next to the station

– indicative proposals for the types of transport to serve the station – taxis, bikes, buses
