The School IPM program of PA IPM has two main thrusts:
Management - To facilitate the implementation of IPM strategies to manage pests
on school grounds.
Education - To move IPM principles and activities into the K-12 curriculum as an
example of interdisciplinary, environment-oriented problem solving.

On 28 October 1998, PA IPM organized the signing of a Memorandum of Understanding among government and university units to implement IPM in Pennsylvania schools. This
MOU provides a vehicle whereby the signatories working through PA IPM can exercise their responsibilities to provide a safe and enriching learning environment for Pennsylvania school students.

IPM Use on School GroundsIPM for school grounds is a process for achieving long-term, environmentally-sound pest suppression through the use of a wide variety of technological and management practices. Control strategies in an IPM program include structural and procedural modifications that reduce the food, water, harborage, and access used by pests. The emphasis is on least toxic and least environmentally disruptive practices to solve pest problems. Conventional pesticides are used only when needed.The potential impact on children from pesticide use on school grounds has stimulated political activity to regulate pesticide use in school environments. Citizens’ groups and government alike have promoted IPM in order to alleviate many of the problems associated with pesticides. The Pennsylvania Integrated Pest Management Program (PA IPM) aids in the coordination of IPM implementation and education throughout the state. In 1998, a memorandum of understanding was signed between representatives of Penn State's College of Agricultural Sciences and College of Education along with the Pennsylvania Department of Agriculture, Department of Health, and Department of Education. The agreement will allow the signees to work together to develop educational materials for use in the state's public school system on IPM, conduct educational programs on IPM and promote the adoption of IPM use on school grounds statewide.School IPM-related activites of the PA IPM Program include:
•being an information clearinghouse •creating the "IPM for PA Schools - A How-To Manual" •creating sample IPM plans •giving presentations on school IPM •sponsoring IPM initiatives in schools
How Is IPM Implemented on School Grounds?IPM programs in schools rely heavily on prevention, sanitation, maintenance, monitoring and record keeping to reduce the reliance on pesticides. Pesticides are used on an as-needed basis as determined by monitoring. When a pesticide is needed, it is applied on a spot treated basis whenever possible and targeted to the specific pest. In addition, the least toxic, shortest duration effective material is used. Pesticides are not applied when students, teachers or staff are present in the affected area to assure the safety of the school learning environment.

35. What is considered a pesticide?A substance or mixture of substances intended for preventing, destroying, repelling, or mitigating any pest, and any substances or mixture of substances intended for use as a plant regulator, defoliant or desiccant. Includes herbicides, fungicides, rodenticides, insecticides, and antimicrobials. Pesticides such as "Raid" and "poison-free" pesticides are also included in this legislation. 36. Can our district use the "poison-free" pesticides now being marketed for school use without notification and posting?"Poison-free" pesticides are considered pesticides by the PDA, and thus fall under the notification and posting requirements just the same as any other pesticide.Top of page Record Keeping
37. The legislation states that the 3-year record-keeping requirement does not apply to swimming pool maintenance chemicals or baits and gels. Does that mean I no longer need to keep those records?The Pesticide Control Act of 1973 still requires records be kept by the applicator for swimming pool maintenance chemicals and baits and gels for the 3 year period. The new act does not change this.Top of page
