What is the EU Multi Annual Financial Framework?
The multiannual financial framework is
a spending plan that translates the EU
priorities into financial terms.
It is not a seven-year budget, but the
basis for the annual budgetary
exercise.
It sets the maximum annual amounts
which the EU may spend in different
political fields.
The 2014-2020 MFF is worth €960
billion euros
Five headings of Multi Annual Financial Framework?
All EU programmes fall under the five main spending areas of the 2014-2020
framework
Smart and inclusive growth: 47%
Sustainable growth: natural resources: 39%
Global Europe: 6%
Administration: 6%
Security and citizenship: 2%
Direct funding and decentralised funds(1)

Funds, CAP (pillars 1 & 2) and Fisheries and
maritime policies. This includes:-
- European Regional Development Fund,
- European Social Fund,
- European Agriculture and Rural Dev. Fund
- European Maritime and Fisheries Fund
Implemented through operational programmes
at national or regional level. ERDF targeted to
Lesser Favoured, Transitional and More
Development Regions. Additional funds
through Cohesion Fund and the Territorial
Cooperation objective - INTERREG
Why differentiate between the two now?
European Commission
directly managed
Trans-national
Search for partners
Highly competitive
Knowledge of existing projects
Need very good application
Attend info days
Run from Brussels / more agencies in
future
Know your executive agency
Anticipate call before publication to
prepare project partnership /
objectives
Mainly revenue based projects for
research, innovation and
demonstration
Shared managed funds with
Member States
Application processes managed within region
for mainstream programmes
Managed by Joint Technical Secretariats for
INTERREG
Fewer partners needed
Requires cofinancing
‘Relatively’ easier to access funds
Attention to state aid and procurement rules
important
Refer to Operational Programme and
guidance on outcomes
More opportunities to discuss project
proposals
Know the local/ regional stakeholders
Local and regional investment plans influence
EU priorities
Decisions taken by a Programme Monitoring
Committee
Infrastructure eligible

How are projects selected for financing from the Structural Funds?
Structural Funds are run under a SHARED MANAGEMENT between the Commission and the Member States.
PROGRAMME MONITORING COMMITTEES are chaired by Managing Authorities (MA) and bring together PMC members from public, private and voluntary sectors in that region
PMC members consider recommendations issued by the MA on projects to be approved or rejected
Member States have flexibility to opt for national or regional OPERATIONAL PROGRAMMES
Projects are CO-FINANCED between 50% & 75% (80% COHESION FUND)

fishing which is more selective, produces no discards, does less damage to marine
ecosystems and thus contributes to the sustainable management of marine ecosystems
2. Smart, Green Aquaculture
3. Sustainable and Inclusive Territorial Development
4. Integrated Maritime Policy - including the protection of the marine environment, in
particular its biodiversity, and adaptation to the adverse effects of climate change on

Anecdotally not impacting on imperial Oxford or Cambridge but smaller
organisations and SMES.
Discrimination from certain members states but again anecdotal
Where participation and knowledge is the key issue, UK partners could seek
to "members of advisory panels" which makes them eligible for T&S only
to de risk project for lead partners;
Unlikely to be lead partners or work package leads;
Anecdotal evidence of Brexit being used for excluding U.K. partners on
