(1) DESCRIPTION OF CHANGE AND EFFECT ON PROVISIONS OF EPC AGREEMENT
This Change Order is to implement Owner requested work for a Common-Q Maintenance Training System (MTS). The Common-Q MTS is intended to provide an AC160-based Common-Q hardware/software platform to allow Owner's implementation of training for technicians and engineers. The Common-Q MTS provides an offline environment and representative system hardware capabilities for the APlOOO Protection and Safety Monitoring System (PMS) and is a fundamental tool used to train instrumentation technicians, systems engineers, and other plant personnel on the Common-Q platform. The Common-Q MTS optimizes the use of hardware and software to support training necessary to perform maintenance on the PMS.
The scope of work for the Common-Q MTS includes a representative sampling of Common-Q input/output (1/0) modules and the ability to configure the 110 for maintenance training. The hardware is composed of AC 160 components as supplied for the V. C. Summer APlOOO plant PMS.
The Common-Q MTS is not intended to be used:
as a startup support tool
as a software development tool for the plant PMS to suppmt changes to the simulator
to test a field device for use in the plant
for spare pa1ts
The Common-Q MTS hardware will be provided as non-safety and for maintenance training purposes only. The hardware is not intended to maintain necessary controls for plant use of the equipment as pmt of this scope.

The details of the scope of work are included in the Technical Description, which is Attachment A of this Change Order.
Assumptions:
• Contractor will procure components required to assemble, test, deliver, and demonstrate the Common-Q MTS.
• The Common-Q MTS will be installed by Owner and it is the Owner's responsibility to provide building, floor space, room layout, HVAC loading, power into the Common-Q MTS line filter, grounding, consoles, desks, racks, chairs, etc. to support the Common-Q MTS hardware.
• Contractor will provide guidance to the Owner (in accordance with section 3.2 of Attachment A) on the installation characteristics (i.e., power requirements and heat load, etc.) and technical direction prior to and during site installation, software load and functional demonstration.
• As patt of this offer, Contractor will dispatch two (2) product engineers to the site, working on a single eight (8) hour shift, five (5) days per week, to provide teclmical suppott during site installation (including cabinets, cmts, and cable connections), software load, test/verification, and functional demonstration for a duration of no more than three (3) weeks on a one (1) time basis. Additional time or scope requested can be provided on a Time and Material basis.
• No interface to the Plant Simulator' s Plant Model Computer (PMC) IS
included.
• No cyber security compliance is provided for as patt ofCommon-Q MTS .
• No source code is provided as patt of the Common-Q MTS.
• The hardware and software design of the Common-Q MTS is based on the Standard Plant (APP) Baseline 8, revision 2 with modifications to support Common-Q MTS functionality. The referenced "modifications" are noted because the software is not the same exact software that is used in the plant system due to the Common-Q MTS being a two cabinet training system versus the full configuration of the plant system, but software interfaces with the hardware will be the same.
• No updates of the delivered software or hardware are included as patt of this offer. Any future updates deemed necessary by the Owner can be provided on a T&M basis.
• Other than the test cmts, no external hardware such as field devices will be provided by Contractor.

• Methodologies, guidelines, criteria, work instructions and procedures on design modifications and software change implementation are not in the Common-Q MTS scope of supply.
• Hardware deltas will exist between the Common-Q MTS and the V. C. Summer APlOOO plant PMS due to some models of Common-Q hardware becoming obsolete. Non-safety equivalents to safety hardware and different product revisions may be delivered as patt of the Common-Q MTS. The hardware delivered will be of the same base part number and of the same form, fit, and function as the V. C. Summer APlOOO plant delivered PMS.
• The Common-Q MTS is designed and labeled such that hardware components are visually distinguishable from the V.C. Summer API 000 plant I&C system equipment and components.
The EPC Agreement Terms and Conditions shall apply to this Change Order except for the following:
ARTICLE 14- WARRANTY The Common-Q MTS Equipment and Software for V.C. Summer Units 2 and 3 constitute Equipment placed into service prior to Substantial Completion in accordance with the terms ofEPC Article 14.1 (a) (v). Therefore, the Equipment Wananty shall commence upon such date when the item is placed into service and shall expire on the date that is twenty-four (24) months after such date.
EXHIBITF A new payment schedule, F.3.1 will be added for the payments associated with this Change Order as shown in Section (8) of this Change Order below.
(2) REASON FOR CHANGE
Negotiated agreement between the parties relevant to Common-Q MTS equipment and software.
(3) DETAILED COST BREAKDOWN AND PAYMENT SCHEDULE FOR CHANGE
The Firm Price portion of the Contract Price is increased by $1,484,243 in base year November 2007 dollars. The Firm Price is subject to escalation in accordance with the EPC Agreement, Exhibit J, Table J-1, (6.5% per year).
(4) APPLICABLE CONTRACT PRICE CATEGORY (FIXED, FIRM, TARGET, T&M)
This Change Order is adding $1,484,243 to the Fitm Price component of the EPC Agreement. Invoices will be issued and paid as outlined in Section (8) below.

Section 1 Common-Q™ Maintenance Training System
The Common-Q Maintenance Training System (Common-Q MTS) is intended to provide an AC160-based Common-Q hardware/software platform to allow Owner’s implementation of training for technicians and engineers on Common-Q equipment as an alternative to the Westinghouse-supplied AC160 training equipment previously described in training offer VSP_VSG_002612, Consortium Budgetary Proposal for Instrumentation and Control (I&C) Technician and Engineering Training, dated January 27, 2014.
The scope of supply model described below assumes a full scope of supply provided by Westinghouse as requested per SCANA/ South Carolina Electric and Gas (SCE&G) Letter NND-14-0672 dated October 21, 2014. The equipment scope is identified in Table 4.1-1 and Table 4.2-1 of this scope of supply/technical description document. Additionally, Table 4.4-1 identifies the type and number of spare modules provided.
1.1 INTRODUCTION The Common-Q MTS provides an offline environment and representative system hardware capabilities for the AP1000™ Protection and Safety Monitoring System (PMS).
The Common-Q MTS is a fundamental tool used to train instrumentation technicians, systems engineers, and other plant personnel on the Common-Q platform.
The Common-Q MTS optimizes the use of hardware and software to support training necessary to perform maintenance on the PMS
This hardware includes a representative sampling of Common-Q input/output (I/O) modules and the ability to configure this I/O for maintenance training. The hardware is composed of AC160 components as supplied for the V. C. Summer AP1000 plant PMS. The Common-Q MTS is not intended to be used as a startup support tool, as a software development tool for the plant PMS, to support changes to the simulator, to test a field device for use in the plant, or used for spare parts. The Common-Q MTS hardware will be provided as non-safety and for maintenance training purposes only; it is not intended to maintain necessary controls for plant use of the equipment in this scope.
1.2 COMMON-Q MTS FUNCTIONAL DESCRIPTION Under this proposal, Westinghouse is providing SCANA/SCE&G with a Common-Q MTS consisting of the following equipment and functionality.
The Common-Q MTS consists of two cabinet enclosures (reference section 1.2.1 for description) and two test carts. The cabinets contain a representative set of the hardware and safety path I/O functionality contained in the following PMS cabinets:
• Bistable/Coincidence Cabinet (BCC) • Integrated Logic Cabinets (ILC) • Maintenance and Test Cabinet (MTC) • Squib Valve Controller (SVC)

• Qualified Data Processor (QDP)
The test carts provide the functionality of a safety display and provide simulated inputs and loads used to demonstrate the I/O functionality represented in the Common-Q MTS cabinets. When interconnected, the Common-Q MTS cabinets and Test Carts demonstrate a representation of safety functionality in the V. C. Summer AP1000 plant PMS cabinets listed above.
1.2.1 Cabinets
Both Common-Q MTS cabinets, as depicted by Figure 1.2-1 and Figure 1.2-2, contain representative sets of the same hardware common throughout V. C. Summer AP1000 plant PMS cabinets, so that personnel will become familiar with the actual hardware and associated configurations. This includes standard safety cabinets, top plate for field connections, input line filter, power supplies, high speed link (HSL) and Advant Fieldbus 100 (AF100) communication hardware, cabinet status alarm monitoring hardware (consisting of power supply status, door switches, cabinet temperature and power distribution breaker status), internal signal/power/communication cabling as necessary to represent the functionality described herein, and cabinet fans.
In addition to the common elements above, the cabinets contain a representation of the AC160 hardware, termination units, component interface module (CIM) hardware, squib valve interface (SVI) termination units, reactor trip termination units, maintenance and test panel (MTP), and safety/non-safety isolation configured into the two cabinets by logical grouping.
1.2.2 Common-Q MTS Cabinet 1 Common-Q MTS cabinet 1 is designed to provide the basic functionality and layout of the bistable processor logic (BPL) and local coincidence logic (LCL) representative of the BCCs in the plant PMS system, as well as features of the Qualified Data Processing System (QDPS).
1.2.2.1 Subrack Configurations
Common-Q MTS cabinet 1 contains three subracks; two base subracks and one extension subrack. The AC160 software, loaded to the PM646A modules, contained within these subracks is similar to that used in the V. C. Summer AP1000 plant PMS modules to represent the basic PMS functions. Tables 1.2.2.1-1 through 1.2.2.1-3 show the layout of these subracks.

1.2.2.2 Termination Units
Common-Q MTS contains the following termination units and, at minimum, one of the listed channel configurations (termination units will have un-configured spare channels):
• AI687 termination units in a shared and un-shared channel configuration representing PT100 RTD, PT200 RTD, and thermocouple inputs.
• AI688 termination units in shared and un-shared channel configurations representing voltage and current inputs.
• DI621 termination units in a shared channel configuration representing contact inputs.
• DP620 termination units for pulses representing the nuclear instrumentation system (NIS) source range inputs, NIS power range inputs, and reactor coolant pump (RCP) speed.
• Reactor Trip termination unit in the under-voltage configuration.
1.2.3 Common-Q MTS Cabinet 2 Common-Q MTS cabinet 2 is designed to provide the basic functionality and layout of the:
• integrated communication processor (ICP),
• interface and test processor (ITP),

• maintenance and test panel (MTP) in the maintenance and test cabinet (MTC),
• integrated logic processor (ILP) in the ILCs of the plant PMS system,
• component interface modules (CIMs) in the ILCs
• squib valve termination units in the squib valve controller (SVC) cabinet.
1.2.3.1 Subrack Configurations

1.2.3.2 Termination Units

1.2.3.3 Component Interface Module Hardware
Common-Q MTS cabinet 2 contains component interface modules and the related hardware (bases, transition panels, remote node controller hardware). The CIM modules are configured to represent squib valve arm, squib valve fire, air/solenoid-operated valve, and motor-operated valve interfaces.
1.2.3.4 Squib Valve Interface Hardware
Common-Q MTS cabinet 2 contains squib valve interfaces driven by the CIM hardware.
1.2.3.5 Maintenance and Test Panel
Common-Q MTS cabinet 2 contains an MTP consisting of a flat panel display, keyswitch panel, PC Nodebox and keyboard drawer. The MTP displays system health, intra-channel comparison, the maintenance function, cabinet setpoints, and a display pixel test. The MTP safety display is also mirrored by the safety display in the test carts
1.2.4 Test Carts The two test carts communicate with the Common-Q MTS cabinets via the HSL and AF100 bus (reference Figure 1.2-3). The HSL is used to display HSL channel information via the test cart workstation. The AF100 bus contains a safety display that mirrors the MTP contained in Common-Q MTS cabinet 2.
The test carts contain source generators to represent field sensor inputs to the termination units, power supplies to represent field power, and representative field loads for outputs.
The test carts contain a switch panel representing contact inputs. Representative field cabling between the test carts and cabinets is commercial cable that is similar to that used in the V. C. Summer AP1000 plant design. Each representative field cable will be 30 feet in length.

Section 2 Assumptions & Clarifications
The following assumptions were made as part of this Common-Q MTS offer.
General Assumptions
1. Westinghouse will procure components required to assemble, test, deliver, and demonstrate the Common-Q MTS.
2. The Common-Q MTS will be installed at Owner’s facility by SCANA/SCE&G and it is the Owner’s responsibility to provide building, floor space, HVAC loading, power into the Common-Q MTS line filter, grounding, consoles, desks, racks, chairs, etc. to support the Common-Q MTS hardware.
3. Room layout for the location of the Common-Q MTS equipment as well as the physical installation of the Common-Q MTS equipment is Owner’s responsibility. Westinghouse will provide guidance to the customer on the installation characteristics (i.e., power requirements and heat load, etc.) and technical direction prior to and during site installation, software load and functional demonstration as noted in Section 3.2 below.
As part of this offer and as stated in Section 3.2 Westinghouse will dispatch two (2) product engineers to the site, working on a single eight (8) hour shift, five (5) days per week, to provide technical support during site installation (including cabinets, carts, and cable connections), software load, test/verification, and functional demonstration for a duration of no more than three (3) weeks on a one (1) time basis. Additional time or scope requested can be provided on a Time and Material basis.
4. No interface to the Plant Simulator’s Plant Model Computer (PMC) is included.
5. No cyber security compliance is provided for as part of Common-Q MTS.
6. No source code is provided as part of the Common-Q MTS. Software applications reflected in the functions described in Section 1.2 above are provided. A list of software and software loading deliverables is provided in section 4.2.
7. The hardware and software design of the Common-Q MTS is based on the Standard Plant (APP) Baseline 8, revision 2 with modifications to support Common-Q MTS functionality. The referenced “modifications” are noted because the software is not the same exact software that is used in the plant system due to the Common-Q MTS being a two cabinet training system versus the full configuration of the plant system, but software interfaces with the hardware will be the same.
8. Other than those noted in this Section 2, no updates of the delivered software or hardware are included as part of this offer. Any future updates deemed necessary by the owner can be provided on a T&M basis.

9. Other than the Test Carts no external hardware such as field devices will be provided by Westinghouse.
10. Methodologies, guidelines, criteria, work instructions and procedures on design modifications and software change implementation are not in the Common-Q MTS scope of supply.
11. Hardware deltas will exist between the Common-Q MTS and the V. C. Summer AP1000 plant PMS due to some models of Common-Q hardware becoming obsolete. Non-safety equivalents to safety hardware and different product revisions may be delivered as part of the Common-Q MTS. The hardware delivered will be of the same base part number and of the same form, fit, and function as the V. C. Summer AP1000 plant delivered PMS.
12. The Common-Q MTS is designed and labeled such that hardware components are visually distinguishable from the V.C. Summer AP1000 plant I&C system equipment and components.
13. The Common-Q MTS will be delivered with representative hardware consistent with that defined by the APP 8.2 Baseline as outlined in APP-ISIP-J0R-008, Rev 2; “Standard Plant Integrated Baseline Report”.

Section 3 Testing & Demonstration
3.1 TESTING/VERIFCATION A test of the components functionality described in Section 1.2 will be performed by Westinghouse at the Westinghouse facility in Pittsburgh. The functional test will demonstrate proper Common-Q MTS cabinet and Test Cart configuration. This test will be repeated at the V. C. Summer site once the Common-Q MTS equipment is installed.
3.2 INSTALLATION SUPPORT SERVICES Westinghouse will dispatch two (2) product engineers to the site, working on a single eight (8) hour shift, five (5) days per week, to provide technical support during site installation (including cabinets, carts, and cable connections), software load, test/verification, and functional demonstration for a duration of no more than three (3) weeks on a one (1) time basis. Additional time or scope requested can be provided on a Time and Material basis.
3.3 COMMON-Q MTS SITE TESTING & DEMONSTRATION Westinghouse will provide a demonstration of Common-Q MTS operation via the functional testing for the customer at the V. C. Summer site upon completion of the installation by SCANA/SCE&G. This demonstration will be conducted within the three weeks installation support services identified in Section 3.2.
Training and associated course material preparation as previously described in offer VSP_VSG_002612, dated January 27, 2014 are not included in the scope of this proposal. If the Purchaser is interested in additional training services, it is subject to further commercial negotiation.
