Utilities

Works programme 2016/17 The following project works are planned for and around the Waihi Beach area.

Stormwater • Didsbury Drain • Seaforth Road • Two Mile Creek

Wastewater • Ongare Point Wastewater Scheme Preliminary Investigation

Water • Waihi Beach Water Main Upgrade • Water Meter Installation Project- Western Supply Zone (WSZ) • Tuapiro Bridge SH2 north of Katikati • Athenree Reservoirs

1.2 Didsbury Drain Design is underway for improvements to the Didsbury drain at Waihi Beach. Construction is expected to begin early in 2017.

1.3 Seaforth Road - Waihi Beach A new trunk water main has been installed along the seaward side of Seaforth Road between Three Mile Creek and Hanlen Avenue. The water main serving properties along the landward side of Seaforth Road was installed with completion mid-December 2016.

1.4 Two Mile Creek Upstream from Dillon Street Bridge The latest technical information supplied from Tonkin and Taylor after reviewing geotechnical data, has revealed that a larger footprint will be required for the living wall option. The poor geotechnical nature of the ground also has affected the cost for a timber vertical wall structure requiring timber piles to be sunk eight metres into the ground at very close centres. The third option has been included for a concrete "u" open section drain, and while expensive to construct, this option offers the least width in footprint and ease of construction. A consent application has been lodged with BOP Regional Council. Two parties did not sign in favour of applying for a resource consent. Hearings will be scheduled in this financial year. A planned meeting with the BOP Regional Council is scheduled for early February 2017 to discuss documents.

1.5 Ongare Point Wastewater Scheme Preliminary Investigation Currently a Septic Tank Effluent Pump (STEP) wastewater system is proposed for the Ongare Point community. Staff have been working to secure land for a treatment plant site in Ongare Point. One-on-one meetings were held in May/June 2016 to identify any onsite issues, identify location of the onsite tanks and answer any queries landowners may have. Using the onsite information, a preliminary design has been completed. A technical consultant

has recently been appointed to assist with the next stages of the scheme (including consent application, finalise design and an updated engineer's estimate). The project is on track, with a resource consent being submitted by end of February 2017. A further meeting is planned for the community in the next two months.

1.6 Waihi Beach Water Main Upgrade The water mains will be replaced in sections of Citrus Avenue, Otto Road, Snell Crescent and Wilson Road. Work started in November 2016 and continued through to 16 December 2016. Work will resume on 7 February 2017 and continue through to completion in March 2017.

1. 7 Water Meter Installation Project - Western Supply Zone (WSZ) The installation of water meters in Waihi Beach and Katikati is progressing well. We expect that this project will continue in urban areas for the rest of 2017, the project will then move into the rural areas, with an expected project completion date of July 2018.

The project is expected to take approximately 18 months to complete with a completion target of July 2018. Information was sent to all customers in July and August 2016 explaining the water meter installations and the pending change to charging for water by water meters. A further reminder letter will be sent to all affected property owners closer to June 2017.

1.8 Tuapiro Bridge SH2 north of Katikati The water main attached to the bridge was replaced and commissioned in September 2016, prior to bridge strengthening works to be undertaken by NZTA.

1.9 Athenree Reservoirs Both reservoirs have been returned to service.

No wastewater pump station capital renewal work is planned at any of the wastewater pump stations in the next few months.

Installation of the protection grates for the drain pipes for the Waihi Beach earth dam is programmed to take place between February and April 2017, depending on the weather and flow conditions.

1.10 Review of Waste Management and Minimisation Plan (WMMP) The timeline for adopting a revised WMMP remains for mid-2017. The milestone activities are as follows:

Staff will be providing an update to the Councillors during the month of February on the proposed programme and action plan.

Glass Packaging Forum Grant The Glass Packaging Forum granted Council a $24,000 grant to procure additional plastic pallet bins for glass collection at Athenree, Katikati and Te Puke Recycling Centre. The main reason for the expenditure was to reduce the health and safety risk to the public and staff when handling glass. (The old system was using canvas bags hung within steel frames)

1.12 Waihi Beach Summer Fair Event waste management achieved maximum diversion of waste from landfill. Rubbish disposal bill was only $18.00 for an event of 10,000 people. All packaging was recycled or composted. Kelly Moselyn, a local event organiser, did an amazing job. Support was provided by Waste Watchers and Council's recycling team at the centres, who received and recycled the product from the fair.

1.13 Home Worm Composting Workshops Western Bay's next Worm Composting Workshops for people interested in learning the basics of worm composting or 'vermi-composting' are scheduled for Katikati at the Katikati War Memorial Hall for 18 February 2017, 1pm to 3pm and forTe Puke at the Te Puke War Memorial Hall for 25 February from 1pm to 3pm. The workshops are advertised on Council's website with information regarding registration and payment. 2.0 Reserves

2.1 Pohutukawa Park- Renewal of The Old Public Toilet Behind the Tennis Club As part of the 2016/17 District Reserves renewals work programme, the old public toilet behind the tennis clubrooms, which is in very poor condition, is scheduled for renewal. In consideration of the very low use that this old toilet has, arrangements are being made to relocate the single Exeloo ex Wilson Rd to Pohutukawa Park once the old structure has been demolished. The Exeloo will also have some minor refurbishment undertaken once it has been relocated to site.

2.2 Swing Replacements Swings have been replaced in Waione Ave Reserve. The swings at Pohutukawa Park are also programmed for replacement during a bulk procurement with other playground equipment at other playground locations over the next several months.

Strategic Property

Dillon Street Road Stopping (Adjacent to Council Owned Land) The road stopping of a portion of Dillon Street has been completed. This widens the two Dillon street properties by two metres. This was done in response to information received that the properties were marginally too narrow for development. There has been some interest shown in the properties and staff are currently working with an interested party.

Development Engineering and Projects

Rural Fire Progress on the creation of Fire and Emergency NZ (FENZ) is continuing as planned. From 1 July 2017, Fire and Emergency will be the responsibility of the new FENZ organisation.

Emergency Management

No update to report.

6 Roading

6.1 Waihi Beach Road 0.1-1.1km The physical works are progressing with drainage and tree relocations completed. The large culvert was installed prior to Christmas during a dry weather pattern and the reading works are now underway.

6.2 Townsmen The townsmen trial in the central business areas of Maketu, Te Puke, Katikati, and Waihi Beach has been extended to the end of January 2017. The purpose of having townsmen is to improve ownership and a sense of pride in the town centres and to provide a visible presence. The trial has not provided the added value that Council staff were striving to achieve, and reluctantly the concept will not be extended. Staff will instead focus on ensuring contract requirements are being fully met, and if the level of service requires amendment, the necessary changes will be made subject to normal financial considerations.

The Board was advised that plans and costing were still with the designer.

The Deputy Chief Executive suggested that to facilitate the work being done before Christmas, the Board may confirm their approval of the proposed design and castings in principle by way of a 'round robin' email. As soon as the final design and castings were available, they would be sent to Board Members (by email) for approval.

The Board was aware that a property on Citrus Avenue currently had an approved and unofficial access across the reserve area at 25 Wilson Road . The access will be disrupted by the construction of the carpark and the property owners will be notified of the disruption to their access.

THAT the Waihi Beach Community Board approve in principal the design and costing for the development of the parking area at 25 Wilson Road subject to the design and castings being sent to Board members by email as soon as they became available and on condition that consensus of approval was given, the required work on the parking area funded from the Waihi Beach Community Roading Account commence as soon as practicable before Christmas.

The Transportation Operations Manager reports that he and technical staff from Westlink and WestRoads discussed concerns about soft underlying materials and uncompacted fill on the site, and agreed that the removal of topsoil prior to gravelling posed a risk of exposing very soft soils, and the safest approach would be to simply apply metal over the relatively undisturbed surface and compact lightly. Depressions may be levelled out by filling with gravel as they occur, as routine maintenance. This will reduce the cost of the project significantly below the $30,000 previously estimated . The outcome may not be as neat as initially intended, but is considered less risky and more fit for purpose.

Walkways and Cycleways Throughout Waihi Beach

The Board noted the comment by Member Hepenstall that people had ridden bikes along the road and pathways of Waihi Beach for many years quite happily so why were expensive walkways and cycleways across reserve areas now needed, they cost money to install , gave no return and had a high maintenance factor.

It was explained that the development of walkways and cycleways were part of the National Walkway and Cycleway strategy and the proposed development attracted a 50% Government subsidy. There was a noted increase in visitor numbers to areas that had developed walkways and cycleways and this would grow considerably in the future to the benefit of the overall community.

Member Hepenstall noted that the investigation for Waihi Beach to Athenree Linkage (No.5 on the Priority List) needed to be checked as it was his understanding that the Department of Conservation had twice rejected any linkage. It was important to check this before any investigative costs were incurred for this proposed link development.

The Chairperson noted that the first three projects listed on the Priority List were the main focus at this point in time, and it was important to confirm the project order now. Later priority work may be changed or altered in the future if required.

The Community Board does not have delegated authority for this proposal.

The Community Board is approached for comment on the proposal that will then be presented to Council.

If the Community Board is in favour of a name change, alternative names to Norma Rosborough Reserve, are also sought from the Board.

Public consultation (including neighbours and the Surf Club) will also be undertaken and all comments and submissions, including the Board's, will be presented to Council for consideration prior to making a final decision.

Iwi were contacted by letter dated 16 August 2016 asking for a response by 30 November 2016. No responses were received.

3. THAT the Operations Committee approves a proposal to undertake a renaming process for the Waihi Beach Surf Club Reserve. That staff be instructed to initiate a public consultation process before making a recommendation to Council for a formal resolution.

The Operations Committee considered a report from the Reserves and Facilities Manager dated 11 June 2015 as circulated with the agenda. The Reserves and Facilities Manager introduced the report noting key points.

The Chairperson welcomed Denise Te Tai and Trochelle Williams, who were in attendance for the item. At the invitation of the Chairperson, Ms Te Tai addressed the Committee noting her appreciation of staff's advice relating to her request to rename the Waihi Beach Surf Club Reserve in honour of her grandmother, Norma Rosborough. She provided history about Mrs Rosborough who had been a well known local entity at Waihi Beach in the mid-twentieth century, and had provided many services to the community. She further noted that two of her grandmothers houses, one adjacent to the reserve and the other a short distance from it, were still occupied by members of the family, who would all like to see their grandmother acknowledged for her community work. The following was noted in discussion of the report: • The concept was a good one in terms of providing an opportunity to recognise people who had contributed to the community over time. • The matter had not yet gone before the Waihi Beach Community Board, iwi or out for community consultation. Pre-consultation could be undertaken to determine the level of community interest. • If the matter went out for consultation other potential names could also be proposed by other entities in the community.

The Chief Executive Officer provided feedback to the Committee in relation to the recent State Highway 2 Revocation and road naming process, noting that such consultation processes going forward would take into account the changing environment and the need to be cognisant of the voices of the community.

Purpose

The purpose of this report is to seek the Committee's approval to formally re-name an area of land currently known as Waihi Beach Surf Club Reserve.

A request from the Denise Te Tal, an adjoining land owner, has been received requesting the naming of the reserve In honour of her grandmother, Norma Rosborough (nee Brown), who was a well known entity at the beach in the mid 20th century, and was known for her services to the public.

In ac.cordance with the Generic Policy on reserve naming, contained in the Waihi Beach section of the District Reserve Management Plan, there will need to be a one month period of public consultation before reporting back to Council for a formal resolution.

1. Background

The subject area of reserve is vested in Western Bay of Plenty District Council and is currently identified by its location and is known as Waihi Beach Surf Club Reserve.

The reserve is made up of 2 parcels of land:

1. Part Lot 5 DPS 13324, being 8,364m2 more or less, held within Certificate of Title 385981 (Parcel 1805/243)

2. Lot 1 DPS 14034, being 2,036m 2 more or less, held within Certificate of lltle 399230 (Parcel 1805/257)

The reserve was created by Proclamation on 18 March 1920, taken for the purposes of a public recreation and pleasure ground vested in the then Borough of Waihi. The purpose of the reserve is recorded as recreation and pleasure ground and is subject to the Reserves Act 1977.

Lot 1 DPS 14034 was subdivided from the original lot in 1970 in order to create a separate lot to allow a long term lease for the Waihi Beach Surf Club clubrooms.

Offidal naming of the reserve has never been undertaken but the reserve has been generally known as the Waihi Beach Surf Club Reserve as it contains the Waihi Beach Surf Club.

An aerial plan of the reserve is attached (Attachment A).

A letter from Denise Te Tai has been received by Council. The letter provides a proposal to rename only the Part Lot 5 DPS 13324 portion of Waihi Beach Surf Club Reserve to "Norma's Way", the rationale for the re-naming, and requests that Council give due consideration to the request (Attachment B).

The Reserves and Facilities Manager has discussed the proposed naming with the applicant to ascertain the reasoning behind the proposed name. As a result of these discussions, the applicant has agreed to some suggested alternative name options for the Committee's consideration.

Below is Council's Reserve naming Policy which is contained in the Reserve Management Plan.

Naming will generally be initiated at the time of vesting and will be publicly advertised with a one month period for comment

Where an existing reserve is known by the community by a local rather than the official name signage that recognises both names will be considered.

This Reserves Naming Policy acknowledges the New Zealand Geographic Board (Nga Pou Taunaha 0 Aotearoa) "Rules of Nomenclaturen which ad as guiding principles for determining place names In New Zealand. In summary these rules as they relate to Council administered reserves are:

• Names which have historic, geographic or particular local significance are generally acceptable. So too, for example, are names of early explorers and discoverers, early settlers, surveyors and geologists and early notable people or events which have some conned/on with the proposed area to be named.

• Names of persons will not be given to features during the person's lifetime. If the name of a deceased person is used, generally the surname is chosen.

• Descriptive names can be used provided there is no duplication of the name in a neighbouring area.

• Name duplication is avoided.

• The use of the possessive form is avoided; e.g. Smiths Reserve.

• Names in local usage normally take precedence.

• Names considered to be in poor taste are avoided.

• Original Maori place names will be encouraged - an "original Maori place­name" means any Maori place name that is recognised by the Tangata Whenua as one historically associated with a place within their tribal boundary.

• Includes reserves which are approved by the Department of Conservation through the Management Plan process.

Explanation: When new reserves are created or when existing reserves have names that are poorly related to the locality, purpose or nature of the reserve or to its community use., it is desirable for the reserve to be named, or renamed, to ensure ease and consistency of identity.

Staff have assessed the proposed renaming request along with the suggested alternative options against Council's Policy for naming reserves and make the following comments:

Option 1. " Norma's Way":

• does not duplicate an existing reserve name;

• uses a name that suggests a possessive form;

• the reference to ''way" is more in keeping with a road name versus an area of land, therefore is not appropriate in this situation. If the land was a walkway then this would be appropriate.

Option 2. "Norma's Reserve"

• does not duplicate an existing reserve name;

• uses a name that suggests a possessive form.

Option 3. "Rosborough Reserve"

• does not duplicate an existing reserve name;

• is not a possessive form;

• meets the requirement of the applicant;

• recognises the historic community contribution from Mrs Rosborough.

Following an assessment against Council's naming policy for reserves; staff are of the opinion that "Rosborough Reserve" is the preferred option to name the reserve.

However, the Committee should note that Tangata Whenua have yet to be consulted on the proposed naming and they may provide a further option following consultation. At this point in time, if Council agrees in principal to one of the three options in resolution 3, this would then initiate the consultation phase. Following the consultation phase Council will be aware of any other naming options before it makes a final decision.

As the reserve is subject to the Reserves Act 1977 and vested in Council, it may under s16(10) of the Act by notice in the Gazette, declare that a reserve shall be known by such name as is specified in the notice, and the. Council may in like manner change the name of any reserve. Any change of name shall not affect the appointment or term of the administering body controlling the reserve or any member thereof.

It should also be noted that although the reserve name through gazette notice would be applied to the whole area in the land title, the actual area that locals would identify with is the grassed area between Beach Road and the carpark adjoining the surf club.

The Committee may also wish to consider deferring the decision to the review of the Katikati I Waihi Beach Section of the District wide Reserve Management Plan which is scheduled for 2018.

There is currently no signage on the reserve.

In terms of the Significance and Engagement Policy this decision is considered to be of low significance.

I am writing to request the Council to consider the naming of the reserve area at the North End of Waihi Beach to be called "Norma's Way" after my grandmother Norma Rosborough. Mrs Rosborough was born in Waih i in 1903 to a miner Alfred Brown and Louise ,immigrants from Australia ,she neverleft the Waihi area, and was very involved with many organisations including the Waihi Surf Club and StJohn Ambulance ,she later became the Postmistress at the Waihi Beach . I grew up with the knowledge that my grandmother was the "mother "of the beach, she was always helping someone, and there was always a bed at her house for those who had none. I think the article below in the Ohinemuri Regional Journal in 1978 clearly describes the calibre of my grandmother, she lived by this reserve at 14 Beach Road most of her life, this property is still in the hands of her descendants and creates memories for the 5111 generation. It would be a great tribute to her if the council would consider the naming of the reserve adjacent to her home "Norma's Way".

It was with great regret that members of the Historical Society learnt early last August that Mrs Norma Rosborough had died, suddenly and unexpectedly. Mrs Rosborough was the Secretary of the Waihi Historical Society and had been for many years.

Her Secretaryship of this Society was only one aspect of her selflessness, as she had spent her life, one way and another, in the service of the public, first as a Police Constable's wife and then as the Postmistress at Waihi Beach. During both these periods of her life, and later during her retirement, she counselled citizens of all ages who came to her for help, guided there, either on the advice of others, or by her cheerfulness and innate commonsense.

The encouragement she gave to people seeking help was only matched by the gratitude of the recipients, who in a small community were appreciative of knowing that their problems would be respected.

Being a lady of diverse interests as well as ability, Norma usually found herself in an executive position for the organisations that she was interested in and to these positions she brought a dignity that was reflected in her dealings with people.

We extend our sympathy to Norma Rosborough's family and at the same time feel proud, that we for so many years enjoyed her company, help and advice.
