Caterpillar, based in East Peoria, is easily the area’s biggest employer with more than 16,000 local workers. But it’s also 44th in the Fortune 500, employs more than 90,000 people around the world and serves as a bellwether for the economy because its construction and mining equipment is so widely used. “Over the years, our first plant along the banks of the Illinois River has been the birth- place for many of the products that have made us the company we are today,” Caterpillar CEO-elect and Vice Chairman Doug Oberhelman said. He has been picked to replace outgoing CEO James Owens. Cat got its start when Holt Manufacturing Company of Stockton, Calif., chose East Peoria and the bankrupt Colean Manufacturing plant as its base east of the Rockies. Holt was looking at Minneapolis but a young Peoria businessman named Murray Baker steered Holt toward a relatively new tractor plant owned by the bankrupt Colean Manufacturing Company, according to Caterpillar archivist Nicole Thaxton. PEORIA, Ill. (AP) The $32 billion companythat puts the Peoria area on the world’s finan-cial map got its start 100 years ago with thedeed to a bankrupt tractor plant and a dozenemployees.

Caterpillar, based in East Peoria, is easily thearea’s biggest employer with more than 16,000local workers. But it’s also 44th in the Fortune500, employs more than 90,000 people aroundthe world and serves as a bellwether for theeconomy because its construction and miningequipment is so widely used.

“Over the years, our first plant along thebanks of the Illinois River has been the birth-place for many of the products that have madeus the company we are today,” CaterpillarCEO-elect and Vice Chairman Doug

Oberhelman said. He has been picked toreplace outgoing CEO James Owens.

Cat got its start when Holt ManufacturingCompany of Stockton, Calif., chose East Peoriaand the bankrupt Colean Manufacturing plantas its base east of the Rockies.

Holt was looking at Minneapolis but a youngPeoria businessman named Murray Bakersteered Holt toward a relatively new tractorplant owned by the bankrupt ColeanManufacturing Company, according toCaterpillar archivist Nicole Thaxton.

Pliny Holt, the nephew of Holt’s founder,came to the Peoria area to check it out, andloved it.

“I spent last Sunday in Peoria, Illinois, inves-tigating the plant of the Colean Manufacturing

Company and I must say that I am more thanenthused with the location of this plant for ourEastern Manufacturing business,” Pliny Holtwrote in a letter dated July 1, 1909.

Holt Manufacturing took the deed to theplant on Feb. 16, 1910, and started work asHolt Caterpillar Company right away.

A group of investors bought Holt and anoth-er manufacturer, C.L. Best Tractor Co., in1925, and merged them into Caterpillar TractorCo.

A year after the Act passed, the con-sensus is that things would have been worse without it.There is no denying the impact on the industry of bil-lions of earmarked dollars.

New Holland Researching theUse of Bio-Diesel Technologies

As a Clean Energy Leader, New Hollandhas been pioneering the use of bio-diesel inagricultural machinery since 2006, and cur-rently is researching the most advanced tech-nologies. It developed the NH2TM tractor,the first to use hydrogen fuel cells, and theEnergy Independent Farm concept, explor-ing ways to enable farmers to reach zeroemissions and energy independence in thefuture.

In the meantime, Tier IVA emissions reg-ulations will become a legal requirement in2011 for medium- and heavy-duty enginesabove 174 hp (130 kW).

“We believe that a one size fits all approachjust won’t work in modern farming,”explained Pierre Lahutte, director of GlobalMarketing and Communication of NewHolland Agriculture. “We are committed tointegrating the best available engine technol-ogy for every machine and operation.”

To achieve these goals, New Holland hasadopted SCR (Selective CatalyticReduction) technology for machines withengines above 100 hp (74.5 kW) and CEGR(Cooled Exhaust Gas Recirculation), forengines below 100 hp.

These solutions have been developed inpartnership with Fiat PowertrainTechnologies. It has already produced more

than 100,000 Cursor and Nef engines thateffectively use SCR technology. Throughoutthis process, the technology has been contin-ually developed and refined. This has result-ed in a reduction in operating and mainte-nance costs, while increasing productivityand meeting emission requirements at a com-petitive price, according to the manufacturer.

SCR is an after-treatment system that isseparate from the main engine function anddoes not compromise horsepower or torque.The SCR system uses a catalyst that treatsthe nitrogen oxides contained in the exhaustgas with an odorless mixture of chemicalurea and purified water, transforming theminto harmless water and nitrogen. It is easy touse and simply requires the operator to fillthe additive tank.

“SCR will be further developed to guar-antee our customers the most reliable, cost-effective and state-of-the-art products, whenfuture, ever more stringent emission regula-tions are introduced for the agriculturalindustry,” said Lahutte. “By using SCR tech-nology beginning in 2011, New Holland hasinvested in research and development nowthat will be invaluable in helping us toachieve final Tier IVB requirements.”

JCB Pledges Financial Supportfor Chilean Quake Victims

JCB Chairman Sir Anthony Bamfordpledged assistance worth $100,000 to help inthe rebuilding efforts in the wake of theChilean earthquake disaster.

He donated a 3C backhoe loader completewith attachments and spare parts to help withreconstruction efforts in the country’s secondcity Concepción, which was hit by an 8.8-magnitude quake. More than 700 peoplewere killed and approximately 1.5 millionhomes also were damaged. Initial estimatesput the cost of rebuilding at between $15 bil-lion and $30 billion.

JCB, which has a backhoe factory inBrazil, is supplying the machine through itsChilean dealer Derco, which also is makingavailable free-of-charge a fleet of usedmachinery for the authorities to use inrebuilding efforts. Derco’s HQ in the CapitalSantiago — 270 mi. away from Concepción— has been severely damaged by the quakewhile its premises in Concepción appear tobe largely unaffected.

Bamford said “This is one of the mostpowerful earthquakes on record and it hashad a catastrophic effect on Concepción. Ihope in some small part our donation willcontribute to the rebuilding effort and helpsome of those people whose lives have beenturned upside down by this disaster.”

The contribution to the aid effort follows aseries of other JCB machinery donations inrecent years to other parts of the world hit bynatural disasters, including the 2008 earth-quake in Sichuan Province in China, whensix backhoe loaders and a team of operatorswere sent from the company’s factory inShanghai to help the clear-up effort in theregion. JCB also donated machines to help inthe aftermath of the Asian Tsunami in 2004,with JCB diggers deployed to Thailand,southern India, Sri Lanka and Indonesia.

Earlier this year JCB donated equipmentto help the disaster relief effort in Haiti fol-lowing the devastating earthquake that killedapproximately 220,000 people.

Super-Slab: An On Grade System for Pavement ReplacementThe project began in April 2009, with the scope of bridge

widening, median paving and pavement replacement. Thereare six bridges in line to be widened toward the roadway cen-terline, closing the gap between the northbound and south-bound bridge decks.

Security Paving Company Inc. of Sun Valley, Calif. isheading up the project with grading, pavement removal andreplacement, as well as paving the median.

Super-Slab TechnologyIn 2001, an upstate New York precast concrete company

called The Fort Miller Co. Inc. introduced a revolutionaryproduct that would speed up the construction industry byleaps and bounds. Super-Slab is a slab on grade system usedfor highways, exit ramps and airport pavement replacement.This system is also used effectively as approach slabs tobridges, tunnels, crosswalks and complex urban intersec-tions.

Super-Slab panels are cast to exacting tolerances andplaced on pre-graded, sub-base surfaces that have similarexacting tolerances as the slabs. Slabs interlock with adjacentpanels with load transfer dowels. To assure complete and fullslab support, specially designed grout is pumped into a bed-ding grout distribution system effectively filling voids thatmay exist under the slabs.

In 2004, FHWA launched a program called Highways forLife (HfL) with three main goals: improve safety during andafter construction, reduce congestion caused by construction,and improve the quality of the highway infrastructure.Super-Slab was included in the program’s presentation ofproducts, materials and equipment that support the advance-ment of HfL’s goals.

The FHWA is funding $5 million of the $52 million proj-ect total, with the remainder being provided by the StateHighway Operation and Protection Program (SHOPP).

By using Super-Slab, Caltrans anticipates a decrease inconstruction time and traffic impacts, and an increase in safe-ty for motorists and workers during construction. The newtechnology also will allow work to take place during coldtemperatures that are not typically suitable for concretework. Super-Slab is also anticipated to have a longer pave-ment life than typical rapid-set concrete replacement meth-ods.

Super-Slab will be used continuously in Lanes 3 and 4along a portion of mainline I-15, and intermittently for patch-work repairs for a total of 1.85 lane-mi. (3 km) (of the 17

lane-mi. (27 km) of pavement replacement). The Fort MillerCo. has partnered with precaster Pro-Cast of Highland, Calif.to cast the Super-Slab sections, which will be delivered to theworksite via semi-trucks.

Since its introduction almost a decade ago, Super-Slab hasbeen used in seven states and two countries on projects total-ing nearly 14 lane-mi. (22.5 km).

Jonathan den Hartog, Caltrans project engineer, is excitedto use Super-Slab on the 1-15 Ontario Fix.

“We were impressed with the Super-Slab testing we did in2005 in San Bernardino,” commented den Hartog. NowCaltrans will get to see the technology in action with 706 pre-cast slabs.

Rapid WeekendsIn an effort to further speed up construction, the I-15 proj-

ect will be using the Rapid Weekends procedure. “We are using 55-hour weekend closures to minimize

impacts to commuters and reduce the number of closuresneeded,” explained Darin Cooke, public information officerfor Caltrans district 8.

“We performed two traffic studies during the design phaseto plan the best routes and enhance the efficiencies of thedetours,” continued Cooke. “We’ve also included a vast out-reach to the cities and businesses to keep them aware of clo-sures and address any concerns they may have.”

“All this works and seems to have paid off so far. We havehad two major weekend closures, including one in which

both southbound connectors to the east and west of I-10 wereclosed. The closures went quite well with minimum delays,”commented Cooke.

Security Paving is being assisted by a number ofCalifornia subcontractors, including Harber Companies Inc.of San Bernardino for bridge removal and pavement grind-ing, and Claremont’s CMC Regional Steel, which is provid-ing bridge steel, approach slab steel and steel for sign struc-ture piles. Shoring Engineers, based in Santa Fe Springs, isperforming the piling work and Avar Construction SystemsInc. of Fremont was hired for bridge pre-stressing. TheChrisp Company, also located in Fremont, is responsible fortraffic striping and markers, and Stanton’s Modern Alloys,Inc. is doing the guardrail work.

During the ongoing excavation, 53,000 cu. yds. (40,521cu m) of earth will be removed. In addition, almost 82,000lane-ft. (24,994 m) of pavement will be replaced. Some ofthis extra material will be used as base material in medianpaving and the rest will be crushed and hauled to a wastefacility.

After Phase 1 is complete, which included widening thebridges and median paving, the median lanes will serve astemporary traffic lanes while the Super-Slab is being put intoplace on the regular lanes.

The project is expected to be complete by the spring of2011. Caltrans is providing ongoing project informationincluding closures at www.caltrans8.info.

More than 25 percent ofthe attendees were company presidents/owners, vice presi-dents, general managers or chief financial officers. Alltogether, 80 percent of registrants were in managerial roles.

The show floor covered 87,000-plus net sq. ft. of exhibitspace, compared to the 2009 total of 85,900 net sq. ft. Morethan 340 exhibitors showcased the latest technologies, equip-ment and products for aggregates, asphalt, pavement mainte-nance and traffic safety professionals.

Attendees purchased 6,600 education session tickets forthe conferences, training programs and seminars held withthe two shows, compared to the 2009 total of 5,730.

“This was truly an industry gathering place with a positivebuzz throughout the convention center. Participants connect-ed to share experiences and get up to speed on the latest tech-nologies and ‘best practices’ that will drive growth in tomor-row’s economy,” stated Show Director Melissa Magestro.

“Our industry has been hit hard by this recession but thereis some optimism looking ahead. We received very favorablefeedback about the shows’ value in fostering these industryconnections to help participants succeed,” Magestro added.

“World of Asphalt and AGG1 are industry-run shows, andindustry support has been key to their success,” explainedMagestro. “We understand that attendees and exhibitors needto carefully evaluate their budgets and time and make choic-es. Our industry partnerships and co-located events broadenthe depth of the show experience for all participants and pro-vide maximum return on investment,” she stated.

Co-locating with World of Asphalt and AGG1 in 2010were the Flexible Pavements of Ohio annual meeting and thePlantmix Asphalt Industry of Kentucky (PAIKY) WinterTraining School.

Several educational gatherings also would held in con-junction with the shows. These included the AGG1Academy; the People, Plants and Paving Program; and theAsphalt Pavement Alliance’s Asphalt Pavement Conference.

Attendees also had access to the co-located NationalTraffic Management and Work Zone Safety PowerWorkshop, sponsored by the American Road andTransportation Builders Association (ARTBA); a NIOSHSeminar on Major Hazard Risk Assessment; a ProjectManagement Essentials workshop; and an OSHA 10-hourcourse for construction workers certification program.

The shows are not held during ConExpo-Con/AGG showyears, so in 2011, World of Asphalt and AGG1 exhibitors andproducts will be spotlighted at ConExpo-Con/AGG, inMarch 2011 in Las Vegas. The co-located shows return in2012 — March 12 to 15 in Charlotte, N.C.

AGC: Recovery, Reinvestment Act Saves Construction Jobsunder construction;

• $8.46 billion in highway funds havebeen committed for specific projects;

• $7.24 billion in recovery act publictransportation funds have been awarded; and

• $1.07 billion in public transportationfunds are pending award.”

Nonetheless, it is almost impossible to“sidestep the political rhetoric” of theARRA. The stimulus package was a signa-ture initiative of a new administration andwas hailed as the major anti-recessionweapon in the administration’s arsenal. Thepolitics of the legislation were virtually inter-woven with its other provisions.

Assurances repeatedly were given aboutthe number of existing jobs it would saveand new jobs it would produce — with aWeb site created to track them all. The legis-lation’s authors said the package of spendingprograms would spur immediate revival inthe building industry via “shovel-ready”projects as well as lay the foundation forlonger-term infrastructure renovation andreplacement.

Twelve months later, it is safe to say thepromise of the Recovery and ReinvestmentAct is not fully realized. Clearly, the moneyhelped preserve construction jobs. Less clearis if the money actually stimulated construc-tion activity beyond the work funded by theoriginal federal infusion. It is not clear thatthe funding had a multiplier effect, that itwas seed money for subsequent state andprivate sector investment. And the debtincurred in funding the initiative is worri-some to many.

Mostly Overlay WorkIn Texas, Austin Bridge & Road picked

up a stimulus-funded $30 million job inLouisiana shortly after the Act was passed, aproject that won’t be complete until later thisyear. However, the Irving-based companyhas not landed anything comparable since.

“We have picked up a few others, the so-called shovel-ready projects, mostly asphaltoverlays. Those are the kind of projects thattake three to six months,” said Jim Andoga,company president, “and that saved a fewjobs, but I want to tell you that when thosemonths ended, those people were gone. Thestimulus needed to generate projects thatwere more long-term. Most were short-term.”

Austin Bridge & Road produced justunder $500 million in revenue in 2009, but itstill was a year of shrinkage. When 2009began, its payroll numbered almost 1,300.More than 250 positions have been lost

since.“Some contractors had more than half

their employees laid off,” added Andoga,who is western region vice chairman ofARTBA. “They had more than 2,000employees and are down below a thousandnow. They tell me, ‘Wow! You’ve done ahell of a job.’ Well, we were fortunate tohave some other projects. Where we havelost is with the asphalt work,the stimulus jobs.”

Andoga is concerned thathe soon will have to cutdeeper.

“I look at my professionalstaff, my engineers and esti-mators. As the stimulusmoney goes away, I’m goingto have to lay off salariedstaff, the jobs that had beenprotected. I just don’t havethat much work to chase, so Iam sitting here with an esti-mating department withoutany work.

“We are hearing similar stories through-out the country. Yes, there are some compa-nies that were fortunate to have picked up alot of these stimulus projects, but a lot of thatwork went very, very cheap.”

At the other end of the country, ChuckNiederriter has a different take on the stimu-lus funding program. Niederriter is chiefoperating officer of Golden TriangleConstruction Co., and president ofConstructors Association of WesternPennsylvania.

“If you don’t think the stimulus hasworked, ask Chuck,” President Obama saidin mid-February during a press conferencemarking the one-year anniversary of theARRA’s passage. Niederriter was on thestage with the president.

Golden Triangle has landed two projectsthat will begin this summer. The jobs hadbeen on the planning shelf awaiting funding,which the stimulus package now has provid-ed. One is a runway project at PittsburghInternational Airport and the other a statehighway improvement project involvingconcrete overlay on asphalt. The two jobswill employ approximately 100 workers,Niederriter said — “most of whom will berecalled. If we hadn’t gotten this work, theywouldn’t have been called back.”

Niederriter said that last year he anticipat-ed winning stimulus-funded projects forGolden Triangle and subsequently did.“Maybe I even got a little more than Ithought I would.”

He said most of the 70 members of the

Western Pennsylvania association also arehappy with the ARRA program.

“Some of them have more stimulus proj-ects than others. There are a few that didn’tget any, but maybe their competitors wonsome stimulus projects and opened otherjobs for them. I haven’t heard anyone in thisindustry say it wasn’t a good thing. Ourinfrastructure is in dire need of this money.”

Maybe Next YearA total of $180 billion was targeted for

construction work out of a $787 billion stim-ulus pot — which eventually was recalculat-ed and determined to be $862 billion. Mostof the construction funding has neither beenspent nor obligated, which has contractorshoping that 2010 will see wider diffusion ofthe money.

“The stimulus is one of the very fewbright spots the construction industry experi-enced last year and is one of the few hopeskeeping it going in 2010," Ken Simonson,chief economist of Associated GeneralContractors, said in a February AGC release."The stimulus is saving construction jobs,driving demand for new equipment anddelivering better and more efficient infra-structure for our economy."

Simonson credited the stimulus with “sta-bilizing” the jobs picture for the constructionindustry. In other words, while the industry’snearly 25 percent unemployment rate maynot get much better, it might not worsen.

"The stimulus will keep a bad situationfrom deteriorating further," Simonson said."That may not make for great headlines, butit is welcome news for construction workersanxious to continue receiving pay checks."

Niederriter believes there is no disputingthe merits of the program.

“For our industry, I don’t know of anyonewho would say the stimulus wasn’t a plus. Idon’t know why anyone would say that.”

The construction industry perhaps unwit-

tingly was placed in the forefront of the 2009stimulus debate through popularization ofthe “shovel-ready” phrase. It captured theidea of a quick transference of money fromWashington to companies working on stateand local projects. That the transfer was notas quick as advertised has embarrassed stim-ulus proponents.

“The money didn’t arrive nearly as quick-ly as the bank payoffs weredue,” said an Illinois high-way contractor, a memberof the Southern IllinoisBuilders Association. Theexecutive director of theassociation, Tim Garvey,informally polled boardmembers during a lateFebruary meeting and got amix of responses.

Several told Garvey thestimulus had no impact ontheir operations during2009, but they are hoping itwill this year. One highway

contractor said his company did benefit withroad overlays and patching work, but that nojobs were saved, nor new employees hired.

Building contractors on the board report-ed no work as a result of stimulus funding,but an electrical contractor said he was gen-erally satisfied with the program and hadgotten some work from it, including buildingretrofits and solar panel installations.

A third highway contractor said themoney arrived at the state level relativelysoon, but was “way, way late” being con-tracted out by the state. Yet another one wasnot satisfied with the stimulus because it wasnot large enough.

Garvey said issues unrelated to the stimu-lus further muddy the Illinois constructionpicture.

“The problem is that our state has theworst budgetary condition in the countryother than California,” he said. The situationis aggravated by the General Assembly’sapparent unwillingness to act until after thisfall’s election, according to Garvey. “Theprospect for things improving in Illinois isvery dim indeed, very bleak. Our guys arepolitically paralyzed.”

The power side discharge bucket collects and dischargessawdust, sand and silage into barns or stalls. Terex Ups Lift Height, BucketRollback With Updated PT-30

The new Terex PT-30 compact trackloader is designed with a 26 percent increasein lift height, a 16 percent increase in operat-ing capacity and a 45 percent increase inbucket rollback to enhance its productionwhile continuing to offer operators the com-pact and maneuverable operation of its pred-ecessor.

“We continue to enhance our compacttrack loader lineup based on feedback fromour distributors and customers,” said RickHarris, senior product manager, TerexConstruction Americas. “The original PT-30was introduced in 2001 and continues to beone of our best-selling models for smalllandscapers and construction contractors,landowners, hobby farmers and municipali-ties. Our goal with the new PT-30 was toupdate it with the features that are most pop-ular with our other compact track loadermodels, while keeping the attributes thathave made it so well-liked.”

The smallest compact track loader in theTerex lineup, the 4-ft. (1.2 m) profile of thePT-30 offers productive work in limitedaccess areas. The 33.7-hp (25 kW) PT-30offers an operating weight of 3,600 lb.(1,633 kg), a tipping load of 1,900 lb. (862kg), with a 950-lb. (431 kg) operating capac-ity at 50 percent tipping load capacity, and alift height of 101 in. (265 cm). With a low 3.0psi ground pressure, the PT-30 easily workson soft or sensitive surfaces with minimaldamage or impact, according to the manu-facturer.

Several features on the new PT-30 have

been updated to match the Terex PT-60model, including the design of the loaderarm. The PT-30 comes standard with loader-mounted quick attach interface, allowing itto attach to a wide range of attachmentsincluding an auger, backhoe, brush cutter,leveler, pallet forks, box rake, snow bladeand blower, tiller and trencher, as well asgeneral purpose, light material and multi-purpose buckets. Attachments from Terexfor the PT-30 are performance-matched toensure proper fit, balance and operation.

The PT-30 is equipped with pilot-operatedjoystick controls and a comfortable operatorstation for easy operation. This model comesstandard with a general purpose track withthe Terex Posi-Track undercarriage technol-ogy and suspension, giving the PT-30 moretraction, higher flotation and better operatingcomfort so operators can make full use of themachine’s higher travel speeds.

Terex also offers a special Turf Track forthe PT-30. Turf Tracks are ideal for land-scapers and others working over fragile orimproved surfaces. These tracks feature aspecial smooth tread that allows select Terexcompact track machines, including the PT-30, to maneuver on virtually any surfacewith barely a trace. Scuffing and rutting ispractically eliminated, even when used insharp turns. Terex recommends its TurfTracks for applications where the surfaceneeds special protection and the conditionsare generally dry.

DIG-R-TACH Allows for UseWith Large, Small Hydraulics

For greater job site versatility, GeneralEquipment Company’s DIG-R-TACH lineallows for use with both small and largehydraulic systems. Ideal for skid steer load-ers, small excavators, knuckleboom cranesand small backhoes, the 671 DIG-R-TACHSeries 16 earth drilling attachment is intend-ed for smaller hydraulic systems, whereasthe Series 24 is designed for larger hydraulicsystems found with backhoes and excava-tors.

Featuring a two-speed chain/sprocketdrive and a 5 to 20 gpm (19 to 76 Lpm)hydraulic flow range, the Series 16 balancessmaller flow volumes in proportion to augerdiameters. The result is a cleaner hole withless loose soil and debris. For higher capaci-ty drilling, the Series 24 operates in a 15 to25 gpm (57 to 94 Lpm) hydraulic flow range

and delivers a maximum drilling torque of2,018 ft.-lbs. at 2,500 psi.

General Equipment Company’s 671 DIG-R-TACH series utilizes a drilling industrystandard 2 in. (5 cm) hexagon auger drivesystem, eliminating excessive auger drive-shaft wear. A complete line of earth augersup to 36 in. (91 cm) in diameter is availablewith Pengo-type, cast-steel boring heads andforged teeth for maximum digging perform-ance. For additional drilling depth, full-flighted auger extensions can be added.

GOMACO Offers IDBI Attachment for Commander III GOMACO has taken the Commander III

four-track to the next level in concrete slip-form paving. The Commander III, usedaround the world for lane additions, shoul-ders and variable-width paving with the V2mold, now offers the new IDBI attachmentfor dowel bar insertion, according to themanufacturer.

The new IDBI attachment is an independ-ent unit providing dowel bar insertionbehind a paver. The Commander III four-track with IDBI attachment, set to inserttransverse joint dowel bars in pavements upto 16 ft. (4.88 m) wide, was on display forthe first time ever at World of Concrete 2009in Las Vegas, Nev.

The IDBI attachment is a new generationbar insertion system. The attachment is pow-ered by its own C4.4, Tier III, dieselCaterpillar engine with 91 hp (68 kW) at2300 rpm. No power or hydraulics is neededfrom the Commander III’s engine. In fact,once the IDBI attachment is bolted to theframework on the Commander III, the onlyconnection is the CAN cable for machineautomation.

The CAN cable connects the IDBI’s con-trols to the controller on the Commander IIIand allows the two systems to communicate.For example, when the Commander III stops

and starts, the tamper bar and screed on theIDBI turn on and off automatically in coor-dination with the paver.

GOMACO engineers have designed abar insertion concept and created anindependent attachment that is self-contained and self-powered. The newdesign features a new IDBI tray that isstronger, more compact and makeswidth changes easier. New adjustable-height bar extractors allow contrac-tors to quickly and easily changethe setup for different bar sizes forinsertion requirements, according tothe manufacturer.

The IDBI controls have all been designedin-house by GOMACO controls engineers.Its new GOMACO G+ control system fea-tures the same graphical display as the G22controller, with easy to learn and easy tounderstand controls.

The IDBI information is presented in fullcolor, commands are presented in full text,and it is able to operate in two languages, bycustomer’s choice. It offers the choice ofmetric or imperial measurements. The newIDBI control system also offers trou-bleshooting capabilities and other featuresthat will make start up and general pavingeach day faster and easier, according to the

manufac-turer.

The new inde-pendent IDBI attachment features its ownoutriggers to aid in attaching the unit to thepaver and also for loading and unloading theunit for transporting. The outriggers can behydraulically lowered and placed on theground to support the full weight of the IDBIas it is attached to or detached from thepaver. The outriggers on the attachment have48 in. (121.9 cm) of stroke and also are usedto raise the unit so a trailer can be backedunderneath for transport.

Bergkamp’s M216 Designed for Large Preservation JobsBergkamp Inc., based in Salina, Kan.,

offers the M216 trailer-mounted slurry sealand micro surfacing paver, which is practicalfor highway and large preventive mainte-nance jobs. It provides increased materialcapacity over truck-mounted units, and isBergkamp’s largest self-contained slurryseal and micro surfacing paver. The M216offers improved maneuverability when usedwith a short-wheelbase truck, and allowscontractors to achieve higher truck utiliza-tion — since the truck can be used for otherapplications in the offseason, according tothe manufacturer.

Slurry seal and micro surfacing is a mix-ture of aggregate, asphalt emulsion, waterand additives that is applied over existing

pavement as one smooth layer — which canextend the life of pavement by up to seven ormore years. The M216 can carry 16 cu. yd.(12.2 cu m) of aggregate, 1,500 gal. (5,678L) of asphalt emulsionand 1,000 gal. (3,780 L)of water. The water tankis located at the front ofthe trailer to provide bet-ter weight distributionand handling. It also hasa 55-gal. (200-L) stain-less steal additive tank.

The pugmill, convey-or and all liquid materialtanks are removable. Alltanks are bolted in rather

than welded, adding extra durability andeasy maintenance. The asphalt emulsion andwater tanks are separate components, elimi-nating rust-through and cross-contamination

of products. The M216 is run by

an onboard engine. Itprovides flexibility tobetter manage legal loadweight restrictions byadding up to three tagaxles, including onebehind the drive axle —which increases thewheelbase and helpsmeet the Federal bridgelaw.

Aggregate is delivered to the pugmill by abelt-over-chain conveyor that eliminatesslippage. Steep hopper walls minimizebridging problems, while the hopper’s poly-ethylene lining reduces friction. This elimi-nates the need for a vibrator, which decreas-es problems with loose bolts and damage towelds and components.

The water, asphalt emulsion and additivesratios are regulated as they are pumped intothe pugmill, where they are mixed with theaggregate. The variable-speed, dual-shaft,multi-paddle pugmill has a dual hydraulicdrive, which provides even mixture andmaterial flow.

RENO, Nev. (AP) An ongoing effort to step up flood pro-tection in the Reno-Sparks area is turning into a bit of a dis-aster itself.

City officials said errors that were made while rushingthrough a flood plan for the Truckee River will delay con-gressional approval by another year. That means local resi-dents could suffer through another significant flood like theone that caused nearly $800 million in damage in January1997 before the project is ever built.

“This keeps moving back,” said Ron Smith, a Sparkscouncilman who serves on a local coalition pursuing theflood project.

“We’ve got a lot of risk out there, and this is unaccept-able,” he told the Reno Gazette-Journal.

Roger Henderson, the project manager of the U.S. ArmyCorps of Engineers, said the latest problem stemmed from aseries of errors made in hydraulic models for the govern-ment’s proposal. The Corps intends to hire consultants to fixthe problem by next September, a process that should delaycongressional authorization until at least 2012, he said.

Trying to rush the process was part of the latest problem,Henderson said.

“We took a lot of short cuts, and there were risks, and forsome reason, the risks didn’t work out for us,” he said. “IfI’m going to give you a delay, I want this to be the lastdelay.”

Any delay is a potentially serious problem, said WashoeCounty Commissioner Bob Larkin, who chairs the floodpanel.

“Every minute now that we procrastinate, we delay,brings us closer to the next event,” Larkin said. “And thenext event won’t be a little event. It will be catastrophic tothis community.”

Sparks Mayor Geno Martini, whose city’s industrial areais among the most at risk from floods, said future floods areinevitable before the project is completed. Once approved,construction of the entire project is expected to take 10 to 15years.

“We’ll definitely flood before we get this done, mayberepeatedly,” Martini said.

As the federal review continues, local government agen-cies continue to build components of the larger flood strate-gy with local funds. Multimillion-dollar projects completedor under way include construction of a levee and floodwallprotecting the Reno-Sparks Indian Colony and restoration ofdownstream stretches of the Truckee River at the Mustangand 102 ranches and at Lockwood.

Local officials have discussed the possibility of separatingfrom the Army Corps and building whatever flood protec-tions are possible with local funding alone.

But because well-intentioned changes made by the feder-al government to the Truckee River decades ago are largelyresponsible for problems with the river today, some federalrole is clearly justified, Larkin said.

“The Army Corps of Engineers caused this problem in thebeginning,” Larkin said. “The question becomes just howmuch participation the federal government should have infixing a problem they caused.”

Anthony J. Obadal passed away on Feb.13, 2010, at the age of 77. He served as AEDWashington Counsel for more than threedecades and played a central role in theestablishment of AED’s Government AffairsProgram.

In the early 1970’s, Obadal set up theAED Washington Office both to representthe interests of equipment distributors in thenation’s capital and to help AED membersget more involved in the policy process atthe grassroots level. Shortly after his retire-ment in 2002, Obadal received the AEDDemocracy Award for his lifetime of serviceto the association.

“Tony was a great advocate for the equip-ment industry, a larger-than-life personality,and a good friend,” AED President and CEOToby Mack said. “He deserves much of thecredit for our association’s elevated politicalvisibility in Washington, D.C., and theincreased political activism of our membersaround the country.”

In addition to his work for AED, Obadalserved a number of other association clientsthrough his law firm, including theAeronautical Repair Station Association, theAmerican Concrete Pipe Association, theAmerican Concrete Pressure PipeAssociation, the National ContractorsAssociation, and the National Stone, Sand &Gravel Association. Before entering privatepractice, Obadal served as Court of Appealsattorney for the National Labor RelationsBoard and as labor counsel for the U.S.Chamber of Commerce.

Obadal also was involved in a number ofcommunity and professional organizationsover the years. He was a past chairman of theboard of the Westminster School inAnnandale, Va., served on the legal advisoryboard of the National Legal Center for thePublic Interest, the board of The RoadInformation Program, and as a board mem-ber and president of the Thomas MoreSociety of America.

Since retiring from the law firm ofObadal, Filler, MacLeod & Klein PLC,Obadal and his wife Nancy lived inWilliamsburg, Va., where he served on theJames City County Planning Commission.

Despite all his professional accomplish-

ments, his greatest satisfaction and pride wasin his family. Survivors include his wife of48 years, Nancy, four children: NancyBryant of Atlanta, Kirsten Obadal ofAlexandria, Katie Lyons of Herndon,

Michael Obadal of Newport News, and ninegrandchildren.

One Year Later: Questions,Concerns Still Reverberate ago, “but the bill is without a doubt going toexpand infrastructure-related equipmentmarkets…”

While a full release of stimulus dollarsobviously hasn’t occurred, a significant mar-ket expansion hasn’t happened either. In fact,the Equipment Leasing and FinanceAssociation’s leasing and finance Index forJanuary showed new business volume hasdeclined by 24 percent compared to the pre-vious January.

That squares with what Ronnie Rowe hasseen from his vantage point as manager of aJames River Equipment dealership inGreensboro, N.C. Rowe said most projectsin his market area have been highway resur-facing jobs, which he dismisses as “the quickand visible fix. Contractors doing resurfac-ing don’t have a lot of equipment needs.”

The dealership boss said business activityin 2009 was about as slow as he has seen,including during the “Carter recession”years when interest rates skyrocketed. Oddlyenough, he was buoyed somewhat the lastweekend of February when he attended theliquidation auction of an equipment dealer-ship in Greensboro. “There was a lot ofactivity there, so maybe that means peopleare making moves.”

Rowe actually is hopeful that 2010 will bebusier at his place. In conversations withcustomers and engineers, he has come awayexpecting some “serious” stimulus-fundedinfrastructure work — major bridges andoff-ramps — in the third quarter of the year.

“That kind of work might take a little ofour equipment.”

Last spring, a Maryville, Mo., contractor,Loch Sand and Construction Company, wonone of the first stimulus contracts let in thecountry. Four projects were handed out bythe Missouri Department of Transportationin January contingent on passage of theRecovery and Reinvestment Act the follow-ing month. Work on all four jobs ensued theday of the signing.

Loch’s $14.5 million job entailed millingoff 7 mi. of Interstate 35 in Missouri andoverlaying 8 in. of concrete as well as pour-ing four bridge deck replacements.

“We had about 40 people on that job.”recalled Rob Loch, a principal of the compa-ny who works from the firm’s Kansas Cityoffice. “Without that job we wouldn’t havehad a place to put about 35 of those people.Without the stimulus, I would think con-struction work in Missouri and Kansas

would have been substantially smaller lastyear.”

But Loch voiced underlying concernabout the debt incurred by Washington tofloat the stimulus funding package.Combined with other federal borrowing, thedebt could be reaching a critical mass, heacknowledged.

“I don’t like to spend money we don’tnecessarily have,” he said, “but at least thecountry is getting a substantial product out ofit.”

Niederriter made the same point from hisoffice in Pennsylvania.

“The stimulus is not a social program,” hesaid. “This beats just giving money away.We’re giving back a product, a service that’sneeded.”

Nevertheless, the immediate and futurecost of the stimulus initiative worries someeconomists — and possibly some contrac-tors.

In April 2009, USAToday quoted Dr. EricFruits of Economics International, aPortland, Ore., firm. The economist wasasked how effective he believed the stimuluspackage would be. He responded that theborrowed money would have to be repaidand when payment time comes, “a job todaymay come at the cost of someone not havinga job in two or three years.”

When contacted in late February, Fruitscontinued to express skepticism.

“Any sort of money you throw out there isgoing to have some sort of positive impact,”Fruits acknowledged in a phone interview,“but the objective of the stimulus was tojumpstart the economy, to prime the pump,or as some people put it, to put the paddleson the patient. I don’t think it really has beendemonstrated that the stimulus is what hasgotten the economy moving.”

Even with a larger chunk of ARRA fund-ing coming into the marketplace in 2010,Fruits and other economists are concernedthat the eventual 2011 drop-off in stimulusfunding will spark a regression in economicactivity and job growth.

“And in the long run,” Fruits said, “it isgoing to really drag down the economy. Thehuge deficits are going to become a drag onthe economy. Unless we have blockbustergrowth in the next five to 10 years, that’s theway it will play out.”

Wakeham Equipment LLC recentlyhas branched into manufacturing skidsteer loader attachments and machineforms and has unveiled its skid steertrimmer 88LSL.

Wakeham Equipment’s new 88-in.(223 cm) grade trimmer featuresreplaceable carbide bullet teeth and aflip up cover for throwing material for-ward in low spots.

The 88LSL trims through hardpacked clay as well as a mixture ofhard sand, clay and rock mix.

Accompanied by a Leica Powergrade system, the 88LSL produces aneven grade.

Additionally, a snap on/off systemcomes standard with a tri-sonic sensorthat can read string-line, curb, groundor matching grade. This feature can beused with other equipment and its easyremoval ensures overnight security,according to the manufacturer.

Ideal for concrete and landscapers,the 88LSL can trim topsoil to 2-in. (5cm) for reseeding with the automatic

control of slope and elevation sonicsensors.

The grade trimmer has a direct drivehydraulic motor with forward andreverse at the flip of a switch. Theattachment’s motor hub has beenredesigned to be set in. This allows anoperator to trim within 1-in. (2.5 cm)

of a curb using the adjustable cuttingedge and attachable spread auger.

More Than 7,200 Items Go on Block at Ritchie Bros. SaleMore than 7,000 people from more than 75 countries

registered to bid on $138 million of used equipmentand trucks sold at an unreserved public auction con-

ducted by Ritchie Bros. Auctioneers in Orlando, Fla., fromFeb. 15 to 19.

Thousands of people visited Ritchie Bros.’s permanent auc-tion site to inspect more than 7,200 equipment items and bid inperson; thousands more participated online at www.rbauc-tion.com. Bidders from outside Florida purchased $118 mil-lion of equipment (85 percent), including $61 million pur-chased by out-of-country bidders (44 percent).

“There was such a positive atmosphere at the auction: wehad a huge international crowd at the site, with active biddingonline; buyers were impressed with the selection of equipmentand the fairness of the bidding and sellers were pleased withsolid pricing,” said Steve Kriebel, Ritchie Bros. regional man-ager. “We had thousands of people bidding on all five days ofthe auction, and they came from all over North America andthe world. Thanks to the size and diversity of the bidding audi-ence at the auction, pricing was strong across all equipmentcategories. This auction exceeded our expectations in prettymuch every respect. We experienced overall growth inOrlando in 2009 compared to the prior year, and 2010 is off toa good start.”

Ritchie Bros. sold equipment and trucks on behalf of morethan 600 consignors, including Young’s Contracting ofNiceville, Fla. Co-owners Laverne Young and his son, Kirk,

sold several million dollars worth of equipment in the Orlandoauction, including wheel loaders, excavators, articulated dumptrucks, crawler tractors and trucks.

“There’s less work so we’re downsizing, but we’re not outof business,” said Laverne Young. “We were very thoroughabout this decision. We talked to four or five companies andRitchie Bros. came up with the best plan for us. We are very,very happy with the results of the auction. About 95 percent ofthe items sold for more than we expected — and some wentfor a lot more. I think the amount of people at the auction, andthe number of places they come from, is the biggest factor.”

Many bidders took advantage of the virtual ramp roomwhere photos of stationary equipment on which in theyard could be bid.

Bidders from all over the United States and the worldcame to register for Ritchie Bros.’ auction in Orlando.

Dan Robson of Robson Hall Excavator said the goodexchange rate prompted him to come to Florida to lookfor a dozer, including this Caterpillar D6N.
