The rock fall occurred in Glenwood Canyon, which is in Garfield County, around 2:30 a.m. Colorado Department of Transportation (CDOT) crews flagged traffic throughout the day as they worked to clear boulders. A second slide incident in the same location occurred at 9:03 p.m. that night. About an hour later, CDOT fully closed I-70 through the canyon for safety. Initially, CDOT’s geohazards team was on the site and also evaluated the location by hel- icopter. They determined that there was dam- age to the roadway, retaining wall, bridge and guardrail. A semi-truck was caught in the second slide and disabled, but no injuries were reported. PHOENIX (AP) Phoenix has a plan to hire more cityworkers as officials say increased construction activity ismaking it difficult to keep up with project permitting andreview.A City Council subcommittee has approved the planning

department’s plan to add 19 new positions, and the staffingboost now goes to the full City Council.Councilwoman Kate Gallego says the need for additional

Diesel Technician Pathways Program ‘Revs Up’ in Utah Gov. Gary R. Herbert, along

with Utah Diesel Technician indus-try partners and the Governor’sOffice of Economic Development(GOED), announced the UtahDiesel Technician Pathways pro-gram, which is designed to provideUtah students a direct pathwayfrom high school and college to theworkforce.

Herbert announced the programduring a press conference at theCummins Rocky Mountain facilityin Salt Lake City. An initiative sim-ilar to the Utah AerospacePathways (UAP) program, thediesel technician industry is creat-ing a pathway that will openopportunities for young men andwomen who are interested in thediesel technician field.

“Productive education partner-ships, such as the Utah DieselTechnician Pathways program, areimportant investments in the state’sfuture,” Herbert said. “We are for-tunate to have unique partnershipswith industry and education lead-ers to better align workforce edu-cation with economic opportuni-ties in Utah.”

Upon graduation,students will complete an intern-ship with one of the diesel techni-cian industry partners and then atleast one year of training at SaltLake Community College(SLCC). This program has broughtdiesel technician industry repre-sentatives, education leaders andgovernment together in collabora-tion. The six diesel technician indus-

try partners in Utah participating inthis program are Cummins RockyMountain, Jackson GroupPeterbilt, Kenworth SalesCompany, Komatsu EquipmentCorporation, Mountain West TruckCenter Volvo Mack and WheelerCAT.The collaboration started in Oct.

2015 with the goal of having thepilot program beginning in the2016 school year. Canyons andJordan School Districts, whoalready offer diesel techniciancoursework, are working with theindustry partners to fully align the

curriculum offered in their pro-grams. Students from those classeswill be able to complete theirinternship after high school gradu-ation and then, with additionaltraining at SLCC, possible workwith one of the industry partners. The industry partners will be

providing the school districts with

the most up-to-date technology fortheir students to train on. They alsowill provide the students an oppor-tunity to interview for employ-ment.“We are excited about the

opportunity to work with theseschool districts to strengthen ourworkforce in the diesel technician

Steps for Choosing Concrete Dowel Drill for ProjectsBy Randy StevensSPECIAL TO CEG

Concrete drilling projects cancover one mile to a hundred, and afew holes to thousands. But beforechoosing a drill based on the clearfacts, you’ll need to hammer intothe details, which could reveal thatbigger isn’t always better, lesscould be more and workingsmarter not harder goes a long way.From handheld to on-grade and

slab rider to equipment-mounted,there are several different types ofconcrete drills with various featuresand capabilities that can affecteverything from efficiency to accu-racy and ease of use to safety.

The Spec SelectionThe simplest drills are handheld

electric hammer or pneumatic rockdrills. They get the job done, butcome with three significant draw-backs. First, they can lead to

injuries of the hands and armssince operators absorb themachines’ vibrations. In addition,lifting and repositioning the drillsat the next spot can lead to backinjuries. Second, they are slow.

Operators can only drill one hole ata time and to top it off they canhave a hard time maintaining con-sistent pressure that’s needed fast,effective drilling. And third, hand-held drills are inaccurate. There is

simply no way an operator can drillholes perfectly straight by hand. Faster, safer and oftentimes

specified options are dowel-drilling machines that don’t requireoperators to hold them. One typeof dowel drilling machine is an on-grade drill that sits on the subgradeand drills into the slab. They areavailable in mobile as well as sta-tionary models. Stationary drillstypically are small but lightweight,so operators can easily repositionthem. And even though they don’tcome equipped with wheels, mostmanufacturers can add wheels tomake them mobile. Mobile units,while typically bigger, are eveneasier to reposition because theyare equipped with wheels that roll

along the subgrade. Drills that work from the slab

rather than the subgrade are calledslab riders. They operate withoutdisturbing the subgrade and areequipped with up to five drills foreven greater efficiency on somelarge projects. They are bigger thanon-grade models, but are equippedwith wheels and auto alignmentfeatures for fast and easy reposi-tioning. Some are even self-pro-pelled for quick maneuvering tothe next drilling spot while anoptional towbar attachment pullsthe air compressor. For added ver-satility, some slab riders even canbe converted to drill on-grade,which gives contractors the versa-tility to work on a variety of

drilling projects.Equipment-mounted drills also

work on the slab, but are attachedto a backhoe or excavator thatrepositions them quickly. They areavailable with three to five drills,and can rotate 360-degrees toquickly drill on opposite sides of aslab without moving the carriermachine. Equipment-mounteddrills also feature adjustable spac-ing and smooth, precise shiftingcapabilities that allow users to drilla second set of holes without repo-sitioning.

Scratching the SurfaceUnderstanding the types of drills

is a good place to start when select-ing one for a project, but you alsomust consider jobsite limitations. Ifthere are only a few inches of slabexposed, an on-grade drill is youronly option. And if there isn’tmuch area to work on the sub-grade, like in smaller patches, youmight need a more compact modelwith fewer gangs. Single gang, on-grade drills are

lightweight and load easily into atruck, which makes them a greatchoice for projects where you willneed to move frequently. However,they might not be an efficientoption for large projects that covergreater distances. That’s when it’stime to take a look at larger mod-els. Slab rider drills are considerably

heavier, so they must be loadedonto a truck or trailer to be towedto the job site, and unloaded with aforklift or other piece of machin-ery. While the logistics might bemore challenging compared to on-grade drills, slab riders can delivergreater efficiency on large, long-distance projects like lane addi-tions. Also, because they aremounted on wheels, self-propelledand don’t need to operate from the

Slab Rider Drills Must BeMoved by Trucks or Trailers

subgrade, they can quickly and easily movefrom one patch to the next. This also makesslab riders ideal for full-depth repair jobswhere patches are located in close proximityto one another. And finally, slab rider drillsreference from the top of the slab, which ismore level than the subgrade. As a resultthey are more accurate.On larger full-depth repair projects that

consist of multiple intermittent patches thatspan several hundred feet, an equipment-mounted drill might be the most efficient.Rather than loading an on-grade or slab riderdrill and driving it to each new patch, theoperator simply lifts the drill with the back-hoe or excavator and drives to the next patch. While basic jobsite conditions will help

narrow down your decision, the number ofgangs also is a factor.

Doing the NumbersSingle-gang drills are typically ideal for

jobs that require several hundred to a fewthousand holes, while two-gang drills arebetter suited for 5,000 to 10,000 holes. Andas the number of holes increases, so can thenumber of drills on a machine. But choosing the right number of drill sys-

tems can go beyond the size of the project.For example, concrete slabs need time to setbefore they can be drilled, and in some casesseveral pours are required. Some of theseprojects might include a lot of holes, but asmaller drill with fewer gangs could be morecost effective because operators are limited

in terms of how many holes they can drill ata given time. On the other hand, if you only can drill

during certain hours of the day or night,which is common on busy interstate projectswhere minimal traffic interruption isallowed, a high production rate is a must,even if the total number of holes isn’t high.So while a single-gang would get the jobdone, a multi-gang will drill more holes inthe shorter time period. Keep in mind that if you increase the num-

ber of drill systems, you’ll also need more airto power them. Each gang operates independ-ently and typically requires about 100 cfmfrom an air compressor, so if you’re operatinga five-gang drill, at minimum you’re going toneed a 500 cfm air compressor.

Get Below the SurfaceWhether it’s on-grade, slab rider or equip-

ment-mounted, matching the right drill withthe project takes more than knowing the sur-face details. To be sure you’re making thebest impact on your efficiency, accuracy andproductivity, drill into the details.

ASPEN, Colo. (AP) The Aspen CityCouncil has approved a new law thatwill require construction contractors tokeep the noise down in the summer-time as part of an effort to get people tospend more time outdoors in warmermonths.The measure could require builders

to put up sound-blocking walls.Trish Aragon, Aspen’s city engineer,

said the city has been working on thenew noise standard for about a year.She said some contractors have

wait until September. He said he’ll provide his formal posi-tion on the matter at the end of April, while the state contin-ues to examine its options.The mine covers 6 sq. mi. (9.64 sq km) of land owned

partly by the U.S. Bureau of Land Management. AtlanticRichfield acquired the property in 1977 from AnacondaCopper, which built the mine in 1941.Fueled by demand after WWII, Anaconda produced 1.7

billion lbs. (771 million kg) of copper from 1952 to 1978 atthe mine in the Mason Valley, an irrigated agricultural oasisin the area’s otherwise largely barren high desert.The site’s most recent owner, Arimetco, abandoned it in

2000.In 2013, the mine’s rural neighbors won a $19.5 million

settlement from companies they accused of covering up thecontamination of drinking water wells. EPA tests showed

rural wells were tainted by uranium and other toxic chemi-cals that leaked from the mine for decades.EPA regional administrator Jared Blumenfeld last month

told Sandoval he needed to know by Jan. 29 whether thestate has an alternative cleanup proposal. He said the agencyis running out of time to get funding proposals in the pipelineand head off concern about the risk of hazardous chemicalsescaping from the aging site in the next few years.Blumenfeld said the most immediate threat is the estimat-

ed 90 million gallons of acidic solution that Arimetco left inthe heap leach and fluid management system.“The reason for urgency is that funding needs to be in

place well before the current pond capacity is exceeded,”Blumenfeld wrote in a Dec. 22 letter. He said the situationdemands constant management to avoid further leakagefrom the storage ponds, or an overflow.“The consequence of either could result in significant

additional threat to the Mason Valley Groundwater Basin,”he said.Construction on a remedy needs to start by summer 2019,

he addedThe state projected last year it would cost $30.4 million to

address the most pressing concerns at the mine.Sandoval acknowledged the need for a permanent closure

of the Arimetco heaps.“But not the dire nature of the situation and urgency con-

veyed in your letter,” he wrote to the EPA. “I have beenadvised that there is no critical reason to propose listing ofthe site in March, as you recommend, versus September2016.”

Tunneling Resumes — With Conditionsated documentation submitted by STPover the past several weeks. Whilemining can resume, barging activitiesare still restricted pending submittal ofadditional documentation. STP willremove excavated soil by truck as theycontinue addressing the barging issue.Repairs to the pier that was damagedduring the Jan. 12 barging incidentwere completed.

Work was suspended for cause onJan. 14 per section 14.2 of the contract,which says the state can suspend workwithout liability to WSDOT under anumber of conditions, including thecontractor’s failure to “correct condi-tions unsafe for the project personnel orgeneral public.”

The suspension for cause onlyaddressed tunneling operations involv-ing the tunneling machine and the load-ing of barges at the site. It did not applyto the other ongoing work under thedesign-build contract with STP or anyother contracts being managed by theviaduct program.

After the suspension for cause wasput in place, WSDOT notified STP thatthey would need to confirm the follow-ing things before mining could resume:

• The tunneling machine is operat-ing as intended and meets the design-build contract’s technical requirements.

• All necessary training for staff onthe tunneling machine is complete.

• The tunneling work plan is updat-ed to address the over-excavation thatled to the sinkhole.

• Processes are in place to ensureSTP’s tunneling work plan is followed.

• STP updates its quality program toensure key quality program managersare involved in all tunneling activities.

Next StepsThe tunneling machine is currently

located west of the Alaskan WayViaduct, near South Washington Street.The conditional lift will remain in placefor approximately 160 ft. (49 m) of tun-neling. During this period — which isconsidered part of STP’s initial testingphase — STP will be operating withadditional communication withWSDOT and its tunneling experts. IfSTP demonstrates that its revised min-ing procedures are effective, crews willcontinue mining an additional 100 ft.(30.4 m) north to a planned mainte-nance stop. Once there, crews couldspend several weeks performing finalmaintenance before the machine tun-nels beneath the Alaskan Way Viaduct.

WSDOT will fully close SR 99through downtown for approximately twoweeks while the machine passes beneaththe viaduct. The closure date will depend

on the tunneling machine’s progress.

Statement From Gov. Jay Inslee“WSDOT, in consultation with its

team of tunnel experts, lifted the sus-pension of tunneling for cause and saidthat conditional tunneling shouldresume for 25 more tunnel rings. I con-cur with their decision, and WSDOThas notified the contractor,” said Inslee.

“The contractor has a plan for modi-fying tunnel operations to ensure posi-tive ground control. It has also madechanges to key personnel, and it has putin place protocols for quality control andassurance. The contractor now has anopportunity to show progress during thistest period, prior to tunneling under theviaduct and underneath Seattle,” he said.

Safety a Priority as CDOT Works to Stabilize SlopeThe Colorado State Patrol helped toclear out any semis and passengervehicles that were stuck in the canyon.According to CDOT, the aver-

age daily traffic for GlenwoodCanyon is around 300 vehicles perhour. Around the evening of theincident, the average traffic wasabout 150 per hour; the volumestarts to drop off significantly after11p.m. to less than 100 vehiclesper hour.An alternate route for west-

bound motorists was establishedthat added 146 mi. (235 km) andabout three hours to a regular tripfrom Wolcott to Rifle on I-70,which is 67 mi. (107.8 km) orabout 45 minutes. CDOT crews and contracted

rock fall workers began rock scal-ing at the location in an attempt tobring down any additional debris.As a safety precaution, crews alsoinstalled rock fall mitigation fenceon the westbound lanes. Rock scaling operations brought

significantly more debris downfrom the slope than originallyanticipated. Rock fall crewsworked to stabilize the slope inaddition to the mitigation fencing.Crews also worked to remove thedamaged wall and guardrail in thewestbound lanes.“Safety is our number one prior-

ity,” Amy Ford, CDOT communi-cations director, said. “There is alot of work yet to be done.”Weather created a challenge on

some days. “We could not fly a helicopter to

bring airbags and tools to the rockface,” said T. J. Blake, CDOTdeputy maintenance superintend-ent on one particular day. “Crewshad to haul everything up by handand that set us back several hours.”In addition to the challenges the

weather caused for the mitigationprogress, it also created furthermovement in the rock fall area thatcrews had to address. In addition toinstalling 160 lft. (49 lm) of newfencing on top of the barrier, crewsworked to bring down more rocksfrom the mountainside with prybars, airbags, and some explosives.Initial repairs were made to the

roadway, bridge, and guardrail asnecessary, while working towardsdesigning a follow-up mitigationproject and providing project costestimates. It is estimated that the

damage caused by this rockslideevent could range from $2 millionto $5 million.About 30 cu. yds. (23 cu m) of

material came down during the ini-tial natural slides on Feb. 15, withan additional 160 cu. yds. (122 cum) — about 16 loads of rock in atandem dump truck) — broughtdown by crews in the days sincethen. The largest rock that camedown during the natural slides wasthe size of an SUV.Once the interstate was deemed

safe for travel, a pilot car configu-ration was set up to direct single-lane, alternating traffic along a 6-mi. (9.6 km) section, with trafficbeing staged on the east side ofHanging Lake Tunnel and thecrossover at the Grizzly Creek restarea further west. The GrizzlyCreek, Hanging Lake andShoshone rest areas were closedduring the duration of the pilot caroperation. Bair Ranch (on the eastside) and No Name (west side) restareas remained open. “Certainly this is the longest clo-

sure that we’ve had for a scalingeffort in my experience working onthe Western Slope in the last 20

years,” said David Eller, regionaltransportation director. “The chal-lenge here is that you can only putso many people in the slide zone ata time and proceed safely.” Eller also noted that crews don’t

typically scale rocks of this size. “For example, in the last couple

We’ve continued to do someof the rock fall mitigation on theroad as we come in and continue toprotect this environment — we arein the process of placing fences onthe westbound lane, and we will be

continuing to do that here throughthe next few weeks. “Our helicopter has been flying

in and out as we have been gettingstarted on the permanent rock fallmitigation and that is going to be along term ongoing process, andmore specifically, on the eastboundlane, we had several holes on ourshoulders where they had beenpushed through by the rocks, andwhat we have been able to do is toplate those and verify that they aresafe. We have gone in and movedbarriers and the like, and what wehave been able to do now is startingthis afternoon, by about 4 [p.m.] orso, we will be opening the corridorin a head to head configuration.”Ford noted that they would be in

a restricted environment as far ashow wide the lanes are.Specifically, there are 12-ft. (3.65m) wide lanes, but because of rockand the condition of the plates cov-ering up some of the holes, thereare no shoulders.

“So because of that, from a safe-ty environment perspective, we aregoing to continue to run the head-to-head traffic behind a pace car —not a pilot car — going eastbound,and there will be a pace car goingwestbound,” she said. “So whatcars will do as they come into thisenvironment, is they will still stopat a controlled space as you’recoming into that 6-mile corridor —that’s where we’ve had the stopsbefore. A pace car will take themdown the road and then releasethem on the other side, and they’ll

turn around and bring back thenext side. There will be twocars going in this configurationin a 24-hour operation, whichmeans that we will not be hav-ing the long term closures from9 a.m. to 4 p.m. throughout themiddle of the day the way wehave been for this last week.”Ford noted that there would

still be delays and intermittentclosures due to the additionalwork occurring in the area. “For instance, if we’re flying

in our helicopter and we needto land for getting equipmentand that kind of thing on themountain, we will be holdingthe traffic,” she said. “Whenwe do all of that, with that addi-tional work, we will do a lot ofadvance notification on oursignage and the like to let peo-ple know how long that closure

will be, but it will not be a 9 to 4closure — a shorter term closure.What we do hope though isbecause we will be able to run thehead-to-head traffic in the 24-hourperiod now that we won’t have thelong queues that have been hap-pening as a result of people waitingfor us to open up the pilot car situ-ation. So we’re very excited tohave gotten to this point.”Tracy Trulove of CDOT noted

that four pace cars would be work-ing, including two Colorado Statepatrol troopers and two from a traf-fic control company. Ford noted that it will be about a

month or so before they are able toopen two lanes in each direction —back to the original configurationof the highway.

The Warrior 1400XE has been designed to meet the needsof customers for whom electricity is a preferred powersource and opens up the possibility to run the machineindoors. It can be powered by electricity generated by otherPowerscreen models, e.g., the Premiertrak 600. The Warrior

1400XE builds on the success of the standard Warrior1400X model with its single shaft, high amplitude 12 by 4.5ft. (3.6 by 1.25 m) screenbox and the chassis riser option giv-ing enhanced stockpiling capacity. It also has several impor-tant service and maintenance features including thePowerscreen “Stay-Clean” system under the feeder and ajack-up screen system allowing easy access for screen mediachanges. Depending on feed material the output capacity forthis machine is up to 551 tons (500 t) per hour.The main benefit of the Warrior 1400XE is the variety of

power options available. It can be self-powered with its own72kVA generator, or be connected to a mains electricity sup-ply for even further reductions in cost of ownership. For cus-tomers who understand the advantages of a packaged solu-tion, the Warrior 1400XE also can be powered from an elec-tric drive crusher with a barely noticeable effect on the crush-er fuel consumption, according to the manufacturer. This hasthe added benefit of eliminating the engine maintenance onthe Warrior. Similarly in regions of the world where we needto operate in high altitude or in high ambient temperatures,the Warrior 1400XE can be powered as part of a machinetrain from a single gen-set, which can be oversized to handleany de-rating caused by the operating environment.There are many other scenarios where this machine will

be seen as the right solution. For example, the Warrior1400XE is more suited to running indoors than a conven-tional diesel-hydraulic machine and the extremely low noiselevels also will be advantageous in many circumstances,according to the manufacturer.

primary jaw crushing plant, which is easy to set up, versatileand engineered for quarrying, demolition and mining appli-cations that require high production capabilities. At the heart

of the Premiertrak 600, is a 47 by 32 in. (119 by 81 cm) mod-ern jaw chamber incorporating a robust construction withmany user-friendly features, such as a fully hydraulic CSSrange of 3 to 8 in. The high capacityjaw is fed by a vibrating grizzly feeder with variable speedcontrol and a large grizzly area to maximise removal of finematerial enabling maximum wear life of jaw plates withinthe crusher chamber. Demonstrated EfficiencyThe HRC 3000 started operating at

To date, the unit has operated formore than 8,400 hours and has crushedmore than 34 million tons of porphyrycopper ore. Metso’s solution has provided the

Morenci mine with several benefits,including an estimated 13.5 percentincrease in energy efficiency over tradi-tional HPGRs based on pilot scale test-ing, according to the manufacturer.The HRC 3000 is the first full-scale

HPGR to incorporate revolutionarydesign features like the flanged tiredesign and the arch-frame. Dependingon the application, the total capacity ofthis HPGR can exceed over 5,400 tons(4,899 t) per hour of ore.

Convention Center, an excavator and a skidloader picked up large concrete chunks witha jaw crusher attachment — signaling topassersby that the crushing action was aboutto begin. MB America’s crusher attachmentssmash another round of concrete debris andprecast concrete at World of Concrete 2016.Last year, MB America crushed the World

of Concrete 2015 event with its live crushingdemonstrations. This year, at World ofConcrete 2016, the company crushed foranother record crowd of attendees.“You have to see the MB crusher crush in

person. There’s no other way to describehow it works without seeing it for yourself,”said Max Ravazzolo, C.E.O. of MBAmerica. “Once you know that the machinecan crush through concrete and spit out therebar, you will be so impressed that you’llstart to wonder what areas of your job youcan start crushing, where you can start sav-ing some time, and when you can startadding more money back into your pock-ets.”The company occupied an outside booth

The excavator-mounted attachment, the BF90, was crush-ing down to a 3-in. minus, while the skid-loader-mounted attachment, the MB-L120,was crushing down to a 1-in. minus.The company also showed attendees how

the crushing attachments are able to crushmaterials with rebar. Using an iron separator,

the excavator-mounted attachment wasequipped to remove rebar from the pile ofcrushed concrete and move rebar to the sideof the work area — without the operatorhaving to leave the cab of the excavator.At the non-demo area, MB America fea-

tured two more excavator-mounted crusherattachments (BF70 and BF120), the largestskid-loader-mounted crusher attachment(MB-L200), and the latest skid-loader-

mounted screening attachment (MB-LS140).MB’s product line has expanded to

include several new attachments for the con-struction and demolition industry. Now, MBoffers screening attachments for skid loadersand backhoe loaders, 360 degree grapples,and rotary head drum cutters for a widescope of work — which includes demolitionand excavation, road work, quarries, mining,pipeline work and environmental reclama-tion projects. its auctions in Kissimmee, Fla., from Feb. 8to 12, 2016, an increase of 95 percent overGMV of $48 million for its three-day sale inFebruary 2015. “This year’s Cat Auction Services Florida

sale was our largest auction ever, withunprecedented support from our customers,”said Gregory J. Owens, IronPlanet chairmanand CEO. “The fact that we nearly doubledGMV versus our sale last year clearlydemonstrates the power of our marketplaceand the global reach of our online platform.“The industry recognition and

groundswell of support from all of our sell-ers, including Cat dealers, Volvo, Komatsuand other dealers, as well as major OEMswas fantastic. We had planned for greatthings, and indeed, IronPlanet changed theFlorida auction landscape this year.”IronPlanet had record attendance with
