A new direct ramp from east-bound SR 522 to eastbound U.S. 2also will help alleviate congestionat the interchange.

When the project is completed in 2014, the 4mi. (6.4 km) of SR 522 from the SnohomishRiver Bridge to Monroe, Wash., will featurefour lanes with a median barrier to separateoncoming traffic, a roundabout, a noise walland upgraded lighting and signage. Four new bridges will be added, including a

new 1,700 ft. (158 m) bridge over theSnohomish River that will be 9 ft. (2.7 m) high-er than the existing bridge. Constructed of

structural steel, concrete girders, the new bridgeon the north side of the existing SnohomishRiver Bridge will carry westbound SR 522 traf-fic. A wildlife crossing also will be added.Nearly 28,000 vehicles travel this stretch of

SR 522 each day. Heavy congestion and delaysare common in the Puget Sound region, andthis small inland city experiences them routine-ly.As the terminus for SR 522 since the 1970s,

DENVER (AP) The military awardedmore than $400 million worth of construc-tion contracts in Colorado in 2012, roughlyin line with other years but especially sig-nificant as the state slowly emerges fromthe recession. The projects include facilities for a new

helicopter unit at Fort Carson, a new oper-ations center for top-secret defense intelli-gence agencies at Buckley Air Force Base,National Guard and reserve centers inColorado Springs and Loveland, and reno-vations at the Air Force Academy. The best way to gauge the impact of the

spending is to ask “What would happen ifwe didn’t have it?” said Don Addy, chair-man of the Colorado Thirty Group, a non-profit based in Colorado Springs that advo-cates for cooperation between the militaryand civilian governments. “It would be a big hole because of the

ripple effect,” Addy said, noting that theconstruction money is spread out amongsuppliers and subcontractors who work onthe projects. With its heavy concentration of military

facilities, Colorado Springs was by far thestate’s biggest beneficiary of the construc-

SHAWNEE, Okla. (AP) Work is expected tobegin in January on the restoration and renova-tion of St. Gregory’s University in Shawnee,

about 14 months after the largest earthquake inrecorded Oklahoma history resulted in majordamage to the small campus’ main building. The 5.6 magnitude earthquake on Nov. 5,

2011, toppled one of the four turrets on each ofthe four corners of Benedictine Hall and caused

significant damage to the building, opened in1915, that houses administrative offices, theuniversity library and most of the school’sclassrooms. The building also is listed on the National

Winter Park Contractor Wins Case Community ChallengeCase Construction Equipment named

Hubbard Construction the winner of theCase Community Challenge. The programrecognized construction contractors for sup-porting their local communities with signifi-cant community service projects.Hubbard Construction, Winter Park, Fla.,

received the award for donating labor, mate-rials and the use of equipment in helpingbuild 28 “mud volleyball” courts for the 19thAnnual Mudd Volleyball Challenge for theMarch of Dimes. The event was held inOrlando, and attracted the participation of164 teams from all over the state of Florida.The tournament raised approximately$165,000, including matching grants, for theMarch of Dimes Central Florida Chapter.Hubbard donated the use of a wheel

loader, two excavators, a dump truck, watertrucks and electric generators in preparingthe eight-acre event site. Crews fromHubbard also set up a stage, a mobile officeand a 260-ft.-long tent at the site that servedas hospitality headquarters for teams raising$1,500 or more. The project required a fewweeks of site preparation and another weekto restore the site following the event.As grand prize winner of the Case

Community Challenge, HubbardConstruction received one year’s free use ofa Case 580N backhoe/loader. In addition,Case made a $5,000 cash donation to theMarch of Dimes.“Case congratulates Hubbard

CNH, Kobelco End Alliance;Kobelco to Continue in U.S.Kobe Steel Ltd. and

group company KobelcoConstruction Machinery Co.Ltd. announced Dec. 26 thatthe initial term of their glob-al alliance with CNH GlobalN.V. will end on Dec. 31,2012. The parties deter-mined not to renew theiragreement.

Reason and Contents The global alliance,

which began in January2002, was set for a 10-yearperiod. With the marketenvironment changing overthe past 10 years, KobeSteel, Kobelco ConstructionMachinery and CNH havebeen re-examining theagreement and discussingthe future of their globalalliance. Looking ahead at

future market conditions,Kobelco ConstructionMachinery and CNH havemutually decided to operatetheir businesses on theirown, and with the initialterm of the original agree-ment ending on Dec. 31,2012, the three companiesdecided not to renew theiralliance. The cooperative relation-

ship among the three com-panies for 10 years under theglobal alliance has beenmeaningful and significant.From now on, while respect-ing their positions, KobelcoConstruction Machinery andCNH will grow their ownbusiness operations through-out the world.

Future PlansUnder the global alliance

with CNH, KobelcoConstruction Machinery’ssales and marketing rightswere limited to the Asia andPacific area, includingAustralia. Wetlands, Tributaries Present Big Environmental Challengesbedroom community. The intersection in town where it joins with U.S. Route 2

is often congested with intrastate traffic. Retail developmentalong the highway and residential growth in the city havecontributed to gridlock, particularly during summers andholidays.

Project GoalsWidening the road into a four-lane divided highway will

reduce congestion and the likelihood of collisions. Between2006 and 2010, the Washington Department ofTransportation reported 100 collisions on this stretch ofmainline SR 522, three of them fatal and four with seriousinjuries. There were an additional 54 collisions at the SR522/164th Street/Main Street interchange. During the sametime period, there were 39 rear-end collisions on this stretchof SR 522.The additional lane in each direction will increase capaci-

ty on this stretch of SR 522 to improve traffic flow and cutdown on drive times. The DOT expects that by improvingtraffic flow, the risk of congestion-related collisions, such asrear-end and sideswipe collisions, will be reduced. Themedian barrier to separate oncoming traffic will reduce therisk of head-on collisions. The roundabout will help improve traffic flow and safety

at the interchange at 164th Street SE on the northwest side ofSR 522. After evaluating current and projectedtraffic volumes, as well as a variety of options,including turn lanes, signals and roundabouts, theDOT determined that the existing intersectionwould not be able to handle future traffic volumes.Their analysis showed that a roundabout is thebest long-term solution for the intersection andwould produce the shortest delays and backups fortraffic.Roundabouts can handle more cars per hour

and with less congestion on approaching roads,compared with traditional signalized intersections.They promote a continuous flow of traffic and aresafer than traditional stop sign or signal-controlledintersections. Studies have shown that round-abouts reduced injury crashes by 75 percent atintersections where stop signs or signals were pre-viously used for traffic control.A new direct ramp from eastbound SR 522 to

eastbound U.S. 2 also will help alleviate congestion at theinterchange.The risk of collisions with wildlife should also be reduced,

due to a new wildlife crossing to provide safe passage forfish and animals. The DOT reported 13 collisions involvingwildlife on this stretch of SR 522 from 2006 to 2010. Two fish barriers are being replaced with a new fish-

friendly culvert that also will allow deer and small mammalsto pass under the highway. The project also will include fenc-ing to help guide wildlife to the safe crossing under the high-way.Other environmental improvements resulting from the

project include new detention ponds to improve water qual-ity. The ponds will collect and filter rain water runoff fromthe highway before slowly releasing into area creeks, bene-fitting salmon and other wildlife. The ponds also will reducethe potential for flooding. A noise study for neighborhoods near SR 522 during the

project design phase measured current noise levels and mod-

eled future noise levels based on future traffic volumes. The noise study showed that future noise levels for the

neighborhood on the northwest side of SR 522 between171st Avenue SE and Mountain View Road SE wouldexceed 66 decibels, which is the threshold for considering anoise wall. In addition to the 9 to 10 ft. (2.7 to 3 m) noise wall, a 42-

in. (106.7 cm) concrete barrier will be installed along the out-side lanes of SR 522 between 164th Street SE and 154thStreet SE — 10 in. (25 cm) taller than the barrier typicallyused on this type of project. Besides preventing vehiclesfrom leaving the roadway, the barrier is expected to reducetire pavement noise by 1 to 2 decibels, due to the additionalheight.

Getting to WorkA total of $128.8 million has been raised through a variety

of resources, predominantly the 2003 Gas Tax (NickelFunding).Scarsella Brothers, Inc. was awarded the $73 million con-

tract in May 2011. Construction began that July. The Kent,Washington-based company specializes in clearing andgrading, excavation and drainage, and underground pipe andutilities, performing mass excavation and utility work forcommercial and residential customers in the 10 westernstates.According to Kris Strutner, general superintendent, 80

percent of the earthwork is done. In addition to the 496,000cu. yds. (379,219 cu m) of dirt they’ve cut, they have import-ed an additional 325,000 cu. yds. (248,480 cu m) for con-struction of the 130,000 sq. ft. (39,624 sq m) structural earthwall for the bridge approach. The lengthy approach accom-modates the bridge’s proximity to wetlands, he explained.“It’s been challenging to accommodate the environment

and the weather,” Strutner said. Summer saw a 90-daystretch with no precipitation, but winter is showing its teethwith abundant rainfall. Fortunately, he said, they planned the project with rain in

mind.Nevertheless, with 35 named wetlands and 8 tributaries

plus the Snohomish River, the expansion project presented a“substantial environmental challenge.” A revised plan wasdeveloped to mitigate environmental impact during installa-tion of an intermediate bridge. “Our original permit plan called for two seasons [of work]

back to back to coordinate with ‘fish windows’ from January1 to September 30,” Strutner said. Instead, they regrouped bycompressing their schedule and applying for a one-monthextension to reduce the disruption. “The trade-off is that wehave to do it in one season.” Happily, he said they complet-ed the work with two weeks to spare.The substructure for the Snohomish bridge is done, but

work on the superstructure is still going on. Strutner said that50 percent of superstructure is completed. The second half

— erection — will begin in March.The superstructure sits on a pier — a 30 ft. (9 m)

column with 10 ft. (3 m) diameter drilled shaft. Atemporary access work trestle was built to enablecrews to construct the structure. “We’re using agirder launching system because there’s no way togo across the river using a crane,” Strutner said. This system is typically reserved for areas with

environmental impact, he added. SubcontractorsSB Structures and Apex Steel are responsible forthe launching system. “It takes precision and awillingness for risk.”

Having a BlastRock blasting between the Snohomish bridge

and Monroe to make room for the new lanes beganin July. In order to create space for the new road-way northwest of the existing road, crews areblasting and removing 350,000 cu. yd. (267,594 cu

m) of rock along the westbound lanes. Strutner said thematerial will be incorporated on the project. The DOT anticipates 150 closures to complete the rock-

blasting work. Each blasting operation will take about anhour from start to finish and must be done during daylighthours. To keep drivers safe, one-hour closures in both direc-tions are scheduled for rock blasting twice a week, rain orshine. “There’s no weather sensitivity in blasting,” Strutnersaid.Working a 5-day schedule, the 60-man crew operates a

fleet of 14 35-ton (31.8 t) off-road haul trucks, three PC 400and 400 excavators; D8 and D10 excavators; 22 over-high-way trucks and three rock drills (at peak).The project is “straight-forward work,” Strutner said, but

it’s “intriguing because of the magnitude.” One of the com-plications is manipulating staging to keep traffic moving.

TylerTechnology Manager Dieter Takev said.“We’ve accomplished that by designingtechnologically advanced systems that caterto the unique characteristics of vibratingscreens and which are user friendly.”

The goal of the vibration analysis systemis two-fold. On one hand it offers the capa-bility to conduct preventive and predictivemaintenance. On the other, it pursues theideal screening performance by optimizingthe parameters of the screen in a way thatparticles find as many opportunities as pos-sible to pass screen openings.

The vibration analysis service is an in-per-son program that customers can utilize atintervals they deem necessary for their oper-ations. Through the service, certified W.S.Tyler technicians visit customers’ sites tocollect data from the vibrating screens. Thetechnicians are equipped with signaturewireless vibration analysis systems used formonitoring, data collection and analysis ofspeed, stroke and overall performance of anyvibrating screen.

Following each analysis, W.S. Tyler pro-vides a detailed, easy-to-understand reportthat helps mine and quarry operators to bet-ter understand the interaction between theirfeed material, screen media and vibratingscreens. Unlike standard diagnostic services,Tyler’s vibration analysis report not onlycontains all the data and information fromthe analysis, but offers a translation of theresults into complete and easy-to-follow rec-ommendations for improving the testedscreens’ performance, maximizing screening

efficiency and minimizing unscheduleddowntime.

Terex Fuchs electro magnets are availablein hydraulically rotating, rigid and chain sup-

pression plate designs to meet virtually anyapplication. Magnet upper sections are madeof a durable special cast alloy, while themagnetic plate features a “dynamo steel”casting with a non-magnetizable cast steelbase plate. The plate’s hollow core designreflects heat to regulate operating tempera-tures.

Lowboy Trailer, VRT Ideal for Mining Eqpt. TransportingPhilippi-Hagenbuch (PHIL) is officially

launching its HiVol lowboy trailer and vehi-cle recovery tool (VRT) system for trans-porting equipment. The two pieces of equip-ment are designed to work independently ortogether as one integrated system to haul thelargest, heaviest off-highway mining equip-ment quickly, easily and safely. The systemalso is designed for fast return on invest-ment, typically paying for itself within ayear, according to the manufacturer.The HiVol lowboy trailer-VRT combina-

tion provides the capacity necessary to haulultra class rated equipment, a standard formining equipment such as drills, loaders andhigh-capacity shovels. The system offers ahauling capacity of 400 to more than 2,000tons (363 to 1,814 t). Whether providing ini-tial transport into the mine pit, relocating ashovel from one pit to another or hauling apiece of downed equipment to the shop forrepair, PHIL’s system is able to move nearlyany piece of mining equipment, eliminatingthe need for multiple vehicles and trailers,according to the manufacturer.Acting as the intermediary between the

haul vehicle and trailer, the VRT is key toallowing up to 22 percent more haulingweight than the trailer alone. The VRT even-ly distributes the load over the axles and tiresof the VRT, the haul truck and the trailer. By distributing the weight of the load,

PHIL’s ultra-class lowboy trailer is able tohaul the larger loads safely. Transporting large equipment is safe with

the HiVol lowboy trailer-VRT combination,as well. The VRT’s wide base providesgreater stability and balance for control ofthe load during transport. While traditional lowboy trailers use a

gooseneck and require more time, manpow-er and effort to front load the trailer, theHiVol lowboy trailer features a rear-load sys-tem, designed for safe, efficient loading andunloading for all sizes of equipment. In fact,most pieces can be loaded or unloaded inless than 20 minutes. The trailer’s rear axlesswing out and drop the deck to ground levelwhile rear loading ramps descend. Theequipment easily “walks” up the ramp forfast, convenient loading. Additionally, theramp is designed to maintain a consistentlyflat plane with the deck of the trailer, elimi-

nating apex loading and potential damage tothe idlers and rollers on tracked equipmentand the trailer. Once a machine has beensecured on the trailer, the ramps raise, andthe axles swing back into transport mode,fully containing the equipment for safe trans-port. At this point, the deck raises and thetrailer is ready to move. In addition to enhancing safety, efficiency

and convenience, the HiVol lowboy trailer-VRT combination makes moving large min-ing equipment less expensive than tradition-al means. When a machine such as a miningshovel moves under its own power, exces-sive pressure and unnecessary wear is placedon the undercarriage: tracks, rollers andidlers. Because replacing an undercarriagecan cost up to $3 million, in most cases thesystem easily pays for itself within the firstyear, according to the manufacturer. While intended to work as a unified sys-

tem, the HiVol lowboy trailer and VRT canoperate independently of one another foradded versatility.Philippi-Hagenbuch custom builds every

HiVol lowboy trailer to fit an operation’sexact needs and expectations. Overall, it isthe largest capacity heavy haul unit on themarket, with a capacity that can exceed

1,600 tons (1,451 t). When not used in con-junction with the VRT, the trailer attaches toa haul vehicle with Philippi-Hagenbuch’sstandard six-way kingpin style hitch. Thetrailer and hitch feature a low-maintenancedesign with minimal moving parts, compo-nents and hydraulics for high uptime.In addition to its direct interfacing capa-

bilities when paired with the HiVol lowboytrailer, it can be used on its own as a towingdevice with the ability to tow inoperable off-highway haul trucks weighing up to 400 tonsto the shop for repairs or to any desired loca-tion within an off-highway environment.The VRT interfaces with the front bumper ofthe disabled haul truck and lifts the front tiresoff the ground, evenly distributing theweight between the rear tires of the disabledvehicle, the VRT and the prime mover. TheVRT’s wide wheelbase provides stabilityand balance, eliminating the need for a coun-terweight on the tow vehicle’s chassis andensuring safe towing with no added pressureon the truck or the haul vehicle.When used as in intermediary between

the prime mover and a PHIL lowboy trailer,the VRT conveniently attaches to the goose-neck of the trailer itself through a lowboyinterface point located on the top of the VRT.

To disengage, the VRT pivot actuation sys-tem hydraulically adjusts the height andpitch of the lowboy interface point and theVRT can be moved out of the way, ready tobe used for towing disabled vehicles.Building upon customer feedback, PHIL

has enhanced its VRT and lowboy trailerwith the ability to have them operate withoutthe need of an off-highway truck. Throughthe use of a PHIL dolly interface system, atracked loader can be connected to the dollywith the ability to pull and operate the VRTand lowboy trailer within a minesite envi-ronment. This enhancement provides theadded flexibility for mines to operate a VRTand lowboy trailer without tying up anexpensive prime mover for support opera-tions.Every HiVol lowboy trailer and VRT is

Earthquake Results in Nearly $6M Cost in RestorationsRegister of Historic Places.

A second turret was so badly damaged that it had to bedemolished by pushing it over, while the other two were dis-mantled brick-by-brick and will be reconstructed, said St.Gregory’s President Greg Main.

“If you saw how it used to be, with the turrets on all fourcorners of the main tower of this building gone, it reallylooks kind of bruised,” Main said.

“We’re trying to move it back to its original splendor. Itwas a magnificent edifice when it was first constructed,”Main said.

The building, referred to by local residents as “the castle,”has the spires that rose from the turrets at the top of the four-floor building cropped off at the roof. There also was dam-

age to the outer brick structure of the building and to thestone stairway that leads from the parking lot into the lobby.

Main said the stone used in the original stairway con-struction has been traced to a quarry in St. Louis that will bereopened to provide an original replacement for the steps andthat aluminum window siding added in the 1960s will bereplaced with wood, as was in the original structure, Mainsaid.

The university did not have earthquake insurance, Mainsaid.

“No one anticipated we were going to have an earthquakeof the size and magnitude that it was.”

The $5 to $6 million cost of the restoration project is beingpaid for through a private fund-raising effort that Main saidhas raised about half of the estimated price.

He said the National Park Service granted approval toplans to renovate the structure, including steel reinforce-ments within the turrets, that are currently hollow inside.

“Somebody once said that you should never waste a gooddisaster, you know, and we haven’t,” Main said.

Main said his hope is that the repairs will be completed in2015, the 100th anniversary of the opening of BenedictineHall.

The cause of the 2011 earthquake, which eclipsed a 5.5magnitude quake centered in El Reno in 1952, remainsunder investigation, according to Austin Holland, a researchseismologist for the Oklahoma Geological Survey at theUniversity of Oklahoma.

A process known as “fracking” in which natural gas com-panies inject liquids into the soil to release gas in order toextract the gas and is suspected as a possible cause of earth-quakes was not taking place in the area, Holland said.

One possibility, though slight, is disposal wells in whichbrackish water that is separated from gas and oil is injectedback into the soil, Holland said.

“The lead researchers here at OU believe these earth-quakes were triggered by injections. I would say it is possi-ble, but not likely,” Holland said. “The data we have isn’tsufficient to answer the question. The energy added to theearth [via injections] was really small compared to the ener-gy released in that earthquake.

“We know there was no fracking going on in the area, sowe can rule that out,” Holland said.

The university was started near present-day Konawa in1875 by two Benedictine monks as Sacred Heart Missionand is the only Catholic institution in the state, Main said.The original building burned and the Citizen PotawatomieNation donated land that it now sits on north of downtownShawnee.

Earthquakes, geologists say, are impossible to predict, butMain said the university will be ready for the next one.

“We are going to make sure that when those turrets goback up that they are reinforced. One of the reasons they fellis that they were just masonry structures, there was no inter-nal structural steel or reinforcement,” Main said.

“And we do have earthquake insurance now.”

Caltrans Educates Studentson Rail Safety With Facebook

Caltrans, in partnership with Amtrak andOperation Lifesaver, recently announced aninteractive educational application onFacebook. “The Mysterious Adventure”encourages high school students to “be tracksmart” near railroad tracks.

This unique campaign educates studentsabout rail safety to reduce the number of rail-related incidents and fatalities in California.They can create an adventure for themselvesand share the game with their Facebookfriends.

“Safety is Caltrans’ top priority, and it iscritical that students, particularly new driv-ers, grasp the significance of rail safety whenapproaching railroad crossings,” saidCaltrans Director Malcolm Dougherty. “Bysharing the ‘be track smart’ safety messagethrough social media, we reach the onlinegeneration.”

Students at high schools located near rail-

road tracks are being targeted with posters inschools, appearing through August 2013. Asan added incentive, “The MysteriousAdventure” rail safety experience culmi-nates in a monthly drawing where studentsmay enter for a chance to win four AmtrakCalifornia tickets, courtesy of Amtrak.

Approximately 90 unnecessary rail fatali-ties occur annually in California, accordingto California Operation Lifesaver.

Las Vegas’ First Live Cat Auction Makes Grand EntranceA large and lively bidding crowd partici-

pated Dec. 19 at Cat Auction Services’ firstLas Vegas area auction. The multi-milliondollar unreserved public equipment auctionwas held at Cashman Equipment’s corporateheadquarters in Henderson, Nev., just out-side of Las Vegas.

Bidders attending the auction came frommany countries and nearly every state in theUnited States More than 80 percent of theequipment was sold to out-of-state buyers,some from as far away as countries such asJordan, Australia, and Saudi Arabia. Onlinebidders purchased approximately 50 percentof the total equipment sold by dollar value.

In total, more than 400 equipment lotswere sold at the auction at an approximatetotal value of $11 million, which includedbackhoe loaders, track-type tractors (doz-ers), hydraulic excavators, wheel loaders,skid steer loaders, motorgraders, and muchmore.

“The rainy weather in the morning mighthave kept a few folks at home,” said ToddGilligan, Cashman Equipment’s generalmanager of sales and marketing.

“But whether they were participating herein person or elsewhere online, the biddingaction at the auction seemed pretty fast andfurious.”

“The results of this auction show thatequipment buyers can bid with confidence,which generates a very positive result for ourconsignors.”
