DATA STANDARDS CHANGE NOTICE Introduction

The Healthy Child Wales Programme (HCWP) sets the strategic direction for health boards in

Wales for the delivery of early intervention health services that are designed to ensure that

children achieve optimum health.

The programme underpins the concept of progressive universalism and aims to identify a

minimum set of key interventions with all families with pre-school children irrespective of

need.

It aims to provide a structured national programme for children and their families to achieve

improved health, social and educational development outcomes.

Although the full programme, listed below, includes contacts from the antenatal period to age

seven, the programme’s current scope only relates to those contacts from 10-14 days

onwards and are thus included in this DSCN.

Health Visitor Antenatal contact (Excluded)

Reception School Nurse screening

The data will be recorded manually on a standardised data collection form (see Appendix A)

by health visitors and entered into the child health system CCH2000 by child health clerical

staff. Two variants will be used. The forms produced by CCH2000 will be pre-populated with

the child’s demographic details. The forms generated by health boards will not include the

demographic details. In these cases, health visitors will record whatever demographic details

are known and child health clerical staff will match the form demographics to the appropriate

child on CCH2000 and then add the collected contact data.

As no demographic data will be entered onto the system as part of HCWP, there are no data

definitions for these included in this DSCN.

Family Resilience is intended to be captured using the FRAIT tool once it becomes available.

In the meantime, this field should be left blank.

The HCWP will be implemented in a phased approach with all health boards expected only to

schedule contacts from the universal set from October 2016. Full delivery of all contacts in

the universal scheduled surveillance section of the programme should be delivered by

October 2018. Therefore, for each individual contact, with the exception of the demographic

and family resilience items, all data on the data collection form should be collected at each

contact.

To introduce a standardised set of data requirements for the Healthy Child Wales Programme

contacts.

Data Dictionary Version

Where applicable, this DSCN reflects changes introduced by DSCN and/or DDCN since the

release of version 4.8 of the NHS Wales Data Dictionary.

The changes introduced by such DSCNs will be published in version 4.9 of the NHS Wales

Data Dictionary.

Actions Required

Actions for Local Health Boards:

From 1st October 2016, ensure that all health visitors in Wales are collecting the

required data as set out in this DSCN

From 1st October 2016, ensure that all child health officers are entering the data as

set out in this DSCN into the child health system.

Actions for NHS Wales Informatics Service:

Enable the collection of the data set out in this DSCN on CCH2000.

For the first two contacts (antenatal and 72 hours) there is currently no national routinely

reported information.

There is minimal change to the data requirements within the HCWP. As the aim of the

programme is to standardise the contacts themselves, none of the data items included in the

programme have been reviewed prior to implementation and these definitions will remain as

they are.
