What are the real impacts of welfare reform? Constantly in the media through programmes such as ‘Benefits Street’ and Channel 4 ‘Dispatches’ but is it fiction or real? Two well-known high-level speakers will debate and present the real facts focusing on the impact of the bedroom tax and the effect it is having on allocation and lettings and the ultimate impact on our customers.

11.10 Universal credit – changing your approach to housing management Peter Marland, Director of Housing Services, Ashton Under Lyne Ashton under Lyne was the first universal credit pilot. One year on, hear what challenges they have faced and what measures they have put in place to overcome them.

However for some small/medium providers it can be a big task. Hear how one organisation has gone through this exercise and learn from their journey.

Creating effective local delivery partnerships can help mitigate the impact of welfare reform on tenants. Delegates will learn how to initiate and sustain partnerships to help deliver support services for tenants.

14.10 Delivering the Welfare to Work programme – joint initiatives and partnerships

George Selmer, Contract Director, Greater Manchester and Cheshire, g4s The underlying ethos of the Governments welfare reform packages is to get people off benefits and into work. Hear how organisations are working together to support people into employment through the welfare to work programme . Speakers will provide details on how organisations can support workplace skills and recognise opportunities for the long term unemployed and benefit claimants.

15.50 Digital Inclusion – developing skills to access online services Deborah Matthews, Business Systems Development Manager at Coast & Country The Government aims for 80% of universal credit claims to be made online. One organisation will share what tools they have used to increase digital literacy, improve access to services and improve financial inclusion.

Mel Smith, Policy and Strategy Manager, Gentoo Group

Mel is currently Policy and Strategy Manager at Gentoo. She previously worked in the voluntary and private sectors, before being bitten by the housing ‘bug’ when joining Sunderland ‘City Council in 2001 to help with the stock transfer process. Mel held roles on the front line and then in the business excellence team, before joining the policy team in 2004 and becoming Manager in 2007 within Gentoo. Mel has a particular interest in welfare reform and sits on a Regional, as well as a National, working group, in order to benchmark the impacts, share good practice, and help set up processes to support vulnerable people under the Universal Credit regime. Mel is presently Vice Chair of the CIH North East Board. She joined the Board in 2010 and previously held the Policy Lead role.

Steve Rawson, Managing Director, Wakefield and District Housing Steve Rawson has been with Wakefield and District Housing (WDH) since February 2005. As Managing Director Operations, areas of responsibility are Regeneration, Neighbourhoods, Construction and Wellbeing. Steve is the lead officer for the whole organisation in delivering Customer Service Excellence and lead for the organisation on the DWP Demonstration Project for the direct payment of housing benefit. WDH has had an extremely successful nine years following the transfer of the 32,000 homes from Wakefield Council. WDH achieved three stars and excellent prospects in the Audit Commission inspection in 2007 and was UK Regional Business of the Year and UK Business of the Year in the EFQM Excellence awards in 2008 and 2010 and was awarded the European Excellence Award for Customer Value in 2013. In 2013 WDH were the Large Landlord and Social Landlord of the Year in the UK Housing Awards. This year WDH won the Contact Centre of the Year Award at the European Call Centre Awards.

Peter Marland, Director of Housing Services, Ashton Under Lyne Peter has worked in social housing for 24 years and joined Ashton Pioneer Homes as Director of Housing in 2004. He is passionate about resident empowerment and Ashton Pioneer Homes has been a leading light in digital tenant engagement. APH have been working closely with tenant groups to address the issues of digital exclusion. Ashton under Lyne was the first pathfinder area to launch Universal Credit and Peter has been working closely with colleagues in the DWP to help them understand the issues affecting social housing providers. Ashton Pioneer Homes is a small community based Housing Association. It was one of the first stock transfers in the UK following the Housing Act 1996. The company has helped to develop poor housing stock and deprived estates communities into desirable homes and thriving communities. In 2008 Ashton Pioneer Homes were the proud winners of the Housing Excellence, UK Customer Service Organisation of the Year and in the same year an APH tenant, the late Linda Fletcher was the proud winner of the TPAS UK Tenant of the Year.

David Clayton, Welfare Reform Lead, Equity Housing Group David has over 15 year’s social housing experience, where he has worked for DCLG and the Chartered Institute of Housing. Previously David has worked in Housing Policy and Strategy for both West London Housing Partnership and LB Hammersmith and Fulham. In 2003 he developed Hammersmith and Fulham’s Key People – Key Homes’ Strategy, the first strategy for tackling the issue of housing for key workers in London and was a part of the board for the ‘keep London Working’ SRB Project. David has a thorough understanding of housing issues, having worked in homelessness, development, housing management and tenant involvement.

Barbara Bowers, Market Development Manager, Citizens Advice Bureau Barbara has worked for Citizens Advice for 8 years and before that was a bureau manager. As Market Development Manager, she manages the development of existing and new business opportunities and relationships with key stakeholders, to influence and work with them to develop, design and test new opportunities for the service.

George Selmer, Contract Director, Greater Manchester and Cheshire, g4s George has worked in the welfare to work sector for the last 12 years. He started his career working for Talent, where he designed and delivered projects in the North East, North West, London and the Netherlands. In 2010 he was part of the team that set up G4S Welfare to Work and went on to be the Regional Director for the North West in 2011, where he delivered the Work Programme, the ESF Family Support Programme and, most recently, Community Work Placements. He is now the Business Development Director for G4S Employment Support Services.

John Murray, Head of the Social Housing Group, Ward Hadaway John is head of the Social Housing Group at Ward Hadaway, a Top 100 law firm with offices in Newcastle, Leeds and Manchester . John has a wide experience of housing litigation, from disrepair claims, possession actions and injunction proceedings, to advice on leasehold/service charge and shared ownership disputes. John regularly provides training on Housing Law to Housing Professionals.. A former member of the Law Society Housing Law Committee, he sits as a Judge of the First Tier Tribunal (Property Chamber).

Deborah Matthews, Business Systems Development Manager at Coast & Country Deborah is the Business Systems Development Manager at Coast & Country Housing. She is responsible for leading and shaping the Group's Digital Inclusion and ICT strategy. Deborah has campaigned passionately to help staff and customers get connected and explore a new world online. Earlier this year as part of the GoON North East programme she was presented with the prestigious title of ‘North East Martha’ at the ‘I Made a Difference Awards’. Deborah founded and chairs the Digital Inclusion Steering Group for Social Housing Providers in the North East.
