Bid documents consisting of qualification information and eligibility criteria of bidders, the schedule ofquantities of the work to be done and the set of terms and conditions of the contract to be compliedwith by the bidder, can be seen downloaded from the website htt$s://tripuratenders.gov.in a[freeof costbetween 2o-o9-2o2oto zz-o4-2oz,o up to r5.oo Hrs.

Earnest Money and Bid Fee must be paid electronically using (Only) the Online Payment Facilityprovided in the Portal. Its non-payment will lead to disqualification of the bidder.

The bidders exempted from depositing earnest money. & bid fee in individual case by any order of State/ Central Government, PSU etc. shall also have to deposit the stipulated amount of earnest money & bidfee along with the bid in the form as specified in the bid document. No claim/ plea of the bidders in thisrespect will be entertained.

Downloaded tender document is to be uploaded back and digitaly signed as part of bid and as proof ofacceptance of all terms, conditions etc. in the tender document.

5. Bid sholl be uplooded in two-bid syslem - (i) Technicol bid ond (ii) Finqnciol bid, wiih all Pre-Qualification and other details. Bidder shall participate in bid online through websitehttps://tripuratenders.gov.in, for whiclr they shall register/enrol themselves in the same website.Submission of bids physically is not permitted.

To participate in bid, the bidder shall have a valid Class z / Class 3 Digital Signature Certificate(DSC), obtained from the certif,ring authorities enlisted by Controller of CertiSring Authorities (CCA)at htQ://cea.gov.in

Bids will be opened online through website htttrls://tripuratenders.gov.in at r-oo IIrs on zz-o4-2o2o. If the office happen to be closed on the date of opening of the bids as specified, the bids will beopened on the next working day at the same time and venue.

L Bids of intending bidders who are near relatives of Officials of the TTDC Ltd, Agartala will be rejected.

Note: A near relative includes wife, husband, parents, in-laws, children, brothers, sisters, uncles, auntsand cousins.

9. No Engineer of Gazetted rank or other official employed in the Engineering or Administrative duties inan Engineering Department of the State Government is allowed to work as a bidder for a period of twoyears after his retirement from government services, without Government permission. This contract isliable to be cancelled if either the bidder or any of his employees is found any time to be such a personwho has not obtained the permission of the Government as stated above before submission of the bid orengagement in the bidder's service.

ro. If the price quoted in the pre-defined BOQ by a bidder is found to be either abnormally low or unethicalpractices adopted at the time of bidding process, such bids shall be rejected.

rr. Each Bidder shall submit only one bid for the work. A bidder who submits more than one bid will causedisqualification of all the bids submitted by the bidder.

The bidder, at the bidders own responsibility and risk, is advised to visit and examine the Site of Workand its surroundings and obtain all information that may be necessary for preparing the bid forentering into a contract of the work. The costs of visiting the site shall be at the Bidder's own expense.

13. The bid for the work shall remain valid for acceptance for a period r8o (One hundred eighty) daysfrom the last date of submission of the bid.

L4.lf the bidder withdraws his bid within the validity period then TTDCL shall, without prejudice to anyother right or remedy be at liberfy to forfeit the earnest money.

$. In case the bidder fails to commence the work specified in the biding documents on r5th day or suchtime period as mentioned in letter of award after the date on which the MD, TTDCL issues writtenorders to commence the work, or from the date of handing over of the site, whichever is later, theGovernment sha1l, without prejudice to any other right or remedy, be at liberty to forfeit whole of theearnest money absolutely.

16. Commercials

a. Bidder shall enter Item Rate in the Bill of Quanti_ty (BOQ) which is in MS-Excel (macro enabled) andshould be downloaded from the e-procurembntlpplication https://tripuratenders.gov.in and the sameBOQ should be filled up properly and uploaded as a part of bid with Agitat signing.

b. Name of bidder must be written in the appropriate fie-ld of Bill of Quantity (BOQ) by bidder.

17. EMD of all bidders including selected bidder will automatically be returned to their bank account useddSring on-line palment, once the process of "Award of Contiact" (AOC) is completed in the TripuraeProcurement Portal on receipt of "Performance Bank Guarantee" from successful bidder in Phyiicalform.

18. The item rate quoted by the Bidder shall be deemed to be exclusive of all taxes and charges. The GST,sales tax and other levies, duties, royalties, cess, toll taxes of Central and State Governments, locaibodies and authorities will have to pay by the bidder for the performance of this contract.
