INTRODUCTION

Australia’s energy system is undergoing a transformation with customers at the centre.

Solar,batterystorageandotherdistributedenergyresourcesarebecomingmoreefficientandaffordable.Thesetechnologiesarebeinginstalledbybothcustomersandenergybusinessesacrossthecountrywhileotheredgeofgridtechnologiesarealsodevelopingrapidly.Thesetechnologiesallowcustomerstoparticipateintheenergysystemlikeneverbefore,makingthemostoftheirsolarandbatteries,sellingservicesbacktothegridandbeingrewardfortheirenergyusechoices.

CommunitiesareincreasinglyseekingtoformMicroGridsorminigrids.Thesesystemsmayattimesbeself-sufficientorexchangeserviceswiththegridformutualbenefitwiththewidercommunity.

InremotecommunitiesisolatedMicroGrids,remoteareapowersuppliesandstandalonepowersystemsoftenprovetobemorereliableandcosteffectivethantraditionalservicedelivery.Theyprovidetheopportunitynotonlyforsomecustomerstoenjoymorereliableelectricity,buttoreducecosts,byalleviatingtheneedforcostlyinvestmentinnetworkaugmentationwhilealsoreducingbushfirerisks.

Theseedgeofgridtechnologiescanalsosupportresilienceandallowpowertoberestoredtocommunitiesmoreefficientlyafternaturaldisasters.

Usedeffectively,edgeofgridapplicationscanensurereliabilityofthegrid,maintainpowerqualityandhelpavoidcostlynetworkaugmentations.

Energynetworkbusinessarecommittedtoworkingwithcustomerstodevelopandbuildtheenergysystemofthefuture.Theyareinstallingandtriallingthesenewtechnologiesandeachprojectallowsthenetworkbusinesstobetterunderstandpotentialapplicationsandtheneedsofthecommunity.

ThispublicationhighlightsjustafewexamplesofhownetworkbusinessesfromaroundAustraliaareworkingwithcustomersandcommunities.Amoreinnovative,agileapproachcanhelpprovideAustraliancustomerswithaffordable,secureandcleanerenergyinanincreasinglydecentralisedanddynamicenergysystem.

Cyclone Response using Community based MicroGrids

In March 2017 Energy Queensland faced its first major challenge as a business when Tropical Cyclone Debbie wreaked havoc across more than half of Queensland’s east coast and there was significant damage caused to its Ergon and Energex distribution networks.

Atonepoint,almostaquarter-of-a-millionQueenslandcustomersacrossthemorethan1300sqkmswerewithoutpower.

ErgonEnergyandEnergex,aspartoftheEnergyQueenslandgroup,implementedarestorationplanthatwaseffective,inventiveandinnovative.

ErgonEnergyandEnergexteamsbeganaerialdamageassessmentswithin24hoursofTropicalCycloneDebbiecrossingthecoastintheWhitsundays.Within48hours,ElectricitySystemsDesignersandLinesPlannersweremappingoutMicroGridsolutionstorestorepoweruntilcommunitiescouldbeconnectedbygridsupply.

EnergyQueensland’stechnicalexpertiseandfieldexperienceenabledcrewstoresurrectabatteredandbrokennetworkandsupportitwithcommunity-basedMicroGridswhilelonger-termrepairsweremappedoutandundertakenintheworsthitareas.OneareawherethiswasparticularlysuccessfulwasthebeachsidecommunityofMidgePointwhichasaresultofinstallationofaPegasusunitandmicro-gridthecommunitywasabletostartrepairsandrecoverywellaheadoftheplannedgridsupplyrepairschedule.

ThefirststepwastorestoreGridsupplywherepossible.Wherethiswasn’tpossible,ErgonEnergydeployedandinstalledgenerationtosupportcriticalcommunityinfrastructureinlinewithLocalDisasterplanse.g.water/sewagepumps.

Thenextprioritywastorestorepowertothelargestnumberofcustomersasquicklyaspossible.Thisinvolvedrebuildingassetssuchaspowerlinesinlocalstreetsandrepairingdistributiontransformers,thenreconnectingindividualservicewirestohomesandbusinesses.

ErgonEnergy’smobilegeneratorfleetisapproximately13.5MVAintotalcapacity.Thecurrentfleetincludes35lowvoltagegeneratorsranginginsizefrom33kVAto625kVA,withanadditionalsixcontainerisedlowvoltagemobile1250kVAunitsandfivePegasus1500kVAHVinjectionunits.TheseHVinjectionunitsarecapableofbeingdirectlyconnectedtoeithertheundergroundoroverhead11kVor22kVnetworks.

TheoperationalresponseincludedthedeploymentofPegasushighVoltagemobileinjectionunitsandothergeneratorstore-energisecommunitieswhileourcrewsrepairedthenetworkandrestoredpowerto65,000northQueenslandcustomersbetweenMackayandAyrwithintwoweeksofgettingaccesstotheimpactedarea.

Essential Energy partners in battery storage/solar inverter trial in regional NSW

EssentialEnergyissigningupregionalNSWresidentstoparticipateinatrialtoassessthepotentialforcustomer-ownedbatterystoragesystemsandadvancedsolarinverterstohelpbettermanagedemandfornetworkcapacity.

InajointprojectwiththeAustralianRenewableEnergyAgency(ARENA),UniversityofTechnologySydney,RepositPowerandSMAAustralia,EssentialEnergywilltestbatterystoragesystemsandadvancedsolarinverterswitheligiblecustomersinatwo-yearpartiallysubsidisedtrial.

TheruraltownsofCollombatti,north-westofKempsey,andBellingen,south-westofCoffsHarbour,havebeenselectedforthetrialduetothehighconcentrationofsolarcustomersintheareaandthepotentialtoaddressanemergingnetworkconstraint.

Theproject’stwokeyobjectivesinclude:

» Developingasetofguidelinesforfutureuptaketoensuresuchtechnologyisoptimallyintegratedanddoesnotresultincostlynetworkexpenditure

» Exploringthepossiblevaluesuchtechnologycanprovideonaleastcostbasistoaddressnetworkconstraints

Systeminstallationswillbedeliveredintwoseparatestages,withthequantityoftheseinstallationsdependantonachievingtherequirednetworkbenefit.

Duringtheinitialpilotstage,upto40customerswillreceivesubsidisedinstallationofthebatterystoragesystemsoradvancedsolarinvertersandwillretainownershipoftheequipmentaspartofthetrial.Duringthetrialperiod,participantswillreceivepaymentsbasedonthelevelofnetworksupporttheirsystemprovides.

Thetrialhasbeendesignedaroundanopenmarketapproach,maximisingcustomerchoice,emergingmarketparticipantsandthepotentialfutureenergymarket.Subsidieshavebeenusedtoreducesystemcoststodaycomparabletothatlikelytobeseenoverthenextfewyears.

Withintherapidlychangingenergyecosystem,thekeyobjectivesoftheprojectwillhelpEssentialEnergyoperateabestpracticebusinessinperformance,efficiency,offeringvaluetocustomerswhilemaintainingdownwardpressureonnetworkcharges.

United Energy, Virtual Power Plant Pilot Project

Since October 2013 United Energy in Victoria has been undertaking a trial of Commercial and Residential Solar Storage Installations on the Distribution Network.

Aspartofthisproject,UnitedEnergyhasinstalled50kWofsolarphotovoltaic(PV)and150kWhofenergystorageacrossa10residentialcustomerpremisesand1commercial installationattheirBurwoodfielddepot

ThisprojectseekstoexploretheviabilityofutilisingsolarPVandenergystorageasanalternativetoinvestmentintraditionalnetworkinfrastructure.Itisdesignedto:

» BetterunderstandthecurrentstateofsolarPVandenergystoragetechnologyanditsabilitytoscale;

» DevelopanunderstandingoftheeconomicsofsolarPVandenergystorage;

» IdentifytherisksandtestthecontrolsfortheuseofsolarPVandenergystoragetechnologyinnetworksupportapplications;and

» ValidatetheuseofsolarPVandcontrolledenergystoragetechnologyforpeakdemandandvoltagemanagementapplicationsonthedistributionnetwork

UnitedEnergyhasselectedcustomerswithadifferentrangeofenergyusagepatternstoparticipateinthisproject.Theselectedconstrained(overloaded)assetswereidentified,wheretheuseofsolarPVandenergystoragetechnologywaslikelytobemoreeconomicthanthetraditionalaugmentationsolution.

UnitedEnergysuccessfullyprogrammedtheenergystoragesystemstoautomaticallyforecasthigh-temperaturedaysandprioritiseoperationofthesystemsfordispatchofenergyduringtheeveningpeak,whilstmanaginginternaltemperaturesoftheenergystorageunitsforoptimalperformance.UnitedEnergyhasexecutedthepeakdemandcontrolstrategyacrossarangeofenergystorageunitsinstalledinthefieldandfoundthatitisreliabletocalluponsolarPVandenergystoragetechnologyfornetworksupportandpeakdemandreductionapplicationswhenrequired.ThistrialprojectisstillongoingwithUnitedEnergyutilisingtheinstalledsolarstoragesystemstoexplorethesuitabilityofthetechnologyforvoltagemanagementapplications.

Aspartofthenextstepsforthisprogram,UnitedEnergywillseektocommencefurtherinstallationsofsolarPVandenergystoragesystemswithintheselectedconstrainedregionsofthedistributionnetworkinordertoprovethatthistechnologycanbecontrolledinconcerttodeferinvestmentsinactualplannedaugmentationprojects.

CONSORT Bruny Island Battery Trial

TasNetworks Part of Exciting Three-Year Battery Trial

ForTasNetworks,customerownedbatteriesareanopportunitytoresolvenetworkproblemswithoutbuildingadditionalnetwork.Thisisparticularlytrueattheedgeofthegrid,wherebuildingmorenetworkisexpensive.

TheCONSORTBrunyIslandBatteryTrialisajointresearchanddevelopmentprojectthroughTasNetworks,batterycontrolsoftwarebusinessRepositPower,theAustralianNationalUniversity,UniversityofSydneyandUniversityofTasmania.Theprojectreceived$2.9MfundingfromARENA(AustralianRenewableEnergyAgency)aspartofARENA’sResearchandDevelopmentProgramme.

Overthreeyears,thetrialwilllookathowbattery-PVsystemscanbeusedbycustomersonBrunyIslandtomanagetheirenergyandsimultaneouslyhelpmanagethenetwork.

BrunyIslandwaschosenbecauseofthenatureoftheelectricitynetworkontheisland,andthedemandpeaksthatoccurthereduringholidayperiods.Deploymentofbatteriesofthissizecanmakearealandmeasurabledifference.

Thekeythemeofthisprojecthasbeencustomerchoice.Itisdesignedtoreplicateafuturewherecustomershavechosentoinstallabattery,withoutnetworkinvolvement.

Therearetwokeycomponentsofthetrial:

» abatterysubsidy,tomakeasolarandbatterysystemaffordabletoaBrunyIslandresident;

» ongoingpaymentstousethebattery,whenthereisanetworkconstraint.Thisisinitially$1/kWh.

Installationofthebattery-PVsystemsonBrunyIslandbeganinDecember2016.Upto40customerswillreceivesubsidisedinstallationofthesystems,withbatterycontrolsoftwaretoenablethemtosellelectricitybacktothegrid.

Theprojectincludesworld-leadingresearch,investigating:

» whatcustomersthinkandfeelabouttheirenergystoragesystems,andhowthateffectswhatwemaydowiththem.

Itisenvisionedthattheseenergystoragesystemswillassistinmanaginganetworklimitationinthecablessupplyingtheisland.Theywillalleviatecongestionontheunderseapowersupplycable,andreducetherelianceonextragenerationduringpeakseasons.

Itishopedthebattery-PVsystemswillprovidealong-termalternativetotheexpensiveoptionofinstallinganotherunderseasupplycableoraugmentingtheexistingcable.

Onslow Distributed Energy Resources (DER) Project

The electricity industry is undergoing unprecedented levels of change placing the traditional utility business model at risk of rapid disruption.

Withsolarphotovoltaic(PV)connectionsinWesternAustraliaaloneprojectedtoexceedhalfamillionby2025,HorizonPowerbelievesthatdistributedenergyresources(DER)arethekeytoamoresustainableenergyfuture;whereindividualscanservicenotonlytheirownenergyneeds,butcanalsohelpservicetheircommunity’sneedsthroughadynamicenergytradingplatform.

TheOnslowDERprojectwillfullyexploretheoptionsfordevelopingasafe,reliablehighpenetrationrenewableDERenergysolutionforOnslow.HorizonPowerwilldelivernewpowerinfrastructureinOnslowintwostages.

Stageonewillconsistoffourmaincomponents:

» Apowerstationwith8MWofinstalledcapacity;

» Azonesubstation;

» 33kVdualcircuittransmissionlineintothenewzonesubstation;

» Extensionsoftheexisting11kVdistributionnetwork.

Stagetwowillconsistofdistributedenergyresourcesawayfromthemainpowerstationintheformof:

» Solar;and

» Batterystorage.

UnderpinnedbyamodularefficientpowerstationandstateoftheartsolarfarmtheOnslowMicrogridwillleverageoffadvancesindigitalcommunicationsinfrastructuretointegratewithintelligentdevicesandappliancesaswellasprepareforfuturetechnologies.

WesternSydneyisleadingthewaywithrenewableswithmorethan100,000homesnowwithsolarsystems.Withthemarketforresidentialbatterystoragealsorapidlyevolving,therearenowbothopportunitiesandbarriersassociatedwiththistechnologythatwillbeimportanttounderstandtoensuretheeffectiveandefficientdeploymentonelectricitynetworks.

Asasociallyresponsiblebusiness,EndeavourEnergyisworkingwithlocalcommunitiestodevelopprogramsthatuseelectricitymoreeffectivelyandefficientlywhilestillmeetingtheenergydemandsofourcustomers.

TheEndeavourEnergySolarSaverprogramaimstousetheenergystoredinabatteryinstalledinselectedhomeswithsolarpanels,toreducetheelectricitydeliveredfromthenetworkduringpeakdemandtimes.Ratherthanbuildingandmaintainingadditionalelectricitynetworktobeusedonlyafewdaysayear,SolarSaver isoneofanumberofnewprogramsusingamoresustainablewaytoreducepeakdemandandhelpresidentialcustomersuseelectricitymoreefficiently

UnderSolarSaver,customerswithasuitableexistingsolarpowersysteminvitedtoparticipatewillbeabletopurchaseabatterysystemfromaselectedsupplierfor25%ofthetotalcost.Inreturn,EndeavourEnergywillusetheenergystoredinthebatterytoreducetheelectricitydeliveredfromthenetworkduringpeakdemandtimes.ThebatterysystemcomprisesofaLGChem9.8kWhHVbattery,SMASunnyBoyStorage2.5kWbatteryinverter,and

Repositsmartmonitoringandcontrolkit.

Inadditiontothegeneroussubsidyforpurchaseofthebatterysystem,participatingcustomerssavemoneyontheirelectricitybillsbystoringexcessenergyfromtheirsolarpanelsandusingitduringpeakhoursorsellingittoselectedretailerswhenthespotmarketpriceishigh.

EndeavourEnergywillbecollectingenergydatafromtheinstalledsystemsuntiltheprogramendson31March2019.Theenergystoredinthebatterieswillbeusedtoreducetheelectricitydeliveredfromthenetworkduringpeakdemandtimes.Reducedinvestmentintheelectricitynetworkneededtocopewithpeakdemandwillhelpkeepthecostofelectricitydowninthefuture,sothateveryonewillbenefit.

EndeavourEnergywillremotelycontrolthecharginganddischargingofthebatteriesupto12timespersummer(1Novemberto31March)andwinter(1Mayto31August)period.Themainobjectivesofthetrialinclude:

» quantifyingthenetworkdemandreductionpotentialfrominstallingbatteryenergystoragesystemsinresidentialpremises;

» understandingthecustomerbenefits;and

» buildingonthedemandmanagementcontrolcapabilitiesofthenetwork.

Asecondaryaimofthetrailistotestthepowerqualityimprovementcapabilitiesofbatteryenergystoragesystems.

EndeavourEnergytargetedcustomerswithexistingsolarpanelsofdifferentsizesthataresuppliedbytheParkleaZoneSubstationwhichhasthehighestpenetrationofPVsystemswithinEndeavourEnergy’sdistributionarea.ParkleaZoneSubstationisalsoforecasttoexceeditsfirmcapacityduetotheincreasedgrowthfromthere-zoninganddevelopmentsalongtheNorthWestRailcorridor.

TheSolarSaver recruitmentcampaigncommencedinApril2017withdirectmailpackssenttotargetedcustomersdirectingthemtoregistertheirinterestonline.Customersthatmettheregistrationcriteriaprogressedtothenextstageofhavingasiteinspectiontoconfirmtheireligibilitybeforethebatterysystemisinstalled,withthefirstinstallationexpectedinlateMay2017.

Mooroolbark Community Mini Grid

Australia is in the midst of an energy revolution.

Thegrowthinsolarpower,energystorageandsmartcontroltechnologyhasthepotentialtochangethewaysocietyproduces,usesandsellsenergy.

Tohelpprepareforthisfuture,AusNetServicesistriallingAustralia’sfirstminigridinanestablishedcommunity.TheprojectenvisagesafuturewhereDistributedEnergyResources(DER)playamajorroleintheelectricitysupplysystem,andthedistributionnetworkbecomesadynamicplatformthatfacilitatestradeofenergyandenergyservices.

Toestablishamodelofthefutureelectricitynetwork,atypicalsuburbancommunitywasapproachedtotakepartintheCommunityMiniGridproject,withtheofferofsolarpowerandbatterystoragetobeinstalledatcustomerpremises.Theprojectencompassesthedesign,buildandoperationofa16householdminigridwithinasinglestreetinMooroolbark,atypicalsuburbancommunityinMelbourne’sEast.Allcustomersareconnectedtoacommondistributiontransformerviatypical3-phaseoverheadlowvoltagereticulation.Theprojectinvolves:

» Rooftopsolarphotovoltaic(3+kW)andbatterystoragesystems(5kVA/10kWh)at14of16houses;

» Centralnetworkdevicesincludingaswitchingcabinet,powermeter,andminigridstabilisersystem(15kVA/10kWh)atthelowvoltagegridconnectionpointtoallowtheminigridtotemporarilyseparateandoperateinislandedmode;

» Amonitoringandcontrolsystemthatcanoptimisepowerflowswithintheminigrid,performaggregatedcontrolfunctions,andwhichfeedsintoanetworklevel“DistributionSystemOperator”platform;

» Acustomerwebportaltoallowcustomerstomonitorandconfiguretheirenergysystems;and

» Thepotentialtoaddanairconditionerload-controltest.

TheminigridprojectseekstoinvestigatethevaluetothenetworkthatconcentratedDERcanprovidewhencoordinatedbyanetworkoptimisationscheme,theimpactsonthenetworkthatmayarisefromcustomerdrivencontrolofDER,aswellascustomerpreferencesregardinglocalenergysupplies.

Theprojectwilltestscenariossuchaspeakdemandmanagement,solarexportmanagement,virtualpowerplantoperation,responsetowholesalemarketsandlocalenergysharing.TheperformanceofDERsystemsinprovidingtemporarybackupsupplywillalsobetested,bothasindividualcustomersandasaninterconnectedminigridwhileislandedfromthemainnetwork.

Alltheresidentialandcentralhardwaresystemshavebeendeployedandareoperationalfollowingadetailedprotectionandsafetyreviewandcommissioningprocess.Theremotemonitoringsystemisinplaceandissupplementedbya24/7incidentresponseplanthroughtheissueandresponsetoSMSalerts.Systemintegrationhasproventobeachallengethroughouttheproject,howevertheminigridcontrolsystemisnowbeingimplementedwithasuiteofcomponentandsystemcontrolsscheduledtobedeployed.Testingisunderwayusingavailablecontrolssuchassolarexportlimitationandindividualbackuppowerprovision.Afullminigridislandoperationtesthasbeenundertakenwheretheminigridwasseparatedfromthemaingrid,temporarilypoweredby100%inverter-basedsupplies,andthenre-integratedtothemaingrid.

Establishingandnurturingcustomergoodwillthroughoutthetrialprocesscontinuestobeakeyactivityandanessentialingredientforsuccess.Giventhetimeandresourcecommitmentrequiredtomanagetheinstallationoftheresidentialenergysystems,animportantlearningexperienceforfutureinitiativesistopreferenceanengagementstructurewherecustomerstakesomeresponsibilityforproductselectionandinstallation,subjecttoanyinteroperabilityrequirements.

[email protected] Western Australia, significant sections (about 40,000 km) of the fringe-of-grid assets were constructed under rural electrification policies of the State Electricity Commission of Western Australia between the late 1950s and the 1980s. Today, the age of network in these regions typically exceed 30 years of age and will be scheduled for replacement or refurbishment over the coming years.

Thehistoricalchallengeofrelativelylowpopulationdensityoveralargearearemainsessentiallyunchangedinthe21stcenturyleadingtohighcoststoservecustomers.

Localgenerationsupplyoptions,forexample,stand-alonepowersystems(SPS)haveevolvedinrecentyearsand,insomecircumstancespresentasafer,morereliableandmoreeconomicallyefficientalternativetonetworkrebuildforsomecustomersattheedgeofthedistributionnetwork,wherethereislowcustomerdensityandcustomershavelowelectricityconsumption.

InJuly2016WesternPowerinstalled6hybridphotovoltaic/diesel/batteryStand-alonepowersystemsinRavensthorpe,LakeKingandOngerupareasattheedgeoftheSouthWestInterconnectedNetwork(SWIN)aspartofa12monthtrialtotestthesuitabilityofthistechnologyasanalternativetoatraditionalnetworksolutionaswellasgaugecustomerresponsetothetechnology.

Installedsystemsconsistofsolarphotovoltaics(PV)ranginginsizefrom9-19KWandlithiumbatterystorageranginginsizefrom40–80kWh.Systemsalsoincorporateadieselgeneratortosupportthesystemduringperiodsofhighcloudcover.Systemsizesbetweenparticipantsvaryasunitshavebeendesignedtomeetthetypicalelectricalloadexperiencedateachsite.

SuitablepotentialsitesfordeploymentofSPSwereselectedviaanalysisofnetworkdata.Edgeofgridlineswerefilteredtolocateareasofthenetworkwithageingassets,lowcustomerdensityandrelativelylowenergyuse.Candidateswererefinedfurtherbyfilteringformediumtohighbushfireriskareaswhereasafetybenefitcouldalsoberealised.

ItwasdeterminedatearlystagesoftheprojectthatahybridPV/diesel/batterysystemwasthemostsuitablesystemtoconsiderasanetworkreplacementoption.CoststoprocureanddeployanSPSsolutionwasestimatedfromtenderbidsreceivedthroughanearlierRequest-For-Informationprocess.Lifecyclecostsforthissolutionwerecomparedtoatraditional“polesandwires”networkrebuild;wherelifecyclecostsoftheSPSsolutionwerelessthanorequalto50%ofthenetworkreplacementcostitwasconsideredtobeacandidateforSPSdeployment.

AdetailedfunctionalspecificationwasdevelopedincollaborationwithHorizonPowerandwassubsequentlyputtomarkettofindasuitabletechnicalpartnertodesignandinstallaswellasoperateandmaintaintheSPSunits.

Simultaneouslytoprojectactivities,WesternPowerhassubmittedarulechangerequesttotheAustralianEnergyMarketCommission(AEMC)requestingthatemergingtechnologysolutions(suchasstand-alonepower)bereclassifiedasformingpartofadistributionserviceascurrentdefinitionspreventwiderimplementationofthesetechnologies.SimilardiscussionshavetakenplacewithWesternAustralianregulatorybodies.

Learningstodatefromthetrialhavebeenpositive.KeyoutcomesfromPhase1ofthetrialare:

» Customerfeltreliabilityhasimproved;trialparticipantshaveexperiencedsignificantlylesspowerinterruptionsthanknownnetworkinterruptionsonthesamefeeders;

» FeedbackfromcustomershasindicatedaveryhighlevelofsatisfactionwiththeperformanceoftheSPSunitoveratraditionalnetworksolution;

» Thesystemshavebeenrobustenoughtosurviveextremeweathereventsandexhibitedonlyminortechnicalissuesundernormaloperations;and

» Theneedfordetailedcustomerequipmentauditsandenergyusagewasseenasanecessarysteptoidentifyanynon-standardloadswithinthecustomer’sfacilitywhichhavethepotentialtonegativelyimpacttheoperationoftheSPSunit.

Giventhesuccessofthetrialtodate,WesternPowerisintheprocessofdeterminingthenextstepsforthesixinstalledtrialSPSsites,andpendingtheresolutionofstatutoryandregulatorybarriers,WesternPowerisinvestigatingthepotentialforawiderrolloutofSPSasanetworkreplacementtool.

[email protected] Conservation voltage reduction is a proven method for reducing energy and peak demand on distribution networks.

UnitedEnergyhashistoricallyonlyusedthisunderemergencysituationstoavoidload-sheddingintheabsenceofAMIvoltagemeasurements.

Withadvancedmeteringinfrastructure(AMI)nowrolledoutthroughoutVictoria,thereisanopportunitytoapplyconservationvoltagereduction(CVR)withouttheriskofviolatingVictorianDistributionElectricityCodelimitsbyusingthereal-timevoltagemeasurementsfromAMItoinformthemagnitudeofthevoltagereduction.

ApreliminaryanalysisonvoltagedataprovidedbyAMIhasshownthereisopportunitytousethisvoltagedatatodynamicallymanagevoltagesonthenetworkandimprovesteady-statevoltageregulatorycompliance.Thisisexpectedtodeliverpotentiallylargestepchangesinsteady-statevoltagecompliance.Thisprojectaimstotestthetechnicalfeasibilityofconservationvoltagereductiontoregulatevoltagesandimprovethesteady-statevoltagecompliancetotheCode.

CVRisimplementedbycontrollingthevoltagewithintheregulatorylimitsdefinedbytheCodeusingon-loadtapchangesatzonesubstations.ThisprojectisrequiredtotestthetechnicalfeasibilityofCVRtoregulatevoltagesandimprovethesteady-statevoltagecompliancetotheCode.

ThisprojectaimstotrialtheCVRtechniqueontwozonesubstations.ToimplementCVR,voltagedataprovidedbythesampledmeterssuppliedfromazonesubstationisgatheredandsenttotheNetworkAnalyticsEnginetomakedecisionsonoptimisingthevoltagesaccordingtothedynamicloadpattern.Thecontroltoactivatetheappropriatepre-definedvoltageset-pointwillthenbesenttotherelevantvoltageregulatingrelay(VRR)atthezonesubstation.TheSCADAapplicationwillprovideUnitedEnergywiththeadvancedcapabilitytomanagevoltageconservationswithinthenetwork.Ithasbeenproposedtoapplypre-definedvoltageset-pointstotheVRRsatthenominatedzonesubstations.

InitialanalysisontheAMIdatahasshownthattheproposedschemewithinthenominatedzonesubstationscanresultinstep-changeimprovementsinthequalityofsupplycompliance,inparticularduringperiodsoflightload.

Crotty Dam Remote Area Power Supply

Crotty Dam is a remote site owned and operated by Hydro Tasmania, and is located along Lake Burbury approximately 25km southeast of Queenstown on the western coast of Tasmania.

Therearetwohydroelectricsitesonthewesternshoreofthedam;awaterintakeshaftfortheundergroundtunneltoJohnButtersPowerStation,andadewateringshaftlocatednexttoCrottyDam.

TheCrottyDamsiteswerebuiltinatimewhenitwasnoteconomicallyviabletosupplypowertoremotecustomerswithoff-gridtechnologies.AtthattimeinordertoprovidepowertoCrottyDam,a12.7kmthreephase22kVfeederwasinstalled.Ongoingassetreplacementsandheavyvegetationcutswerenecessarytomaintainthefeeder;andthismaintenancewasnolongerconsideredtobethemostcosteffectivesolution.

ThroughadvancementsintechnologyanewproposalwasputforthbyTasNetworkstobuildanoff-gridsolutiontosupplyCrottyDam.

RemoteAreaPowerSupply(RAPS)areacosteffectivealternativetosupplyingelectricitytocustomers“onthefringe”oftheTasNetworkstransmissionanddistributionsystem.Theprojectisself-fundedbyTasNetworksasaregulatedcapitalinvestment.Equipmentsupply,designandinstallationwereprovidedbyThiessServices(previouslySilcarPersonnel).TheprojectwascompletedinApril2014.

TheRAPSsystemswereconsideredatechnologytrial.Therearemanyotherremotesitesthataresuppliedbyageinglongspurdistributionlineswhicharecostlytomaintain.RAPSmayalsobeamorecosteffectiveoptiontosupplythelocalcustomerscurrentlysuppliedbytheselines.

In2014/15twoRAPSsystemswereinstalledandcommissionedatCrottyDam,withthedesignandtechnicalsupportconductedbyThiessServices(previouslySilcarPersonnel).Thesitesarenowpoweredbyamixtureofdieselgenerationandbatterystorage.

The22kVlinewasdecommissionedin2015,avoidingtheongoinglinemaintenanceandreplacementcosts.

Asatrial,theCrottyDamRAPShasprovidedvaluablelearningsforthebusiness,theseincludeprocessimprovementstocovernewtechnologies,butalsotechnicalknowledgefortheRAPSdesignandconstruction.

TasNetworkswillworkingtostandardiseRAPSassetssothatthetechnologycanbesimilarlydeployedatfuturesimilarsites.

Energy storage is a potential solution to the critical challenges facing the power grid today by providing customers a safe and reliable power supply without having to build more expensive network upgrades.

Batterystoragesystemsalsohavesignificantpotentialtohelpmanageloadgrowth,peakdemand,powerqualityandsupplyinterruptions.Withmorehomesolarsystemsbeinginstalled,energystorageisalsoimportantinenablingrenewableenergytobesavedforusewhencustomersneeditthemost.

Inwhatwillbeafirstinitsnetwork,EndeavourEnergyisundertakingatrialtoquantifytheefficiencyandnetworksupportbenefitsofagrid-scaleBatteryEnergyStorageSystem(BESS).ThetrialinvolvestheinstallationofaonemegawatthourbatterystoragesystematthefuturesiteofEndeavourEnergy’sWestDaptoZoneSubstationintheIllawarraregion.Onceinstalled,theBESScoulddeferconstructionoftheproposedWestDaptoZoneSubstationforseveralyears.

Thelocationwasselectedforthepilotduetothescaleoffutureresidentialdevelopment,thepeakloadcharacteristicsoftheareaoversummerandtheageoftheexistingnetwork.Whenfullydeveloped,theWestLakeIllawarraReleaseareaswillcontain27,000newdwellings.

ThepilotBESSwillbecontainerisedandmodularforeaseofrelocation,andwillconsistof:

» 1MWhrBattery

» AC/DCPowerConversionSystem

» 11kVStep-upTransformer

» HVProtectionandControl.

Thetrialwilltestthepotentialofbatterystorageinareal,grid-scalesettingandprovideEndeavourEnergywiththeexpertisetoutilisethistechnologyasfutureneedsarise.Similarbatterysystemscould

bedeployedinothergrowthareasofEndeavourEnergy’snetworktodefertheconstructionofuptofournewzonesubstationsby2024andreducenetworkinvestmentbyupto$1millionperyear,keepingdownwardpressureonnetworkcharges.

ThisissignificantasEndeavourEnergyservicesthehighgrowthregionsofNSW,withthepopulationofGreaterWesternSydneyforecasttogrowapproximately46%by2031.WhiletheoverallNSWpopulationgrowthisforecasttobestrongat1.2%p.a.over20years,overwhelminglythegrowthisconcentratedinGreaterWesternSydney,withtheregion’spopulationforecasttogrowbyalmostonemillionpeople(46%)overthetwodecadesfrom2011to2031.

EndeavourEnergy’snetworkincludestheNorthWestandSouthWestPriorityGrowthAreasofSydney,establishedin2005toaccommodate500,000newresidentsover30years.TheseprioritygrowthareasaretheresultofthebiggestcoordinatedlandreleaseinNSW’shistory.

Generallytheexistingnetworkintheseareasissetupforthesupplyofruraltypeloadsandisnotsuitabletosupplythefutureurbandevelopment.Traditionalnetworksolutionstomeetdemandintheseinstanceshavebeentoaugmenttheexistingdistributionfeeders,andwhenthisisinadequate,constructagreenfieldzonesubstation.

AlternativelyaBESScanmeetshorttermdemandwithsupplementarysupplytodeferboththeaugmentationoftheexistingnetworkandtheestablishmentofthefinalsupplyinfrastructure.Ithasthepotentialtoimprovethequalityofelectricitysupplyinconstrainedpartsofthenetworkandprovidebackuppowerduringnetworkoutages.

TheBESSpilotprojectiscurrentlyintheprocurementphaseandisexpectedtobeinstalledandcommissionedatWestDaptobeforesummer2018.

Devastating fires in November 2015 caused widespread damage to the Esperance power system including the loss of 324 poles.

Ratherthanreplaceallofthedamagedoverheadequipment,HorizonPowerelectedtorestorepowersupplytoanumberofcustomersusingStandalonePowerSystems(SPSs).

ThiswasenabledbytheworkHorizonPowerhadpreviouslyundertakenwithWesternPowerontheSPSPilotforRavensthorpe,whereHorizonPower(asWesternPower’s“TechnicalPartner”inthatproject)hadsufficientknowledgeofSPSstobeabletostepintoareal-worldapplicationoftheequipment.TheprojectwasdesignedtoreplacethedamagednetworkwithaviableSPSalternativeandenableHorizonPowertoundertakeitsownSPSrollout.TemporarydieselgeneratorswereinstalledtoprovidepowerwhilewaitingfordeliveryofthepermanentSPSsolution.

TheprojectdeliveredStandalonePowerSystems(SPSs)tofivecustomersintheEsperanceregion,witheachsystemcomprising:

» GroundmountedsolarphotovoltaicPVof8-12kW

» Centralbatteryinverterof6kW,between1and3persite

» Batterystorageusingrackable1.2kWhbatterieswithsizingoptimisedfortheparticularcustomer

» Adieselgeneratorof15-20kVA

HorizonPowerdidnothavegoodmeteringinformationforthesecustomersasnon-intervalmeterswereinplacepriortotheNovember2015fires,withonlyannualmeterreads.Thereforethedecisionwastakentoinstallasimilarsystematallsitesthatcouldbeaugmentedlatertosuitthespecificcustomerenergyrequirements.Macroissuesweredealtwith,suchassinglephasevsthreephase,thenumberofbatteryinverterssufficienttomeettheexpectedpeakloads,andalayouttosuittheavailableland.Followingtheinitialinstallationandcommissioning,additionalbatterystoragewaslateraddedtominimisethesystems’dependenceonthedieselgenerator.

HorizonPowerimplementedatailoredCustomerAgreement,whichwasamodificationoftheStandardFormCustomerContracttoenablethespecificconsiderationsofSPStobecateredfor.

ThesystemsweredeliveredbetweenMarchandMay2016.Followingcommissioningallsystemshaveproventobereliable.ThebatteryaugmentationwascompletedinOctober2016,andthisisontracktolimitthegeneratorruntimetolessthan250hoursperyear.

SPSisnowanadditionaltooltobeusedinHorizonPower’snetworkplanning.

The United Energy distribution network has observed growth in maximum demand exceeding growth in average demand for many years.

Thisresultsinanincreasingpercentageofnetworkcapacitybeingunderutilisedexceptduringhotweather.Currentlythetop20%ofsystemcapacityisusedforapproximately1%oftheyear.Toaddressthisissue,UnitedEnergyintroducedtheSummerSaverProgramtoprovideanalternativetothetraditionalsolutionofbuildingnewinfrastructure.TheProgramincentivisescustomerstoreducedemandduringtimesofmaximumdemand,thusachievingnetworkaugmentationdeferral.

SummerSaverProgramisavoluntaryresidentialdemandresponseprogramthatisrunfromDecembertoMarcheveryyear.Customersconnectedtocapacityconstrainedsitesarerecruitedtoparticipateintheprogramandcalledtoprovidedemandreductionsduringtimesofnetworkconstraintwhichusuallyoccurwherethemaximumtemperatureisabove35°C.Customersareprovidedwithasmart-phoneappthatallowsreal-timemonitoringofenergyusageduringevents.Thecustomers’smartmetersareutilisedtoprovidethereal-timeusageinformation

First,suitabilityofcapacityconstrainedsitesonthedistributionnetworkfortheSummerSaverProgramisevaluated.Customerseligibleatthecapacityconstrainedsitesarethenrecruitedviadirectmarketingtoparticipateintheprogram.Registeredcustomerwillbenotifiedinadvancethroughemailandthesmart-phoneapplicationofaneventoccurring.Customersarealsoinformedonthetimingandtheirpreviousconsumptiononlikedays.

Theprogramhasbeenatremendoussuccesswithonaverage77%ofparticipantsoutof552successfulacrossalltheevents.Successfulcustomersonaveragereduced1kWindemandduringtheevents.ThishasallowedUnitedEnergytodeferaugmentationat92sites.Resultsofaneventon7January2017aredemonstratedinFigure1.
